一、项目简介该警犬基地位于某地,紧临铁路线，占地面积约39000平方米，地上有大量平房需要拆迁，该基地计划建成中等以上规模，设施齐全，功能完善的现代化警犬基地，并能够在全国铁路公安机关警犬事业中具有较大影响力的某铁路公安警犬训练、培训、繁殖基地。二、编制依据此项目建议书，编制依据为：1.某市勘测设计研究院测绘图；2.某铁路公安处警犬基地新址基础建设发展规划；3.现场勘查。三、建设单位某铁路公安处四、项目情况（一）项目地点及地理环境1.项目地点某市某区某地，紧临铁路2.地理环境本基地西临铁路，南部有少数居民区，交通较为便利。（二）项目用地现状该项目计划用地面积为39000平方米，房屋建筑面积为2956.0平方米，此基地内有大量拆迁房屋。（三）项目拟建内容及规模本基地建成后将分为警犬生活及训练区、民警办公区、民警生活区和配套设施，本项目建设将采用国内较先进的设备系统，技术和管理方法。该基地建成后还可适时对外开放，发挥宠物医院的功能。综合楼为框架结构，一期建两层，三期拟加三层。五、项目建设分析（一）项目建设的必要性鉴于当前警犬在民警办案中的重要性，为了改善我铁路公安的办案条件，增建警犬基地势在必行，该基地建成后将大大提高我铁路公安的办案效率。该基地位置相对较好，周围没有大量居民，不会产生扰民现象。（二）市政条件由于本项目位于某地，外部市政条件基本解决，市政设施得到保证，满足项目建设和今后发展要求。上水：接入附近上水管网，由此引入即可解决。雨水：排入主路的雨水管道口。供电：在项目附近有配电室，可就近接入。通讯：就近接入电信管道。（三）地质条件项目建设的占地范围内地势较为平坦，需要部分挖填土。六、环保、节能和消防（一）环境保护措施：雨水和民警生活污水水质符合某市水污染物排放标准（试行）中排入城市下水道水污染物排放标准的b标准（下水道最终出口排出的污水进入城市污水处理厂的标准），对城市污水管网和污水处理厂不会产生不良的影响。该路面多为新做路面和绿地，出雨冲刷路面带有一定杂物外，排入雨水道的雨水不会含有大量的有害物质。警犬产生的污水需要在基地内做化粪池，经过处理方可排放。生活垃圾纳入该地区的环卫垃圾消纳系统，垃圾储存和收集均采用封闭式的垃圾袋和垃圾箱，不会对周围环境产生不良的影响。（二）节能措施如下：1.建筑物选用保温、节能性能较好的建筑材料，减少热量损失。2.配电设备等均采用高效节能产品，变电室内装设电容补偿装置，减少无功损耗。3.公共照明设备安装关闭装置，卫生器具等加节水装置。（三）消防措施如下：本基地严格按照消防要求建设，设置防火通道。七、进度与计划安排本警犬基地计划分三个阶段建设，具体为：第一阶段：占地约13768m2(21亩)，应在2005年内完工1.基地的办公基本公用房部分包括办公室、休息室、会议室、鉴别室、活动室、值班室、接待室、留置室、审查室、工人宿舍等，面积约为600平方米。2.犬舍部分计划一期建设犬舍50间，为宽2.5米长6.0米15平方米大小，犬舍可建为2排，每排犬舍之间建2米宽甬路及两侧绿化草皮，面积为770平方米。3.警犬训练场具体分为以下三类：1）警犬训练场地：3050平方米，需要建成水泥地面，模拟广场车站进行实战训练。2）障碍训练场地：1050平方米，摆放各种障碍器械，还可以建有泅水池（体积为长15米宽10米高1.8米270立方米），进行警犬的体能训练和泅水训练。4.警犬医务室：120平方米5.食堂1）民警食堂：65平方米2）犬食制作间：45平方米6.还有其它一些配套设施1）备品库：42平方米2）洗澡间：26平方米3）厕所：28平方米4）车库：33平方米5）锅炉房：101平方米6）警犬洗澡池：40平方米总计：270平方米7.基地围墙，长1020米，高2.4米第二阶段：占地约16147 m2(24亩)，应在2006年以前完工1.警犬基地绿化工程面积约为6000平方米2.搜爆训练室2间，面积为91平方米。第三阶段：占地约9143
