(andInstitutions)PromotehygienecontinuouslyatalllevelsVillagehouseholdVillageorcommunityDistrict,province,canton,etcNationallyRegionallyGloballyDevelopingnationalpoliciesiscriticalUNICEFfocusesonpromotingcommunity-managedsystemsthatareaffordableandeasytomaintain.EquipcommunitieswiththeknowledgeandskillstoeffectivelymanagetheirownfacilitiesEncouragecommunitiestodemandhigh-qualityservicefromduty-bearersingovernment,civilsocietyandtheprivatesectorEnablingConditionsThemostobviousenablingconditionforpersonalhygieneistheavailabilityofwater.However,forbehavioralchangetooccurandbesustainedthereisaneedtocontinuehygienepromotion
