data-hungryapplicationslikestreamingvideo.Againcomparedtothe4Gera,5G
isbringingbiggerimprovementsfasterthanwesawbefore.Eighteenmonthsafter
thelaunchof4G,averagedownloadspeedswereonlyabout3timesfasterthan
thepreviousgeneration.Overasimilartimeframe,5Gspeedsweremorethan16
timesfasterthan4Gspeeds.Thatmeans5G’srateofspeedincreaseisover5times
fasterthan4G’s.13Speedson5Gnetworksarenowroutinelyover100Mbps,and
continuallygettingfaster.
Latencyisanotherimportantperformancemetric,measuringthetimedelay
asinformationtransfersacrossthenetwork.Lowlatencyiscriticaltohavinga
responsivenetwork,andforsomeapplications,suchas5G-enableddriverlesscars,
precisionrobotics,orhigh-qualityaugmentedreality,itreallymatters.Hereagain,5G
isalreadybringingmeasurableimprovementsinoverallresponsiveness.According
toreal-worldOoklameasurements,onlyabout15percentof4Gconnectionshave

Operatorsalsoinvestheavilyinspectrum—thelifebloodofwirelessnetworks.TheFederalCommunicationsCommission(FCC)auctionslicensesthatproviderightstouseparticularairwaveswithoutinterferencefromothers.Thewirelessindustrycompetesvigorouslyintheseauctionstogaintheresourcesneededtobuildever-betterperformingnetworks.
Overtheyears,theseauctionshaveraisedover$233billionfortheU.S.Treasury

willnearlyquintupletheirmobiledatause,to240trillionMBsperyear.22
Americanscontinuetoaddwirelessconnections,drivenbygrowthindata-only
devices—themedicalsensors,smartwatches,hotspots,andmorethatrunon
wirelessdata.Thesedevicesmakeupanincreasingshareofoverallconnections
everyyear—42percentofthenation’s499millionwirelessconnectionstoday.23

Beyondmobile,5Gisalsobeingleveragedtodeliverbroadbandtothehome.5G
homebroadband—alsocalled5GFixedWirelessAccess,orFWA—isanewhome
broadbandoption,bringingincreasedcompetitiontothefixedbroadbandmarket.
EarlyFWAofferingsarethefastestgrowingbroadbandconnectioninthenation.
Lastyear,5Ghomewastheconnectionofchoicefor90percentofnewbroadband
subscribers,anditaccountedforvirtuallyallbroadbandgrowthinthefourth
quarterof2022.24
5Ghomebroadbanddownstreamspeedseasilysupportthe
typicalAmericanhousehold’sneeds,includingmultipleusers
activelyengagedonline—afamilycancomfortablystreama
4Kmovie,holdanHDgroupcallwithcoworkers,participatein
anHDmathclass,participateinatelehealthvisit,Skypewith
friends,andstreamYouTubevideossimultaneouslyonone5G
homenetworkwithcapacitytospare.

5GhomebroadbandisalreadyavailabletomillionsofAmericans,andtop
providershavealreadysignedupoverfourmillionsubscribers.25ThenumberofhomesFWAwillreachispredictedtojump16timesfrom2021to2025.26However,operatorsareonlyabletoofferFWAwheretheyhavesufficientcapacityinthe
networktobeabletoguaranteereliablequalityofservice.RecentresearchfromEconOneindicatesthatifoperatorshadsufficientadditionalspectrumcapacity,consumerscouldsaveover$8billionperyearthankstoFWAcompetition.27
ThescaleofFWAanditscompetitiveimpactonthehomebroadbandmarketultimatelydependsonsufficientspectrumbeingmadeavailablefor5G.
WIRELESSHELPSCLOSETHEDIGITALDIVIDE
Wirelesshashistoricallyprovenakeytoolinbuildingdigitalequity,and5Ggoesevenfurtherinhelpingbridgethedigitaldivide.Astheon-rampofchoiceformanyofthosewithoutahomebroadbandconnection,mobilehelpsdriveconnectivity,choice,anddigitalliteracywithinhistoricallyunderrepresentedgroupslike
communitiesofcolor,low-incomehouseholds,andruralpopulations.
Thewirelessindustryisproudoftheflexibleserviceoptionsthatdeliverconsistentlybettervalueforvaryingconsumerpreferencesandbudgets.Unlimitedplansare43percentcheaperandconnectionsare117timesfasterthanin2010.28Thislongtrackrecordofdecliningpriceshelpsexplainwhywirelessistheonlybroadbandconnectionforoveraquarteroflow-incomehouseholds.29
Wirelesshaslongbeenthemostwidelyusedbroadbandtechnology.In2021,
PewResearchestimatedthatwhile77percentofadultsintheUnitedStateshaveahomebroadbandconnection,85percentownasmartphone.30Forabout15
percentofAmericans,theirwirelessdeviceistheironlybroadbandconnection.31Demographicdisparitiesinsmartphoneadoptionhaveallbutdisappeared:85percentofAfricanAmericansand83percentofLatinosownsmartphonestoday,comparedwith85percentofwhiteAmericans.32
Forruralpopulations,smartphoneownershipgrewbyninepercentagepointsfrom2019to2021—80percentofruralresidentsnowownasmartphone
comparedto84percentofsuburbanand89percentofurbanpopulations.33
5Ghomebroadbandofferingsarealsoprovidingmoreoptionsforhigh-
speedhomeinternetinunservedandunderservedcommunities.5Ghome
canbedeployedquicklyandeasilywithouttheneedforadditionallast-mile
infrastructure.AccentureprojectsthatnearlyhalfofruralU.S.householdscouldbeservedwithhigh-speedbroadbandover5G-poweredfixedwireless.345Ghomecutsdownonexpensesintheinfrastructure-intensivelast-mileofthenetwork,
