Butayearlater,thedawnseemstohavedarkened.ThewomenCabinetmembershavebeenreplacedbymen.Therallieshaveevaporated.EnthusiastsofOnnanoJidai,itseems,spoketoosoon.

ThoughJapanesewomenareamongthebest-educatedwomenintheworld,theyare,byWesternstandards,second-classcitizensintheirowncountry.Traditionalvaluesdiscouragewomenfromappearingoutspokenorindependent-mindedanddemoralizethosewhotrytoclimbthepoliticalorbusinesshierarchies.Onlyone-fourthofmajorJapanesecorporationshaveanywomenatallinthemiddle-managementorhigherranks.Ingovernment,womenconstituteslessthan1%ofmanagement-levelbureaucratsandabout6%ofthe764Dietmembers.Theaveragewoman'sannualincomeamountstoonlyhalfthatofaman's.Why,then,aren'tJapanesewomenangry?Whyaren'ttheymarchingenmasseforequality?Whydidn'ttheystokethesparkofOnnanoJidai?
