Theadventofnewtechnologiesisoften

accompaniedbyflurriesofoptimism,scepticismand,insomecases,resistance.Therapid

emergenceofGenerativeArtificialIntelligence

(GenAI)isnodifferent.Ashistoryhasshown,

ratherthanthetechnologyitself,thedecision-

makingthatdesigns,develops,directsand

deploysitcantiltoutcomestowardsgenderparity

–andintheprocess,towardssharedprosperity.

Forindustryleaders,theGenAIrevolutionisa

competitionfortalent,andthosewhoharness

abroader,morediverseworkforcewillgaina

decisiveedge.Increasingwomen’sparticipationinAI-relatedrolesisnotjustamatteroffairness–itisastrategicimperative.Firmsthatdoubletheir

GenAItalentpoolsbyintegratingwomenmore

effectivelywillseehigherratesofinnovation,betterproblem-solving,andacompetitiveadvantageinthemarketplace.

Forpolicy-makers,GenAIpresentsbothan

opportunityandachallenge.Byproactively

embeddinggenderparityintoAIdevelopmentanddeployment,economiescanachievehigherlevelsofsocialrepresentationandeconomicintegration.EconomiesthatfosterinclusiveGenAIstrategiesearlyinthetechnologicaladoptionperiodwillnot

onlyreduceworkforceinequalitiesbutalsodrivefaster,moresustainablegrowth.

EconomicForumlaunchedtheGenderandAI

DialogueSeries–thefirstknowledgedriveoftheGlobalGenderParitySprint,withtheintentionofsurfacingnovel,short-burstinsightsoncriticalgenderparityissuesattheintersectionofcurrentglobaltransformations.Inparallel,LinkedInand

itsEconomicGraphResearchInstitutehavebuiltandmaintainedaresearchagendaexploringandunderstandinghowAItechnologiesareimpactinglabour-marketoutcomes.

Leadersfromindustry,policyandmultilateral

spherescontinuetocollaborateonidentifyinghowGenAIcanbeleveragedasanaccelerant,rather

thanadivider,forgenderparity.Theirinsightsformthefoundationofthisbriefingpaper,co-developedbytheWorldEconomicForumandLinkedIn,as

partofalongstandingdatacollaborationforthe

GlobalGenderGapReport.Thispaperhighlights

keyopportunitiesandchallenges,offeringindustryandeconomicleadersclearstrategiestoensureAI-driventransformationbenefitsreachthe

ArtificialIntelligence(AI)technologiesarebeing

primedtohelpaddressarangeofpressing

economicchallenges,fromjobcreation,toboostingproductivity,andevenincreasingGDPgrowth.

Economiesthatharnessthebroadesttalentpool

inthistransitionwillbebestplacedtoachievea

resilient,innovative,andcomprehensivetransitionintotheintelligentage.Thiswhitepaper,developedwithLinkedIn,examineshowgendergapsare

shiftinginthe“IntelligentAge”.Itexploresscenariosininnovation,workforce,andskillingwhereAI

augmentationcansupportgenderparityandinclusivegrowth.

Thefirstsectionfindsthateconomiesadvancing

inAIwithlimitedtalentdiversityriskeconomic

dragandAI-driveninequality.Healthyinnovation

ecosystemsrequireamixoftalentateverystage,

buttalentpipelinesseeastreamoffemaletalent

drop-offatvariouspointsofthecareercycle.The

existingpoolofinnovatorsisfurtherconstrainedbyhighlyuneveninnovationecosystems,leadingtotheclusteringofwomeninnovatorsinonlyahandfulofeconomies.AsAIaccelerates,economiescapturingdiversetalentwillgainacompetitiveedge.

ThepaperthenexploreshowGenAIisreshapingjobsandcareerpathsdifferentlyformenand

women.LinkedIndatasuggestswomenaremorelikelytoholdrolesdisruptedbyGenAIandless

likelytoexperienceaugmentation.Despitethesedifferences,theAItalentlandscapeisevolving,

withmorewomenacquiringAI-relatedskillsin

response.Women’sparticipationintechhas

growntonearlyone-third,yetretentionremainsachallenge.Menareoverrepresentedateverycareerstage,especiallyintheSTEMC-suite.However,

LinkedInresearchsuggeststhedynamismof

AItransformationoffersanopportunitytobreak

withlongstandinggenderdisparities.LinkedIn

datashowsfemaleAItalentontheplatformhas

expandedsignificantlybetween2018and2025,

andthegendergapinAItalenthasnarrowedin74of75economies.Morepromisingly,underreportingcouldhintatalargerfemaleAItalentpool.

Finally,thepaperreflectsonhowaugmentationcanimpacttalentdevelopmentstrategies.Balanced

workforcepipelinesdependonequitablehiring,evaluation,andpromotionpractices.With99%ofFortune500companiesusingautomationinhiring,AImustaddressexistinggenderbiasestoensurewomenbenefitfullyfromAI-drivencareeropportunities.

AsAIreshapeseconomies,proactiveleadership

isessentialtodrivegenderparity.Companies

embeddinggenderconsiderationsintoAIstrategiescanunlockbroadertalentandinnovation.PoliciesensuringequitableAIdevelopmentcanenhance

Introduction

EconomiesdrawingonthebroadesttalentpoolwillflourishintheAIrace,generatinggrowth

fasterandforthemostpeople.

ArtificialIntelligence(AI)technologiesarebeing

primedtohelpaddressarangeofpressing

economicchallenges:improvingproductivity,

creatingnewjobsandindustries,and,ultimately,

increasingGDPgrowth.Economiesthatharnessthebroadesttalentpoolwillbethefrontrunnersinthe

AIraceandachievethehighestlevelsofinnovation,economicexpansionandworkforceresilience.

Forindustryleaders,genderparityinAIpresentsarareopportunity:integratingwomenintoAI

leadership,development,andapplicationwill

doubletheavailabletalentandunlockfresh

perspectivesininnovation.Companiesthat

achievegenderbalanceinAI-intensivefieldswill

seeimprovedproductdesign,enhanceddecision-makingandbetterfinancialperformance.

Forpolicy-makers,AIoffersaleverforbroader

workforceparticipation,butonlyifpolicy

frameworksprioritizeinclusiveupskillingandfair

workforceintegration.Governmentsandinstitutionsmusttakeproactivemeasurestoensurewomen

arenotonlyincludedinAIdevelopmentbutarealsopositionedforleadershiproleswithintheevolving

digitaleconomy.

Atechnologytransformationinwhichwomenhaveanequalshareofindustryleadership,innovation,

consumerbenefitsandeconomicrewardsfrom

technologicalprogresswillbemorepowerfulin

achievingeconomicgrowth.Toensurethatthefullpotentialoftechtransformationisnotlostduetoalackofforesight,thisbriefingpaperprovidesapulsecheckonhowgenderparitycanserveasacriticalelementtoshapeanAItransformationthatbrings

thelargest,fastestbenefitstothebroadestsectorsofsociety.

EconomiesmovingtowardstheAIfrontierwith

lessthanhalfthenecessarytalent,creativityand

inputarelikelytofacesignificanteconomicdrag

whichwillbecompoundedbythedownstream

costsresultingfromthesocialandeconomicAI

disenfranchisement.Toconceptualizetheexisting

andpersistentgendergapsatthecoreofatech-

driveneconomy,thissectionpresentsinsightsfromanongoingdatacollaborationwithLinkedIninthecontextoftheGlobalGenderGapReportseries

whichareexpandedinthiswhitepaper.TheseinsightspaintanevolvingpictureofhowgendergapsintalentaretransitioningintotheIntelligentAge,sheddinglightonnewopportunitiesand

challengesthatcomewiththeadoptionoftalentstrategiestowintheAItalentrace.

AIinnovation:thepowerofexpandingtalentpools

Innovationecosystemsthatengagethefull

spectrumofcreativetalent,fromagenderparity

perspective,havethepotentialtoreducebias,

improveaccessibilityandexpandeconomic

opportunitiesforinnovatorsandtheconstituents

theiradvancementsbenefit.AIapplicationsarea

promisingmechanismforhelpingtomitigatebiasinhiring,paystructures,andworkplacedynamicsallofwhichwillfosteramoreinclusivejobmarket.

Suchavisioniscontingentonhavingahealthy

andheterogenouspipelineofinnovatorspresent

ateverystageofthetechnologylifecyclefrom

ideationtodevelopmentanddelivery.However,inanumberofeconomies,weseepipelinesburstingwithfemaletalentattheearlystagesreduced

toadripofseasonedandcrownedinnovators

atthelaterstages.Theenvironmentalfactors

thatcontributetothedegradationofwomens

opportunitiesininnovationreflect,inpart,the

unevenconditionsunderwhichinnovationcurrentlytakesplace.

Onlyfewregionshaveamajorityshareoftheir

economiesparticipatinginthedevelopmentof

newAIprocesses,applicationsandtechnologies.Ofalltheeconomiesfeaturedinthe2024editionoftheGlobalGenderGapIndex,66haveappliedforAIpatentsand59havereceivedthem.The

EmergingTechnologyObservatory(ETO)(Figure

1)showsthatNorthernAmericaandEuropeare

twodistincthubsofAIinnovationintermsofthe

shareofeconomiesintheregionparticipating.Bythatmeasure,theEasternAsiaandthePacific;

MiddleEastandNorthernAfrica,andLatinAmericaandtheCaribbenregionsdemonstratemoderateparticipationinAIinnovation,whileCentralAsia,

SouthernAsiaandSub-SaharanAfricahavethelowestproportionofeconomiesengagedinAIinnovation

TheETOdatasetalsorevealsthat,whilealower

shareofeconomiesinEasternAsiaandthe

PacificareparticipatinginAIinnovation,theyare

obtainingalargershareofpatents(Figure2).As

aregionalblock,EasternAsiaandthePacifichas

grantednearlyfourtimesasmanypatentsas

NorthernAmericaand40timesasmanyasEurope.Approximately77%ofgrantedAIpatentsworldwidecomefromtheEAPregion,comparedtoonly

20%fromNorthernAmerica.MostoftheregionsactivityisdrivenbyChina,afindingthatreflectstwosignificantdevelopmentsforAIgenderparity:

(1)Chinesenationalsareestimatedtorepresentapproximatelyoverone-quarterofglobalAItalent,and(2)Anoverwhelmingmajorityofthemare

absorbedbythenationalAIindustry.1

WhileinternationaldatacomparabilityforScience,Technology,EngineeringandMathematics(STEM)STEMgraduatesposesachallengeinmeasuringandcomparingChina’sAItalentpooltoother

thoseofothereconomies,itdoesnotfullydim

therelevanceofthesefindings.Inrecentyears,

ChinahasbeenestimatedtobeamongthelargestproducersofSTEMgraduates,withanaverage

self-reportedrateoffemalegraduatesat40%.2

Neighbouringeconomiesintheregion,whose

numberstrailbehindChina’sincomparison,areinturntakingmeasurestoboosttheirSTEMtalent.InJapan,forexample,thenumberofuniversitiesadoptingfemaleSTEMquotasroseto40in2024.3

WhilethedisaggregatedprofileofAIinnovatorsislimited,itishelpfultoobservetheoverallpresenceofwomenininnovation.EuropeanPatentOffice

(EPO)datasuggeststhattheshareofwomen

innovatorshasbeengraduallyincreasingovertime,withdistinctfootprintsintheUnitedStates,Japan,

ChinaandSouthKorea–thelatterholdingthe

highestproportionofwomeninnovators,exceeding25%,10percentagepointshigherthaninthe

EuropeanUnion(EU)andtheUnitedStates.4

ResourcingofAIinnovationshowsother

asymmetriesintheglobalinnovationecosystem.

Overthepast10years,whiledisclosedinvestmentsinAIcompanieshaveincreased,resourceshave

clusteredsignificantlyinNorthernAmerica(Figure3).Duringthatsameperiod,thereweretwo

noticeablesurgesininvestment.Thefirstoccurredfrom2019-2021,andwasfollowedbyadrop

in2022,andthesecond,areboundbeginningin2023,isexpectedtoreach2021figuresby

2024.Withresourcesacrosstheglobalinnovationecosystembeingunevenlydistributedacross

regions,itisworthconsideringthatotherfactorsbeyondinvestmentcanplayaroleinexpandingtalentpoolstoincludeahighershareofwomeninAIandtoadvancingAIinnovations.

2.2BalancingtheimpactofAIdeployment

AssuccessiveeditionsoftheGlobalGenderGap

andintoeverydayinteractions–notably,withthelaunchofChatGPTin2022–asurgeofcustomapplicationsandinnovationswasenabledwith

real-lifeimplicationsonwork.Thetypesoftasks,rolesandindustrydemandsthatmenandwomenrespondtoarechanging,andwithitthefutureofworkforcerepresentation,leadershipopportunitiesandcareerprogression.

TheimpactofGenAItechnologiesonjobsis

increasinglyconceptualizedintermsofthree

processes–augmentation,disruptionandinsulation

–whichhavesincebeenadoptedascategoriesdescribingthefutureofwork(Table1).

Indexhaveshown,genderparityintheworkforceisadriverforgrowthandresilience.However,todateweareseeingAIdeploymentdrivegreaterdisparity.Thissectionlaysoutemergingpatternsinterms

ofworkforceimpactandunderlyingbottlenecks.ItfurtherpresentsleverstoensuremorewomenarebenefittingfromAI-drivenaugmentation;theseincludeskilling,fairhiring,performanceevaluationandpromotion.

ThedeploymentofGenAItechnologieshasshiftedthegoalpostforthefutureofwork.Asmachine

learningmodelshavemovedbeyondresearchlabs

Ofthethreeprocessesdescribedinthetable

above,augmentationcarriesanexpectationfor

workerstoengageproactivelywiththetech-drivenworkforcetransformationandtobewell-rewardedforit,comparedtotheothertwocategories.WhenconsideringthegendercompositionbyGenAI

segment,thedatashowsthataugmentationwouldcreatescenarioswherethesharesofwomenor

menworkingwithAIwouldvarydependingontheiroccupation(Figure4).LinkedInresearchsuggests

thatwomentendtoworkinoccupationswithlesspotentialtobeaugmentedbyGenAIcomparedtomen.DatafromtheirUnitedStatesmembership

suggeststhatmorewomenthanmenwillbeinjobsdisruptedbyGenAI(57%vs43%),whereasless

womenthanmenwillseetheirworkaugmented

(46%vs54%)byGenAI.Onlyfourpercentage

pointsseparatetheshareofwomenwhoseroles

wouldbeinsulated(48%),comparedtomen(52%).

LinkedIndatafrom2025suggeststhatmost

womenwithoutAIengineeringskillsareworkinginrolesthatarebeingdisrupted(38.4%),while

amongmenwithoutAIengineeringskills,this

constitutesthesmallestgroup(31.1%).Relativelyfewerwomenareinsulatedfromtheeffectsof

AIandjustover28%areinrolesthatarebeingaugmented(Figures5aand5b).

Incomparison,workerswithAIengineeringskills

arelesslikelytobeinrolesimpactedbydisruptionorwhicharefullyisolated.AmongmenwithAI

engineeringskills,thevastmajority(65.4%)are

inaugmentedroles,comparedtowomenwith

engineeringskillswheretheproportionis57.2%.

Aboutonequarterofwomenwhohaveengineeringskillsarecurrentlyindisruptedrolesyetshouldhavearelativelyeasierpathtransitioningtoaugmented

rolescomparedtothe38.4%ofwomenwithoutAIengineeringskillsindisruptedroles.GiventhisskillandAIimpactmix,arelativelyhighernumberof

womenwillneedtotransitionfromdisruptedroles

andrelativelyfewercurrentlyhavetheskillstodoso.

BusinessesandeconomieschasingGenAI-relatedgrowthwillbebestservedbycastingawide,and

robusttalentnet–onethatnurturesfemaletalent

anddevelopsitspotential,fromentry-levelandall

thewayintoleadership.TheworkforcehoweverisunlikelytoupskillandreachforemergingGenAI-

relatedopportunitieswithoutacompellingvision

forthefutureofwork.AsGenAIisincreasingly

integratedintoworkplaces,worker’sattitudesreveal

thatgendergapsshapeworkers’appetitestoengagewiththisshiftatscale.

PwCdatafeaturedintheGlobalGenderGap

Report2024highlightedthatonly54%ofwomen,comparedto61%ofmen,expectedsignificant

changesintheskillsrequiredfortheirjobsoverthenextfiveyears.Womenalsoreportedalessclearunderstandingofhowtheseshiftswillaffecttheirroles(62%ofwomenversus68%ofmen),signallingapotentialgapinpreparednessfortheAI-driveneconomyorthefactthatwomenare

disproportionatelyfillingroleswhichhavelittle

exposuretoAI.ThisfindingechoesotherinsightsfromstudiesthatsuggestwomenaresomewhatlesslikelytouseAIthanmen.5

However,therapidpaceoftheshiftmeansattitudesarealsochangingfast.InsightsfromLinkedIn’s

WorkforceConfidenceIndexrevealthat,between2023and2024,men’sandwomen’sattitudes

towardsGenAIevolvedrapidly(Figure6).Ahighershareofbothmenandwomenreportedthatthe

roleofGenAIhadincreasedintheirworkplacesin2024,comparedto2023.Whilemenweremore

likelythanwomentoreportthatGenAIskillswouldhelptheircareerprogressionandreportedahigheruseofGenAIthanwomen,theproportionofbothmenandwomenrecognizingtheimportanceofAIskillsandreportingAIuseatworkhaveincreasedbetween2023and2024.WherebeliefsdivergedovertimewereintheperceivedimportanceofsoftskillsandwhethertheydoubtedthatGenAIwould

impactedbyGenAIoverthecomingyears,andit

iscontingentonleaderstolaythepathforward.

WhileGenAImaynotbeapartofeveryprofessionalfuture,forworkerswantingtoparticipateintheAI

economy,toolsandtransitionsneedtobeidentifiedinatimelymatter.Creatingabroadunderstandingofwhatthischangeentailswillenableworkersto

findtheirfootingmorequickly.
