Bytheendof2023,1.8billionpeopleinAsiaPacific(63%ofthepopulation)subscribedtoamobile

service.Growthinmobileinternetpenetrationhasbeenremarkable.Attheendof2023,51%ofthe

region’spopulationusedmobileinternet,equating

tojustover1.4billionusers–almosttriplethe

figureadecadeearlier.However,largeswathes

ofthepopulationacrosstheregionstillremain

unconnected,mostofthemwithintheusagegap.1Addressingtheusagegapiscrucialtoclosing

thedigitaldivideandenablinglife-enhancing

applicationsaroundfinance,healthandeducation.

Theimpactofmobileconnectivityisevidencedbyitscontributiontotheeconomy.In2023,mobile

technologiesandservicesgenerated5.3%of

AsiaPacific’sGDP,acontributionthatamounted

to$880billionofeconomicvalueadded,and

supportedaround13millionjobsacrosstheregion.

industryhavesoughttoprovidefreshmomentumbehinddevelopingacommonsetofnetworkAPIs.ByApril2024,49operatorgroupshadsigneduptotheGSMAOpenGateway,representing240

mobilenetworksandaccountingfor65%ofmobileconnectionsglobally.OperatorsacrossAsia

Pacifichavejoinedtheinitiative,includingthoseinAustralia,Indonesia,Japan,Malaysia,Singapore,

SouthKorea,SriLanka,ThailandandVietnam.ThefocusisnowontranslatingoperatorcommitmentsintocommerciallyavailablenetworkAPIsand

demonstrableusecases.

Duetothegeographicalmake-upofseveral

countriesinAsiaPacific,aerialconnectivity

willplayanimportantroleinrealisinguniversalconnectivity.Fromarchipelagosandrainforeststodesertsandmountainranges,AsiaPacificishometosomeofthemostchallengingterrainsforterrestrialnetworks.Asaresult,therehas

historicallybeensignificantinterestinaerial

solutionsandtheopportunitytheyofferto

helpextendconnectivitytohard-to-reach

locations.ThisinteresthasbeenheightenedbytheemergenceoflowEarthorbit(LEO)and

high-altitudeplatformstation(HAPS)solutions.

Importantly,telecomsoperatorsacrossthe

regionareactivelyengagedintheevolvingaerialconnectivitymarket,mostlythroughpartnershipsandinvestments.

GenAI:operatorsseekrevenue-generatingopportunities

OperatorsacrossAsiaPacificareharnessingthepowerofgenerativeAI(genAI)todriveinternal

transformationsandseizenewrevenuestreams

throughAIinvestment.GenAIhasapplications

invariousdomains–suchascustomerservice,

sales,marketingandcodedevelopment–offeringimmediateopportunities.Moreover,leveraging

AIfornetworkenhancementremainsapriority

foroperators.Exploringnewrevenuestreams,

regionaloperatorsareinvestinginAIstartupsandorganisationswhiledevelopingtheirownlarge

languagemodels(LLMs).TailoredLLMsmakeiteasierforoperatorstodeployhigh-qualitygenAImodelsswiftlyandefficiently,helpingthemto

accelerateAI-enabledtransformation.

Consumertrust:stakeholderstakestepstoenhanceonlinesafety

Withtheriseofonlinethreatstargetingindividualsandenterprises,thereisariskthatconsumer

trustindigitalserviceswillerode.Meanwhile,theproliferationofadvancedAItools,notablygenAIapplications,addsanewdimensiontothethreatlandscapebypotentiallyenablingnewtypes

ofattacksandmakingexistingonesharderto

detect.Suchattackscanhaveaprofoundimpactonvictims,includingfinanciallossesandamentaltoll,resultinginalossoftrustindigitalplatforms.

Whilegovernmentsanddigitalecosystemplayershavetakenstepstocombatonlinethreats,thetaskofmaintainingtrustmustbeviewedasashared

responsibilitybetweenthesestakeholders,asopposedtothesoleresponsibilityofanysinglegroup.

Forthemobileindustrytoadvanceanddeliver

ondigitaltransformationambitions,thepolicy

andregulatoryenvironmentrequiresanapproachthatsupportsaconduciveenvironmentforrapid

growthandinnovation.Policiesthatwillhave

akeyroletowardsthisobjectiveincludethose

thatpromoteinvestmentinnetworks,reduce

taxationburdens,promoteeaseofdoingbusinessbyreducingonerouscompliancecosts,improve

efficiency,andfosterinclusivityandonlinetrust

andsafety.Similarly,asdemandforhigh-speed,

high-qualitymobileconnectivitycontinuestogrow,regulatorsandpolicymakersshouldreviewcurrentpoliciestoidentifythosethatcreateunnecessary

barriersformobileoperators,hinderingtheirabilitytoinvestwithoutnecessarilyhavinganypositive

impactonconsumerwelfare.

TheITU’sWorldRadiocommunicationConference2023(WRC-23)openedthedoorstoaneweraofconnectivityandlaidthespectrumfoundations

formobiletoprogressinto5G-Advancedand6G.Importantly,WRC-23identified6GHz(6.425–

7.125GHz)formobileusebycountriesineveryITURegion(EMEA,CIS,theAmericasandAsiaPacific)andtheconditionsforitsusehavebeenagreedintheITU’sRadioRegulations.CountriesinAsiaPacificcannowtakeadvantageofthe

harmonisationof6GHzthatwasachievedat

WRC-23andbegindevelopingnationalplanstoassigntheband.With6GHz,mobileoperatorscanmeetthegrowthin5Gtrafficdemandinapractical,cost-effectiveandenvironmentally

friendlywayusingexisting5Gmacrosites.

AsiaPacifichasexperiencedsignificantgrowth

ininternetconnectivitylevelsinrecentyears.Thenumberofpeopleintheregionwhosubscribetomobileinternetserviceshasmorethandoubledinthelastdecadetoover1.4billion.Growthduringthisperiodwaslargelydrivenbytheexpansionofmobilebroadbandnetworks,withthecoverage

gapnowunder2%inmostmarketsacrosstheregion.

Theusagegaphasalsonarrowedonaggregatebutremainsstubbornlyhighinsomemarkets,

notablyBangladesh,IndiaandPakistan,where

50%ormoreofthepopulationarecovered

bymobileinternetnetworksbuthavenotyet

subscribedtotheservice.Keyadoptionbarriersincludelackofaffordability,particularlyfor

devices,andlackofdigitalskills,particularly

amongoldercitizens.Forexample,theJapanesegovernmentestimatesthataround20million

datatrafficpersmartphonewillincreaseandis

expectedtoreach53GBpermonthin2030.In

India,forexample,5Gusershavebeenconsumingapproximately3.6×asmuchmobiledata

camefromtheproductivityeffectsgeneratedbytheuseofmobileservicesacrosstheeconomy,

whichreached$510billion.Thedirectcontributionbythemobileecosystemwasalsosignificantat

$280billion.

includesnetworkequipmentproviders,device
