SouthKoreabyalmost20points,atrulyremarkablefeat.8We’reatnearlydouble

the5GavailabilityofChina,whichisat27.3percent.9

Thisquickinitialdeploymentunderscoresthewirelessindustry’scommitment

togloballeadership,whichonlycontinuesasnetworksexpandanddensify.As

discussedfurtherbelow,5Gworksbestwithamixofdifferenttypesofspectrum,

andoperatorsdonotyethaveaccesstoanoptimalblendoffrequencies.While

thebase-lineinitialplatformof5Ghasbeenquicklydeployedatawidescale,5G

networkswillneedtokeepgettingbettertomeetAmerica’swirelessneeds.

Consumersarealsoadopting5Gquickly.Comparing5G’sadoptionto4G,wefind

thattwoyearsafterthenation’sfirstlarge-scale5Gdeployment,theU.S.had50

millionpeoplesubscribedto5Gversus38.6millionsubscriptionstwoyearsafter

thefirstlarge-scale4Glaunch.10Lookingatmarketpenetrationatthesametwo-

yearmark,almost15percentofAmericanshavesubscribedto5G,comparedto

about12percenttwoyearsafter4G’sfirstlarge-scalelaunch.11

Today,overoneinthreeAmericanadultshaveanactive5Gdevice—aquickly

growingcontingent:Thenumberof5GdevicesintheUnitedStatesgrewover

500percentbetween2020and2021to85million.12

NETWORKPERFORMANCE

5Gisalreadyshowingmarkedimprovementoverearliergenerationsofwireless

acrossseveralperformancecriteria.Wirelessnetworkspeed(ordatathroughput)

isoneofthemostimportantfactorsaffectinguserexperience,especiallyfor

data-hungryapplicationslikestreamingvideo.Againcomparedtothe4Gera,5G

isbringingbiggerimprovementsfasterthanwesawbefore.Eighteenmonthsafter

thelaunchof4G,averagedownloadspeedswereonlyabout3timesfasterthan

thepreviousgeneration.Overasimilartimeframe,5Gspeedsweremorethan16

timesfasterthan4Gspeeds.Thatmeans5G’srateofspeedincreaseisover5times

fasterthan4G’s.13Speedson5Gnetworksarenowroutinelyover100Mbps,and

continuallygettingfaster.

Latencyisanotherimportantperformancemetric,measuringthetimedelay

asinformationtransfersacrossthenetwork.Lowlatencyiscriticaltohavinga

responsivenetwork,andforsomeapplications,suchas5G-enableddriverlesscars,

precisionrobotics,orhigh-qualityaugmentedreality,itreallymatters.Hereagain,5G

isalreadybringingmeasurableimprovementsinoverallresponsiveness.According

toreal-worldOoklameasurements,onlyabout15percentof4Gconnectionshave

alatencyofunder20milliseconds,whereasmorethan80percentofhigh-band5G

connectionsarefasterthan20ms.14Thatmakesforaroughly5timesimprovement

over4Glatency,helpingempowermorereal-timeapplications.

High-bandspectrum(spectrumabove24GHz)providesextremelyhigh-speedconnectionsbyusingwhattheindustrycallsmmWave

technology—relyingonthetinywavelengthsofthishigh-frequency

Theinitialsuccessof5Gdeploymentsisthankstotremendousinvestmentbythewirelessindustry—providersareinvestinganestimated$275billioninto

networkinfrastructuretobuildout5Gandenhancenetworkcoverage,security,andcapabilities.15Fiercecompetitionhasdrivennationwideproviderstopourbillionsintodesigninganddeployingnetworkstheyanticipatewillbestwinovercustomersandenablenewusecases.Arecord$35billionwasinvestedby

providersin2021,andsince2018,theyear5Glaunched,providershave

alreadyinvestedover$121billion.16

Tofurthercontextualizethisextraordinaryinvestment,theUnitedStatesisjust

4percentoftheworld’spopulation,butweinvest19percentoftheworld’stotalwirelesscapital.17Lookingat5Ginvestmentonapercapitabasis,in2020,theU.S.wirelessindustryinvested4.5timesmorethanChinesecounterparts.18

5Ginvestmenthasdriveneffortstoexpandanddensifynetworkstosupport

innovativeservices.Bytheendof2021,therewere418,887operationalcellsitesacrossthenation,andthatdoesn’taccountforallthenew5Gbasestations

addedtoexistingcellsites.19Federalandstatesitingreformsencouragedthe

rapiddeploymentof5G,with62percentofcellsitesbuiltfrom2016to2021

comingafterreformsweremade.

Operatorsalsoinvestheavilyinspectrum—thelifebloodofwirelessnetworks.TheFederalCommunicationsCommission(FCC)auctionslicensesthatproviderightstouseparticularairwaveswithoutinterferencefromothers.Thewirelessindustrycompetesvigorouslyintheseauctionstogaintheresourcesneededtobuildever-betterperformingnetworks.

Overtheyears,theseauctionshaveraisedover$233billionfortheU.S.Treasury

andpolicymakers’priorities.20Inturn,thisspectrumhassupporteddeploymentsbynationaloperators,regionalcarriers,andnewentrants.Demandforlicensed

spectrumisgrowingrapidly:Abouthalfofallspectrumrevenueisfromauctionsof5Gspectruminthelastfouryearsalone.

strongcompetitiondrivingrecordinvestment,theUnitedStateshasnetworks

coveringmorethan325millionpeopleandcounting.Consumershaveembraced

thetechnology,leadingthenumberof5G-connectedsmartphonesandother5G

devicestogrowexponentiallyyear-after-year.

Withthegrowthinwirelessinnovations,applications,andconnections,mobile

datausehasconsistentlyincreasedyear-over-year—anditleaptto53.4trillion

megabytes(MBs)in2021.21ThatmeansU.S.networksaresupportingmoredata

trafficinoneyearthanallof2010through2017combined.Wirelessdatatrafficwill

onlykeepclimbing—Ericssonpredictedbetween2020and2027consumers

willnearlyquintupletheirmobiledatause,to240trillionMBsperyear.22

Americanscontinuetoaddwirelessconnections,drivenbygrowthindata-only

devices—themedicalsensors,smartwatches,hotspots,andmorethatrunon

wirelessdata.Thesedevicesmakeupanincreasingshareofoverallconnections

everyyear—42percentofthenation’s499millionwirelessconnectionstoday.23

FIXEDWIRELESSACCESS

Beyondmobile,5Gisalsobeingleveragedtodeliverbroadbandtothehome.5G

homebroadband—alsocalled5GFixedWirelessAccess,orFWA—isanewhome

broadbandoption,bringingincreasedcompetitiontothefixedbroadbandmarket.

EarlyFWAofferingsarethefastestgrowingbroadbandconnectioninthenation.

Lastyear,5Ghomewastheconnectionofchoicefor90percentofnewbroadband

subscribers,anditaccountedforvirtuallyallbroadbandgrowthinthefourth

quarterof2022.24

5Ghomebroadbanddownstreamspeedseasilysupportthe

typicalAmericanhousehold’sneeds,includingmultipleusers

activelyengagedonline—afamilycancomfortablystreama

4Kmovie,holdanHDgroupcallwithcoworkers,participatein

anHDmathclass,participateinatelehealthvisit,Skypewith

friends,andstreamYouTubevideossimultaneouslyonone5G

homenetworkwithcapacitytospare.

5GhomebroadbandisalreadyavailabletomillionsofAmericans,andtop

providershavealreadysignedupoverfourmillionsubscribers.25ThenumberofhomesFWAwillreachispredictedtojump16timesfrom2021to2025.26However,operatorsareonlyabletoofferFWAwheretheyhavesufficientcapacityinthe

networktobeabletoguaranteereliablequalityofservice.RecentresearchfromEconOneindicatesthatifoperatorshadsufficientadditionalspectrumcapacity,consumerscouldsaveover$8billionperyearthankstoFWAcompetition.27

ThescaleofFWAanditscompetitiveimpactonthehomebroadbandmarketultimatelydependsonsufficientspectrumbeingmadeavailablefor5G.

WIRELESSHELPSCLOSETHEDIGITALDIVIDE

Wirelesshashistoricallyprovenakeytoolinbuildingdigitalequity,and5Ggoesevenfurtherinhelpingbridgethedigitaldivide.Astheon-rampofchoiceformanyofthosewithoutahomebroadbandconnection,mobilehelpsdriveconnectivity,choice,anddigitalliteracywithinhistoricallyunderrepresentedgroupslike

communitiesofcolor,low-incomehouseholds,andruralpopulations.

Thewirelessindustryisproudoftheflexibleserviceoptionsthatdeliverconsistentlybettervalueforvaryingconsumerpreferencesandbudgets.Unlimitedplansare43percentcheaperandconnectionsare117timesfasterthanin2010.28Thislongtrackrecordofdecliningpriceshelpsexplainwhywirelessistheonlybroadbandconnectionforoveraquarteroflow-incomehouseholds.29

Wirelesshaslongbeenthemostwidelyusedbroadbandtechnology.In2021,

PewResearchestimatedthatwhile77percentofadultsintheUnitedStateshaveahomebroadbandconnection,85percentownasmartphone.30Forabout15

percentofAmericans,theirwirelessdeviceistheironlybroadbandconnection.31Demographicdisparitiesinsmartphoneadoptionhaveallbutdisappeared:85percentofAfricanAmericansand83percentofLatinosownsmartphonestoday,comparedwith85percentofwhiteAmericans.32

Forruralpopulations,smartphoneownershipgrewbyninepercentagepointsfrom2019to2021—80percentofruralresidentsnowownasmartphone

comparedto84percentofsuburbanand89percentofurbanpopulations.33

5Ghomebroadbandofferingsarealsoprovidingmoreoptionsforhigh-

speedhomeinternetinunservedandunderservedcommunities.5Ghome

canbedeployedquicklyandeasilywithouttheneedforadditionallast-mile

infrastructure.AccentureprojectsthatnearlyhalfofruralU.S.householdscouldbeservedwithhigh-speedbroadbandover5G-poweredfixedwireless.345Ghomecutsdownonexpensesintheinfrastructure-intensivelast-mileofthenetwork,

contributingtogreatercompetitionandmoreaffordablepricingforhome

broadband.Itservesasaverycost-effectivetooltobridgebroadbandaccessandadoptiongaps—thequestioniswhetherthereissufficientspectrumtoprovidethecapacitydemandedbythisservice.MorelicensedspectrumiskeytomeetingthedemandforubiquitousFWAcoverage.
