Technicalregulationsandproductstandardsmayvaryfromcountrytocountry.Havingmanydifferentregulationsandstandardsmakeslifedifficultforproducersandexporters.Ifregulationsaresetarbitrarily,theycouldbeusedasanexcuseforprotectionism.TheAgreementonTechnicalBarrierstoTradetriestoensurethatregulations,standards,testingandcertificationproceduresdonotcreateunnecessaryobstacles,whilealsoprovidingmemberswiththerighttoimplementmeasurestoachievelegitimatepolicyobjectives,suchastheprotectionofhumanhealthandsafety,ortheenvironment.
