对于最大容许质量小于或等于3.5吨的运输装置，应配备一个或更多的适用于易燃级别1A，B和C的便携式干粉灭火器，其总容量应不小于4千克（或者是与此相当的其他合适的灭火剂的容量）；（c）上面（a）中要求的灭火器的容量可以从上面（b）中要求的灭火器的最小总容量中扣除。8.1.4.2根据1.1.3.6装载危险物品的运输装置，应配备一个适用于易燃级别1A，B和C的便携式干粉灭火器，其容量应不小于2千克（或者是与此相当的其他合适的灭火剂的容量）。8.1.4.3灭火剂应适于在机动车上使用，并应符合EN3便携式灭火器的相关要求的第1到第6部分（EN3-1：1996，EN3-2：1996，EN3-3：1994，EN3-4：1996，EN3-5：1996，EN3-6：1995）如果该机动车配备了一个固定的灭火器，可以自动地或很容易的用于扑灭发动机的火，则便携式灭火器不必要适用于扑灭发动机的火。灭火剂应不易于向驾驶室释放有毒气体或因受到火焰热度的影响而释放有毒气体。1关于易燃级别的定义，见EN2标准：1992火灾分类。共92页第8页ANNEXB8.1.4.4Theportablefireextinguishersconformingtotheprovisionsof8.1.4.1or8.1.4.2shallbefittedwithasealverifyingthattheyhavenotbeenused.Inaddition,theyshallbearamarkofcompliancewithastandardrecognizedbyacompetentauthorityandaninscriptionatleastindicatingthedate(month,year)ofthenextrecurrentinspectionorofthemaximumpermissibleperiodofuse,asapplicable.Thefireextinguishersshallbesubjectedtoperiodicinspectionsinaccordancewithauthorizednationalstandardsinordertoguaranteetheirfunctionalsafety.8.1.4.5Thefireextinguishersshallbeinstalledonthetransportunitsinawaythattheyareeasilyaccessibletothevehiclecrew.Theinstallationshallbecarriedoutinsuchawaythatthefireextinguishersshallbeprotectedagainsteffectsoftheweathersothattheiroperationalsafetyisnotaffected.8.1.5MiscellaneousequipmentEverytransportunitcarryingdangerousgoodsshallbeequippedwith:(a)Thefollowinggeneralpurposesafetyequipment:—Foreachvehicle,atleastonechockofasizesuitedtotheweightofthevehicleandtothediameterofthewheels;—Twoself-standingwarningsigns(e.g.reflectiveconesortrianglesorflashingamberlightswhichareindependentfromtheelectricalequipmentofthevehicle);—Asuitablewarningvestorwarningclothing(e.g.asdescribedinEuropeanStandardEN471)foreachmemberofthevehiclecrew;—Apocketlamp(seealso8.3.4)foreachmemberofthevehiclecrew;(b)ArespiratoryprotectivedeviceinconformitywithadditionalrequirementS7(seeChapter8.5)ifthisadditionalrequirementappliesaccordingtotheindicationinColumn(19)ofTableAofChapter3.2;(c)Thepersonalprotectionandtheequipmentnecessarytotaketheadditionaland/orspecialactionsreferredtointheinstructionsinwritingsetoutin5.4.3.共92页第9页附件B8.1.4.4符合8.1.4.1或8.1.4.2的规定的便携式灭火器应带有密封，表明其没有被使用过。此外，灭火器上应带有一个标记表明其符合有关主管机构认可的标准，并且应带有至少能表明下一次周期性检验的日期（月，年）或者，在适用的情况下，表明其最大允许使用期限的刻印文字。为了确保其性能安全，灭火器应按照经认可的国家标准进行周期性检验。8.1.4.5灭火器在运输装置上的安装应便于机动车乘员拿取，并且应使灭火器免受天气的影响，以保证其性能安全不受影响。8.1.5其他设备装有危险物品的每台运输装置应配备：（a）下列通用的安全设备：—每台机动车至少带有一个塞块，其大小应适合机动车的重量以及车轮的尺寸。—两个能竖立放置的警示标志（例如：反光椎体或三角板或闪烁的黄色信号灯，该信号灯应独立于机动车的电气设备）；—每位机动车乘员应配备合适的警示背心或警示服（例如欧洲标准EN471中所规定的）；—每位机动车乘员应配备一个手电筒；（b）根据第3.2章表A第（19）列的规定适用附加要求S7（见第8.5章）时，应配备呼吸防护装置；（c）为进行5.4.3规定的书面指导中提到的附加操作和/或特殊操作所必需的个人防护具及设备。共92页第10页ANNEXBCHAPTER8.2REQUIREMENTSCONCERNINGTHETRAININGOFTHEVEHICLECREW8.2.1Generalrequirementsconcerningthetrainingofdrivers8.2.1.1Driversofvehiclescarryingdangerousgoodsshallholdacertificateissuedbythecompetentauthorityorbyanyorganizationrecognizedbythatauthoritystatingthattheyhaveparticipatedinatrainingcourseandpassedanexaminationontheparticularrequirementsthathavetobemetduringcarriageofdangerousgoods.8.2.1.2Driversofvehiclescarryingdangerousgoodsshallattendabasictrainingcourse.Trainingshallbegivenintheformofacourseapprovedbythecompetentauthority.Itsmainobjectivesaretomakedriversawareofhazardsarisinginthecarriageofdangerousgoodsandtogivethembasicinformationindispensableforminimizingthelikelihoodofanincidenttakingplaceand,ifitdoes,toenablethemtotakemeasureswhichmayprovenecessaryfortheirownsafetyandthatofthepublicandtheenvironment,forlimitingtheeffectsofanincident.Thistraining,whichshallincludeindividualpracticalexercises,shallactasthebasisoftrainingforallcategoriesofdriverscoveringatleastthesubjectsdefinedin8.2.2.3.2.8.2.1.3Driversofvehiclescarryingdangerousgoodsinfixedtanksordemountabletankswithacapacityexceeding1m3,driversofbattery-vehicles withatotalcapacityexceeding1m3anddriversofvehiclescarryingdangerousgoodsintank-containers,portabletanksorMEGCswithanindividualcapacityexceeding3m3onatransportunit,shallattendaspecializationtrainingcourseforcarriageintankscoveringatleastthesubjectsdefinedin8.2.2.3.3.8.2.1.4DriversofvehiclescarryingsubstancesorarticlesofClass1(seeadditionalrequirementS1inChapter8.5)orcertainradioactivematerial(seespecialprovisionsS11andS12inChapter8.5)shallattendspecializationtrainingcoursescoveringatleastthesubjectsdefinedin8.2.2.3.4or8.2.2.3.5.8.2.1.5Bymeansofappropriateendorsementsonhiscertificatemadeeveryfiveyearsbythecompetentauthorityorbyanyorganizationrecognizedbythatauthority,avehicledrivershallbeabletoshowthathehasintheyearbeforethedateofexpiryofhiscertificatecompletedrefreshertrainingandhaspassedcorrespondingexamination.Thenewperiodofvalidityshallbeginwiththedateofexpiryofthecertificate.共92页第11页附件B第8.2章关于机动车乘员的培训的要求8.2.1关于司机的培训的一般要求8.2.1.1装有危险物品的机动车的司机应持有主管当局或该主管当局认可的机构颁发的证书，证明其已经参加过培训课程并通过了关于运输危险物品过程中应遵守的特别要求的考试。8.2.1.2装有危险物品的机动车的司机应参加基础培训课程。培训课程的形式应由主管当局认可。其主要目标是让司机认识到运输危险物品所产生的危险并向他们提供将事故发生的概率降到最低程度所必需的基本信息，并且，在事故确实发生时，使他们能够为了自身安全、公众安全以及环境安全而采取必要的措施，以限制事故造成的影响。该项培训——其中应包括个人实际演练，应作为所有类别的司机培训的基础，并应至少涵盖8.2.2.3.2中规定的科目。8.2.1.3用容量超过1m3的固定罐体或可拆卸罐体装运危险物品的机动车的司机、总容量超过1m3的电瓶车的司机，以及在运输装置上用单个容量超过3m3的罐式集装箱、便携式罐体或MEGC装运危险物品的机动车的司机，应参加罐体运输的专门培训课程，内容至少应涵盖8.2.2.3.3中规定的科目。8.2.1.4运输1类物质或物品（见第8.5章中的附加要求S1）或运输某种放射性材料（见第8.5章中的特殊规定S11和S12）的机动车的司机应参加的专门培训课程，内容至少应涵盖8.2.2.3.4或8.2.2.3.5中规定的科目。8.2.1.5机动车司机应能够通过主管当局或由主管当局认可的机构每5年一次在其证书上的签注，证明其在证书到期日的前一年里，已经完成了后续培训并已通过相应的考试。新的有效期从该证书的到期日开始计算。共92页第12页ANNEXB8.2.1.6Initialorrefresherbasictrainingcoursesandinitialorrefresherspecializationtrainingcoursesmaybegivenintheformofcomprehensivecourses,conductedintegrally,onthesameoccasionandbythesametrainingorganization.8.2.1.7Initialtrainingcourses,refreshercourses,practicalexercises,examinationsandtheroleofcompetentauthoritiesshallcomplywiththeprovisionsof8.2.2.8.2.1.8Alltrainingcertificatesconformingtotherequirementsofthissectionandissuedinaccordancewiththemodelshownin8.2.2.8.3bythecompetentauthorityofaContractingPartyorbyanyorganizationrecognizedbythatauthorityshallbeacceptedduringtheirperiodofvaliditybythecompetentauthoritiesofotherContractingParties.8.2.1.9Thecertificateshallbepreparedinthelanguageoroneofthelanguagesofthecountryofthecompetentauthoritywhichissuedthecertificateorrecognizedtheissuingorganizationand,ifthislanguageisnotEnglish,FrenchorGerman,alsoinEnglish,FrenchorGerman,exceptwhereotherwiseprovidedbyagreementsconcludedbetweenthecountriesconcernedwiththetransportoperation.8.2.2Specialrequirementsconcerningthetrainingofdrivers8.2.2.1Thenecessaryknowledgeandskillsshallbeimpartedbytrainingcoveringtheoreticalcoursesandpracticalexercises.Theknowledgeshallbetestedinanexamination.8.2.2.2Thetrainingprovidershallensurethatthetraininginstructorshaveagoodknowledgeof,andtakeintoconsideration,recentdevelopmentsinregulationsandtrainingrequirementsrelatingtothecarriageofdangerousgoods.Thetrainingshallbepractice-related.Thetrainingprogrammeshallconformwiththeapproval,onthesubjectssetoutin8.2.2.3.2to8.2.2.3.5.Theinitialtrainingandrefreshertrainingshallalsoincludeindividualpracticalexercises(see8.2.2.4.5).8.2.2.3Structureoftraining8.2.2.3.1Initialandrefreshertrainingshallbegivenintheformofabasiccourseand,whenapplicable,specializationcourses.8.2.2.3.2Subjectstobecoveredbythebasiccoursewillbe,atleast:(a)Generalrequirementsgoverningthecarriageofdangerousgoods;(b)Maintypesofhazard;(c)Informationonenvironmentalprotectioninthecontrolofthetransferofwastes;共92页第13页附件B8.2.1.6初始的或后续的基本培训课程，以及初始的或后续的专门培训课程，可以通过综合课程的形式进行，由同一培训机构在同一时机整体实施。8.2.1.7初始培训课程、后续培训课程、实际演练、考试、以及主管当局的作用应符合8.2.2的规定。8.2.1.8所有符合本部分要求并由一个立约方的主管当局或该主管当局认可的机构按照8.2.2.8.3中展示的式样颁发的培训证书，在其有效期内应得到其他立约方主管当局的承认。8.2.1.9证书上的语言应是颁发证书的主管当局或被认可的发证机构所在的国家的语言或语言之一，并且，如果该语言不是英语、法语或德语，还应同时使用英语、法语或德语表述，除非与该运输操作有关的国家之间就此达成另外的协议。8.2.2关于司机的培训的特殊要求8.2.2.1必要的知识和技能应通过包括理论课程和实际演练的培训来传授。相关知识应通过考试进行检查。8.2.2.2培训机构应确保培训教官已良好地了解了并考虑了关于危险物品运输的最新的规定及培训要求。培训应与实践紧密相关。培训计划应在8.2.2.3.2到8.2.2.3.5规定的科目上符合认证的要求。初始培训和后续培训应当也包括个人实际演练（见8.2.2.4.5）。8.2.2.3培训的结构8.2.2.3.1初始培训和后续培训应当以基础课程的形式实施，并且，在适用的情况下，以专门课程的形式实施。8.2.2.3.2基础课程至少应当包括下列科目：（a）用来规范危险物品运输的一般要求；（b）主要的危险类型；（c）关于废物运输的控制中的环境保护的信息；共92页第14页ANNEXB(d)Preventiveandsafetymeasuresappropriatetothevarioustypesofhazard;(e)Whattodoafteranaccident(firstaid,roadsafety,basicknowledgeabouttheuseofprotectiveequipment,etc.);(f)Marking,labelling,placardingandorange-colouredplatemarking;(g)Whatadrivershouldandshouldnotdoduringthecarriageofdangerousgoods;(h)Purposeandthemethodofoperationoftechnicalequipmentonvehicles;(i)Prohibitionsonmixedloadinginthesamevehicleorcontainer;(j)Precautionstobetakenduringloadingandunloadingofdangerousgoods;(k)Generalinformationconcerningcivilliability;(l)Informationonmultimodaltransportoperations;(m)Handlingandstowageofpackages;(n)Instructionsonbehaviourintunnels(preventionandsafety,actionintheeventoffireorotheremergencies,etc.).8.2.2.3.3Specialsubjectstobecoveredbythespecializationcourseforcarriageintanksshallbe,atleast:(a)Behaviourofvehiclesontheroad,includingmovementsoftheload;(b)Specificrequirementsofthevehicles;(c)Generaltheoreticalknowledgeofthevariousanddifferentfillinganddischargesystems;(d)Specificadditionalprovisionsapplicabletotheuseofthosevehicles(certificatesofapproval,approvalmarking,placardingandorange-colouredplatemarking,etc.).8.2.2.3.4SpecialsubjectstobecoveredbythespecializationcourseforthecarriageofsubstancesandarticlesofClass1shallbe,atleast:(a)Specifichazardsrelatedtoexplosiveandpyrotechnicalsubstancesandarticles;(b)SpecificrequirementsconcerningmixedloadingofsubstancesandarticlesofClass1.8.2.2.3.5SpecialsubjectstobecoveredbythespecializationcourseforthecarriageofradioactivematerialofClass7shallbe,atleast:(a)Specifichazardsrelatedtoionizingradiation;(b)Specificrequirementsconcerningpacking,handling,mixedloadingandstowageofradioactivematerial;(c)Specialmeasurestobetakenintheeventofanaccidentinvolvingradioactivematerial.8.2.2.4Initialtrainingprogramme共92页第15页附件B（d）适于各种危险类型的预防和安全措施；（e）发生事故时如何应对（急救、道路安全、使用防护设备的基本知识，等等）；（f）标志、标签、标牌和桔黄色标志板；（g）危险物品运输过程中司机应做什么和不应做什么；（h）机动车上技术设备的操作目的和方法；（i）同一机动车上或同一容器中混装的禁止；（j）装载和卸载危险物品过程中采取的预防措施；（k）关于民事责任的综合信息；（l）关于复合运输的操作的信息；（m）包装件的装卸和储存；（n）隧道中的行为指南（预防和安全，发生火灾或其他紧急情况时的应对，等等。）。8.2.2.3.3关于罐体运输的专门课程至少应包括下列专门课目：（a）机动车在道路上的状态，包括车载物品的运动；（b）机动车的专门要求；（c）各种不同的装货系统和卸货系统的一般理论知识；（d）关于这些机动车的使用的特殊附加规定（认证证书、认证标记、标牌以及桔色标志板）。8.2.2.3.4关于1类物质和物品的运输的专门课程至少应包括下列专门课目；（a）关于爆炸性和烟火类物质和物品的特定危险；（b）关于1类物质和物品的混装的特定要求。8.2.2.3.5关于7类放射性材料的运输的专门课程至少应包括下列专门课目；（a）关于电离辐射的特定危险；（b）关于放射性材料的包装、装卸、混装和储存的特定要求；（c）发生有关放射性材料的事故时应采取的特定措施。8.2.2.4初始培训计划共92页第16页ANNEXB8.2.2.4.1Theminimumdurationofthetheoreticalelementofeachinitialcourseorpartofthecomprehensivecourseshallbeasfollows:Basiccourse
