ThemissionofGH2istodramaticallyacceleratetheproductionandutilisationofgreenhydrogenacrossarangeofsectorsglobally.Itwillpushtorapidlydecarboniseindustrieslikesteel,cement,fertilisers,

shippingandaviationthathavesofarmadelimitedprogressreducingtheiremissions.

Aglobalstandardthatdefinesgreenhydrogenisessentialtopromoteconfidence,raiseandleverageinvestment,facilitatetradeandunlockgreenhydrogen’svastpotential.

WearedelightedtolaunchtheGreenHydrogenStandard2.0.

TheGreenHydrogenStandardprovidescertaintyandtransparencytoinvestorsand

otherstakeholdersthatgreenhydrogenisexactlythat:hydrogenmadewithrenewable

electricitywhichconformstothehigheststandardsonemissions,ESGandthesustainabledevelopmentgoals.

DrawingontheexperiencefromtestingandpilotingtheStandardsinceitwasfirstlaunchedinMay2022,thissecondeditionincludessomeimportantrefinements.

TheStandardcannowbeappliedtogreenhydrogen,greenammonia,greenmethanol,and

syntheticmethaneproduction.Thisisimportantbecausemanyofthelargestprojectsplantoproducegreenhydrogenderivativesthataremoreefficienttoproduceandeasiertotransport.

TheStandardnowaddressestheuseofbiomassinrenewableelectricityproductionandintheproductionofgreenhydrogenderivatives,includingsafeguardsthataddressimpactsonthe

environmentandfoodsecurity.

TheStandardisoneofthefirsttorequirethathydrogenemissionsareminimisedandreported.Thisisimportantbecausehydrogenemissionscanhaveasignificantindirectimpactonothergreenhousegases.

Finally,theStandardcannowbeusedto“prequalify”early-stagegreenhydrogenprojects.Thisiscrucial,asourindustryisstillinitsinfancy.Prequalificationhelpstoimproveprojectdesignfromanearlystageandhelpspropelhighqualityprojectstowardsfinalinvestmentdecision.

WegreatlyappreciatetheworkundertakenbytheStandardCommitteeinoverseeingandfurtherdevelopingtheStandard.Manycompanies,researchinstitutions,campaigning

organisationsandothershavedelvedintothedetail,scrutiniseddifferentpathwaysand

contributedtothemanyworkinggroupsandtotheworkoftheCommittee.Aboveall,theyhavebeenpreparedtocompromiseandlandongenuinemultistakeholdersolutions,asreflectedin

theStandard.Icannotacknowledgethemallherebutyouwillfindthemlistedinthenextsection.

Thecentralimportanceofgreenhydrogeninthetransitiontonetzeroisclearerthanever.TheGreenHydrogenOrganisationisworkingtodramaticallyacceleratetheuptakeofgreenhydrogentorapidlyphaseoutfossilfuelsinindustrieslikesteel,cement,power,fertilizers,shippingandaviation.

Wehavestoppeddebatingwhethergreenhydrogenisasolution.Thequestionishowquicklywecanmakeithappen.

Todayweusenearly100milliontonnesofhydrogenasafeedstockforchemicalsandfertiliserproductionworldwide1.Theproblemisthatthisso-calledblackandgreyhydrogenisproducedfromfossilfuels,withmorethantenkilosofCO2emissionsforeachkiloofhydrogen.Aroundabilliontonnesofcarbondioxideemissionseachyearareassociatedwiththishydrogen

production,equivalenttoapproximately2%ofglobalemissions2.Withdemandforhydrogensettogrowuptosix-foldinthedecadesahead,itisobviousthattheproductionofunabatedblackandgreyhydrogenmustend.

Thegoodnewsisthatitispossibletoproducehydrogenusinglittleornoemissions.

Thebadnewsisthatthevagueconceptof“clean”or“lowcarbon”hydrogenhasbecomeubiquitous;asubtextforpromotingfossil-fuelderivedhydrogenwithemissionswhicharestilltoohighforourplanettocopewith.

Wesupporttheeffortsunderwaytodeveloparigorousglobalstandardformeasuringgreenhousegasemissionsandthemutualrecognitionofstandardsandcertificationschemesthatadheretothesemethods.However,wemustdefinewhichhydrogen

productionpathwaysandprojectsare1.5degreealigned.Toomanygovernments,industriesanddevelopmentorganisationsareavoidingthisissue.Standardswithoutthresholds

legitimizehydrogenproductionpathwaysandprojectsthatarenotsustainable.

Itisessentialthatwereachagreementonglobalstandardsthatdefinegreenhydrogen.Everyoneneedstoknowthat“green”hydrogenmeanshydrogenproducedwithnearzeroassociatedgreenhousegasemissions.Astandardisneededtobuildtrustandconfidencebetweeninvestors,producers,customersandconsumers.

Wealsoneedasociallicensetooperatefromthecommunitiesthatwillhostrenewable

electricityandgreenhydrogenproduction.Thereareclearrisksthat,ifnotmanagedto

ahighstandard,thegreenhydrogenrevolutionwillstall.TheStandardrequiresthatthe

environmental,socialandgovernanceaspectsofgreenhydrogenproductionareaddressed.Theutilisationofwaterisrightlyattractingmoreattention,andourStandardisleadingthewayinestablishingglobalbestpractice.

TheStandardalsorequiresthatthedevelopmentopportunitiesandimpactsofgreen

hydrogenproductionanduseareconsidered.Thesearevitalconsiderationsforinvestors,customers,consumersandthecommunitiesthathostgreenhydrogenprojects.

CompliancewiththeGreenHydrogenStandardhelpsdevelopersbuildconfidencethattheirprojectshavebeendesignedincompliancewithnationalandregionalschemessuchas

theEU’sRenewableFuelsofNon-BiologicalOrigin(RFNBO)requirementsunderthe

RenewableEnergyDirectiveandforthcomingtaxcreditprovisionsundertheUSInflationReductionAct2022.

GH2iscommittedtochampioningglobalbestpracticeandrevisingitsapproachto

standardsandcertificationasthegreenhydrogenindustrydevelops.TheGH2Board,takingadvicefromtheStandardCommittee,willcontinuetoreviewtheStandardon

anannualbasis.Theexpectationisthattheboundariesoftheemissionsassessmentframeworkwillbewidenedtocoverafulllifecycleassessment,andthattheemissionsthresholdswillbeloweredinaccordancewithemergingbestpractice.

GH2wasestablishedtobuildtheenergysystemsofthefuture.Greenhydrogenisavastlysuperiortechnologytofossilfuelsandwillinevitablyreplacethem.Theonlyquestionis

when,andwearerunningoutoftime.Ifyouarecommittedtotheenergytransition,reachouttoushereatGH2.Wehaveaplanettosaveandnotimetowaste.

1.Introduction

Greenhydrogenproducersareinvitedtosubmittheirprojectsforaccreditation

andcertificationbytheGreenHydrogenOrganisation(GH2).GreenHydrogen

projectsthatmeettheGreenHydrogenStandard(assetoutbelow)willbe

licensedbyGH2’saccreditationandcertificationbodytousethelabel“GH2

GreenHydrogen”andwillbeeligibletoobtainandtradeGH2certificatesoforigin.TheGreenHydrogenStandard(hereafter“theStandard”)establishesaglobaldefinitionofgreenhydrogen.Greenhydrogenishydrogenproducedthroughtheelectrolysisofwaterwith100%

ornear100%3renewableenergywithclosetozerogreenhousegasemissions.4Itrequiresthattheenvironmental,socialandgovernanceconsequencesofgreenhydrogenproductionare

thoroughlyevaluated.Italsorequiresthatthedevelopmentopportunitiesandimpactsofgreenhydrogenproductionandusearefullyconsidered.

TheGreenHydrogenStandardprovidesaclearglobalminimumstandard,whilealsoretainingtheflexibilitytoaccommodatelocalchallengesandopportunities.TheStandardplacesthe

onusongreenhydrogenproducerstodemonstratethattheyareaddressingtheenvironmental,socialandgovernanceperformanceoftheirprojectsinaccordancewithnationallawsand

regulationandglobalbestpractice.TheStandardseekstoensureconsistencyandcredibility,whilealsomaintainingcountryownership.

GH2embracestheprincipleandpracticeofaccountabilitybygovernmentandindustrytoall

citizensforthestewardshipofnaturalresources.CertificationandaccreditationbyGH2requirethatgreenhydrogenprojectsaresubjecttoacredible,independentassessment,applying

internationalassurancestandards.Theproceduresemphasiseopennessandstakeholder

consultation.Proactivelyengagingandbuildingtrustwithkeycommunitiesandstakeholderswillalsobeitsownrewardoutsideofcertificationasitwillbuildsociallicencetooperateandimprovethepositiveimpactsoftheinvestmentandhelpmitigateanyexternalities.

1.1Rigorousaccountingofgreenhousegasemissions–guaranteeingclose

tozeroemissions

TheGreenHydrogenStandardsetsamaximumthresholdforgreenhousegasemissionsof

1kgCO2eperkgH2(seeRequirement5E,below).GH2hasworkedwithstakeholdersto

developanemissionmeasurementmethodologythatbuildsoninternationalbestpracticeandthatenablescomparisonswithotherhydrogenproductionpathways.GH2alsoreviewedtheacademicliteratureandconsultedgreenhydrogenproducersonanappropriatethreshold.5

TheGH2Standardisrigorous,yetpractical,withemissionaccountingproceduresandthresholdsthatcanbeappliedconsistentlytogridandoffgridproduction.

Theboundariesofthecarbonaccountingsystemandthethresholdsatwhichhydrogenis

considered“green”needtobeclearlydefinedandtrustedascrediblebyallstakeholders.Withsomemodifications,GH2appliesthemethodologyfortheelectrolysisproductionpathway

beingdevelopedbytheInternationalPartnershipforHydrogenandFuelCellsintheEconomy(IPHE)asoutlinedintheWorkingPaperMethodologyforDeterminingtheGreenhouseGas

EmissionsAssociatedwiththeProductionofHydrogen(seeAnnex1).6TheIPHEdoesnot

establishanemissionsthreshold.BuildingonIPHE’swork,theStandardaddressesthestorage,conversionanddeliveryofH2anditsderivatives.Priorityisgiventogreenammoniaasa

leadingcandidateforthetransportationofgreenhydrogen.

1.2Environmental,socialandgovernanceperformance

Whiletheemissionsassociatedwithhydrogenproductionhavereceivedsignificantattention,demonstratingthatgreenhydrogenhasbeenproducedsustainablyneedstobeaddressedingreenhydrogencertification.TheStandardtrackstheoverallsocial,environmentaland

governanceperformanceofgreenhydrogenproduction.

GH2focusesontherenewableenergytechnologiesthataretheleadingcandidatesforscalingupgreenhydrogenproduction.GH2accreditationandcertificationrequirestheprojectoperatortodemonstratethathydrogenisproducedthroughtheelectrolysisofwaterwith100%ornear100%renewableenergy.GH2accreditationandcertificationrequiresrenewableenergysourcedfromhydropower,wind,solar(solarthermalandsolarphotovoltaic),geothermalenergy,tide,

waveandotheroceanenergysources.

GH2notesthatsomecountrieshavedeterminedthatthereisarolefornuclearenergyto

acceleratetheshiftfrommorepollutingactivities,suchascoalgeneration.However,nuclearpowerraisessomespecificenvironmentalandsafetyrelatedissues,whichthisStandardisnotdesignedtoaddress.Similarly,therearesustainabilityissuesrelatedtobiomassandwastetoenergywhichthisStandardisnotdesignedtoaddress.GH2welcomesiftheGreenHydrogenStandardinspiresfurtherrulesandstandardsalsofornuclearandotherformsofenergy

productionwithclosetozeroemissions.

Inexceptionalcircumstances,andinconsultationwithstakeholders,GH2willconsider

opportunitiestoengagewithprojectoperatorsthatareplanningtoproducehydrogenwithotherrenewablenon-fossilsources,butonlywheretheseprojectsmeetthesameemissionsand

sustainabilitystandards.

Acceleratingtheproductionandutilisationofgreenhydrogenrequiresandsupportsalarge

increaseintheproductionandutilisationofrenewableenergy.Inordertobeaccreditedand

certified,theStandardrequiresthatgreenhydrogenprojectoperatorsprepareanevaluationoftheproject’sutilisationofelectricityandtheimpactontheenergymarket.Theprojectoperatormustdemonstratethatithasidentifiedandimplementedtechnicallyfeasibleandcost-effectivemeasuresthatsupportenergyefficiencyorotherdecarbonisationoptions,addressingany

impactsvis-à-visaccesstoaffordableandreliableenergy.Theexpectationisthatgreenhydrogenprojectscontributetothebuild-outofnewrenewableenergycapacityandavoid

leadingtoincreaseduseoffossil-generatedelectricityelsewhereintheenergysystem.

Thewidersocialandenvironmentalimpactsassociatedwithadditionalrenewablecapacity

needtobeconsidered.Greenhydrogenproductionfacilitiesalsoneedtobedevelopedand

operatedresponsiblyandsustainably.Keyquestionsinclude:Arethesocialandenvironmentalimpactsofnewprojectsfullyconsidered?Doestheprojectcomplywithinternationalhuman

rightsstandardsandarehumanrightspromotedwheretheenergyisproduced?Hasagood

faithefforttoengagekeystakeholdersandcommunitiesproactivelybeenmade?Havethey

beenprovidedwiththeinformationandpotentialopportunitiestoengagethattheyseeasmostrelevantandneeded?

TheGreenHydrogenStandardincorporatesbestpracticesustainabilityassessmentsinto

investmentanalysisandprojectdecision-makingprocessesthroughaninclusiveprocesswherestakeholderviewsaresolicited,respectedandaddressed.TheGH2Standardincorporatestheimpactonaffectedcommunities,labourandworkingconditions,andtheprohibitionofallformsofslavery,childandforcedlabour.Theuseandmanagementofwaterresourceswillalsobe

consideredduringthecertificationprocess,togetherwithadherencetobestpracticehealthandsafetystandardsingreenhydrogenproduction,storageandtransportation.

1.3Thedevelopmentimpact–SDGperformance

TheSustainableDevelopmentGoals(SDGs)callforthebettermentofglobalpopulations,whilepreservingtheenvironmentandguardingagainstaclimatedisaster.7Greenhydrogenisa

uniquetechnologyandfuelthatallowsforscalableinvestmentanddramaticallydecarbonised

industry.Asasystemforenergyproduction,italsopromisestodelivergreaterenergy

independenceforcountrieswithoutnaturalendowmentsoffossilfuelsaswellasofferinganalternativetofossilfuels.InordertoachievetheSDGsandParisAgreementtargets,theenergytransitionmustbecomeatransformationalglobaleffort.Anenergyrevolutionisunderway,but759millionpeoplestilllivewithoutelectricityandthedevelopmentopportunitiesitprovides.8

GreenhydrogenhasenormouspotentialtosupporttheachievementoftheSDGs.ThemostobviouscontributionsrelatetoSDG7(affordableandcleanenergy),SDG8(decentwork

andeconomicgrowth)andSDG13(climateaction).Inaddition,therearedirectandindirectcontributionsthatcontributetoalmostalloftheSDGs,includingSDG6(cleanwaterand

sanitation)SDG9(industry,innovationandinfrastructure),SDG12(responsibleconsumptionandproduction),SDG14(lifebelowwater)andSDG15(lifeonland)thatshouldalsobe

considered.TheStandardrequiresthatgreenhydrogenprojectoperatorsassesstheproject’sdevelopmentimpactandcontributiontowardsachievementoftheSDGs.Thisworkshouldbeundertakenatanearlystage,withaviewtomaximisingthedevelopmentpotentialtosupportenergysectordevelopment,increaseenergysecurityanddevelopmentopportunities.

2.TheGH2GreenHydrogen

Standard

TheGreenHydrogenStandardisbasedonaproject-levelcertificationandaccreditation.Itiscomprisedofsevenprinciplesandsevenrequirements.

2.1PrinciplesoftheGreenHydrogenStandard

TheGreenHydrogenStandardprovidesaclearglobalminimumstandard,whilealsoretainingtheflexibilitytoaccommodatelocalchallengesandopportunities.Thefollowingseven

principleswillbeappliedthroughouttheaccreditationandcertificationprocess:

1.Sovereigntyandsubsidiarity.GH2acknowledgesthatthedevelopmentofnatural

resourcesandenergymarketsisinthedomainofsovereigngovernmentstobe

exercisedintheinterestoftheircitizensandnationaldevelopment.Toavoidduplication,demonstratingadherencetocredibleandcomprehensivenationalrequirements9shall

bedeemedsufficienttomeetGH2’saccreditationandcertificationrequirements.

Similarly,anypotentialbreachesofGH2’srequirementsbygovernmentagenciesand/orotherpartiesinrelationtotheprojectshallbefullyconsidered.Science-basedknowledgeshouldbeapplied,referringtopeer-reviewedliteratureandinternationallyaccepted

standards.

2.Proportionality(materiality).GH2shallensureproportionalityintheaccreditationandcertificationframework.Theprocessshouldemphasisethemostsignificantissuesandimpactsandallowforminorgaps/deviationsinmeetingtherequirementswherethe

broaderobjectiveoftherequirementismet.

3.Harmonisation.Toimprovequalityandefficiency,GH2encouragesalignmentwithinternationalbestpracticeandwillworktoensuretheinteroperabilityofitsworkwithorganisationsthatarepursuingsimilarobjectives.

4.Consultation.GH2accreditationandcertificationrequiresclearevidenceofproactive

andbroad-basedstakeholderconsultation.Allstakeholdershaveimportantandrelevantcontributionstomake-includinggovernmentsandtheiragencies,companiesandtheirsuppliers,localcommunitieswhomaybeaffectedbytheproject,financialorganisations,investorsandnon-governmentalorganisations.Wesupporttheprincipleoffree,priorandinformedconsent.

5.Transparency.Tocontributetoinformedpublicdebateandbuildingtrust,theGH2

expectsdisclosuresfromprojectoperatorstobeproactive,comprehensive,andpubliclyaccessible.Projectoperatorsshouldfindoutwhatisofparticularrelevanceandinteresttospecificstakeholdersandseekthebestwaystosharethatinformation.Thisinformationshouldbemadefreelyavailableonlineandinotherrelevantformatstothecommunity

concerned10.Freeaccessto,andsubsequentre-useof,opendataareofsignificantvaluetosociety.

6.Independentverification,concernsandappeals.GH2reliesonprojectoperatorsto

7.FurtherdevelopmentoftheStandard.TheStandardseekstobalancepredictabilityandflexibilityinanewandrapidlygrowingindustry.Projectproponentshaveemphasised

theneedforclearandstablestandardstoinformlongtermplanning.Stakeholders

arealsoinagreementthatGH2shouldtakeintoaccountemergingbestpractices,

particularlyasprojectsarescaledupfrompilotstolargescaleoperation.GH2willreviewthelessonslearnedfromtheaccreditationandcertificationprocessinconsultation

withallstakeholders.AnysubsequentrefinementsormodificationstotheStandardwillincludetransitionalarrangementsthatwillallowprojectoperatorstomakethenecessaryadjustmentswithinareasonabletimeframebeforecomingintoforce.

2.2GH2Requirements

Thesevenrequirementsbelowoutlinethespecificrequirementsthatmustbemetinorder

forprojectstobeaccreditedandcertifiedbyGH2.Insomecases,therequirementsreferencepolicynotes.Policynotesprovideadditionaldetailandassessmentcriteria.Furtherrefinementsandinterpretationsarelikelytooccurandwillbecommunicatedthroughrevisedrequirementsandadditionalpolicynotes.
