Projectsmaybeorganizedandimplementedinaccordancewithdifferentstrategies.Whichstrategyisbestsuitedforthepurposedependson,forexample,thenatureandcomplexityoftheproject,theaccesstofinance（融资渠道）,lifecycle（生命周期）costsoftheprojects,thetechnicalandadministrativecapabilityoftheemployerandthegeneralpoliticalandeconomicenvironment.项目可以根据不同的策略进行组织和实施。何种策略最适合于项目的目标，依赖于如项目的性质和复杂性、融资渠道、项目的生命周期费用、雇主的技术和管理能力以及总的政治与经济环境。6

Theprojectstrategydefines（规定）thewayinwhichtheprojectwillbeimplemented,determinestheroleofeachpartyinvolvedand,whereappropriate（适当处）,specifies（指定）thewaytheprojectwilloperate.Toalargedegreecontractualrelationship（合同关系）betweenthepartiesandtheirindividualrights,dutiesandrisksaretherebyalsodeterminedbytheprojectstrategy.项目策略规定了项目实施的途径，确定了有关各方的任务，并在适当处指定了项目运作的方法。因此，在很大程度上双方的合同关系以及各自的权利、义务和风险也由项目的策略来确定。7

Thechoiceofstrategyisamajor（较重要的）decisionwhichhasfar-reachingconsequences（深远意义）.Onceastrategyhasbeensettleditisofgreatimportancethatitbefollowed（遵循）throughouttheimplementationoftheproject.Lackof

Theprocurementmethodsandformsoftenderingareestablishedbydetermining:

（1）Thepartsoftheprojectforwhichtendersareto

Oncethesebasicpreconditions（前提）havebeendeterminedandagreedbetweentheemployerandhisengineer,theplanningofwhenandhowthetenderingcanbecarriedoutmaycommence.一旦这些基本的前提被确定并在雇主和工程师之间协商一致，则何时和如何进行投标的计划便可开始。

If,forunforeseen（无法预料的）reasons,changesinprincipleandformhavetobemadeatalaterstageintheprojecttheimplications（含意）ofsuchchangeshavetobeconsideredandassessedcarefully.

General:Prequalificationisrecommendedtoensurethattendersaresoughtonlyfromcontractorswhomtheemployer/engineerhasalreadyestablished（确定）ashavingtherequisite（必要的）resourcesandexperiencetoperformtheintended（预期）worksatisfactorily.

预审邀请雇主/工程师应该发布通告邀请有兴趣的承包商来申请预审文件，声明招标文件仅发给由雇主/工程师选择的、具备圆满完成该工作的必要条件的少数公司/联合体。33

Thenoticeshouldbepublishedinappropriatenewspapersandjournalstogivesufficientpublicity（宣传）accordingtotheparticularcircumstancesoftheproject.Thenoticemayalsobeissuedtofinancinginstitutionrepresentatives,ifrelevant,andtogovernmentagenciesresponsiblefor

foreigntrade（外贸）sothattheinternationalcommunity（团体）receivestimelynotificationoftheproposedprojectandinstructionsonhowtoapply.
