3BasicRequirements

3.0.1Theenergyconservationreportforawindpowerprojectshallanalyzetheenergy

consumptionintheproductionprocess,workprocedureandenergy-useequipmentunderthe

currentprojectconstructionplan,calculatetheannualtotalenergyconsumptionoftheproject,

analyzetheenergyefficiencyoftheproject,putforwardenergy-savingmeasuresunderthe

constructionplanandevaluatetheireffectiveness.

3.0.2Thebasicdataandtechnicaldocumentsrelatedtothewindpowerprojectshallbe

collectedbeforepreparationoftheenergyconservationreport.Thebasicdataandtechnical

datacollectionlistshouldbeinaccordancewithAppendixAofthisstandard.

3.0.3ThecontentsoftheenergyconservationreportshouldbeinaccordancewithAppendix

Bofthisstandard.

3.0.4Thesummarytableoftheenergyconservationreportshouldinaccordancewith

AppendixCofthisstandard.

4AnalysisofEnergyConservation

4.0.1Theproductionprocessfromthelow-voltagesideofthestep-uptransformerforthe

windturbinetothegridconnectionpointshallbescopedintheenergyconservationanalysis

forawindpowerproject.

4.0.2Whenthestep-upsubstation,switchyard,andonshorecentralizedcontrolcenterofthe

saidprojectaresharedwithotherprojects,thesharedpartshallbeincludedintheenergy

conservationanalysisforthesaidproject,andtheenergyconsumptionofthesharedpartmay

beapportionedaccordingtotheirrespectivescale.

4.0.3Theenergyconservationanalysisforawindpowerprojectshalltakeintoaccountthe

generallayoutoftheproject,energyuseprocess,equipmentselection,buildingscheme,

energymeteringdeviceconfigurationplan,auxiliaryproductionandancillaryfacilities,wind

farmprocessflowchart,andmainequipmentenergyconsumptionindexbenchmarkingtable.

4.0.4Theenergyconservationanalysisforequipmentselectionshallmeetthefollowing

requirements:

1Theno-loadlossandloadlossofthemaintransformerinthestep-upsubstationand

theunit’sstep-uptransformersshallmeettheenergyefficiencyGrade1stipulatedin

thecurrentnationalstandardGB24790,MinimumAllowableValuesoftheEnergy

EfficiencyandEnergyEfficiencyGradesforPowerTransformers.

2Theno-loadlossandloadlossofthesubstationservicetransformershallmeetthe

energyefficiencyGrade1stipulatedinthecurrentnationalstandardGB20052,

MinimumAllowableValuesoftheEnergyEfficiencyandEnergyEfficiencyGrades

forThree-PhaseDistributionTransformers.

3Oil-immersedtransformersshallcomplywiththerequirementsofthecurrent

nationalstandardGB/T6451,SpecificationandTechnicalRequirementsfor

Oil-ImmersedPowerTransformers.Dry-typetransformersshallcomplywiththe

requirementsofthecurrentnationalstandardGB/T10228,Specificationand

TechnicalRequirementsforDry-TypePowerTransformers.

4Thelossoftheshuntreactorshallcomplywiththerequirementsofthecurrent

sectorstandardsJB/T10775,SpecificationandTechnicalRequirementsfor

6kV~35kVDry-TypeShuntReactors,andDL/T271,TechnicalSpecificationfor330

kV-750kVOilImmersedShunt-Reactor.

5Thefuelconsumptionrateandengineoilconsumptionrateofdieselgeneratorsets

shallcomplywiththerequirementsofthecurrentnationalstandardGB/T28239,

LimitsandMeasurementMethodsforNon-RoadDieselEngineSpecificFuel

ConsumptionandSpecificOilConsumption.

6TheefficiencyofthefanshallmeettheenergyefficiencyGrade1stipulatedinthe

currentnationalstandardGB19761,MinimumAllowableValuesoftheEnergy

EfficiencyandEnergyEfficiencyGradesforFan.

7Theenergyefficiencyparametersofthepumpshallcomplywiththerelevant

requirementsofthecurrentnationalstandardGB19762,TheMinimumAllowable

ValuesoftheEnergyEfficiencyandEvaluationValuesofEnergyEfficiencyof

CentrifugalPumpforFreshWater.

8Theenergyefficiencyparametersoftheairconditionershallmeettheenergy

efficiencyGrade1stipulatedinthecurrentnationalstandardGB12021.3,The

MinimumAllowableValueoftheEnergyEfficiencyandEnergyEfficiencyGrades

forRoomAirConditioners.

9Thelightingpowerdensityofthelightingsystemshallcomplywiththerelevant

requirementsofthecurrentindustrystandardDL/T5390,TechnicalCodefor

DesignofLightingofPowerPlantsandSubstations.

4.0.5TheSVGequipmentforthewindpowerprojectshallcomplywiththeenergy

efficiencyrequirementsinthecurrentrelevantnationalstandards.

4.0.6Theenergyconservationanalysisforthebuildingsofthewindpowerprojectshall

complywiththerelevantprovisionsofthecurrentnationalstandardsGB51245,Unified

StandardforEnergyEfficiencyDesignofIndustrialBuildings,andGB50189,Design

StandardforEnergyEfficiencyofPublicBuildings.

4.0.7Thearrangementandmanagementoftheenergymeteringdevicesforthewindpower

projectcomplywiththerelevantprovisionsofthecurrentnationalstandardGB17167,

GeneralPrincipleforEquippingandManagingoftheMeasuringInstrumentofEnergyin

OrganizationofEnergyUsing,andGB/T15587,GuidelineforEnergyManagementin

IndustryEnterprise.

5CalculationofEnergyConservation

5.0.1Theenergyconservationcalculationforwindpowerprojectsshallcomplywiththe

requirementsofthecurrentnationalstandardGB/T2589,GeneralPrinciplesforCalculation

ofTotalProductionEnergyConsumption.

5.0.2Inthewindpowerprojectenergyconsumptioncalculation,theelectricity,gasoline

anddieselconsumptionduringtheoperationperiodshallbecounted,andthesmallquantities

oflubricatingoil,naturalgasandwaterusedintheprojectmaybecountedaccordingto

actualsituations.

5.0.3Theelectricenergyconsumptioncalculationforthewindpowerprojectshallbein

accordancewiththefollowingrequirements:

1Theelectricenergyconsumptioncalculationshallmainlyinvolvethelossesofthe

unit'sstep-uptransformer,powercollectingline,substationservicetransformer,

maintransformer,high-voltagereactor,SVG,integratedneutraleartingdevice,

high-voltagecable,etc.,aswellastheconsumptionofsubstationserviceloads.

2Theconsumptionofsubstationserviceloadsshallmainlycounttheelectricenergy

consumptionofACandDCpowersupplies,lighting,heating,ventilationandpower

equipmentinthewindfarm.

3Whencalculatingtheelectricenergyconsumption,thepowerfactorofthewind

farmshallbedeterminedaccordingtotherequirementsofthegridconnection

system.Thepowerfactormaybetakenas1unlessotherwisespecified.

4Theelectricenergyconsumptioncalculationshallaccountfortheno-loadlossand

loadlossofthesubstationservicetransformer.Thestandbyservicetransformerfor

thesubstationonlycountsitsno-loadloss.

5Intheelectricenergyconsumptioncalculationfortheenergy-useequipmentinthe

substation,theelectricenergyconsumptionoftheworkingequipmentshallbe

included,andthestandbyequipmentshallnotbecounted.

6Thelinelosscalculationfortheoverheadlinesandcablelinesshallbeperformed

accordingtotheircurrentcarryingcapacitybysegments,takingintoaccountthe

influenceofambienttemperature,conductortemperatureriseandparallel

coefficientonconductorloss.Inthehigh-voltagecablelinelosscalculation,the

electricenergylossintheinsulatingmediumshallbecounted.

5.0.4Theoilconsumptionforawindpowerprojectshallincludethegasolineanddiesel

consumptionsofvehicles,shipsanddieselgeneratorsduringtheprojectoperationperiod.

6MainEnergyConservationMeasures

6.0.1Energyconservationmeasuresforawindpowerprojectshallincludethe

energy-savingmeasuresforelectricalequipment,transmissionlineandbuildings,technical

measuresforsavingoilandwaterconsumption,andmanagerialenergyconservation

measures.

6.0.2Fortheelectricalequipmentofawindpowerproject,followingtechnical

energy-savingmeasuresshouldbetaken:

1Selectenergy-efficientproductsformaintransformers,windturbinestep-up

transformers,substationservicetransformers,etc.,toreducetransformerlosses.

2Selectanenergy-efficientSVGandrationallyoptimizethecontrolstrategy,to

reduceelectricenergyloss.

6.0.3Forthetransmissionlineofawindpowerproject,followingtechnicalenergy-saving

measuresshouldbetaken:

1Optimizetheroutingofthetransmissionlineandreduceitstotallength.

2Selecttheconductortypesaccordingtotheannualequivalentfull-loadoperation

hours,installedcapacity,andlocalclimatecharacteristicsofthewindpowerproject.

3Decreasethesurfacepotentialgradientofthelineconductorandreducethecorona

loss.

4Takeequalizingandshieldingmeasurestotheinsulatorstringsinordertoreduce

leakage,minimizecorona,anddecreasepowerloss.

5Lessentheamountofcableuse,reasonablyselectthecrosssectionalareaof

conductor,andreducepowerloss.

6.0.4Forthebuildingsofawindwindproject,followingtechnicalenergy-savingmeasures

shouldbetaken:

1Takeheatinsulationandpreservationmeasurestoeffectivelyreducethetotalenergy

consumptioninheating,ventilation,airconditioningandlighting.

2Useinsulationmaterialswithgoodthermalinsulationperformance,highefficiency

andfriendlytotheenvironment,andoptimizetheinsulationstructuredesignto

reduceheatloss.

3Makefulluseofnaturallight,useenergy-savinglamps,andreducethenumberof

lamps,onthepremiseofmeetingtheilluminationrequirements.

6.0.5Maintenancevehiclesandshipswithlowfuelconsumptionshallbeusedforthewind

powerproject.Electricvehiclesmaybeusedwhenroadconditionspermit.

6.0.6Followingtechnicalmeasuresforwater-savingshouldbetakenforawindpower

project:

1Takemeasuresinthewatersupplysystemdesigntocontroltheoverpressure

overflowanddecreasetheresidualwaterpressure.

2Applyenergy-savingvariablefrequencywaterpumps.

3Usewater-savingkitchenandbathroomequipment,includingdevicessuchas

faucetsandshowers.

6.0.7Followingmanagerialmeasuresforenergy-savingshallbetakenforawindpower

project:

1Takeenergymanagementmeasuresandestablishanenergymanagementsystemto

strengthentheawarenessofenergyconservation.

2Establishanenergymanagementorganization.

3Developareasonableoperationandmaintenanceplan.

4Establishenergyconsumptionindicatorsandcriteriaformainenergy-consuming

equipment.

5Equipacompletesetofaccurateenergymetersandmeasuringtools.

6Strengthenenergy-savingtrainingformanagingpersonnelandoperatorstoimprove

theiroperationalskills.

7Summarizeoperationalmanagementexperienceandoptimizetheoperational
