1、地税局党建工作部署交流 地税局党建工作部署交流 一、基本情况 我局有干部职工 人，其中有中共正式党员 人，占 %。有 个党支部（包括局机关及 个分局）。局机关支部有党员 人，占全局正式党员 人的 %，其中有男党员 人，占 %，女党员 人，占 %。 二、主要做法 一、统一思想，提高认识，充分认识深入开展创先争优活动的重大意义 创先争优活动是继深入学习实践科学发展观活动之后，党中央着眼于经济社会发展全局和党的建设实际，为加强基层党组织建设和党员队伍建设而部署的一项重要工作，影响深远，意义重大。从巩固扩大学习实践成果的要求来看，历时一年多的学习实践活动已经基本结束，但贯彻落实科学发展观任重而道远。学

2、习实践活动中形成的一些好经验、好做法有待进一步总结提升，一些深层次矛盾和问题有待进一步研究解决，一些促进科学发展的制度机制有待进一步健全完善。不论是从全党全国还是我们自身而言，深入开展创先争优活动，对于进一步巩固和扩大学习实践科学发展观活动成果，把学习实践活动中形成的科学发展规划、思路和举措切实落到实处，不断解决影响和制约 地税科学发展的深层次矛盾和问题，解决好群众最关心、反映最强烈的民生问题，在新的起点上推动科学发展观的贯彻落实，促进地税各项目标收入任务的圆满完成和地税事业又好有快发展等都具有非常重要的意义。近几年来，按照县委的安排部署，我局始终用发展的眼光、用推动科学发展的要求来抓党的建设

3、，党组织的执行力、凝聚力和驾驭复杂局面的能力不断增强，人民群众的满意度不断提高。但也要清醒地看到工作中存在的问题，党组织抓工作、促发展、解决问题的能力有待进一步提高；一些党员学先进、赶先进、争当先进的动力不足，党员意识淡化，先锋模范作用发挥不好等等。开展创先争优活动，就是要使党组织和党员明确新的努力方向，在激励和竞争中提升能力素质，发挥好主体作用；就是要在争先创优活动中解决工作难题，从而进一步提升基层党建科学化水平。我们要通过深入开展创先争优活动，充分发挥党组织的战斗堡垒作用和广大党员先锋模范作用，动员广大党员以更加饱满的热情、务实的作风、创新的举措，推动全县地税事业科学发展、和谐发展。总之，

4、在党的基层组织和党员中深入开展创先争优活动，不仅是巩固和拓展科学发展观学习实践活动成果的重大举措，而且是加强党组织和党员队伍建设的必然要求，同时也是密切联系和服务群众的重要渠道，更是促进 地税事业又好有快发展的有力保障。 二、明确任务，按照中央和省、市、县委及上级局的部署深入扎实开展创先争优活动 开展创先争优活动，中央和省、市、县委高度重视，基层和群众充满期待。根据中央和省、市、县委及上级局的部署要求，我局充分借鉴学习实践活动的成功经验，突出创先争优的实践性，以更加丰富的活动内容、更加多样的活动形式、更加切实的工作方法，保证创先争优活动取得实效。 （一）及时成立创先争优活动领导小组。开展创先争

5、优活动，是各级党组织的一项重大政治责任。强有力的组织领导是确保创先争优活动的顺利开展、取得成效的关键。我局高度重视此项活动，紧密联系地税部门实际，为切实加强对活动的领导，成立深入开展创先争优活动领导小组，组长由党组副书记苏学义担任，副组长由副局长杨新强担任，成员由机关党支部组织委员马子仲、宣传委员谢金洁、人教股股长董诗湘、党小组组长兰玉华、黄大仓、胡永强、孙家康组成，办公室设在县局机关党支部，由宣传委员谢金洁具体负责创先争优活动的组织实施。 （二）认真制定实施方案。根据县委开展创先争优活动的安排部署，紧密结合地税工作实际，我局制定了 县地方税务局关于在党的基层组织和党员中开展创先争优活动实施意

6、见的通知，以“腾地税发80号”文件下发各股、室分局，创新形式、丰富内容和载体，以求真务实的作风，推进创先争优活动的深入开展。活动实施意见进一步明确了开展创先争优活动的重要意义、总体要求和目标、主要内容、具体要求，把开展创先争优活动与当前工作紧密结合起来，以创先争优活动促进各项工作的圆满完成，以各项工作的圆满完成检验创先争优活动取得的实效。 (三)深入开展以忠诚教育为核心的“七个一”活动。为不断提高地税系统公务员职业道德水平和公共服务效能，强化忠诚意识、责任意识和廉洁自律意识，大力推进学习型、服务型机关建设，根据云南省公务员局和省市地税局的要求，我局深入开展了以“宣誓活动、红色教育活动、廉政教育

7、活动、选读一本好书活动、开展主题演讲活动、开展主题征文活动和开展岗位练兵活动”为主要内容的“七个一”活动，并制作成光盘，于8月26日上报市局人教科。 （四）扎实开展“三查三看”教育活动，深入推进创先争优活动的深入开展。为着力推进创先争优活动工作，进一步巩固学习实践科学发展观活动成果，深入践行省委“个人形象一面旗、工作热情一团火、谋事布局一盘棋”的要求，市委结合保山实际，提出以领导班子和领导干部为重点，从年6月开始至9月底，在全市组织开展以“查作风，看学习、团结、务实、创新、守纪的情况；查工作，看思路、方法、措施、发展的情况；查项目，看储备、服务、建设、成效的情况”为主要内容的“三查三看”教育活

8、动，深入推动思想解放，强化服务意识、责任意识、实干意识、廉政意识，着力改进作风、解决问题、提高能力、健全机制，努力建设善于领导科学发展、奋发有为、堪当重任的领导班子，为保山跨越式发展提供坚强保证。我局结合 地税实际，扎实开展了“三查三看”教育活动，深入推进创先争优活动的开展。 一是认真研究部署，及时成立活动领导小组。全县“三查三看”动员大会结束后，根据 地税实际，按照全县动员大会要求，结合正在开展的在基层党组织和党员中深入开展创先争优活动，认真研究我局“三查三看”教育活动具体方案，及时成立“三查三看”教育活动领导小组及办公室，并明确领导小组工作人员职责，扎实抓好我局“三查三看”教育活动。 二是

9、开好动员部署会。6月28日，我局在深入调研、充分准备的基础上，召开了“三查三看”教育动员大会，对我局开展“三查三看”教育活动进行了全面部署，进一步阐述了开展“三查三看”教育活动的重大意义、指导思想、目标原则、范围对象和方法步骤。全局干部职工进一步统一了思想，提高了认识，明确了开展“三查三看”活动的重要意义、主要任务、具体要求和方法步骤，明确了开展“三查三看”教育活动迫切性和必要性。 三是制定实施方案。按照县委和市局的要求，我局结合 地税部门的行业特点，认真制定符合自身实际的实施方案。实施方案进一步明确了开展“三查三看”教育的指导思想、总体目标、范围对象、方法步骤和组织领导。并以腾地税发87号文

10、按时上报县委创先争优活动领导小组办公室。 四是认真开展学习培训。按照学习要求，我局集中学习了毛泽东矛盾论和为人民服务，学习了市委书记李正阳在市委“三查三看”教育领导小组会议上的讲话，学习了x同志在第 届中央纪律检查委员会第五次全体会议上的讲话，学习了中共云南省委办公厅关于在全省各级领导班子和领导干部中继续深入开展“三个一”主题实践活动的意见等篇目。为有效解决工学矛盾，我局主要采取中心组学习带动广大干部职工学习、专题辅导和早、晚集中学习等方式进行学习，共集中学习5次。在开展集中学习的同时，广大干部职工还利用休息时间和节假日广泛开展自学，认真学习其余必读篇目。每人都写出了10000多字的读书笔记和

11、两篇以上的心得体会。通过学习培训，全体干部职工增强了开展“三查三看”教育活动的自觉性和坚定性。 五是深入学习郑垧靖先进事迹。于年7月10日组织全局干部职工收看了保山电视台播出的“郑垧靖同志先进事迹报告会”实况录象，于年7月12日组织学习了郑垧靖同志先进事迹，同时组织召开了郑垧靖先进事迹座谈会。大家一致认为，地税干部学习郑垧靖同志先进事迹和崇高精神，就是要忠于党的税收事业，争做郑垧靖式的好党员、好干部，努力争做无愧于党、无愧于人民的忠诚卫士，认真履行“聚财为国、执法为民”的税务工作宗旨，坚持以组织收入为中心，强化“服务科学发展、共建和谐税收”的新时期地税工作主题，进一步提高地税干部的履职能力，牢

12、固树立全心全意为人民服务的根本宗旨，努力完成各项工作任务，为 经济社会的科学发展作出地税部门积极的贡献。 六是认真开展读书活动。为扎实开展创先争优活动、深入推进学习型组织建设，进一步提升党员干部的理论水平和学科文化素养，增强履职能力。我局以“阅读探索思考”为主题，以“树立终身学习理念、提升履职创新能力”为目标，采取“读、研、听、写、讲”等形式，立足本局实际，深入开展党员干部读书活动。通过开展读书学习活动，进一步培育全县地税系统党员干部读书习惯，营造全县地税系统的学习氛围，促进全县地税系统广大党员干部顺应时代发展，实现知识的不断更新，使地税系统广大党员干部在学风上有新转变、观念上有新突破、能力上

13、有新提高、工作上有新成效。 七是积极学习原保山地委书记杨善洲同志先进事迹 杨善洲同志六十年坚守共产党人的精神家园，一辈子把党和人民的利益放在首位，一辈子淡泊名利、地位，一辈子公而忘私、廉洁奉公。他恪守信念，一心为民，忘我工作，始终如一地坚守着共产党员的高尚情操，始终如一地践行了执政为民的根本宗旨，始终如一地发挥了老有所为的奉献精神，以感人的事迹，集中展示了一名共产党员的崇高品质，树立了党员干部的光辉形象和时代风貌，是共产党员和老干部的优秀代表，是“创先争优”的突出典型，是全市广大党员干部学习的楷模。深入学习杨善洲同志的先进事迹和崇高品质，对于加强当代党员干部思想道德修养，增强广大党员干部对人民

14、群众的深厚感情，保持共产党员先进性，增强各级党组织创造力、凝聚力和战斗力，推动保山经济社会快速发展，具有十分重要的意义。 八是积极开展大讨论。以召开“座谈会”、周一学习日等形式，围绕县委“三查三看”教育内容开展大讨论活动。以地税部门如何开展“三查三看”，地税部门开展“三查三看”查什么、看什么，如何结合岗位职责开展“三查三看”等内容为主题，开展讨论交流活动。同志们提出，地税部门查学习，就是要看是否扎实开展政治理论和税收业务知识的学习，是否扎实开展“爱读书读好书善读书”活动，是否实现“领导班子好、队伍素质好、管理机制好、执法质量好、社会形象好、廉政建设好”的“六好”创建目标；查工作，就是要看是否清

15、楚税费源情况，是否能克服困难确保税费收入“时间任务双过半”，是否能圆满完成县委政府和上级局下达的全年税费收入任务；查项目，就是要看是否扎实做好重点工程项目税收的跟踪问效工作，执行税收政策是否到位，纳税服务是否让纳税人满意。地税部门开展“三查三看”教育，就是要围绕“带好队，收好税”的工作思路，坚持“聚财为国、执法为民”的税收工作宗旨，全面推进依法治税，更新观念，转变作风，进一步优化纳税服务；着力打造“快乐工作、健康生活、追求卓越”的核心团队，为 地税科学发展、和谐发展提供坚强保障。 九是广泛听取意见，深入查找问题。为推进创先争优活动，围绕“三查三看”的内容，我局通过召开座谈会、发放征求意见表等形

16、式，广泛征求意见，积极开展调查研究，深入查找问题，深刻剖析原因。结合党组班子民主生活会的召开，于8月10日发出征求意见表70份，收回70份，通过认真梳理，对党组班子提出表扬类意见20条，综合汇总为3条；意见、建议42条，综合汇总为10条。会前，党组负责人将征求到的意见、建议及时反馈给班子成员，并广泛开展班子成员之间、班子成员与分管股室之间的交心谈心，班子成员结合自身查找和征求到的意见、建议，认真准备发言提纲，深入剖析各自分管工作中存在不足和问题。8月27日，在县委“三查三看”督导组和县纪委第一纪工委相关领导的指导下，我局党组班子在和谐的氛围中按时召开了专题民主生活会，深入开展批评与自我批评，达

17、到统一意见、形成共识，不断推动地税事业科学发展的目的。会上，党组负责人代表党组作了创先争优承诺；党支部负责人代表党支部作了创先争优承诺；领导班子个人分别进行了创先争优承诺。党组班子专题民主生活会得到了到会指导会议领导的高度评价和充分肯定。按照“三查三看”的要求，9月上旬我局将召开党员专题组织生活会，认真查找个人在作风、工作、项目方面存在的不足和问题，同时在会上开展个人创先争优承诺，并通过板报、地税网站等形式向社会公开。 三、深入开展创先争优活动，确保各项工作取得明显的成效 目前，紧密结合地税部门工作实际，我局按照创先争优活动和“三查三看”教育活动的要求，我们始终坚持热情不减、标准不降、要求不变

18、，把创先争优活动和“三查三看”教育活动进一步引向深入，有力的推动了各项工作的开展，实现了“四个突破”。 （一）在组织收入完成任务上有新突破。自创先争优活动和“三查三看”教育活动开展以来，全县地税干部职工的政治意识、学习意识都有明显增强，工作作风进一步转变，为完成各项阶段性任务起到了有力的推动作用。1至9月，地方工商税收收入完成40459万元，完成79%，比上年同期增长36%；规费收入完成7221万元，比上年同期增长12%；地方教育费附加完成260万元，同比增收87万元。 （二）在坚持依法治税上有新突破。牢固树立法治观念，严格执行税收法律法规，规范行使税收执法权和行政管理权。坚持公正执法，全面推

19、进税收执法责任制，规范执法行为。 （三）在纳税服务上有新突破。坚持以“地税工作服务经济社会、地税机关服务基层、地税干部服务纳税人”是做好税收服务工作最直接的体现为基本要求，强化税收服务，不折不扣落实好“法制政府”、“责任政府”、“阳光政府”和“效能政府”四项制度，为广大纳税人提供高效、优质、快捷的服务。 （四）在转变工作作风上有新突破。认真对待每一件事情，认真落实每一项工作，做到“力量在一线配置、情况在一线了解、问题在一线解决、感情在一线融合、干部在一线检验、形象在一线树立、政绩在一线创造”，倡导推行“当天的事情当天办、复杂的事情协调办、紧急的事情立即办、份外的事情协助办、一切事情依法办”的“
