setofelectrostaticprotectiveclothingorconductiveclothing.Ifitisnecessarytodisconnectthedirectlygroundedoverheadgroundwiresfromtheground,theoverheadgroundwiresshallbehungwithearthingcablesbeforemaintenance.

Beforeoverhaulinginthemiddleoftheoverheadgroundwirespan,inordertoensurehis/hersafety,theworkershallcheckwhethertheverticaldistancebetweenhim/herandtheliveconductorsbelowmeetstheminimumworkingdistancerequirementsaftertheoverheadgroundwireintheworklocationisloadedbyhim/her,andwhetherthemechanicalstrengthoftheoverheadgroundwiremeetsrelevantrequirements.

Whenworkingontheuni-polarpower-offside(theotherpoleisrunning),theworkershallwearafullsetofelectrostaticprotectiveclothingorconductiveclothing.

Whenusinginsulatingropestotransferlargemetalobjects,theworkeratgroundpotentialoronthetowershallgroundthemetalobjectsbeforetouchingthem.

Withregardtolargemetalobjects(e.g.automobiles,etc.)insulatedfromthegroundandplacednearstrongelectricfields,attentionshallbepaidtoprotectingpeoplefrominducedelectricalinjury.Themetalobjectsmustbegroundedbeforetheycanbetouched.

5.4Potentialtransfer

Theequipotentialworkershallobtainpermissionfromthepersoninchargeoftheworkbeforepotentialtransferandshallnotlosetheprotectionofthesafetybelt.

ForpotentialtransferofDCtransmissionlines,thepotentialrodshouldbeused,whichshallbeinreliablecontactwithliveconductors.Beforeenteringequipotential,theworkershallcontactthepotentialrodquicklywiththeliveconductorsatadistanceofabout0.4mfromthem.Whenleavingequipotential,theworkershallcontactthepotentialrodwiththeliveconductorsfirst,andthenwithdrawthepotentialrodquicklyafterleavingtheliveconductors0.4maway.

Duringpotentialtransfer,theactionshallbesmooth,accurateandfast.

6Enterorleaveequipotential

Enterorleaveequipotentialonasuspensiontower

Whenenteringorleavingequipotentialonasuspensiontower,theworkershallnotenterorleaveequipotentialverticallyfromthecrossarmsoralongtheinsulatorstrings.Thehangingbasket(hangingchairandhangingladder)method,theinsulatingflexibleladdermethodandothermethodsmaybeusedtoenterandleaveequipotential.

Whentheworkerentersorleavesequipotential,alltheelectricalgapdistances(includingtheworkingdistancesandthecombinedgaps)betweentheworkerandtheearthingconductorsandtheliveconductorsshallmeettherequirementsofTables3andTable4.

Thehangingbaskets(hangingchairsandhangingladders)shallbestablysuspendedbyinsulatingslings,andthemovingspeedshallbestrictlycontrolledbyinsulatingpulleysetstoachieveauniformandslowspeed.Thelengthoftheinsulatingslingsforfixingshallbeaccuratelycalculatedoractuallymeasuredtoensurethatthehighestpartofthehumanbodyshallnotexceedtheupperedgeofthegradingringontheconductorsidewhentheworkerentersorleavesequipotential.

Enterorleaveequipotentialonatensiontower

Whenenteringorleavingequipotentialonatensiontower,theworkermayenterorleaveequipotentialalonghorizontaltensioninsulatorstringsorviaothermethods.

Whentheworkermovesalongthehorizontaltensioninsulatorstrings,thepositionsofhis/herhandsandfeetmustbekeptconsistent,andthenumberofgoodinsulatorsshort-circuitedbythehumanbodyandtoolsshallmeettherequirementsofTable5.

Theworker'ssafetyprotectionropeshallbetiedtotheinsulatorstringheldbyhis/herhandsandshallmovesynchronouslywithhim/her.

Whenenteringorleavingequipotential,theworkershalltransferpotentialwhenmovingtoadistanceofabout0.4m(2~3insulators)fromtheliveconductorsbeforecarryingoutsubsequentoperations.

Alltheelectricalgapdistances(includingtheworkingdistancesandthecombinedgaps)betweentheworkerandtheearthingconductorsandtheliveconductors,andthenumberofgoodinsulatorsshort-circuitedbythehumanbodyortoolsshallmeettherequirementsofTable5.

Mattersneedingattentionatwork

Theworkersshallavoidexcessivebodymovementsduringliveworking.

Insulatingtoolsshallbeusedtotransferarticlesbetweentheequipotentialworkerandthegroundpotentialworker.TheeffectivelengthoftheinsulatingtoolsshallmeettherequirementsofTable2.

Theconductiveclothingshallbefreefromdamageandholes,andallpartsofitshallbeconnectedwellandreliably.Whendamageandburrsarefound,itshallberepairedintime,anditcanbeusedonlyafterpassingthetest.

Beforetheinsulatingtoolsareused,aninsulationresistancetestershallbeusedtoconductsegmentedinsulationtests.Thewidthofthemeasuringelectrodesis2cm,anditisrequiredthattheinsulationresistancebetweenevery2cmofmeasuringelectrodesshallnotbelessthan700MQ.

Theinsulatingtoolsshallbeprotectedfrommoistureandsurfacedamageanddirtwhenused.Theinsulatingtoolstobeusedshallbeplacedonclean,dryandmoisture-proofpads.Whenfounddampenedorsurface-damagedorsurface-dirty,theyshallbehandledintimeandcanbeusedonlyafterpassingthetest.

Duringthework,bearingtoolsshallbefixedandreliableandhavebackupprotection.

Ifdeterioratedorlowresistanceinsulatorsarefoundduringlivetestingofinsulators,theyshallberetested2-3timestoavoidmisjudgment.

Whenthefirstinsulatornearthecrossarmisdismantledorinstalled,itmustbeshort-circuitedbeforeoperation.

Testoftools,devicesandequipment

Thedesignofliveworkingtools,devicesandequipmentshallconformtotherequirementsofGB/T18037.

Conductiveclothing,insulatingropes,insulatingrods,insulatorholders,etc.,shallpasstypetestsandleavingfactorytestsinaccordancewiththerequirementsofGB/T6568,GB/T13035,GB13398,DL/T463,DL/T878.

Thetools,devicesandequipmentshallbesubjectedtoelectricaltestsandmechanicaltestsonaregularbasisaccordingtothetestmethodsofDL/T976.Thetestcyclesareasfollows:

electricaltests.Preventivetestsshallbeconductedonceayear,andinspectiontestsshallbeconductedonceayear,andtheintervalbetweentwotestsshallbehalfayear.

mechanicaltests.Preventivetestsshallbeconductedonceeverytwoyearsforinsulatingtoolsandonceeveryyearformetaltools.

Preventivetests

DCwithstandvoltagetest:theinsulationlengthofthetestsamplebetweenthetestelectrodesshallbe4.8m;thewithstandvoltageshallbe755kV;thetimeshallbe3min.Itisqualifiedifnobreakdown,flashoveroroverheatingoccur.

Switchingimpulsewithstandvoltagetest:theinsulationlengthofthetestsamplebetweenthetestelectrodesshallbe4.8m;thestandardswitchingimpulsewave(+250|is/2500|is)shallbeapplied;thevoltageamplitudeshallbe1325kV;thetestsampleshallwithstand15times.Itisqualifiedifnobreakdownorflashoveroccur.

Staticloadtest:aloadof1.2timestheweightoftheratedworkingloadshallbeappliedforImin.Itisqualifiedifnodeformationordamageoccur.

Dynamicloadtest:3timesofactualoperationsshallbedonewithaloadof1.0timestheweightoftheratedworkingloadapplied.Itisqualifiedifthetoolsareflexible,portableandfreefromjamming.

Inspectiontests

Theinsulatingtoolshallbedividedintoseveralsectionsforpowerfrequencywithstandvoltagetests.Avoltageof75kVshallbeappliedacrossper300mmoftheinsulatingtoolforImin.Itisqualifiedifnobreakdown,flashoverorheatingoccur.

Thewholesetofconductiveclothingshallbefreeofdamage,holesandburrsintheappearanceinspection,andtheconnectingdevicesofallpartsshallbereliableandintact,withgoodconductionafterconnection.

Transportationandstorageoftools,devicesandequipment

Duringtransportation,theinsulatingtools,devicesandequipmentshallbeputintodedicatedtoolbags,toolboxesortoolvehiclestopreventmoistureanddamage.

Holdersandclampswithlowsurfacehardnessandmetaltools(suchasscrewrods)thatshouldnotbebumpedshallbetransportedwithdedicatedwoodenorleathertoolboxes.Thecapacityofeachboxshallbelimitedtoonesetoftools.Scatteredpartsshallbefixedinthebox.

Theinsulatingtools,devicesandequipmentshallbeprotectedfrommoisture,rainandblazingsunduringtransportationandmaintenance.Plasticbagsmaybeusedasinnerpackagingtransportationbags,andcanvasbagsordedicatedleather(canvas)boxesmaybeusedasouterpackagingtransportationbags.

Theliveworkingtools,devicesandequipmentshallbestoredinadedicateddepot,andthedepotforliveworkingtoolsshallmeettherequirementsofDL/T974.

Scope

Thisstandardspecifiesthetechnicalrequirementsandmattersneedingattentionforliveworkingon±660kVDCtransmissionlines,aswellasthetest,transportationandstorageoftheworkingtools.

Thisstandardisapplicabletoliveworkingon±660kVDCtransmissionlinesinareaswithanaltitudeof2000mandbelow.

Generalrequirements

Personnelrequirements

Liveworkingworkersshallbeingoodhealthandfreefromphysicalandpsychologicalobstaclesthathinderwork.Theyshallhaveabasicknowledgeofelectricalprinciplesandpowerlines,masterthebasicprinciplesandoperatingmethodsofliveworking,andbefamiliarwiththescopeofapplicationandusingmethodsoftheworkingtools.TheyshallbefamiliarwithGB26859,DL/T966andthisstandard.Theyshallmasteremergencyrescuemethods,especiallytheelectricshockrescue.Theyshallreceivetheoreticalandoperationaltrainingfromspecializedtraininginstitutions,passrelevantexaminationsandholdrelevantcertificates.

Thepersoninchargeofthework(orthesafetyguardian)shallhaveatleast3yearsofactualworkingexperienceinliveworkingonpowertransmissionlines,befamiliarwithequipmentconditions,havecertainorganizationalcapabilityandaccidenthandlingability,andpasstheexaminationafterspecialtraining.

Institutionalrequirements

AccordingtoGB26859andthisstandard.

Meteorologicalrequirements

Liveworkingshallbecarriedoutingoodweather.Incaseofthunder,rain,snowandfog,liveworkingshallnotbecarriedout.Whenthewindforceisgreaterthanlevel5(lOm/s),liveworkingshouldnotbecarriedout.

Ifliveworkingisrequiredinweatherwithrelativehumiditygreaterthan80%,insulatingtoolswithmoisture-proofperformanceshallbeadopted,andthepossibilityofinsulationdegradationoftheinsulatingtoolsunderhighhumidityshallbeconsidered.

Underspecialoremergentconditions,whenemergentlive-linerepairmustbecarriedoutinharshclimate,relevantengineeringandtechnicalpersonnelandallworkingpersonnelshallbeorganizedtofullydiscussandformulatereliablesafetymeasuresaccordingtothesiteclimateandworkingconditions,andtheemergentlive-linerepaircanbecarriedoutonlyaftertheapprovalofthechiefengineeroftheunitortheleaderinchargeofproductionoftheunit.Sufficientlightingfacilitiesshallbeprovidedfornightwork.

Incaseofasuddenchangeofweatherduringliveworking,whichcanendangerpersonalorequipmentsafety,theworkshallbestoppedimmediately.Undertheconditionofensuringpersonalsafety,thenormalworkingconditionsoftheequipmentshallberestoredassoonaspossibleorotherprotectivemeasuresshallbetaken.

Otherrequirements

Fornewliveworkingprojectsthataremorecomplicatedandmoredifficultandnewdevelopedtools,scientifictestsshallbeconductedtoconfirmsafetyandreliability,andsafetymeasuresandoperationprocessplansshallbeestablished,andthetoolscanbeoperatedonequipmentonlyaftertheapprovalofthechiefengineeroftheunitortheleaderinchargeofproductionoftheunit.

Thepersoninchargeofliveworkingshallcontactthedispatcherbeforetheworkstarts,andtheworkcanbestartedonlyaftercontacting.WhenitisnecessarytodisableDCrestartprotectiondevices,thelicenseformalitiesshallbeperformed.Aftertheworkisfinished,reportingtothedispatchershallbedoneintime.Itisstrictlyprohibitedtostoporresumetherestartprotectiondevicesatanappointedtime.

Groundpotentialworking

Whentheworkerworksatgroundpotential,theminimumworkingdistancebetweentheworkeratgroundpotentialonthetowerandtheliveconductorsshallmeettheprovisionsofTable1.
