briefcommentsabouttheattacksacrossParistonight.Onceagain,

weveseenanoutrageousattempttoterrorizeinnocentcivilians.

ThisisanattacknotjustonParis,itsanattacknotjustonthe

peopleofFrance,butthisisanattackonallofhumanityandthe

universalvaluesthatweshare.

Westandpreparedandreadytoprovidewhateverassistancethat

thegovernmentandthepeopleofFranceneedtorespond.Franceis

ouroldestally.TheFrenchpeoplehavestoodshouldertoshoulder

withtheUnitedStatestimeandagain.Andwewanttobeveryclear

thatwestandtogetherwiththeminthefightagainstterrorismand

extremism.

Parisitselfrepresentsthetimelessvaluesofhumanprogress.

ThosewhothinkthattheycanterrorizethepeopleofFranceorthe

valuesthattheystandforarewrong.TheAmericanpeopledraw

strengthfromtheFrenchpeoplescommitmenttolife,liberty,the

pursuitofhappiness.Weareremindedinthistimeoftragedythat

thebondsoflibertandgalitandfraternitarenotonlyvaluesthat

theFrenchpeoplecaresodeeplyabout,buttheyarevaluesthat

weshare.Andthosevaluesaregoingtoendurefarbeyondanyact

ofterrorismorthehatefulvisionofthosewhoperpetratedthe

crimesthisevening.

WeregoingtodowhateverittakestoworkwiththeFrenchpeople

andwithnationsaroundtheworldtobringtheseterroriststo

justice,andtogoafteranyterroristnetworksthatgoafterour

people.

Wedontyetknowallthedetailsofwhathashappened.Wehave

beenincontactwithFrenchofficialstocommunicateourdeepest

condolencestothefamiliesofthosewhohavebeenkilled,tooffer

ourprayersandthoughtstothosewhohavebeenwounded.Wehave

offeredourfullsupporttothem.Thesituationisstillunfolding.

IvechosennottocallPresidentHollandeatthistime,becausemy

expectationisthathesverybusyatthemoment.Iactually,by

coincidence,wastalkingtohimearliertodayinpreparationfor

theG20meeting.ButIamconfidentthatIllbeindirect

communicationswithhiminthenextfewdays,andwellbe

coordinatinginanywaysthattheythinkarehelpfulinthe

investigationofwhatshappened.

Thisisaheartbreakingsituation.Andobviouslythoseofushere

intheUnitedStatesknowwhatitslike.Wevegonethroughthese

kindsofepisodesourselves.Andwheneverthesekindsofattacks

happened,wevealwaysbeenabletocountontheFrenchpeopleto

standwithus.Theyhavebeenanextraordinarycounterterrorism

partner,andweintendtobetherewiththeminthatsamefashion.

Imsurethatinthedaysaheadwelllearnmoreaboutexactlywhat

happened,andmyteamswillmakesurethatweareincommunication

withthepresstoprovideyouaccurateinformation.Idontwantto

speculateatthispointintermsofwhowasresponsibleforthis.

Itappearsthattheremaystillbeliveactivityanddangersthat

aretakingplaceaswespeak.AndsountilweknowfromFrench

officialsthatthesituationisundercontrol,andwehaveformore

informationaboutit,Idontwanttospeculate.

betweenCanadiansandAmericans.

Justin,thankyouforyourverykindwords,andforthenewenergy

andhopethatyourleadershiphasbroughttoyournationaswell

astothealliance.Mytimeinofficemaybenearinganend,but

IknowthatCanada-andtheworld-willbenefitfromyour

leadershipforyearstocome.

SoCanadawastheveryfirstcountrythatIvisitedasPresident.

ItwasinFebruary.

Iwasyounger.

MichellenowreferstomyhairastheGreatWhiteNorth.

Andonthatvisit,IstrolledaroundtheByWardMarket,trieda

“beavertail"-whichisbetterthanitsounds.

AndIwasstruckthen,asIamagaintoday,bythewarmthofthe

Canadians.Icouldnotbemorehonoredtobejoiningyouinthis

historichall-thiscathedraloffreedom.AndweAmericanscan

neversayitenough-wecouldnotaskforabetterfriendorally

thanCanada.

Wecouldnot.Itstrue.Itistrue.Andwedonottakeitfor

granted.

Thatdoesnotmeanwedonthaveourdifferences.AsIunderstand

it,oneofthereasonstheQueenchosethissiteforParliamentwas

thatitwasasafedistancefromAmericasborder.

AndIadmit,intheWarof1812,Americantroopsdidsomedamage

toToronto.Isuspectthatthereweresomepeopleupherewhodidnt

mindwhentheBritishreturnedthefavorandburneddowntheWhite

House.

ItwasthegritofpioneersandprospectorswhopushedWestacross

aforbiddingfrontier.Thedreamsofgenerations-immigrants,

refugees-thatwevewelcomedtotheseshores.Thehopeofrun-away

slaveswhowentnorthonanundergroundrailroad."Deepinour

historyofstruggle,〃saidDr.MartinLutherKing,Jr.,“Canadawas

thenorthstar...Thefreedomroadlinksustogether.〃

Wereboundaswellbytheserviceofthosewhovedefendedus一一

atFlandersField,thebeachesofNormandy,intheskiesofthe

Balkans,andmorerecently,inthemountainsofAfghanistan,and

trainingbasesinIraq.Theirsacrificeisreflectedinthesilent

rowsofArlingtonandinthePeaceToweraboveus.Todaywehonor

thosewhogavetheirlivesforallofus.

Werelinkedtogether,aswell,bytheinstitutionsthatwevebuilt

tokeepthepeace:AUnitedNationstoadvanceourcollective

aspirations.ANATOalliancetoensureoursecurity.NORAD,where

AmericansandCanadiansstandwatchsidebyside-andtrackSanta

onChristmasEve.

Werelinkedbyavastwebofcommercethatcarriesgoodsfromone

endofthiscontinenttoanother.Andwerelinkedbythetiesof

friendshipandfamily-inmycase,anoutstandingbrother-in-law

inBurlington.

HadtogiveBurlingtonashoutout.

Ourrelationshipissoremarkablepreciselybecauseitseemsso

unremarkable-whichiswhyAmericansoftenaresurprisedwhenour

favoriteAmericanactororsingerturnsouttobeCanadian!

Thepointisweseeourselvesineachother,andourlivesare

richerforit.

AsPresident,Ivedeepenedthetiesbetweenourcountries.And

becauseoftheprogresswevemadeinrecentyears,Icanstandbefore

youandsaythattheenduringpartnershipbetweenCanadaandthe

UnitedStatesisasstrongasithaseverbeen,andwearemore

closelyalignedthaneverbefore.

Andyet,wemeetatapivotalmomentforournationsandforthe

globe.Fromthisvibrantcapital,wecanlookuponaworldthathas

benefitedenormouslyfromtheinternationalorderthatwehelped

tobuildtogetherbutwecanseethatsameorderincreasingly

strainedbytheacceleratingforcesofchange.Theworldisbymost

everymeasurelessviolentthaneverbefore;butitremainsriven

byolddivisionsandfreshhatreds.Theworldismoreconnectedthan

everbefore;butevenasitspreadsknowledgeandthepossibility

ofgreaterunderstandingbetweenpeoples,italsoempowers

terroristswhospreadhatredanddeath-mostrecentlyinOrlando

andIstanbul.

Theworldismoreprosperousthaneverbefore,butalongside

globalizationandtechnologicalwonderswealsoseearisein

inequalityandwagestagnationacrosstheadvancedeconomies,

leavingtoomanyworkersandcommunitiesfearfulofdiminishing

prospects,notjustforthemselves,butmoreimportantly,fortheir

children.

Andinthefaceofsuchrisinguncertainty,itisnotenoughto

lookataggregategrowthrates,orstockprices,orthepaceof

digitalinnovation.Ifthebenefitsofglobalizationaccrueonly

tothoseattheverytop,ifourdemocraciesseemincapableof

assuringbroad-basedgrowthandopportunityforeveryone,then

peoplewillpushback,outofangeroroutoffear.Andpoliticians

一somesincere,andsomeentirelycynical-willtapthatanger

andfear,harkeningbacktobygonedaysoforderandpredictability

andnationalglory,arguingthatwemustrebuildwallsanddisengage

fromachaoticworld,orridourselvesofthesupposedillsbrought

onbyimmigrants-allinordertoregaincontrolofourlives.

WesawsomeofthesecurrentsatworkthispastweekintheUnited

KingdomsreferendumtoleavetheEuropeanUnion.Despitesomeof

theinitialreactions,Iamconfidentthattheprocesscanbemanaged

inaprudent,orderlyway.Iexpectthatourfriendsonbothsides

oftheChannelwilldevelopaworkableplanforhowtomoveforward.

AndImequallyconfidentthattheTransatlanticvaluesthatweall

shareasliberal,market-baseddemocraciesaredeeperandstronger

thananysingleevent.

ButwhilethecircumstancesofBrexitmaybeuniquetotheUnited

Kingdom,thefrustrationspeoplefeltarenot.Theshort-term

falloutofBrexitcanbesensiblymanaged,butthelong-termtrends

ofinequalityanddislocationandtheresultingsocialdivision一

thosecantbeignored.Howwerespondtotheforcesofglobalization

andtechnologicalchangewilldeterminethedurabilityofan

internationalorderthatensuressecurityandprosperityforfuture

generations.

Andfortunately,thepartnershipbetweentheUnitedStatesand

Canadashowsthepathweneedtotravel.Forourhistoryandour

worktogetherspeaktoacommonsetofvaluestobuildon-proven

values,valuesthatyourPrimeMinisterspokeofinhisintroduction

一valuesofpluralismandtolerance,ruleoflaw,openness;global

engagementandcommerceandcooperation,coupledwithequal

opportunityandaninvestmentinourpeopleathome.AsPrime

MinisterPierreTrudeauoncesaid,〃Acountry,afterall,isnot

somethingyoubuildasthepharaohsbuildthepyramids,andthen

leavestandingtheretodefyeternity.Acountryissomethingthat

isbuilteverydayoutofcertainbasicsharedvalues.〃Whatistrue

ofcountriesistrueoftheworld.AndthatswhatIwanttotalk

abouttoday一一howtostrengthenourinstitutionstoadvancethese

commitmentsinarapidlychangingworld.

Letmestartwithoursharedeconomicvision.Inallwedo,our

commitmenttoopportunityforallofourpeoplehastobeatthe

centerpieceofourwork.Wearesofortunatebecausebothofour

countriesaresowell-positionedtosucceedinthe21stcentury.

Ourtwonationsknowfirsthandtheawesomepoweroffreemarkets

andinnovation.CanadianshelprunsomeofSiliconValleysmost

innovativecompanies.Ourstudentsstudyateachothersworld-class

universities.Weinvestinresearchanddevelopment,andmake

decisionsbasedonscienceandevidence.Anditworks.Itswhats

createdtheseextraordinaryeconomiesofours.

Butifthefinancialcrisisandrecentrecessiontaughtus

anything,itsthateconomiesdobetterwheneveryonehasachance

tosucceed.Foralongtime,itwasthoughtthatcountrieshadto

choosebetweeneconomicgrowthoreconomicinclusion.Butitturns

outthatsafalsechoice.IfaCEOmakesmoreinadaythanatypical

employeemakesinayear,thatkindofinequalityisnotjustbad

formoraleinthecompany,itturnsoutitsbadfortheeconomy一

thatworkerisnotaverygoodcustomerforbusiness.

IfayoungmaninOhiocantpayhisstudentloans,orayoungwoman

inOntariocantpayherbills,thathasramificationsforoureconomy.

Ittampsdownthepossibilitiesofgrowth.Soweneedgrowththat

isbroadandthatliftseverybodyup-includingtaxpoliciesthat

dorightbyworkingfamilies,androbustsafetynetsforthosewho

fallonhardtimes.AsJohnKennethGalbraithoncesaid,“thecommon

denominatorofprogress"isourpeople.Itsnotnumbers,itsnot

abstractions,itshowareourpeopledoing.

Ofcourse,manywhosharethisprogressive,inclusivevisioncan

beheardnowarguingthatinvestmentsinourpeople,protectionfor

ourworkers,fairtaxpolicies,thesethingsarenotenough.For

them,globalizationisinherentlyriggedtowardsthetoponepercent,

andtherefore,whatsneededisanendtotradeagreementsandvarious

internationalinstitutionsandarrangementsthatintegrate

nationaleconomies.

AndIunderstandthatvision.Iknowwhyitstempting.Itseems

asifwedrawalinearoundourbordersthatitwillgiveusmore

control,particularlywhenthebenefitsoftradeandeconomic

integrationaresometimeshardtoseeoreasytotakeforgranted,

andveryspecificdislocationsareobviousandreal.

Theresjustoneproblem:Restrictingtradeorgivinginto

protectionisminthis21stcenturyeconomywillnotwork.

Itwillnotwork.Evenifwewantedto,wecantsealourselves

offfromtherestoftheworld.ThedayafterBrexit,peoplelooked

aroundandsaid,oh!

Howisthisgoingtowork?Thedragthateconomicweaknessin

EuropeandChinaandothercountriesishavingonourowneconomies

rightnowspeakstothedegreetowhichwedepend-oureconomies

depend,ourjobs,ourbusinessesdepend-onsellinggoodsand

servicesaroundtheworld.

Veryfewofourdomesticindustriescanseverwhatisnowtruly

aglobalsupplychain.Andso,forthoseofuswhotrulybelieve

thatoureconomieshavetoworkforeverybody,theanswerisnot

totryandpullbackfromourinterconnectedworld;itisrather

toengagewiththerestoftheworld,toshapetherulessotheyre

goodforourworkersandgoodforourbusinesses.

Andtheexperiencebetweenourtwonationspointstheway.The

UnitedStatesandCanadahavethelargestbilateraltradeand

investmentrelationshipintheworld-andwearestrongerforit.

ItmeansacompanyinQuebeccancreatejobsinNorthCarolina.

Andastart-upinTorontocanattractinvestmentfromTexas.Now,

theproblemisthatsomeeconomiesinmanyofthefastest-growing

regionsoftheworld一一particularlytheAsiaPacificregion-dont

alwaysabidebythesamerules.Theyimposeunfairtariffs;orthey

suppressworkersrights;ortheymaintainlowenvironmental

standardsthatmakeithardforourbusinessestocompetefairly.

WiththeTrans-PacificPartnership,wehavetheabilitytonot

onlyopenupthesemarketstoU.S.andCanadianproductsand

eliminatethousandsoftheseunfairtariffs一一which,bytheway,

weneedtodobecausetheyrealreadysellinghereunderexisting

rules,butwerenotsellingasmuchasweshouldoverthere-but

italsoaffordsustheopportunitytoincreaseprotectionsfor

workersandtheenvironment,andpromotehumanrights,including

strongprohibitionsagainsthumantraffickingandchildlabor.And

thatwayourworkersarecompetingonalevelplayingfield,and

ourbusinessesarelesspronetopursuearacetothebottom.And

whencombinedwithincreasedinvestmentsinourownpeoples

education,andskillsandtraining,andinfrastructureandresearch

anddevelopmentandconnectivity,thenwecanspurthekindof

sustainedgrowththatmakesallofusbetteroff.

Allofus.

Thepointisweneedtolookforward,notlookbackward.Andmore

tradeandmorepeople—to—peopletiescanalsohelpbreakdownold

divides.IthankCanadaforitsindispensableroleinhostingour

negotiationswiththeCubangovernment,andsupportingourefforts

tosetasidehalfacenturyoffailedpoliciestobeginanewchapter

withtheCubanpeople.

IknowalotofCanadianslikegoingtoCuba一(laughter)一maybe

becausetherehaventbeenAmericanscrowdingthestreetsandthe

beaches.Butthatschanging.

AndasmoreAmericansengagewiththeCubanpeople,itwillmean

moreeconomicopportunityandmorehopeforordinaryCubans.

Wealsoagree,usAmericansandCanadians,thatwealthycountries

likeourscannotreachourfullpotentialwhileothersremainmired

inpoverty.That,too,isnotgoingtochangeinthisinterconnected

world;thatifthereispovertyanddiseaseandconflictinother

partsoftheworld,itspillsover,asmuchaswedliketopretend

thatwecanblockitout.

So,withourcommitmenttonewSustainableDevelopmentGoals,we

havethechancetoendtheoutrageofextremepoverty.

WecanbringmoreelectricitytoAfrica,sothatstudentscanstudy

atnightandbusinessescanstayopen.Wecanbanishthescourge

ofmalariaandZika.WecanrealizeourgoalofthefirstAIDS-free

generation.

Wecandothat.Itswithinourgrasp.Andwecanhelpthosewho

areworkingtoreplacecorruptionwithtransparent,accountable

institutionsthatservetheirpeople.

Asleadersinglobaldevelopment,theUnitedStatesandCanada

understandthatdevelopmentisnotcharity一一itsaninvestmentin

ourfutureprosperity.

Becausenotonlydosuchinvestmentsandpolicieshelppoor

countries,theyregoingtocreatebillionsofcustomersforU.S.

andCanadianproducts,andtheyllmakelesslikelythespreadof

deadlyepidemicstoourshores,andtheyllstabilizepartsofthe

wordthatthreatenthesecurityofourpeople.

Infact,boththeUnitedStatesandCanadabelieveourownsecurity

一一andnotjustprosperity——isenhancedwhenwestandupforthe

rightsofallnationsandpeoplestoliveinsecurityandpeace.

andevenastherearetimeswhenunilateralactionisnecessary

todefendourpeople,webelievethatinaworldwherewarsbetween

greatpowersarefarlesslikelybuttransnationalthreatslike

terrorismknownoboundaries,oursecurityisbestadvancedwhen

nationsworktogether.Webelievethatdisputesthatdoarise

betweennationsshouldbe,whereverpossible,resolvedpeacefully,

withdiplomacy;thatinternationalorganizationsshouldbe

supported;thatmultilateralismisnotadirtyword.

Andcertainly,weremoresecurewhenwestandunitedagainst

terroristnetworksandideologiesthathavereachedtothevery

doorstepofthishall.Wehonorallthosetakenfromusbyviolent

extremists,includingCanadiansJohnRidsdelandRobertHall.

WithCanadasadditionalcontributions,includingtrainingIraqi

forces,ourcoalitionisontheoffensiveacrossIraq,acrossSyria.

AndwewilldestroytheterroristgroupISIL.

Wewilldestroythem.

Wellcontinuehelpinglocalforcesandsharingintelligence,from

AfghanistantothePhilippines,sothatwerepushingback

comprehensivelyagainstterroristnetworks.Andincontrasttothe

hatredandthenihilismofterrorists,wellworkwithpartners

aroundtheworld,including,particularly,Muslimcommunities,to

offerabettervisionandapathofdevelopment,andopportunity,

andtolerance.

Becausetheyare,andmustbe,ourpartnersinthiseffort.

Meanwhile,whennationsviolateinternationalrulesandnorms一

suchasRussiasaggressionagainstUkraine-theUnitedStatesand

Canadastandunited,alongwithourallies,indefenseofour

collectivesecurity.

Doingsorequiresarangeoftools,likeeconomicsanctions,but

italsorequiresthatwekeepourforcesreadyfor21stcentury

missions,andinvestinnewcapabilities.Asyourallyandasyour

friend,letmesaythatwellbemoresecurewheneveryNATOmember,

includingCanada,contributesitsfullsharetoourcommonsecurity.

BecausetheCanadianarmedforcesarereallygood一(applause)

一一andifIcanborrowaphrase,theworldneedsmoreCanada.NATO

needsmoreCanada.

Weneedyou.Weneedyou.

Justaswejointogetherinourcommondefense,somustwework

togetherdiplomatically,particularlytoavertwar.Diplomacy

resultsarerarelyquick,butitturnsouteventhemostintractable

conflictscanberesolved.Hereinourownhemisphere,justinthe

lastfewweeks,afterhalfacenturyofwar,Colombiaispoisedto

achieveanhistoricpeace.

AndthenationsofNorthAmericawillbeanimportantpartnerto

Colombiagoingforward,includingworkingtoremovelandmines.

Aroundtheworld,CanadianandAmericandiplomatsworking

togethercanmakeadifference.EveninSyria,wheretheagonyand

thesufferingoftheSyrianpeopletearsatourhearts,ourtwo

nationscontinuetobeleadersinhumanitarianaidtotheSyrian

people.Andalthoughatrueresolutionofthisconflictsofarhas

eludedus,weknowthattheonlysolutiontothiscivilwarisa

politicalsolution,sothattheSyrianpeoplecanreclaimtheir

countryandliveinpeace.AndCanadiansandAmericansaregoing

toworkashardaswecantomakethathappen.

IshouldaddthathereinthenationofLesterPearson,wereaffirm

ourcommitmenttokeepstrengtheningthepeacekeepingthatsaves

livesaroundtheworld.

Thereisonethreat,however,thatwecannotsolvemilitarily,

norcanwesolvealone-andthatisthethreatofclimatechange.

Now,climatechangeisnolongeranabstraction.Itsnotanissue

wecanputoffforthefuture.Itishappeningnow.Itishappening

here,inourowncountries.TheUnitedStatesandCanadaareboth

Arcticnations,andlastyear,whenIbecamethefirstU.S.President

tovisittheArctic,Icouldseetheeffectsmyself.Glaciers一

likeCanadasAthabascaGlacier一一aremeltingatalarmingrates.

Tundraisburning.Permafrostisthawing.Thisisnotaconspiracy.

Itshappening.Withinageneration,Arcticseaicemayallbut

disappearinthesummer.

Andsoskepticsandcynicscaninsistondenyingwhatsrightin

frontofoureyes.ButtheAlaskaNativesthatImet,whoseancestral

villagesareslidingintothesea一一theydonthavethatluxury.

Theyknowclimatechangeisreal.Theyknowitisnotahoax.And

fromBangladeshtothePacificislands,risingseasareswallowing

landandforcingpeoplefromtheirhomes.Aroundtheworld,stronger

stormsandmoreintensedroughtswillcreatehumanitariancrises

andriskmoreconflict.Thisisnotjustamoralissue,notjust

aeconomicissue,itisalsoanurgentmatterofournational
