FA005-024染料、助剂使用管理规定ManagementRegulationsofDyesandAuxiliaries分发号IssueNo.：染料、助剂的使用，直接关系到产品质量，为了规范使用，同时也为了更好地落实公司领导提出的稳定使用新的染料、助剂品种，逐步淘汰落后品种，进一步提高产品质量，降低生产成本的要求，现制订如下规定：Theuseofdyesandauxiliarieshasdirectrelationwithproductquality.Inordertostandardizedusedyesandauxiliariesandtomakethenewtypeslong-termused,meanwhile,weedingouttheoutdatedproductsgradually.ThefollowingregulationestablishedforfurtherImprovingproductqualityandreducingtheproductioncost.一、应用染料、助剂新品种的原则Principleforapplyingthenewtypeofdyesandauxiliaries应用某一个染料、助剂新品种时，必须达到下列四项原则要求中的任何一项要求：Whenapplyanewdyeorauxiliary,followingfourprinciplesshallbesatisfied:既能提高产品质量，又能降低生产成本；Notonlyimprovetheproductqualitybutalsoreducetheproductioncost;产品质量在原有水平上能进一步显著提高，但生产成本不增加；Productqualitycanbesignificantlyimprovedattheoriginallevel,buttheproductioncostwillnotincrease.产品质量不低于原有水平，但生产成本却能够明显下降；Productqualitycannotbelowerthanoriginallevelbuttheproductioncostcanhaveadramaticdecline.应客户要求及公司品种新功能开发需要的。Therequirementsofclientsandnewdevelopedproducts.二、应用染料、助剂新品种工作步骤Workingprocedureforapplyingthenewtypeofdyesandauxiliaries技术科、生产车间应每年对现用染料、助剂年耗用量在20万元以上的品种进行分析，确定是否存在质量或成本缺陷，并提出改进要求。Theyearlyconsumptionofcurrentuseddyesandauxiliarieswhichisover200thousandYuanshallbeanalyzedbytechniquedepartmentandworkshoptocheckifqualityorcostdefectsexisting,andimprovementmeasuresshallbeoffered.供应部、技术科应多方咨询国际、国内当前流行的染料、助剂品种，并了解其优势所在。Thepurchasingdepartmentandtechniquedepartmentshallknowmoreaboutthedyesandauxiliarieswhichispopularatpresent.Theadvantagesofthepopulardyesandauxiliariesshallbecleared.供应部应同有关供方接触，了解其当前所供的流行的染料、助剂品种的供货业绩。Thepurchasingdepartmentshallgetclosecontactwithrelatedsupplierstoknowmoreaboutthesupplyperformanceofthepopulardyesandauxiliaries.供应部、技术科应主动走访供方的相关用户，了解其对使用有关染料、助剂的评价。Thepurchasingdepartmentandtechniquedepartmentshalltakeinitiativetopayvisitstorelatedcustomersofsuppliertoknowtheevaluationsofrelateddyesandauxiliaries.供应部、技术科经初步分析后认定，若应用某一染料、助剂新品种后，能够达到应用染料、助剂新品种原则要求的，由技术科在"染料、助剂新品种试用单〃上签字确认，供应部负责采集样品。若供方在邻近地区的，供应部、技术科应组织有关人员实地考察供方的质量保证能力和持续供货能力，并随机抽取有关染料、助剂新品种的样品；若供方不在邻近地区的，请供方提供有关染料、助剂新品种的样品。Ifonekindofdyeandauxiliarycanmeettheprinciplerequirementsafterpreliminaryanalyzedbythepurchasingdepartmentandtechniquedepartment,the“NewProductTrialSheetforDyesandAuxiliaries”shallbesignedbythetechniquedepartment.Thepurchasingdepartmentwillbeinchargeofgatheringthesamples.Ifthesuppliernearby,relatedstaffofpurchasingdepartmentandtechniquedepartmentshallorganizedrelatedpersonneltoperformafieldvisit.Thesampleofnewdyeandauxiliaryshallbespotchecked.Ifthesupplierisfar,relatedinformationaboutnewdyesandauxiliariesshallbeprovidedbythesupplier.技术科组织有关人员对染料、助剂新品种的样品进行性能测试和小样试用，并对测试和试用结果作出客观评价。Relatedstaffinthetechniquedepartmentorganizetheperformancetestandsampletestforthenewtypesofdyesandauxiliaries.Anobjectiveevaluationshallbegivenaboutthetestandtrialresult.若性能测试结果能够达到应用染料、助剂新品种原则要求的，技术科在"染料、助剂新品种试用单〃上签字确认放样测试，生产车间方可进行放样生产，技术科须指定专人负责跟踪放样测试全过程。Iftheresultofperformancetestcanmeettheprinciplerequirementsofapplieddyesandauxiliaries.Thetechniquedepartmentsignonthe“NewProductTrialSheetforDyesandAuxiliaries”toconfirmthetestofsampleyardage,thenworkshopcanperformtheproductionofsampleyardage.Arelatedpersonshallbeassignedbytechniquedepartmenttotrackthewholetestingprocess.技术科将某一个染料、助剂新品种放样测试所生产的产品和现用品种所生产的产品进行对比，确认达到预定要求的，填写"染料、助剂新品种应用申请单”，报公司领导批准。Thenewproductionproducedbythematerialthatisthetestofsampleyardageofnewdyesandauxiliariesshallbecomparedwithcurrentuseddyesandauxiliariestypebythetechniquedepartment,iftheexpectantrequirementissatisfied,a“NewProductApplicationFormforDyesandAuxiliaries”shallbefilledandsubmittedtothecompanyleadertobeapproved.公司领导批准应用某一个染料、助剂新品种后，供应部才能进行批量采购。Applicationofonedyeorauxiliaryshallbeapprovedbycompanyleadersthenthepurchasingdepartmentcanperformbatchpurchase.三、染料、助剂采购、验收及使用要求Procurement,acceptanceandoperationrequirementsfordyesandauxiliaries常规使用的染料、助剂，由供应仓库通知供应科按常规使用量备货。Forthecommonuseddyeandauxiliary,itshallbeinformedthepurchasingdepartmentbywarehousetostockupaspergeneralusageamount.对特殊订单中有特种功能整理要求(包括但不限于抗静电、三防、机可洗、弹性、浓染、膘光等)需用的助剂，计划员在开单时，应同时填写"特种染料、助剂使用申请单〃交技术科，由技术科签字确定需用量后交供应部，供应部平衡库存后确定采购量。Fortheauxiliaryofthespecialorderwhichneedsspecificfinishingrequirements(includingbutnotlimited:antistatic,threeproofings,machine-washable,elasticity,denselystained),a“ApplicationFormforSpecialDyesandAuxiliaries”shallbefilledbytheplannerandsubmittedtothetechniquedepartment.Whichshallbesignedbythetechniquedepartmenttoconfirmthequantitydemanded.Thensubmittedtothepurchasingdepartmenttodeterminethepurchasequantity.供应仓库负责对新购染料、助剂的包装进行验收，内容包括有效期限、标识是否完好、外包装有无破损等，并通知化验室及时采样测试。Relatedstaffinthewarehouseisresponsibleforinspectingthepackageofnewpurchaseddyesandauxiliaries.Acceptanceitemincludes:expirydate,markings,externalpackingandsoon.Thelaboratoryshallbeinformedintimetoperformthesamplestest.化验室按照《染化料质量技术指标》规定的内容对染料、助剂的性能进行测试，合格后填写产品放行单交供应仓库。若测试不合格，除书面反馈供应仓库外，另须通报技术科。Relatedstaffofthelabshalltestthedyesandauxiliariesasperthe<QualityParametersofDyesandChemicals>.Ifthetestisqualified,arel
