Designedby:NorthwestElectricPowerDesignInstitute供方：江苏省黑马高科技开展有限责任公司Supplier:JiangsuHimarkTechDevelopmentCo.,Ltd.2021年5月西安May2021Xi总目录Content附件1技术协议ANNEX1TechnicalAgreement附件2技术文件交付要求ANNEX2TECHNCIALDOCUMENTSDELIVERYREQUIREMENTS附件3供货范围ANNEX3SUPPLYSCOPE附件4供货状态ANNEX4SUPPLYSTATUS附件5交货进度ANNEX5DELIVERYPROGRESS附件6分包与外购Annex6SUBCONTRACTANDOUTSOURCE附件7现场技术效劳ANNEX7SITETECHNICALSERVICE附件8设备监造,检验和工厂试验ANNEX8EQUIPMENTSMANUFACTURESUPERVISION,INSPECTIONANDPLANTTEST附件9EPC合同相关技术要求ANNEX9RELEVANTTECHNICALREQUIREMENTSRELATEDWITHEPCCONTRACT附件1技术协议ANNEX1TechnicalAgreement总那么General1.1本技术协议适用阿曼SALALAH电厂和水厂工程数字程控交换机,播送呼叫及通信电源设备的订货。它对设备的功能设计,结构,性能,安装和试验等方面的技术进行了说明。供方提供相关的技术图纸,计算书和资料等，以备业主确认。1.1Thisspecificationappliestothepurchaseofdigitalprogram-controlexchange,broadcastcallandcommunicationpowersupplyforSalalahgas-firedunitprojectThespecificationdefinesthetechnicalrequirementsoffunction,structure,performance,installationandtestingoftheequipments.Thesupplierprovideandfurnishtherelevanttechnicaldrawings,calculationsheetanddocumentsfortheowner’sconfirmation.1.2本技术协议书是产品订货合同的附件，与合同具有同等法律效力，在协议签订后，各方应按时交换资料，满足各方设计和制造进度的要求。资料交付进度是付款考核条件，具体见附件2.Thetechnicalagreementistheannexattachedwiththepurchasecontract,equallylegallyeffectivewiththecontract.Oncesigningtheagreement,eachpartyshallexchangethedocumentsontimetomeetthedesignandmanufactureprogressrequirements.Thedocumentsdeliveryprogressisthepaymentevaluationtermsandconditions,seeANNEX2fordetails.1.3本技术协议所提及的要求和供货范围都是最低限度的要求，并未对一切技术细节作出规定，也未充分地详述有关标准和标准的条文，供方保证提供符合本技术协议和工业标准的功能齐全的优质产品及其相应效劳。Thetechnicalagreementdefinestheminimumrequirementsonmentionedrequirementsandsupplyscope,andneitherfullyspecifiesallthetechnicaldetailsnorrelevantstandardsandspecificationtext.Thesuppliershallprovidetopqualityproductsandcorrespondingservicewithcompletefunctioncomplyingwiththetechnicalagreementandtheindustrystardard.1.4本技术协议附件9为阿曼SALALAH电厂和水厂工程主合同对数字程控交换机,播送呼叫及通信电源设备设备的技术要求，供方提供的数字程控交换机,播送呼叫及通信电源设备设备不但要满足本技术协议书的要求，同时也要满足附件9英文局部的要求，本技术协议书〔包括英文局部〕与合同正文具有同等的法律效力。Theannex9ofthetechnicalagreementisthetechnicalrequirementsfordigitalprogram-controlexchange,broadcastcallandcommunicationpowersupplyforSalalahgas-firedunitproject.Thedigitalprogram-controlexchange,broadcastcallandcommunicationpowersupplysuppliedbythesuppliershallnotonlymeettherequirementsofthetechnicalagreement,butmeettheannex9requirementsinenglish.Thetechnicalagreementincludingtheenglishpartshallhavesamelegaleffectivenessasthecontracttext.1.5在签订合同之后，需方有权提出因标准,标准和规程发生变化而产生的一些补充要求，具体工程由供,需双方共同商定。Oncesigningthecontract,Buyerreserveshisrighttosupplementthecontractarisenfromthechangeofcode,standardsandregulations,inwhichtheSuppliershallcooperateonnegotiation.1.6本技术协议书采用IEC标准，假设本技术协议书〔包括英文局部〕采用的标准与供方执行的标准发生矛盾，按较高标准执行。IECstandardappliestothetechnicalspecification,incasetheappliedstandardandimplementedstandardofthetechnicalspecificationincludingthetechnicalagreementinenglishdiffers,thehigherstandardshallbeappliedandimplemented.供方所供设备按照阿曼有关法规,标准,标准等的要求，负责取得阿曼有关部门对其产品,文件,图纸的审查和批准。TheequipmentssuppliedbythesuppliershouldbeorganizedbytheowneraccordingtotheSalalahrelatedlaws,codesandstandards;thesupplieralsoassisttoachievethereviewandapprovalfortheproducts,filesanddrawingswithrelateddepartmentsinOman.为使设计,制造,安装程序符合阿曼标准以确保供方提供的产品满足需方要求而能够顺利进入阿曼市场，供方准备好所需资料并提交相关检验机关取得批准，山东电力建设第三工程公司负责与阿曼有关方面的联系工作，为供方的认证工作提供必要的协调及帮助，并派相关技术人员积极配合，直至供方获得阿曼检验机关的批准。必要时山东电力建设第三工程公司联系阿曼相关检验机关或相关专家前往供方对设计工作进行指导，费用由供方负责。Tomakethedesign,manufactureandinstallationproceduresmeetthecompulsorySalalahcodesandstandardstofurtherensuretheproductsprovidedbysuppliermetthebuyer’srequirementsandsmoothlyenterintoSalalahmarket,SEPCOIIIisresponsibleforthecoordinationwiththeSalalahend.TheSuppliershallpreparetherequireddocumentsandsubmittotheinspectionauthoritiesfortheapprovalandsenttechnicalpersonnelforpositivecoordinationtilltheapprovalisgrantedbySalalahinspectionauthority.Ifnecessary,SEPCOIIIwillinvitetheSalalahauthoritiesandexpertstogototheSupplierforinstructionwherethesuppliershalltakecareofthecost.供方在进行认证过程中，为使认证工作进度满足交货进度，需方有权进行监督并提出合理的整改意见。供方安排足够有经验的人员来进行认证工作，确保能在资料正常审查所需时间内通过阿曼官方批准，因资料准备不充分,认证人员经验缺乏等供方的原因而造成影响交货进度及工期，由供方承当；山东电力建设第三工程公司以EPC总承包身份全力负责为供方的认证工作协调好与阿曼相关人员的工作，并安排认证专员积极配合供方进行认证资料提交工作，直至通过批准。Duringtheauthentication,Buyerisentitledtosupervisetheprocessandpresentreasonableadvicesoncorrections/modificationstoensuretheworkingschedulewillmeetthedeliveryschedule.TheSuppliershallsendexperiencedengineersfortheauthenticationworktoensurethedocumentcanpasstheSaudiArabiaofficialapprovaltimely.Ifthedocumentisnotpreparedsufficientlyortheengineersforauthenticationareshortofexperience,theSuppliershallberesponsibleforthedeliveryscheduleandprojectschedule.AsEPCgeneralcontractor,SEPCOIIIwillcoordinatetheauthenticationworkbetweentheSupplierandSalalahrelevantindividuals,andsenddedicatedauthenticationofficerstocooperatewiththeSupplieractivelyforthesubmissionoftheauthenticationdatatillobtainingtheapproval.1.8除非得到需方的认可，供方提供的设备,材料及零部件不包含对人体有害的物质。Theequipment,rawmaterialandthecomponentssuppliedbysuppliershallnotbeharmfultohumanbeingunlessitisotherwiseapprovedbythebuyer.1.9供方提供的资料数据单位全部采用国际单位制，并在所提供的资料中注明所使用单位的说明。AlldataprovidedbytheSuppliershallfollowtheSI,andgivecleardescriptionontheunitsusedintheprovideddata.1.10本工程供电电压132kV,11kVAC,415VAC，240VAC，220VDC。Thesuppliedvoltagegradeforthisprojectis132kV,11kVAC,415VAC，240VAC，220VDC.1.11供方提供的设备及附件的铭牌,标识,指示,警示牌等均采用英文，所有软件均为正版或有自主版权。设备,软件等显示界面均为英文或英汉对照，所有提示音均为英语。Allthenameplates,marks,instructionandcautionplateofequipmentandauxilariessuppliedthesuppliershallapplymarksinenglish.Allthesoftwareshallbelegalcopyorpossessselfcopyright.Thedisplayinterfaceoftheequipmentsandsoftwareshallbeenglishorenglish-chinesewithalltheprompttoneinenglish.1.12本工程采用KKS编码系统，编码为不易脱掉的不锈钢标记牌。供方提供技术文件〔包括资料,图纸〕和设备铭牌上标识到元件级。供方对KKS标识代码的唯一性,规律性,准确性,完整性和可扩展性负全责。标识原那么,方法由需方提供。需方提供的KKS编码仅编制至设备级，元件级编码应为4位，2位字母，2位数字，后缀于需方提供的KKS编码之后，元件级编码由厂家自行编制。KKSCodeSystemisappliedtothisproject.Thecodeshallbestainlesssteelnoticeplatedifficulttoshed.Thetechnicaldocumentsincludingthedataprovidedbythesupplierandequipmentsnameplatedshallbemarkedtotheextentofcomponentclass,thesuppliershallbefullyliabletotheuniqueness,regularity,correctness,completenessandexpandability.Theencodingprinciple,methodshallbeprovidedbythebuyer.TheKKScodesuppliedbythebuyeriscompiledtotheequipmentslevelonly,thecomponentlevelcodeshallbe4-digitwith2lettersand2digits,whichshallbepostfixedbebindthesuppliedKKScodesuppliedbythebiddingparty,whilethecomonent-levelcodeshallbecompiledbythemanufactureritself.1.13本工程所供设备满足湿热,高盐雾环境要求。TheEquipmentprovidedfortheprojectshallmeettherequirementformoistheatandhighsalt-fogenvironment.1.14供方需无偿提供配合业主及设计院获得阿曼方确认图纸所需要的所有技术资料及文件。供方提供的设计,设备资料及随机资料等均应采用中英文进行表述(英文在上，中文在下或中英文分开)，如两种语言存在歧义，在满足本技术协议的根底上以英文版为准。供方承当由歧义产生的后果。ThesuppliershallcoordinatewiththeowneranddesigninstitutefreeofchargeonobtainingallthetechnicaldocumentsanddatarequiredfortheOmansidetoconfirmthedrawings.Thedesign,equipmentdocumentsandrandomdatasuppliedbythesuppliermustbeinenglishandchinesewithenglishabove,chinesebeloworenglishandchineseseparate.Theenglishversionshallprevailbasedonmeetingthetechnicalagreementwhilethesuppliershallbearalltheconsequencesarisingfromambiguity.1.15本工程电源波动及频率波动范围：Rangeofpowerfluctuationsandfrequencyfluctuations:•
