When pressure is greater than normal value, the pressure equipments and pipelines will safely release the pressure, and combustible, explodable, poisonous and harmful materials will be sent to torch system for burning before emission. Equipments are outdoors placed so that these kinds of materials can diffuse quickly and easily. Pressure equipment integrates pressure release facilities such as safety valve explosion film. The breath valve of harmful material container integrates a safety nitrogen seal. There is a tight system in liquid emission equipment and a tight sampler for harmful material sampling. Also, this equipment integrates facilities of outside-range alarm, poisonous gas detection and alarm, fire auto-alarm. And electrostatic protection is also installed in equipment and pipeline. 6.5 安全施工和安装安全施工和安装 SAFE CONSTRUCTION AND OPERATIONS 6.5.16.5.1工作安全性分析工作安全性分析 Job Safety Analysis IMT将使用业主的工作安全分析系统(JSA)。JSA的格式将由业主提供，并由IMT完成。 IMT will use Owners Job Safety Analysis system (JSA). The JSA format shall be provided by the OWNER and completed by IMT. 6.5.2.1 在下列情况下应进行 JSA 分析，并确定采取的安全措施： JSA should be done and safety measures should be taken certainly in the follow cases: 1）高风险工作：如常压塔 、减压塔、常压炉 、减压炉的吊装； 升降机、射线探伤 作业、高处作业、施工用电、喷砂等； High risk jobs：such as lifting of atmospheric and vacuum distillation unit/ furnace，elevator, radiant ray detecting, working at height, construction power supply, blasting etc. 2）新的工作或任务，如特种钢焊接等； New jobs or businesses， such as welding of special type steel. 3）工作中使用了新的设备或程序； New equipments or procedures to be used in work, 4）历史上高事故的工作；如吊装；升降机、射线探伤作业、高处作业、施工用电、喷砂等； Jobs with high accident rate in history, such as rigging，elevator, radiant ray detecting, working at height, construction power supply, blasting etc. 5）产生有害废物的工作,如； Worksite with harmful waste produced, 6）HSE 经理认为需要进行 JSA 的工作 Jobs that engineering manager require to do JSA. 6.5.4 施工安全程序施工安全程序 Construction Safe Work Practices 6.5.4.1 文明施工 Housekeeping IMT 按照业主程序保持一个干净和整洁的现场。 IMT shall maintain a clean and tidy Site in accordance with OWNER procedure. 6.5.4.2 照明 Lighting IMT 将保证工作区域施工时有充足的照明。IMT 将提供安全的照明设备。自接的照明设备应符 合有关标准并通过业主审批。 IMT shall ensure that work is performed only in areas and at times where adequate illumination exists. IMT shall provide all lighting required to safely perform work. Artificial lighting equipment shall be manufactured to a recognized standard acceptable to OWNER. 6.5.4.3 梯子和脚手架 Ladders and Scaffold IMT 将遵守业主关于梯子和脚手架的程序，脚手架施工应通过业主审查。(符合中国标准)。 IMT shall comply with OWNER Ladder and Scaffold Procedure and use scaffold material acceptable to OWNER (china standard or equivalent). 脚手架应是钢制结构，使用前必须检查，检查合格后方可使用。 IMT scaffold materials shall be made of steel. All scaffolds must be inspected prior to use. IMT 将检查工作范围内可能存在的塌落危险，必要的地方将安装扶手栏杆。栏杆应设置 为顶部横杆、中部横杆和挡脚板。竖向支撑栏杆是必须的。 IMT shall review the fall hazards involved in its scope of work and construct standard handrail systems where required. Handrails shall be constructed with a top rail and shall have a mid-rail and toe-board. Vertical support posts for handrails will be required. IMT shall have a Ladder Inspection Procedure for the documented quarterly inspection of ladders. IMT is responsible for properly erecting, maintaining, and utilizing barricades and barriers in such a manner that they provide adequate protection and do not impede the work of other IMT unless OWNER approves such placement. Barricades and barriers erected by IMT shall have appropriate signs and tags indicating the nature of the hazard and the responsible supervisor. Barricades left after dark on or in close proximity to roadways shall be properly equipped with flashing lights. IMT shall ensure that employees understand and comply with barricade and barrier procedures (i.e. entry into prohibited areas). 6.5.4.5 洞口与周边警戒 Floor Openings and Elevated Work Perimeters IMT 将在所有洞口设置路障或坚固的盖板 (至少承受两倍预期载荷)。所有盖板应印刷或喷涂警 告: “开放孔洞- 危险, 不要移动。” IMT shall barricade all floor openings or install secured, properly labeled and substantial covers (able to withstand at least twice the anticipated load). High place operation can only be started with everything qualified. 3) 在进行高处作业时，IMT 办理内部的高处作业许可证 ，并且 IMT 的 HSE 专职或兼职监督 员必须在现场监督； 3)Work in high position, IMT will transact Work permission in high position, supervised by HSE full time personnel from IMT on the scene. 4） 在高处作业的人员必须系好全身式安全带、戴好安全帽，衣着要灵便，禁止穿硬底和带钉易 滑的鞋。安全带应高挂（系）低用，其所挂位置必须牢固； 4)Personnel who work in high position, must tie the life belt capapie, pull on motorcycle safety helmet, dressing loosely, forbid to wear hard bottom shoes and nailing lubricious shoes. Life belt should hang on the high and use in low, fasten its position. 5）脚手架的搭设和验收，必须符合脚手架搭设安全管理规定的有关要求，经监理公司（HSE 部）认可并挂有“准用”标识后方可使用。已搭好的脚手架没有“准用”标识，不得使用。高处作 业使用吊篮时，吊篮的制作和使用必须符合安全要求； 5) Putting up, checking and accepting of falsework must accord with Putting falsework management regulation, then use after HSE permit and hang identifieruse permission, or else cannot use. If use nacelle in high position work, its execution and usage should accord with safty regulation. 6）在道路和设备、设施上方或上下交叉作业区域，及人和物体有坠落可能的高处作业区域进行 高处作业时，挂设安全网，拉警戒线。在同一坠落平面上，一般不得进行上下交叉作业，如 必须进行交叉作业，中间应有隔离措施。以上作业有专人监督； 6) Hanging safety net and lay exemplary line under the road、equipment and establishment or up and down crossover region, region which man or objects downfallen potentially. In the same downfallen plane, no up and down crossover work, if no else, there must be isolated measurement in the middle. All of these work must be surpervised by professional personnel. 7）进行容器和框架内的高处作业与特殊高处作业时，必须配置性能完好的通讯设备，保持与外部 或地面的联系，特殊情况下应设专人负责通讯联络。夜间高处作业应有充足的照明； 7)Work in the tank and frame clsss in high position or in special high position, there must provide favorable communicated equipment, so as to contact with ground or outside. In special condition, special personnel is responsible for communication. There must be abundant illumination by night; 8）施工作业场所有坠落可能的物件，必须先将其撤除或加以固定；高处作业所用的物料，均必 须堆放平稳，不得妨碍通行和装运；高处作业时，工具必须随手放入工具袋；作业面应随时 清理干净，并严禁上下投掷工具、材料、杂物、余料和废料等； 8) Goods which is probable falling down in the constructing scene, must be backout or refixup; goods in high position must depositeded reposefully and undisturb transition and shipping. When work in high position, instrument must be put into workbasket; surface of task will keep sanitarily, and strictly prohibit blanketing goods up and down、 material、sundries 、surplus material and scrap material. 9）在施工区域邻近处，如有排放有毒、有害气体和粉尘超出允许浓度的烟囱及设备等场合，严 禁进行高处作业；如排放气体、粉尘浓度在允许浓度范围内，也必须采取有效的防护措施且 有专人监督；高处作业要与架空电线保持规定的安全距离； 9) Close to construction region, no high position work put up in the occasion which concentration of poisonous, deleterious gas and dust go beyond permitted rang; on the contrary, special personnel supervise and take effective protect measurement; high position working personnel must keep a safty distance with trolly wire. 10）雨天和雾天进行高处作业时，必须采取可靠的防滑、防寒措施，水、露均应及时清除；在六 级风以上和雷电、暴雨、大雾等恶劣气候条件下禁止进行露天高处作业； 10) High position work in raining and foggy day must take credible skidproof and coldproof measurement, and water and dew must be eliminated in due course; strictly prohibit hypaethral working in the weather of wind in six grades、thunder、rainstorm day. 11）如发生事故或灾害，而需在强风、异温、雨天、雾天、夜间、带电、悬空和紧急状态下进行 高处作业时，必须制定作业方案并经 IMT 的 HSE 负责人审查和相关监理公司（HSE 部）审 批。紧急情况下为了抢救人员，在保证救护人员安全的前提下，可由 IMT 的现场负责人或其 他领导口头批准，实施抢救作业，同时要尽快向本单位领导和监理公司（HSE 部）报告。 11)When accident or calamity happen, work necessarily in strong wind、 multifarious temperature、 raining day、 fogging day、 nighttime、 electrification、hanging in the air and emergency time, must be worked out precept and checked up by HSE principal of IMT and concerning supervising company. In emergency time of salvaging personnel, scene principal of IMT or other leaders authorize to bring into effect of salvaging personnel by word of mouth, and notify the leaders and supervising company on the base of safety of ambulanceman. 高处临边作业管理规定 Management regulation in high position limbic working 1）所有可能发生高处坠落的周边，必须设置有效的防护栏杆（上下两根，间距不得大于 0.6 米） ； 1) Circumjacent region at which is probable falling down from high position, must set effective defended railing (two, one is up ,one is down, its space between 1.5m must be set protection railing in around, and hang safety net subjacent the hole. 5）在邻近作业的人与物且有坠落危险的竖向洞口、孔及管口处，必须设置有效的防护设施。 5) Staring hole, cave and nozzle of which is probable falling down man or goods, must be set effective protection implement. 攀登作业管理规定 Management regulation of climbing work 1）地面或固定平台基础面以上5 米内的一次性攀登作业，可使用移动式梯子。 1) One-off climbing work above the ground or fixed platform which exceed 5m, can use floating lift. 2）一般情况下，不得使用吊蓝载人进行高处作业。特殊情况下使用吊蓝载人进行高处作业，必须 制定详细的安全技术措施，并经 IMT 的 HSE 负责人审核，由监理公司（HSE 部）批准后实施。 对施工所使用的吊蓝等须经 IMT 的 HSE 负责人或专职监督员检查、监理公司（HSE 部）确认 合格后，施工人员方可正式进入吊蓝进行作业，但设备或框架内部不可直视的高处攀登作业， 禁止使用吊篮等垂直载人设施。 2)In general, strictly prohibit nacelle from carrying personnel in high position work. In special condition, it must be worked out detailed safety measurement, and checked up by HSE principal of IMT, authorized by supervising company.
