openabout1,000smallschools-mostofthemwithabojt400kidseachwithanaverage

enrollmentofonly150pergrade,About500moreareonthedrawingboard.Districtsall

overthecountryaretakingnotice,alongwithmayorsincitieslikeNewYork,Chicagoand

SanDiego.Themovementincludesindependentpubliccharterschools,suchasNo.1

BASISinTucson,withonly120high-schoolersand18graduatesthisyear.Itembraces

district-sanctionedmagnetschools,suchastheTalentedandGiftedSchool,with198

students,andtheScienceandEngineeringMagnet,with383,whichshareabuildingin

Dallas,aswellastheCityHonorsSchoolinBuffalo,N.Y.,whichgrewoutofvolunteer

eveningseminarsforstudents.Anditincludesalternativeschoolswithstudentsselected

bylottery(抽签),suchasH-BWoodlawninArlington,Va.Andmostnoticeableofall,there

isthephenomenonoflargeurbanandsuburbanhighschoolsthathavesplitupinto

smallerunitsofafewhundred,generallyhousedinthesamegroundsthatonceboasted

thousandsofstudentsallmarchingtothesameband.

HillsdaleHighSchoolinSanMateo,Calif,isoneofthose,rankingNo.423-amongthe

top2%inthecountry-onNewsweek'sannualrankingofAmerica'stophighschools.The

successofsmallschoolsisapparentinthelistings.Tenyearsago,whenthefirst

Newsweeklistbasedoncollege-leveltestparticipationwaspublished,onlythreeofthe

top100schoolshadgraduatingClassessmallerthan100students.Thisyearthereare22.

Nearly250schoolsonthefull,Newsweeklistofthetop5%ofschoolsnationallyhad

fewerthan200graduatesin2007.

AlthoughmanyofHillsdale'sstudentscamefromv/ealthyhouseholds,bythelate

1990averagetestscoreswereslidingandithadearnedtheunaffectionatenickname(绰

号)"Hillsjail."JeffGilbert.AHillsdaleteacherwhobecameprincipallastyear,remembers

sittingwithotherteacherswatchingstudentsfileoutofagraduationceremonyandasking
