powerofamarketeconomy.Whentoday'sricheconomieswerepredominantly

agricultural,itseemedcertainthatrapidlyrisingfarmproductivity(thankstonew

technology)wouldcreateapermanentarmyofunemployed.Inthedaysoflabor-

intensivemanufacturing,thesametearswereexpressedaboutlabor-savingtechnologyin

thefactory.Farmemploymentintheindustrialcountrieshasdwindledtonearlynothing:

manufacturingemploymentinAmericanowstandsatamere15%ofthelabor-force.But

otherjobshavetakentheirplace.Asaresult,thesechangeshavehappenedalongside一

indeed,theyhavebeenpartandparcelof-anextraordinarilyrapid,persistentandwidely

sharedimprovementinlivingstandards.Yetitdocsnotsufficetorefuteelementary

fallacies.Sophisticatedalarmistsavoidthem(takingcare,obviously,nottoeducatetheir

listeners).Butcarefully,theircasegoesasfollows.Thebreadthandintensityofthird-

worldcompetitionisincreasing.Thepressureisconcentratedonparticularpartsofthe

economy-forthemoment,onlow-skillmanufacturing.Wagestherearebeingforced

downandjobslost.Thischangewillaccelerate.Modemsocieties(withweaktiesof

familyandreligion)arenolongerequippedtowithstandsuchstrains.Theresultwillhe

greatsocialdistress.Thisargumentrestsonaseriesofclaimsthatneedtobeexamined

onebyone.Onesurveydoesthisatlength.Itagreesthatinmanyindustriesthe

developingcountriesareofferingmuchstiffercompetitionthanbefore,andthatthiswill

continue.Italsoagreesthatthewagesandjobsoflow-skilledworkersareunderpressure

asaresult.Butitargues,first,thattheseeffectshavebeenoverdone.Third-world

incomesareautomaticallyregulatedbyinternationaldifferencesinproductivity;the

fastertheiradvantageincheaplaborwillbeeroded.Moreover,thatadvantagehasitself

beenexaggerated.Laborcostsareonlyasmallpartoftotalcosts,especiallyin

manufacturing;inotherrespects—incompleinentaryphysicalandhumancapital—the

poorcountrieswillremainatabigdisadvantageforyears.Sothepressureshavebeen

overstated.Ontheotherhand,whattheindustrialcountriesstandtogainfromfaster

growthinthethirdworldhasbeenaltogetherignored.Strongercompetitionwillpush

rich-countryproducerstoinvestmoreandimprovetheirefficiency;expandingmarkets

forrich-countryexportsv/illallowthemtoreapneweconomiesofscale.Evenmore

importantisthedirecteffectthatgreaterproductivityinthethirdworldwillhaveonthe

North'sstandardofliving.Cheaperimportsmeanlowerpricesand,hence,higherreal

incomes.Thepotentialgainislarge.Intheaggregate,theeconomicbenefitstotheNorth

fromfastergrowthinthethirdworldseemcertaintooutweighthecosts.Rememberthe

gainstotheworld'spoorcountriesandtheglobalbenefitsareimmense.Andyet,you

mightask,Whatconsolationisthistotherichcounlries'losers?Perhapsthesocialcosts

fortheNortharesogreatthattheeconomicgainshouldberefused.Supposethisisright,

itwouldfollowthatnewtechnologyoughttoberesistedwithevengreaterurgencythan

importsfromthethirdworld.Technologicalprogress,afterall,isanevenmorepowerful

engineofeconomicchange.Itasksthecitizensofrichcountriestostrikethesame

bargaintheyarcofferedbyfastergrowthinthedevelopingworld:intheaggregate,it

benefitsthem,buttherearelosersalongtheway.RossPerotandtheotherleading

alarmistsonthirdworldgrowthhavenotyetarguedforprohibitivetaxesonallformsof

labor-savinginnovation.Thiscanonlybeanoversight.Innovationremainsthegreater

threatsocialharmony—andbelievingthisrequiresnoimagination.Machineshavebeen

destroyingjobs,wreckingcommunitiesandspreadingmiseryforcenturies.Doubtless,

someargueseriouslyforapunitiveinnovationtax.Mostpeoplewouldregardtheideaas

absurd.Why?Notbecausenewtechnologybringsnothingbutgood(thesocialcostsarc

real)butbecause,withtime,thebenefitsoverwhelmthecosts.Soitwillprovewithtrade

withthedevelopingworld.Asinaccommodatingthechangesbroughtbynew

technology,however,governmentshaveanimportantjob—toprotecttheloserswithout

denyingthebenefitstocitizensatlarge.Thisisacrucialpoint:ifthecaseagainsttrade

withthethirdworldgainsground,itwillbepartlybecausegovernmentsfailinthat

challenge.Itwillnotdotoprovideawelfaresystemthatpaysasubsistenceincometo

thosewhosejobsdisappear,forboredomandidleness,evenatabearablestandardof

living,arcsociallycorrosive.Farmoreneedstobedonetohelpworkersacquiretheskills

theyneedtoswitchjobs——and,inmanycases,toequipthemwiththeliteracyand

numeracythattheymaywellhavelackedinthefirstplace.Steadilyexpandingprograms
