1.Introduction

Afour-dayworkshopwasheldinValencia,Spaintoreviewthetrainingcourses,

discusslessonslearnt,andevaluateapotentialnewtrainingsiteinValenciathescopewasexpandedfurthertoenhancetheoperationalcapabilitiesofUASoperatorsand

trainersacrossUNmissions.SessionsheldhadafocusonthepracticalaspectsofUASoperations,dronedigitalforensicsandcounter-UASprograms.TheUAS

OperatorandTrainerofTrainer(TOT)syllabiwasrefined.Theroleofongoing

partnershipsandinternationalcollaborationinachievingpeaceoperationswasalsoaddressed.

2.Objectives:Theobjectivesoftheworkshopwere:

a.EnhancethedatamanagementandimageryinterpretationcapabilitiesforthepeacekeepingmissionsandotherpartnershipswithintheUN.

b.AddresschallengesthatmissionsareexperiencingwiththeirM-UASprogrammes.

c.Introduceattendeestothelatesttechnologies:

i.Automaticdronecontrol,mappingmissionplanners,andLiDARtechnology.

ii.DroneDigitalForensicsprogramme.

iii.CounterUASprogramme.

iv.M-UAStrainingsimulatorexperience.

v.M-UASorrelatedsystemsbeingusedbymemberstates(e.g.,FrenchmilitaryorSpanishNationalPolice).

representedbytheKeynotespeakerChiefInspectorJefeJaimeCuencaJimenez,oftheSpanishNationalPolice.“UASplaysacriticalroleincease-firemonitoring,theidentificationofthreats,minimizationofpersonnelrisk,anddatacollectionfortheenvironment”.HealsonotedthatthepartnershipbetweenSpainandUNCAPshouldbepursued.

ThePKISRcyclewaspresentedbyMr.JamieMeighanfromtheDOSATS.Theanalysisdrawstotwoconceptsofbringinginformationtogetherandapply

analyticaltechniques.ItwasagreedthatinadditiontoourMUAStraining

program,thereisaneedtofurtherenhanceourcapabilitiesintheareasofdatamanagementandimageryinterpretationcapabilities.

b.UNCAPDatabaseandFlightLogs

ForuniformityandstandardsoftrainingcurrencyrecordsincompliancewiththeDOSpolicy,aprototypedatabasetotrackpilots’operationallevelwasdemonstratedbyUNCAP.Thiswasdoneviaadatabasethatkeepstrainingreportingrecords.

(a)Licenses:Comewithlicenseorcertificatesfromhomecountry(asperCOEpolicyfortheTCC/PCC)ordoA1/A3aspartoftheUNCAPOperatorTraining.Makesureourtrainingcoversallcomponents.

(b)Theoreticalknowledgeandpracticalskillsmustbeassessedseparately.Passinginbothasperthebenchmarksseparatelymustbemaintainedasthe

standard.E.g.,ifpassmarksforbothpartsis60%intheRemotePilotscourse,astudentsecuring80%inTheorybutonly50%inPracticalexamination

shouldnotbeallowedtoqualifyasaremotepilot.

(c)Forthepracticalassessment,trainersalsomaintainadiligentrecordofdailyprogressforallstudentsinthesameformatasthefinalassessment-

samemustbereferredtoincaseofaneventualitywherethefinalpracticaltestisnotpossible.

organisationstobeidentifiedandbepartoftheUNCAP-UNGSCM-UASactivities.ThefocalpointmustassisttheUNCAPforthefollowing:

(a)Currency/UpdatingofTrainerswithinthemission.

(b)RaiseawarenesswithinthemissionaboutM-UASactivities/training/trendsbasedoncommunicationsreceivedfromtheUNCAP.

(c)Communicationandfollow-upwithseniormanagement.

(d)ThisproposalmaybepresentedintheClientBoardMeetingoftheDMSsandCMSs.

(e)FollowuponM-UAStraining/CertificationRequirements.

(f)IntroductionofinformationrelatedtoMUAS/Counter-UAS/DigitalForensics.

e.UNCAPUpdatetheMUASOperatorandToTSyllabi(DevelopmentofCCDII&III)

UNCAP’ssystemapproachtotraining(SAT)waspresented.AcomprehensivemethodologywasusedtodesignalreadyexistingcontentusingCCDprocesstoimplement,evaluateandimprovetrainingcoursessystematically.Thegoalistoensurethattrainingiseffectiveandalignedwiththeorganisationalgoalsand

performancerequirements.

(1).GoodprogresshasbeenmadeinthedevelopmentofCCDs.

(2).ToformalisethedocumentationandmaintenanceofthestandardsofMUAScourseinfuture,followingisrecommended:

(a)UNCAPtosharetheCCDswithalltrainers/anySMEs(subjectmatterexperts)forreviewandupdateofthedocuments.

(b)Afollow-upworkshoptobeheldinconjunctionwithanyMUAScoursewhichUNCAPconducts,eitheratEntebbeorValencia,where

additionaltrainerscanbecalledinfora2/3daysdetaileddiscussionsandfinalisationoftheCCDs.

(c)Once,agreeduponandfinalised,UNCAPcanformallygetthesameapprovedanddisseminatetoallconcerned.

7.IntroductiontoLatestTechnologiesandCapabilitiesRelatedtoMUAS

a.LatestSoftwareforAutomaticDroneControl,MappingMissionPlanners,LiDARTechnologyforDigitalTwins

TheUASsoftwareforautomationandmappingLidartechnologywaspresentedbyUNGSC.Itwasdiscussed-howimportanttheautomatedtaskswithinUNcontextare?Itwasacknowledgedthatthetechnologyandmethodscanfindsomeusageinfieldsofengineeringsupport,safetyandsecuritywithinthecamp.

b.IntroductiontotheDroneForensicProgramme

TechnologyonDigitalForensics-MicroUnmannedAircraftsystemswereshow-casedbyUNGSCteam.OperationsevolvearoundFlight,environment,safety

complianceandpredictiveanalytics.

Recommendation:UNCAPcanconsiderintroducingthetopicduringToTcoursebutdevelopaseparatespecialisationcoursearoundthiscapability.

c.IntroductiontoCounterUASProgramme

CounterUASwaspresentedbyUNGSCteamdescribingitintheglobalcontexti.e.threats,challenges,solutions,andpartnerships.Inaddition,theUNcontextwasalsodescribed,includesthreatsandincident.

Recommendation:UNCAPcanconsiderintroducingthetopicduringToTcoursebutdevelopaseparatespecialisationcoursearoundthiscapability.

d.UASTrainingSimulator

ParticipantswereintroducedtotheMUASsimulatorswhichcanaidnotonly

duringthetrainingcourses,butalsoforsubsequentmaintenanceofcurrencybytheremotepilots.

Recommendation:UNCAPandUNGSCtofollow-uponthepossibilityof

establishingsimulatorcentersatrespectivelocations.Also,explorethefeasibilityofprovisioningoflicenses(eitherpooledorindividualmissions/organization).

e.IntroductiontotheTechnologiesorInnovativeSolution

(1).TheGovernmentofFrance:CaptainFredericDumontand

CaptainThomasViolotpresentedabriefoncertaininnovativetechniquesusedbyFrenchArmyforeffectivelyusingtheMUASintheiroperationalactivities,whichcouldbenefitthepeaceoperations.

(2).TheKingdomofSpain:ChiefInspectorIvanRafaelPascual

FernandezandteampresentedandshowedademonstrationondifferentMUASandthecounter-UASsystemswhicharedeployedbytheSpanishNationalPoliceandthechallengesfaced.

(3).UNGSC.Aspartofthepracticaldemonstration,UNGSCteamshowcaseddifferentMUASsystemsbeingutilised,andtrainingsbeingextendedtootherpartners.

8.PartnershipInitiativesandActivities

a.MemberStatePresentations

(1).TheGovernmentofFrance:TheFrencharmytrainingframeworkfortheUAS(speciallyMUAS)waspresentedbyCaptainFredricDumontand

CaptainThomasViolot.-HehighlightedthattheGovernmentofFrancehasadedicatedandspecialisedschoolforDronesforthearmedforces.Franceviaatechnicalagreementhasprovidedexperts,trainers,andmentorshiptoUNCAPsince2021.

(2)TheGrandDuchyofLuxembourg:MsIrinaTeodorescufromthe

CivilAviationAuthorityofLuxembourgpresentedtheinitiativesundertakenbytheorganizationwithregardstoUASwithspecificfocusonMUAS.She

highlightedthatcurrentlyCAA,LuxembourgholdsthechairofEASAandhasdonepioneeringworkonthepoliciesrelatedtotheUAS.-Shealsohighlightedthelargecatalogueoftrainingsofferedbytheorganizationandhowitusesthefeedbackfromtheonlinecoursesevery3monthstoanalyzeandimprovethecourse.

(3)TheKingdomofSpain:TheChiefInspectorIvanRafaelPascual

FernandezandteampresentedthemodalitiesofhowtheUASunitsare

organizedwithintheAviationsectionsintheSpanishNationalPolice.He

sharedtheirexperienceandshowcaseddifferentusecasesinwhichthePoliceusestheUAS/MUASofdifferentcapabilities.TheteamnotonlysharedtheirchallengesbutthebestpracticeswhichcanbeincorporatedbyUNCAP/

UNGSCtrainers.

b.TriangularPartnershipProgramme

TheofficeofTriangularPartnershipProgram(TPP)fromDSA/UNHQpresentedvariousengagementsandinitiativesbeingledbyTPPpillars.ItwasbroughtoutthattroopsfromTCC/PCCaretrainedincertaindisciplinesbeforetheyjointheUN.ItwasagreedthatUNCAPcouldconsiderasimilarapproachafterassessingthe

proceduresfollowedbyTPP.

UNCAPisadirectoutcomeofthe1stPartnershipforTechnologyinPeacekeeping

heldinItalyin2014.OtherkeypartnerssupportingUNCAParetheGovernmentsofCanada,Denmark,India,andJapan.UNCAPhasalsoforgedimportanttechnical

partnershipsarewithFrenchArmy(Micro-UAS&CIS),Germany,NATOCIAcademyandUganda/UPDF

AccordingtotheUNandGovernmentofFranceTechnicalAgreement,theproposedtrainingsiteswillincludetwocoursesinEntebbe,oneinValencia,andoneinaPKOlocationtobedetermined

MrJamieMeighanfromtheAviationProjects,PlanningandTrainingUnit,Air

TransportService(OSCM),UNHQ,highlightedtheongoinginitiativesattheUNHQlevelwithrespecttoUASincludingMUAS.

HebroughtforeongoingplanningfortheUAS/RPASandAirborneISR(Intelligence,SurveillanceandReconnaissance)trainingwhichwillfurthertheactualutilisationoftheinformationbeinggatheredbytheonboardsensorsondifferentUAS.

Hehighlighted,how,organisationsutilisingtheUAS(largerdrones)andMUASneedtocollaborate,notonlyforsynergyduringoperations,butalsoforabetter

understandingofthetimeboundandoptimumexploitationofeachassetatdifferentleveloftheirapplicationinthefield.

e.FacilitateCandidatestoUndertaketheEuropeanA2LicenseExam

Inspector,Ms.IrinaTeodorescu,fromtheCivilAviationAuthorityoftheGrand

DuchyofLuxembourgpresentedtheinitiativesundertakenbytheorganizationwith

regardstoUASwithspecificfocusonMUASwithinEurope.ShealsohighlightedthepossiblecollaborationwiththeUnitedNationintermsofcapacitybuilding.

Recommendation:Apartnershiptechnicalagreementwiththegovernmentof

LuxembourgtofacilitatetheOPENA2Licenseexam.Atri-partytechnicalagreementbetweentheUNCAP,UNGSCandGovernmentofLuxembourgcanbeexplored.

Theworkshop'spurposewasrootedintheDOSpolicydocumentonUnmanned

AircraftSystems(UAS)ClassITrainingguidelines.Itfocusedontheimplementationoftheseguidelinesandoutlinedthenextstrategicsteps.Additionally,accordingtopolicy,UNCAPismandatedtotrainpilotsandissuecertificates.Buildingonthisfoundation,

UNCAPcollaboratedwithUNGSCtodevelopandimplementtheagendafortheMUASworkshop.

TheobjectivesincludedsettingstandardsforUASoperatorsyllabi,standardizingentry

prerequisitesandassessments,andaddressingoperationalchallengesfacedduringMUASmissions.Collectively,theworkshopwasinstrumentalindefiningapathforwardfor

integratingeffortstostandardizeprocedures,aligningwithICAO,CAA,EASA,orFAA

programstoensureproficiency.Italsoemphasizedimplementingsystemsforperformancetracking,technologyupgrades,andestablishingaframeworkfordataanalysisandrisk

management.

Furthermore,therewasacommitmenttointegratinginnovativetechnologiesintopeacekeepingoperationsandhighlightingtheroleofongoingpartnershipsand

internationalcollaborationinachievingpeaceoperationobjectives.
