介质、压降、噪音等相适应的密封材质。4.1.6Itshouldbeeasytochangevalveplugs.卖方提供的阀芯便于更换。4.1.7Theperformanceandspecificationofvalvesshouldmeetthebuyer’srequirement,thenoisenearvalvesabout1metershouldbelessthan85dB(阀门的性能及规范满足业主方要求，在距阀门外1米处所测得噪音水平小于85dB4.1.8Surfaceofvalvesshouldbemachined,andbeguaranteedthattheappearanceofvalves阀门表面进行加工，保证外型美观。4.1.10ThepneumaticcheckvalveofBFPturbineLPsteamisinstalledhorizontally.Thepressureofcompressedairis0.45小汽机低压进汽管道进口止回阀为气动止回阀，仪用空气压力：0.45～0.7MPa(g)，水平安装。阀门采用对焊连接，阀门两端坡口与连接管道相匹配。4.1.11P (1)Filter,regulatorsolenoidvalveetcmustbesupplied(2)SolenoidvalvevoltageandworkingstatusAC……220VAC，single-phase,50HZ(1)均配置空气过滤器、减压器、电磁阀等附件； (2)电磁阀的电压和工作状态； AC…………交流220VAC，单相50HZ Thepneumaticcheckvalveshouldbefail-opentype.Solenoidsuppliedwithpneumaticcheckvalveshouldbethree-waytypewithsinglecoilexceptspecialnote,andsolenoidcanbeworkingwellwithelectrification.该气动逆止阀采用时失气关阀设计。电磁阀为三通电磁阀，除特殊注明外，均为单线圈，并能承受长期带电工作条件的要求。(1)LimitswitchshallbeDPDT,oneinopeningposition,theotherinclosingposition.Contactscapacityis220VAC,5A.(2)DiameterofairtubeandinstrumentsshallbeaccordingtoAmericanstandard.Filterregulatorshallbesuupliedwithferrulefittingswhichshallmatchwithbuyer’sφ8X1stainlesssteeltube.(1)限位开关是双刀双掷（DPDT），开、关方向各一个。接点容量220VAC,5A。(2)空气管路和仪表接口管径按美国标准制作，过滤减压阀自带卡套式管接头与业主方φ8X1不锈钢管匹配。5Qualityguarantee质量保证5.1ThesellershouldhavequalitycertificationsystemstoensureproductqualityandserviceaccordingwiththedemandsthattheTechnicalSpecificationstipulate.卖方应需有质量保证体系以确保产品质量和服务工作符合本技术规范规定的要求。5.2Thesellershouldoffereachqualityassurance.Thesefilesincludeatleast:卖方需提供有关质量保证的各项文件。这些文件至少包括：a.Competencycertificateofproductstest(includingthemainbought-incomponents):ShowthesupplyofallequipmentandmaterialaccordingtotherequestofthisTechnicalSpecificationandapprovederror.产品检验合格证书（包括主要外购件）：表示全部设备和材料的供应是根据本技术规范的要求和认可的误差。b.MaterialGuarantee材料合格证c.testreportofhydraulicpressure水压试验报告f.Theerrorfileswrittendownandapprovedduringtheequipmentandmaterialprocessingandmanufacturing设备和材料加工制造中误差的文件记录和认可记录5.3Qualityguarantee质量保证Equipmentwarrantyperiodisoneyearaftertheequipmentcontinuousserving168hours.Withinqualityinsurance,theequipment’sdefectortroublewhicharecausedbyseller'sdesign,thematerialorthecraftreasonshouldbechangedandrepairedfreebytheseller,thequalityinsuranceofthesparepartchanged(orrepaired)postponeoneyear.设备质量保证期为机组168小时后一年，在质保期内由于卖方设计、材料或工艺的原因所造成的设备缺陷或故障，卖方免费更换、修理设备，所更换（或修理）零部件的质保期再顺延一年。6cleaning,painting,packing,loadandunload,transportandstorage清洁，油漆，包装，装卸，运输与储存6.1Thesurfaceshouldbede-rust,andbrushtwoprimerandtwoexteriorpaintbeforetheequipmentisdispatchedfromthefactory,thesurfacepaintedisleveled,brightandcleanandbeautiful,thecolorandlusterisunanimous,thecolorisRAL3002.设备出厂前外表面进行除锈、并刷二道底漆、二层面漆，漆表面平整、光洁美观，色泽一致，气动头色标号为RAL3002。6.2Packageofequipmentsshouldaccordwiththeregulationofinternationalconveyancestandard,equipmentshouldscribbleantisepticpaintbeforepackingtokeepplayinganantisepticroleduringtransporting.Alltheelectricequipmentmustrigorouslyenforcethepackaging,soastoensurethatisnotdamagedduringtransportingandkeeping,preventbeingmademoist.设备的包装符合国际货物运输相关标准规定，设备包装前需涂防腐漆，以便在运输保管中起防腐作用。凡电气设备必须严格包装，以确保在运输保管期间不被损坏，并防止受潮。6.3Packagesfortheequipmentshouldbeclassifiedbypackinglist,forkeepawayfromanamorphicanddamagingduringtransporting,packagesmustbefirmedinthecase.设备需按装箱单分类包装，并使之在箱内固定牢靠，以免运输过程中变形和损坏。6.4Allpartsexposedshouldhaveprotectorsandmeasureswhichpreventdamagingduringtransportingandstoring.所有外露部分须有保护装置和措施，防止在运输和储存期间损坏。6.5Whorlholeorweldingholeofthenozzleneedingjoiningatsiteshallbeprotectedbyscrewthreadorotherways.需要现场连接的螺纹孔或管座的焊接孔采用螺纹或其它方式予以保护。6.6Covers、metalbeltsorfastenersshallnotbeweldedontheequipment.遮盖物、金属带子或紧扣件不焊在设备上。Appendix2Scopeofsupply附件2供货范围1、Generalrequirement一般要求1.1Thisappendixspecifiesthescopeofsupplyforcontractequipment.TheSellershallensurethesuppliedequipmentisbrand-new,advanced,mature,complete,safeandreliable,andthetechnicalperformanceandeconomicefficiencyoftheequipmentconformtotherequirementofappendix1.本附件规定了合同设备的供货范围，卖方保证提供设备为全新的、先进的、成熟的、完整的和安全可靠的，且设备的技术经济性能符合附件1的要求。1.2TheSellershallprovidedetailedlistofsupplies,whichincludethetype,quantity,originandmanufactureretc.ThecomponentsnecessaryfortheoperationandconstructionofthewholesetofequipmentshallbesuppliedbytheSellereventhroughthesecomponentshavenotbeenlistedorbeshortageinthiscontractappendix.卖方提供详细供货清单，清单中依次说明型号、数量、产地、生产厂家等内容。对于属于整套设备运行和施工所必需的部件，即使本合同附件未列出和/或数目不足，卖方仍须在执行的同时补足。1.3Thecontractincludesallvalvesusedonfourunits.本工程采购4台发电机组所需阀门。1.4TheSellershallsupplythespecialtoolsandconsumablematerialsnecessaryforallinstallationandmaintenance,andthedetailedlistshouldbereferredinthebiddocument.卖方提供所有安装和检修所需专用工具和消耗材料等，并提供详细供货清单。1.5TheSellershallsupplysparepartsincludingmetersandcontroldeviceduringafive-yearservice.提供一个大修期间（5年）的备品备件(包括仪表和控制设备)。2Scopeofsupply供货范围2.1TheSellershouldoffertheequipmentandsparepartsnecessarywithintimethatbothpartiesagree,andguaranteetoaccordwiththeTechnicalSpecificationandthespecialrequirementwhichthebuyerputforwardinwriting.卖方在业主方、卖方商定的时间内提供给业主方所需数量的设备及备品备件，并保证符合本技术规范书规定的条文和业主方书面提出的特殊要求。2.2scopeofequipment（fourunits）设备范围(四台机组)No.序号Description名称Specification/Model规格型号Unit单位Qty数量Origin产地Eachprice生产厂家remarks备注1PneumaticcheckvalvesofBFPturbineLPsteam小汽机低压进汽气动止回阀ADAMS-SCVPN25DN300set台8Germany德国******阀门公司Original原产地2Pneumaticactuator(withfilterregulator,Solenoidvalve,limitswitch.)气动执行器（带空气过滤减压阀组件，电磁阀，行程开关)RCQ250SR80set台8Germany德国REMOTECONTROLOriginal原产地2.3Specialtools专用工具Nothing无2.4Spareparts备品备件Nothing无Appendix3:TechnicaldocumentandDeliveryschedule附件3技术资料和交付进度1、Generalrequirement一般要求1.1TheSeller-provideddocumentsshalladoptinternationallegalsystemofunits.LanguageisChinese.卖方提供的资料使用国家法定单位制即国际单位制。技术资料和图纸的文种为中文。1.2Organizationalstructureofdocumentsshallbelegibleandlogic.Contentsofthesedocumentsshallbeaccurate,consistentandcomplete,andmeetprojectrequirement.资料的组织结构清晰、逻辑性强。资料内容要正确、准确、一致、清晰完整，满足工程要求。1.3TheSeller-providedtechnicaldocumentsaregenerallydividedintoseveralaspects:cooperativedesignstage,equipmentmanufacturingsupervisionandacceptance,constructioncommissioningandtrialrun,performancetestandacceptance,operationmaintenance.TheSellershallmeetthespecificrequirementsoftheaboveseveralaspects.卖方提供的技术资料一般可分为配合设计阶段，设备监造检验、施工调试试运、性能试验验收和运行维护等四个方面。卖方须满足以上四个方面的具体要求。1.4Twosetsofdesignrequiredcompleteandformaldocuments(includingoneeditableelectronicdocument)shallsubmittodesignerwithin15days,andsubmittwosetsofabovedocumentsdirectlytothebuyer.TheSellershallprovidecompleteformalequipmentdocumentsin12sharestothebuyer..(Attach2electronicdocuments).Devicepackingdocument(includingpackinglist,ex-factorylicenseandex-factorytestreportetc.)Twoaredeliveredwithdevice.设计院需完整正式资料2份（含可编辑、修改的电子文件一份）在15天内提供给设计院，另外直接提供上述完整正式资料2份给业主方。正式完整设备资料提供的份数为一式12份（另附电子文件2份），卖方在设备交货前半年提供给能源有限责任公司。设备装箱资料（含装箱清单、出厂合格证、出厂试验报告等）2份随设备发运。1.5SubmissionoftheSeller-provideddocumentsshallbeprompt,sufficient,satisfytherequirementofprojectschedule.卖方资料的提交及时充分，满足工程进度要求。Drawingsofferedbythesellershouldbeclear,can'tbeminiatureandcopied.卖方提供的图纸清晰，不得提供缩微复印的图纸。1.7Drawingsofferedmustindicatetheuseofdrawingsanddesignphase,thefinalFormaldesigndrawingsputonthemarkofconfirmingandsignscompletely.卖方提供的图纸必须注明图纸用途及设计阶段，最终正式工程设计用图签署完全，加盖确认标记。1.8Drawingserialnumbersofferedmustbeclear,inorder,thephenomenonwithoutthesameserialnumberofdifferentdrawingsappears.Afterdrawingsarerevised,mustnotifythedesigningunitoftheprojectintime,thedrawingshouldindicatethatrevisingserialnumber.所供图纸编号必须清晰、有序，不得有不同图纸相同编号的现象出现。图纸改版后，必须及时通知工程设计单位，图纸注明改版序号。1.9Drawingandindetaildesignoftheproject,exceptthewrittenmaterialandattacheddrawingetc.canadoptthewhitepictureandprintmaterials,shouldadopttheblueprint.所供工程施工设计用图和资料，除说明书等文字资料及附图等可采用白图及印刷资料外，其它工程施工设计用图需采用蓝图。1.10Theprovidedblueprintshouldhavelist.提供图纸资料等附有提供资料清单。1.11Forthedocumentsnotlistedinthelistofcontractualtechnicaldocumentsbutnecessaryfortheproject,theSellershallpromptlysubmitthemfreeofchangeonceitfindsthesituation.对于没有列入合同技术资料清单，却是工程所必需的文件和资料，一经发现，卖方也须及时免费提供。2Technologicalfilesanddrawings技术文件和图纸Thefilesofferedshouldmeettheneedthatequipmentisoperatedandmaintained(includingmaintainingstep、measuringmeansandtechnologicalcraftstandardetc.),alltextfilesrequireA4paper、laserprinting。提供的资料满足设备运行和检修(含检修步骤及测量方法、技术工艺标准等)的需要，所有文本资料要求A4纸、激光打印。2.1Technicalthesellershouldoffer(notlimitedto)卖方提供的技术文件（不限于）2.1.1Relevantmanuals,appearancedrawing,modelcollocation,supplyinventory.有关说明书、外形图、典型布置图、供货清单；2.1.2Technicaldatalistofvalves阀门的技术数据表2.1.3Appearancesize、interfacesize、assignrequire、verticalsectionandpartdetailedstatementwhichareneededforeachvalvedesignandassigning.Ifthematerialhasthechangeintheform,thesellershouldnotifythebuyerandthebuyerrepresentativewithinonemonth每个阀门供设计布置用的外型尺寸及接口尺寸图、布置要求、纵剖面图和零件明细表，如表中材料有变更，卖方在1月之内通知业主和业主代表；2.1.4Supplylistofwholesetandthelistofthebuyer'sself-providedequipment;套装设备的供货清单及要业主方自备的设备清单；2.1.5Valves’ex-factorytestreport、licenseandeachtestreport阀门出厂检测报告、合格证及各种试验报告。2.1.6Manualofexecutivebody.执行机构说明书。2.2Fillswithdeviceofferedbythesellerasfollow(notonlylimitation)卖方提供如下随机资料（不仅限于）2.2.1Equipmentinstallationdocuments设备安装资料2.2.2Factoryreportssuchasinspectionrecordandtestreportandqualitycertificate.检验记录、试验报告及质量合格证等出厂报告。2.2.3Mainpartstestreport,materialinspection主要部件试验报告，材料检验报告2.2.4Sparepartslist、wearingpartsblueprint、equipmentinstallationblueprint随机备品备件清单、易损件图纸、设备安装图纸2.2.5P装箱清单、合格证2.3Drawingsshouldshowallenclosuresthatsuppliedwitheachpart,andindicatethemanufacturer,type,parameterandcapacityofeachpart.图纸表明随每项部件所供给的一切附件，而且标明每个部件的制造厂家、型号、参数和容量。Appendix5:Manufacturinginspectionandperformancecceptancetest附件5：检查和性能验收试验1.Introduction概述1.1ThepurposeofthisAppendixisforinspection,manufacturingsupervisionandperformanceacceptancetestoftheSellersuppliedequipmentduringcontractimplementation(includingsubcontractandoutsourcingequipment),toensurethatequipmentsuppliedbytheSellercanmeetrequirementsinAppendix1.本附件用于合同执行期间对卖方所提供的设备（包括对分包外购设备）进行检验、监造和性能验收试验，确保卖方所提供的设备符合附件1规定的要求。1.2Withinthreemonthsafterexecutionofcontract,theSellershouldsupplytheBuyerwithstandardsassociatedwithmanufacturingsupervision,inspection,andperformanceacceptancetestofthecontractequipment.ThesestandardsshouldaccordwithAppendix1.卖方需在本合同生效后3月内，向业主方提供与本合同设备有关的监造、检验、性能验收试验标准。有关标准须符合附件1的规定。2.Factoryinspection工厂检查2.1Factoryinspectionisanimportantpartofqualitycontrol.TheSellermuststrictlyperforminspectionandtestateveryproductionlinksinfactory.Qualitycertificate,inspectionrecordandtestreportshouldbeissuedfortheSellersuppliedcontractequipment;andbecomeanintegralpartofqualityprovingfilesatdelivery.工厂检验是质量控制的一个重要组成部分。卖方须严格进行厂内各生产环节的检验和试验。卖方提供的合同设备须签发质量证明、检验记录和测试报告，并且作为交货时质量证明文件的组成部分。2.2Therangeofinspectionincludesreceivingofrawmaterialandelements,fabricating,assembling,andcheckingofcomponentstountilex-factorytest.检验的范围包括原材料和元器件的进厂，部件的加工、组装、试验至出厂试验。2.3ResultsoftheSeller’sinspectionshouldmeetrequirementsinAppendix1.Ifthereisanyunconformity,orstandardrequirementscannotbemet,theSellershouldtakemeasurestotreat,untilmeetrequirements;atthesametime,submit"disagreereport”totheBuyer.Incaseanysignificantqualityproblemoccurs,theSellershouldtimelynotifytheBuyer.卖方检验的结果要满足附件1的要求，如有不符之处或达不到标准要求，卖方要采取措施处理直至满足要求，同时向业主方提交不一致性报告。卖方发生重大质量问题时将情况及时通知业主方。2.4Allcostsforfactoryinspectionareincludedinthetotalcontractprice.工厂检验的所有费用包括在合同总价之中。3.Performanceacceptancetest性能验收试验3.1Thepurposeofperformanceacceptancetestistoverifywhetherallperformancesofcontractequipmentmeetrequirementsofthisappendix1.性能试验的目的是为了检验合同设备的所有性能是否符合附件1的要求。3.2LocationofperformanceacceptancetestshallbedeterminedbythecontractandisusuallyattheBuyer’ssite.性能试验的地点由合同确定，一般为业主方现场。3.3Timeofperformanceacceptancetest:unittestisusuallyconductedwithinahalfyearfollowing168htrialoperationandthespecifictesttimeshallbedeterminedbytheSeller.性能试验的时间：机组试验一般在168小时试运之后半年内进行，具体试验时间由业主方确定。3.4PerformanceacceptancetestisdirectedbytheBuyerwithparticipationoftheSeller.TestprogramshallbeprovidedbytheBuyerandshallbedeterminedafterdiscussionwiththeSeller.Iftestisconductedonsite,theSellershallprovidecooperationaccordingtotherelativerequirement.Iftestisconductedinfactory,theSellershallprovidewokersandmaterialresourcesnecessaryforthetest.性能试验由业主方主持，卖方参加。试验大纲由业主方提供，与卖方讨论后确定，如试验在现场进行，卖方要积极进行相关工作配合；如试验在工厂进行，试验所需的人力和物力等由卖方提供。3.5Costofperformanceacceptancetest性能验收试验的费用CostshallbebornebytheBuyeriftestismadeonsite,orarealreadyincludedinthetotalcontractpriceiftestismadeintheSeller’sfactory.如试验在现场进行，由业主方承担，在卖方工厂进行，则已包含在合同总价之中。3.6Confirmationofperformanceacceptancetestresult性能验收试验结果的确认PerformanceacceptancetestreportshallbemainlypreparedbytheBuyerwithparticipationoftheSellerandshallbejointlysignedandaffixedwithsealtoconfirmconclusion.Incasethetwopartieshavedisagreementovertestresult,thetwopartiesshallresolveitthroughnegotiation.Ifstillhavethesameagreementafternegotiation,thenthetwopartiesshallrefertoeachsuperiortonegotiate.性能验收试验报告以业主方为主编写，卖方参加，共同签章确认结论。如双方对试验的结果有不一致意见，双方协商解决；如仍不能达成一致，则提交双方上级部门协调。3.7Whenperformanceacceptancetestisconducted,ifonepartyreceivesnoticefromtheotherpartybutdoesnotsendpersonneltoparticipateinthetest,itwillberegardedthatitacceptstheacceptancetestresultandshallconfirmthetestandaffixasealtoit.进行性能验收试验时，一方接到另一方试验通知而不派人参加试验，则被视为对验收试验结果的同意，并进行确认签盖章。Appendix7:Technicalserviceandliaison附件7：技术服务和联络1.TheSeller’ssitetechnicalservice卖方现场技术服务1.1Basicrequirementofsiteservice现场服务的基本要求1.1.1TheSeller’ssitetechnicianaimstoputthesuppliedcontractequipmentintooperationsafely.TheSellershalldispatchcompetentandskillfulsitetechnician.TheSellershallprovideenoughservicedaystosatisfytherequirementofthisproject.IfitisduetotheSeller’sreason,thebelowserviceman-dayscannotcompletetheproject.TheBuyerisentitledtorequiremoredaysandtheSellershallbearthecost.Ontheotherhand,theBuyerisentitledtorequiremoredaysandbearthecostitself.卖方现场技术服务人员的目的是使所供的合同设备安全、正常投运。卖方要派出合格的、能独立解决问题的现场服务人员。卖方提供的服务人天数能满足工程需要。如果由于卖方的原因，下表中的人天数不能满足工程需要，业主方有权追加人天数，且发生的费用由卖方承担。如果由于业主方的原因，下表中的人天数不能满足工程需要，业主方要求追加人天数，且发生的费用由业主方承担。1.1.2TheSeller’stechnicianfeeisincludedinthetotalpriceofthecontract.Suchasallsubsidiesandthecostoftraffic,communication,accommodation,medical,eachinsuranceandtaxetc.卖方服务人员的一切费用已包含在合同总价中，它包括诸如服务人员的工资及各种补助、交通费、通讯费、食宿费、医疗费、各种保险费、各种税费、等等。1.1.3Thesitetechnicianshallworkatthesametimeasotherpersonnel’srequirement.TheBuyerwillnotextrapayforworkingovertimeandworkingonholiday.现场服务人员的工作时间与现场要求相一致。业主方不再因卖方现场服务人员的加班和节假和节假日而另付费用。1.1.4WithouttheBuyer’sapproval,theSellercannotchangethesitetechnician.AndtheSellershallreplacetheincompetentsitetechnician.未经业主方同意，卖方不随意更换现场服务人员。同时，卖方将及时更换业主方认为不合格的卖方现场服务人员。1.1.5Fillingthesitetechnicianscheduleintothebelowtable,andespeciallytheservicewhichisincludedintheSeller’srelativequotation.按下述表格填写现场服务人员计划，报价中相关费用充分。SiteservicePlanTable（oneunits）现场服务计划表（单台机组）序号技术服务内容计划人日数派出人员构成备注职称人数1指导安装1天技师1人2调试1天工程师1人3性能试验1天工程师1人1.1.6Inthefollowingcondition,theserviceman-dayswillnotbecountintotheSeller在下列情况下发生的服务人天数将不计入卖方现场总服务人天数中：a.Theman-daysareincapableofperformasaservicefacilitiesanddisqualifytoprovideserviceduetotheSeller’sresponse.由于卖方原因不能履行服务人员职责和不具备服务人员条件资质的现场服务人员天数;b.Theincreasingofman-daysduetothereasonthattheSeller’sproblemswithsolvingdesign,installing,testing,andtrailrunning.卖方为解决在设计、安装、调试、试运等阶段的自身技术、设备等方面而出现的问题而增加的现场服务人天数；c.Increasingtheman-daysnumberduetoothertheSeller’sreason因其他卖方原因而增加的现场服务人员。1.2TheSeller’ssitetechnicianmustqualifythefollowingaptitude.卖方现场服务人员具备有下列资质：1.2.1Obeylaw;obeyalltheonsiterulesandsystem.遵守法纪，遵守现场的各项规章和制度。1.2.2Havegoodresponsibilityandenterprise,workontime.有较强的责任感和事业心，按时到位。1.2.3Understandcontractequipmentdesign,familiarwithitsstructure,withsimilarexperienceoftheunitandcaninstructcorrectlyonsite.了解合同设备的设计，熟悉其结构，有相同或相近机组的现场工作经验，能够正确地进行现场指导。1.2.4身体健康，适应现场工作的条件。1.2.5TheSellermustprovidetheservicetechnician’sbackgroundcheck.TheSellerresponsetoreplaceanydisqualifiedtechnician.卖方向业主方提供服务人员情况表。卖方须更换不合格的卖方现场服务人员。1.3DutyoftheSeller’ssitetechnician.卖方现场服务人员的职责1.3.1TheSellersitetechnician’sdutyincludingrequestingequipmentdeliverontime,checkinginvoice,dealingwithequipmentqualityproblem,guidinginstallationandtrailrun,attendingtothetrailrunandperformancecheckandaccept.卖方现场服务人员的任务主要包括设备催交、货物的开箱检验、设备质量问题的处理、指导安装和调试、参加试运行和性能验收试验。1.3.2Beforeinstallationanddebugging,th
