引言

科技资源是伴随着科技活动产生的各类资源的总称,是科技创新的要素集合。目前科技资源规模巨

大但松散孤立,缺少有效的互通协调和配置管理,导致“科技资源孤岛”现象的产生,不能充分发挥科

技资源其应有价值与作用。随着科技活动的复杂性越来越高,科技资源需求与科技资源共享服务之间的

鸿沟越来越大,需要不同类型和来源的科技资源协同服务。

本文件的实施有助于实现相同或相似科技资源共享的目标,更好地满足用户对科技资源的需求。

1范围

本文件确立了基于元数据进行科技资源关联及聚合的总体框架和原则,描述了科技资源元数据预处

理方法、科技资源关联的流程和方法,以及在关联基础之上建立科技资源聚合的方法。

本文件适用于对科技资源的组织管理,以及对科技资源在显性和隐性层面的关联及聚合。
