/r/n1/r/n、/r/n概/r/n、/r/n工/r/n程/r/n背/r/n景/r/n说/r/n、/r/n市/r/n综/r/n合/r/n交/r/n通/r/n扩/r/n容/r/n工/r/n程/r/n背/r/n在本工程中提出交通综/r/n合/r/n系统扩展/r/n/r/n和/r/nGPS/r/n方式交通信/r/n息/r/n1/r/n、市交通综/r/n合/r/n系统扩展的原/r/n⑴/r/n随着本工程的实施/r/n道路交通信/r/n息/r/n的范围会扩大/r/n和/r/n的信息种类/r/n会/r/n增加,这些扩大的和增加的信息内容,均需要在市交通综/r/n合/r/n内汇集,纳入其/r/n和管理,这需要对现有的交通综/r/n合/r/n进行系统扩展。/r/n⑵/r/n按照市交通综/r/n合/r/n的分阶段建设安排/r/n在第一阶段接入道路交通信/r/n息资源和/r/n对/r/n通信息资源的接入。/r/n⑶/r/n随着市交通综合/r/n记录的信息内容的增加扩大/r/n对信息应用/r/n的/r/n要求将随之加强,所以,需要对现有的交通综/r/n合/r/n进行系统扩展和加强/r/n⑷/r/n本/r/n工/r/n程/r/n要/r/n求/r/n在/r/n市/r/n交/r/n通/r/n综/r/n合/r/n的/r/n基/r/n础/r/n上/r/n推/r/n进/r/n交/r/n通/r/n信/r/n息/r/n应/r/n用/r/n的建设,也需要对现有的交通综/r/n合/r/n进行系统扩展和增加接口。/r/n2/r/n、实施车载/r/nGPS/r/n方/r/n式/r/n交通信息的原/r/nSCATS/r/n/r/n系统提取信息方式获取中心城地面/r/n同时,也解决了道路交通信/r/n息/r/n的问题,但是,在实际的运行中还是满足不了/r/n⑴/r/nSCATS/r/n/r/n系统的覆盖面有限和对地面道路网主要道/r/n路/r/n的要求不相一/r/n目/r/n前/r/n使/r/n用/r/n的/r/n从/r/n/r/nSCATS/r/n/r/n系/r/n统/r/n提/r/n取/r/n道/r/n路/r/n交/r/n通/r/n信/r/n息/r/n的/r/n方/r/n式/r/n,/r/n就/r/n是/r/n通/r/n过/r/n/r/nSCATS/r/n/r/n系统/r/n获取其环形线圈检测/r/n器/r/n车道流量、交叉路口饱和度等信息,从而处理生成分/r/n有限,大量次干道、以/r/n及/r/n级的道路的信/r/n息/r/n无法完成,所/r/n以/r/n这种采/r/n/r/n信息的方式,作为前一种交通信/r/n息/r/n方式的补充,使得中心城地面道路交通信/r/n息/r/n得覆盖面得以保障。/r/n⑵/r/n可靠性和稳定性问题:/r/nSCATS/r/n/r/n系统依靠环形线圈检测设备获取原/r/n始/r/n圈/r/n的/r/n损/r/n坏/r/n,/r/n所/r/n以/r/n/r/nSCATS/r/n/r/n系/r/n统/r/n的/r/n环/r/n形/r/n线/r/n圈/r/n损/r/n坏/r/n率/r/n比/r/n较/r/n高/r/n,/r/n目/r/n前/r/n/r/nSCATS/r/n/r/n线/r/n圈/r/n损/r/n坏/r/n比/r/n/r/n于交通信/r/n息/r/n和获取有效的道路交通状态信息的影响,却是比较严重的,对交/r/n/r/n路交通信息,可以弥补/r/n前/r/n式在可靠性和稳定性方面的问题。/r/n3/r/n、实/r/n施/r/n方/r/n式/r/n交通信息的原/r/n按照本工程的工程可行/r/n性/r/n,本工程规模实施的交通信/r/n息/r/n主要集中/r/n在/r/n息/r/n,没有得到规模实施,而在实际应用中的迫切性也是非常大的,所以,提/r/n出使/r/n用/r/n方/r/n式/r/n交通信息,其出发点就是试验使用一种全新的、也是一种相/r/n对/r/n成本比较低/r/n廉/r/n方式进行道路交通状态信/r/n息/r/n,从而扩大道路交/r/n4/r/n、交通信/r/n息/r/n和处理精度的背/r/n为避免由于采用单一/r/n和/r/n方式所造成的不足与缺陷,拟通过拓/r/n展/r/n接/r/n与间/r/n接/r/n等多种方式相结合的多样化/r/n,通过信息融合等技术,/r/n弥补单一/r/n/r/n集对全市主要路网/r/n的/r/n在这样的背景下提出/r/n了/r/n方式和车载/r/nGPS/r/n方式的交通信/r/n息/r/n。/r/n、/r/n服/r/n务/r/n应/r/n用/r/n平/r/n台/r/n建/r/n设/r/n工/r/n程/r/n背/r/n随/r/n着/r/n经济社会的快速发展/r/n交通出行越来越频繁/r/n出行方式日趋多样化/r/n;/r/n是随着/r/n2010/r/n年/r/n世博会的不/r/n断/r/n世博的交通运行保障和服务组织工作也要/r/n间的交通运行安全、有序、便捷。从而体现“城市让生活更美好”的世/r/n博/r/n,让每一位参观者在交通出行中留下成功/r/n、/r/n、难忘的实际感受。/r/n近年来/r/n,/r/n市大力推进城市交通信息化的发展。先后建设/r/n了/r/n市中心/r/n区/r/n道路交通信/r/n息/r/n发布系统/r/n、/r/n市交通综/r/n合/r/n等交通信息系统,在一定范围内实现了道路交通信/r/n息/r/n和发布、各交通管理业务信息系统之间的互联和信息共享。在推进交通管理信息化的同时/r/n,/r/n市交通信息中心和相关部门也/r/n得出行者能够依靠有效的交通信息,提高出行效率。随着市交通综/r/n合/r/n建/r/n/r/n是包括交通信息服务应用信息组织和提供、各种方式(如出/r/n行/r/n、广播电视、/r/n车载导航/r/n、/r/n方式等等)的交通信息服务应用等、各种终端等的系统整体,这/r/n实施/r/n/r/n设中/r/n,/r/n是建立服务于各种方式的交通信息服务应用业务的交通信息组织和提/r/n/r/n相对市交通综/r/n合/r/n,交通信息服务应用平台功能比较独立,所以在设计中考虑/r/n在/r/n市交通信息化总体框架下,对交通信息服务应用平台单独进行描述和设计,然后整体融入市交通信息系统互联的总体架构。/r/n从/r/n市交通信息化的发展规划和轨迹来看,交通信息服务应用平台/r/n是/r/n市交通综/r/n合/r/n的应用拓展,根据市交通综/r/n合/r/n的功能定位,目前已建的市交通综/r/n合/r/n/r/n的系统来应对。另外/r/n从/r/n分级管理角度,交通信息服务应用平台需要建立与互联网的互联和信息交互,而市交通综/r/n合/r/n、以及其它行/r/n业/r/n、/r/n的信息系统/r/n-/r/n交通信息服务应用平台,建立与市交通综/r/n合/r/n有效安/r/n全/r/n,保障市交通综/r/n合/r/n以及平台所互联的信息系统/r/n的/r/n,交通信息服务/r/n、/r/n工/r/n程/r/n实/r/n施/r/n目/r/n工程的实施目标如下/r/n /r/n /r/n2/r/n基/r/n于/r/n方式的交通信/r/n息/r/n方式/r/n作为郊区干线公路网获取道路交通/r/n状/r/n态信息的主要方式,实/r/n现/r/n方式获取的分段的道路交通状态信息覆盖整个郊区/r/n3/r/n、基于车载/r/nGPS/r/n方式的交通信/r/n息/r/n方式,实现道路交通状态信/r/n息/r/n在/r/n服务应用业务的系统接口与信息提供,同时在交通综/r/n合/r/n与交通信息服务/r/n、/r/n工/r/n程/r/n实/r/n施/r/n内/r/n1/r/n、市交通综/r/n合/r/n主体部分扩/r/n为了/r/n满足/r/n市交/r/n通综/r/n合/r/n对/r/n本工/r/n程新/r/n增信/r/n息以/r/n及新/r/n增行/r/n业交/r/n通信息/r/n汇集、处理/r/n、/r/n管理、共享交换、以及各种应用开发的需要,市交通综合信息/r/n台需要在硬件和系/r/n统/r/n、支/r/n撑/r/n等方面进行扩容,满足需要。/r/n2/r/n、市交通综/r/n合/r/n内进行数据融/r/n在市交通综/r/n合/r/n内进行/r/nGPS/r/n方/r/n式/r/n交通信息与/r/nSCATS/r/n线圈方式等/r/n交通信息的融合,以/r/n及/r/n方/r/n式/r/n交通信息与其他方/r/n式/r/n信息的融合/r/n3/r/n扩/r/n大/r/n方/r/n式/r/n交通信息的范围/r/n提/r/n高/r/n处理交通状态信息的准确度/r/n,/r/n在交通综/r/n合/r/n移动前端综合处理系/r/n统/r/n方/r/n式/r/n交通信息现有的覆盖范围基础上进行扩大,扩大到郊区干线公路网;深入研/r/n究/r/n原始数据质量/r/n与/r/n/r/n/r/n在交通综/r/n合/r/n移/r/n动前端综合/r/n处理系统/r/nGPS/r/n/r/n方/r/n式/r/n交通信/r/n息现有的/r/nGPS/r/nGPS/r/n/r/nGPS/r/n/r/n处理交通/r/n应用平台基础上建设面向公众的交通出/r/n行/r/n,并为世/r/n博/r/n预留接口。/r/n、/r/n现/r/n状/r/n和/r/n前/r/n期/r/n工/r/n程/r/n情/r/n、/r/n系/r/n统/r/n组/r/n成/r/n、/r/n市交/r/n通/r/n信/r/n息/r/n资/r/n源/r/n整/r/n合/r/n和/r/n市/r/n交/r/n通/r/n综/r/n合/r/n的/r/n建/r/n设/r/n现/r/n、/r/n市/r/n交/r/n通/r/n信/r/n息/r/n资/r/n源/r/n整/r/n合/r/n的/r/n工/r/n作/r/n于/r/n/r/n2006/r/n/r/n年/r/n在/r/n全/r/n市/r/n范/r/n围/r/n内/r/n实/r/n施/r/n交/r/n通/r/n信/r/n息/r/n资源的汇聚、交换和共享的工作,目前基本完成了市交通综/r/n合/r/n的第一阶/r/n1/r/n、/r/n系/r/n统/r/n架/r/n按照市域范围内交通信息整合的要求和交通信息资源的覆盖范围/r/n,/r/n市交/r/n通信息系统互联架构和信息共享架构/r/n如/r/n下图所示,该架构要求建/r/n设/r/n市交通综/r/n合/r/n通过市交通综/r/n合/r/n建立与其它行/r/n业/r/n之间的系统互联、以及行/r/n业/r/n与行业内信息系统之间的互联,从而建立全市范围内系统互联和交通信息共享交换的环境,开创全市交通信息化发展的新局面,也为本项目的开展打下基础。/r/n⑴/r/n市交通信息资源共享和交换的建设目标/r/n在市交通综/r/n合/r/n的引领下,按照行业条线或局部区域进行整合,建成/r/n/r/n公/r/n速/r/n路/r/n/r/n公/r/n公/r/n速/r/n路/r/n/r/n公/r/n/r/n交/r/n/r/n路/r/n/r/n通/r/n/r/n联/r/n/r/n管/r/n/r/n网/r/n/r/n理/r/n/r/n收/r/n/r/n/r/n/r/n高/r/n快/r/n城/r/n/r/n市/r/n/r/n/r/n道/r/n/r/n地/r/n交/r/n/r/n/r/n/r/n/r/n通/r/n城/r/n/r/n/r/n市/r/n/r/n/r/n信/r/n/r/n/r/n号/r/n/r/n/r/n控/r/n/r/n/r/n制/r/n/r/n/r/n系/r/n/r/n/r/n 市交通信息系统互联架/r/n该系统可以通过接/r/n入/r/n,获取需要的交通信息资源,或与其他信息系统进/r/n级/r/n提供了一个基/r/n于/r/n市整体交通信息资源的应用环境,将有效地推/r/n是一个支持实时交通信息应用和服务的环境/r/n在市交通综/r/n合/r/n将通/r/n各种道路交通信息的有效管理,通过信息提供、交换共享和通信支持/r/n等/r/n,从/r/n2/r/n、/r/n市/r/n交/r/n通/r/n综/r/n合/r/n的/r/n一/r/n期/r/n建/r/n设/r/n现/r/n按照上图的交通信息系统互联架构/r/n从/r/n2006/r/n年开始建设/r/n了/r/n市交通综合信/r/n息/r/n于/r/n2007/r/n年建成投入使用/r/n形成了/r/n市/r/n市交通综/r/n合/r/n与行业信/r/n息/r/n平/r/n台/r/n互/r/n联/r/n的/r/n架/r/n构/r/n建/r/n设/r/n,/r/n如/r/n图/r/n1-2/r/n。/r/n由/r/n于/r/n行/r/n业/r/n建/r/n设/r/n的/r/n滞/r/n后/r/n,/r/n图/r/n1-2/r/n中/r/n,/r/n行/r/n业/r/n采用了简单的接入方式,以支持市交通综/r/n合/r/n目前建设中基/r/n⑴/r/n在市交通综/r/n合/r/n按照其功能定位和一期项目建设的要求/r/n完成了/r/n、/r/n完成了市政行业/r/n/r/n总队、/r/n城交局信息中心的系统互联和数据接入,/r/n由于浦东新区的专业/r/n总/r/n未完成建设,故与浦东新区仅仅完成了通信互联,/r/n、/r/n的信息资源,按照基础数据、实时数据和历史数据进行了组织/r/n、/r/n和管理,基本达到了交通信息资源汇聚/r/n和/r/n的定位;数据管理中包括了信息接入标准化/r/n通信过程管理标准化/r/n和/r/n管理标准化/r/n达到在市交通综/r/n合/r/n内、/r/n基本完成对交通信息的交换和提供功能/r/n按/r/n照/r/n和提供业务的要求/r/n /r/n级/r/n和应用系统提供各种信息资源、提供信息交换的功能,基本实/r/n现/r/n市交通综/r/n合/r/n作为交通信息资源提供和发布的/r/n主/r/n的作用。/r/n在市交通综/r/n合/r/n的系统建设中,/r/n完成了所需要基本应用功能,/r/n建成了支持平/r/n台/r/n应用开发和信息中心日常工作支撑的工作环境,形成了支持并/r/n建立/r/n了/r/n的、以及向建交委的信息发布,并建立了支持包括用户/r/n管理、信息安全管理、数据质量管理、系统运行/r/n和/r/n管理等内容的业务支撑功能。/r/n备/r/n备/r/n用/r/n通/r/n信/r/n主/r/n通/r/n信/r/n市/r/n计/r/n算/r/n机/r/n系/r/n总/r/n队/r/n信/r/n息/r/n台/r/n计/r/n算/r/n机/r/n系/r/n机/r/n系/r/n计/r/n算/r/n机/r/n系/r/n市/r/n交/r/n通/r/n综/r/n图/r/n 市交通信息系统互联架构分层系统组成/r/n图/r/n1-3/r/n给出了市交通综/r/n合/r/n和行/r/n业/r/n(或接入计算机)进行互/r/n市/r/n市/r/n交/r/n通/r/n综/r/n主/r/n干/r/n交/r/n换/r/n城/r/n交/r/n局/r/n信/r/n息/r/n心/r/n交/r/n换/r/nR/r/n浦/r/n东/r/n新/r/n区/r/n通/r/n专/r/n业/r/n总/r/n平/r/n交/r/n换/r/nR/r/nR/r/nIP/r/n专/r/nR/r/nR/r/n /r/n信/r/nR/r/n工/r/n程/r/n接/r/n口/r/n界/r/n总/r/n队/r/n信/r/n、/r/n交/r/n换/r/n算/r/n图/r/n /r/n市交通综/r/n合/r/n建设的系统组成示意/r/n⑷/r/n对于行/r/n业/r/n的接入,目前是不完善的,主要:/r/n城建局建立了交通指挥中心,通过交通指挥中心接入市交通综/r/n合/r/n,/r/n总队和/r/n市/r/n均未建设实/r/n体/r/n,为了汇集信息,在系统内设置了简单的信/r/n息/r/n和提供计算机终端,直接从业务系统/r/n中/r/n信息资源。/r/n按照市交通综/r/n合/r/n的建设规划,以下内容有待后续逐步建设完成,完整实现市交通综/r/n合/r/n所有功能。/r/n息服务功能,包括建设出/r/n行/r/n等/r/n的交通信息提供和交换应用,使得市交通综/r/n合/r/n汇聚的交通信息资源在最/r/n使得对交通信/r/n息/r/n次的应用成为可能,需要大力开展交通信息的增值应用,提供数据融合、数据挖掘等工作,为各行业业务/r/n和/r/n管理服务。/r/n3/r/n、/r/n市/r/n交/r/n通/r/n综/r/n合/r/n相/r/n关/r/n的/r/n发/r/n⑴市交通综/r/n合/r/n的发/r/n市交通综/r/n合/r/n的发展,有以下几点/r/n业二级平台、枢纽平台等,达到市交通综/r/n合/r/n的分阶段发展目标,信息汇/r/n⑵行/r/n业/r/n的建/r/n结合本工程和其他关联工程,推进行/r/n业/r/n的建设,有效地增加行业内/r/n息交换的范围。在本工程中,市政行/r/n业/r/n的建设/r/n、/r/n总队对信息整合力度的加强/r/n以及/r/n城/r/n指挥中心的改造等/r/n均有助于全市交通信息化水平的提高/r/n。/r/n如图/r/n1-4/r/n所示/r/n分为三个行业的总平/r/n(/r/n总平台/r/n环保在平台和建设子平台/r/n分别对应接入浦东新区/r/n的/r/n分/r/n局/r/n支队、环保局和建交委所属的信息系统;在三个专业子平台的基础上,设置交通专业总平台,接入市交通综/r/n合/r/n。/r/n平/r/n平/r/n子/r/n平/r/n子/r/n平/r/n建/r/n环/r/n子/r/n平/r/n交/r/n通/r/n专/r/n业/r/n总/r/n平/r/n平/r/n浦/r/n东/r/n新/r/n城/r/n交/r/n市/r/n平/r/n市/r/n交/r/n通/r/n综/r/n图/r/n /r/n出/r/n租/r/n车/r/nGPS/r/n数/r/n图/r/n1-5/r/n/r/n、车载/r/nGPS/r/n方式交通信/r/n息/r/n系统组成示意/r/n部分前期的处理试验,效果证明这两种交通信/r/n息/r/n方式可行。/r/n过程中的中间信息,传送至市交通综/r/n合/r/n。/r/n⑷/r/n按照整体规划/r/n交通信息的融合处理先期在市交通综/r/n合/r/n实施/r/n成/r/n3/r/n、/r/n与/r/n本/r/n工/r/n程/r/n实/r/n施/r/n内/r/n容/r/n之/r/n间/r/n的/r/n关/r/n按/r/n照/r/n本/r/n工/r/n程/r/n实/r/n施/r/n的/r/n目/r/n标/r/n,/r/n和/r/n车/r/n载/r/n/r/nGPS/r/n/r/n方/r/n式/r/n的/r/n交/r/n通/r/n信/r/n息/r/n是/r/n实/r/n现/r/n中/r/n心/r/n城/r/n地面道路和国省干线公路交通状态信息覆盖的重/r/n要/r/n,所以,本工程实/r/n施/r/n机/r/n和/r/n车/r/n载/r/n/r/nGPS/r/n/r/n方/r/n式/r/n的/r/n交/r/n通/r/n信/r/n息/r/n是/r/n特/r/n定/r/n专/r/n项/r/n基/r/n金/r/n项/r/n目/r/n工/r/n作/r/n内/r/n容/r/n的/r/n延/r/n续/r/n,/r/n是/r/n前/r/n期/r/n试验和研究在本工程中的工程实施,最终实现本工程的交通信息目标。/r/n、/r/n市/r/n域/r/n各/r/n种/r/n交/r/n通/r/n信/r/n息/r/n服/r/n务/r/n设/r/n施/r/n的/r/n现/r/n状/r/n和/r/n发/r/n务设施的总称,/r/n如/r/n终端、路边布设的可变信息标志、车载导航终端等。在本/r/n经/r/n过/r/n和对交通信息服务设施发展过程/r/n的/r/n,目前/r/n,/r/n市乃/r/n至/r/n的交通信息服务设施正开始进入一个快速的发展期,/r/n在/r/n的奥运会、广州的亚/r/n运/r/n会、以/r/n及/r/n市的世博会对交通信息服务应用需求的刺激下,以及由于道路交通/r/n也得到了来自社会公众的和市场的激励、驱动,使/r/n得/r/n部门和社会企业这两个/r/n⑴/r/n公益/r/n通/r/n信/r/n息/r/n服/r/n务/r/n设/r/n施/r/n的/r/n现/r/n从定义上来说,所谓公/r/n益/r/n通信息服务,指的是为了社会效益而向社会/r/n公/r/n直接向交通信息获取者收取费用的交通信息服务/r/n,/r/n划归为公/r/n益/r/n通信息服/r/n务,在本文后/r/n续/r/n中均指的是广义上的公/r/n益/r/n通信息服务。下面分别对几种/r/n公益性的交通信息服务设施的现状和发展进/r/n行/r/n和说明。/r/n交/r/n通/r/n信/r/n息/r/n广/r/n播/r/n和/r/n电/r/n市交通广播台是最早实施交通信息服务的专业设施/r/n作为/r/n市/r/n的实事/r/n,在/r/n1991/r/n年就开通了交通广播台,2002/r/n年重组,开始了/r/n24/r/n小时播报交通信息。上海市交通广播台对交通信息的播报,一直受到交通信息资源的/r/n制/r/n发展的早期,交通信息的主要来源是通过出租/r/n车/r/n和其他/r/n的人工报告、以及人工方式/r/n的/r/n信息/r/n部分/r/n从/r/n指挥中心获取的信息/r/n随着/r/n2004/r/n年城市快速路网/r/n /r/n高交通信息播报的广度和深度、以及提供信息的实/r/n时/r/n通广播电台将作为交/r/n从去年开始,通过提供城市快速路网交通信息资源,/r/n在/r/n市的东/r/n方/r/n等/r/n,在早/r/n晚/r/n开始了定点的快速路路况信息发布,包括部分道/r/n路/r/n信息/r/n方/r/n式/r/n的/r/n交/r/n通/r/n信/r/n息/r/n服/r/n采/r/n用/r/n方式提供交通信息服务,近年来得到了较快的发展,其发展的主/r/n体/r/n来自两个方面,一/r/n是/r/n和行业主管部门,二是社会企业。/r/n和行业主管部门提供/r/n的/r/n方式的交通信息服务,其目的是体现其为/r/n民/r/n服务/r/n的/r/n,其方式是在其/r/n的基础上,通过设/r/n置/r/n网页、结合其管理/r/n信息发布;目前这类交通信息服务相关/r/n的/r/n数量已不少,提供的交通信息服务/r/n也起到了一定的作用;但是,这/r/n些/r/n提供的交通信息服务,具有提供的信息内/r/n重点/r/n在/r/n换乘等信息提供,属于专业性的交通信息服/r/n务/r/n,深受欢迎;随着/r/n方式的交通信息服务需求的发展,一些大/r/n型/r/n也开始加入到交通信息服务/r/nGIS/r/n受限于实时交通信息的匮乏,主要以静态信息为主,但具/r/n有/r/n获取动态信息/r/n综上所述,/r/n方式的交通信息服务由于实时交通信息资源缺乏,导致实/r/n息的交通出/r/n行/r/n还没有。随着市交通信息服务应用平台的建设、综合交通信/r/n资源的增加和积累,/r/n为/r/n方式的交通信息服/r/n务/r/n来了驱动力,一是需要建立大型的专业的交通出/r/n行/r/n,提供一站式综合交通信息服务;二是提/r/n高/r/n行业主管部/r/n门/r/n提供行业交通信息服务的质量,提高行业交通信息服务和与/r/n理和关联其他信息服务,逐步开展面向个人的信息服务。/r/n其/r/n他/r/n方/r/n式/r/n的/r/n公/r/n益/r/n性/r/n信/r/n息/r/n服/r/n其他方式的公/r/n益/r/n通信息服务,主要是结/r/n合/r/n部门职能提供的交通信息声/r/n讯/r/n服务,如城市快速路交/r/n通/r/n中心、高速公路网交/r/n通/r/n中心和路段分中心等通过求/r/n助/r/n提供的交通信息服务,主要集中在问路、突发事件情况下的询问等方面/r/n服/r/n务/r/n为兼顾/r/n还没有形成一种规模的专业的交通信息服务方式/r/n随着交通信息化的发展,公益性的交通声/r/n讯/r/n服务将逐步趋向集中、规/r/n模/r/n和专业,/r/n如/r/n市公路网即将启/r/n用/r/n的应急求援和信/r/n息/r/n码/r/n12122,集中/r/n⑵/r/n/r/n个/r/n性/r/n化/r/n交/r/n通/r/n信/r/n息/r/n服/r/n务/r/n设/r/n施/r/n的/r/n现/r/n用/r/n的/r/n范/r/n畴,/r/n这/r/n部/r/n分/r/n内/r/n容/r/n比/r/n较/r/n复/r/n杂,/r/n无/r/n论/r/n是/r/n信/r/n息/r/n服/r/n务/r/n方/r/n式/r/n还/r/n是/r/n方式,/r/n均/r/n具/r/n有商/r/n业/r/n1)/r/n方/r/n式/r/n交/r/n通/r/n信/r/n息/r/n服/r/n随着移动通信系统的发展/r/n,/r/n逐步从单一/r/n的/r/n通信终端发展成为一种/r/n新/r/n终端,丰富/r/n 展示方式、个性化的信息交互、日渐增加的通信带宽、/r/n及日益强大的终端计算运行和信息展示能力,使/r/n得/r/n方式交通信息服务得到/r/n了/r/n./r/nA/r/n/r/n方式提供交通信息服务的种类:/r/n目前,/r/n通过移动通信系统/r/n和/r/n终/r/n端/r/n提供交通信息服务的方式有/r/n:/r/n、彩信/r/n、/r/n终端导航、WAP/r/n/r/n、以及基/r/n./r/nB.目前,/r/n从/r/n来说/r/n,/r/n方式的交通信息服务已在部分城市开始/r/n了/r/n,市也有一些公司推出/r/n了/r/n方式交通信/r/n息/r/n服务,但是存在两个主要的问/r/n,/r/n局限/r/n在/r/n,或仅仅提/r/n供/r/n静态导航服务,缺/r/n乏/r/n方式综合服务的组织;以/r/n上两大问题制约/r/n了/r/n方式交通信息服务的扩展/r/n,/r/n不够,用户比较少。另外,从/r/n方式交通信息服务的发展来看,主要集/r/n中/r/n移动通信公司的/r/n,/r/n,/r/nC.07/r/n年/r/n11/r/n月开始/r/n/r/n市交通信息中心与中国移动通信公司/r/n联/r/n为规模开/r/n展/r/n方式的交通信息服务打下了技术基础。/r/n,/r/nD./r/n从中国移动通信公司的角度,/r/n对/r/n方式交通信息服务寄予厚望,/r/n计划一揽子推进,包/r/n括/r/n、彩信/r/n、/r/n终端导航、WAP/r/n外,还把/r/n12580/r/n查询服务/r/n中国移动通信公司还打算在国内/r/n对/r/n方式的交通信息服务进行标准化/r/n,/r/n服/r/n车/r/n载/r/n导/r/n航/r/n方/r/n式/r/n交/r/n通/r/n信/r/n息/r/n服/r/n在车辆上安装终端提供车载导航服务,是面向个人提供出/r/n行/r/n通信息服/r/n务/r/n的重要方式,在国外已经作为一种重要的交通信息服务方式进/r/n入/r/n。我国的车/r/n,/r/n近几年,/r/n车载的静态导航终端发展比较快/r/n/r/n/r/n有多家企业经销静态导/r/n航终端,而且提供的地图覆/r/n盖/r/n,在地图更新等方面提供了良好的服务;/r/n,/r/n只/r/n有/r/n等少数城市开始小规/r/n模/r/n,提供的信息资源有限;本市在车载导航终端上提供动态信息服务,还处在试验阶段,没有开/r/n始/r/n。/r/n企业比较多,规模比较小,动态信息组织方式/r/n和/r/n方式多元,技术标准/r/n不/r/n进行进一步的交通信息增值处理/r/n如动态时间最优路径选择/r/n交通状/r/n态/r/n预估、/r/n其/r/n他/r/n方/r/n式/r/n的/r/n个/r/n性/r/n化/r/n交/r/n通/r/n信/r/n息/r/n服/r/n通信息资源受限,还没有正常/r/n的/r/n获取,也无法投入巨资自/r/n行/r/n,随着市交/r/n通综/r/n合/r/n的建设和信息资源的丰富,其他方式的个性化交通信息服务会有/r/n声/r/n讯/r/n方式:现有的部分声/r/n讯/r/n服务系统,能够增加动态交通信息声/r/n讯/r/n统得到了逐步的发展,如/r/n:/r/n车和地铁上移动电视终端、商住搂内的各/r/n种/r/n和信息服务终端、交通枢纽和车站、停车场库等公共场所的自助服务终端、/r/n结合一些面向社会公众的大/r/n型/r/n显示屏,特别是小区的大型显示屏,进/r/n行/r/n⑶/r/n/r/n市交通信息中心进行交通信息服务试验设施的现/r/n市交通信息中心从/r/n2007/r/n年开始/r/n陆续开展了一些交通信息服务的试验/r/n:2007年/r/n在/r/n市城乡建设和交通委 /r/n /r/n信息和轨道交通换乘网页;2007年底至/r/n2008年初,/r/n与中国移动/r/n进行了/r/n彩信/r/nWAP/r/n方式发布快速路和地面道路实时路况信息的试验/r/n2008/r/n年3/r/n月至今,与/r/n数字移动/r/n进行了基于数字广播(DAB)/r/n方式的交通信息的发布试验;2008年7月至今,/r/n与/r/n图新、高/r/n德/r/n等地图厂商以/r/n及上汽/r/n先/r/n锋、新/r/n科/r/n等前装/r/n或PND/r/n导/r/n航/r/n仪厂商/r/n进/r/n行了调/r/n频/r/n副载波/r/n(RDS-TMC,DARC-RTIC)方式的交通信息的发布试验,2009年3月进行了中国移动/r/n多/r/n页发布信息试验/r/n和/r/n方式发布交通信息的试验过程中,建立了两个相对独立的/r/n时也为了更有层次性的、更系统的向公众发布交通信息,在/r/n2008年/r/n7月启动的/r/n1-6/r/n1-6中,GPS数据接收服务器,FCD/r/n1,发布段数据组织与/r/n320/r/n1-6/r/n、/r/n系/r/n统/r/n运/r/n行/r/n管/r/n理/r/n现/r/n1、市交通综/r/n合/r/n运行管理现/r/n市/r/n交/r/n通/r/n综/r/n合/r/n系/r/n统/r/n第/r/n一/r/n阶/r/n段/r/n工/r/n程/r/n于/r/n/r/n2007/r/n/r/n年/r/n建/r/n成/r/n并/r/n运/r/n行/r/n目/r/n前/r/n平/r/n台/r/n的/r/n管/r/n理/r/n由/r/n市交通信息中心运行管理部进行交通综/r/n合/r/n的日常运维和管理。交通综/r/n合/r/n自建成后,建立了定期的巡检制度,安排专人在工作日每天进/r/n行/r/n2/r/n次/r/n以/r/n上/r/n的/r/n巡/r/n检/r/n。/r/n与/r/n此/r/n同/r/n时/r/n,/r/n建/r/n立/r/n了/r/n运/r/n维/r/n系/r/n统/r/n,/r/n当/r/n平/r/n台/r/n系/r/n统/r/n出/r/n现硬件/r/n或/r/n故障时运维系统会自动通过运/r/n维/r/n模块向相关运/r/n维/r/n发/r/n送/r/n。/r/n2/r/n目前特定专项基金工程中,基/r/n于/r/n数据、GPS/r/n数据的交通信/r/n息/r/n系统/r/n处/r/n2/r/n、/r/n市/r/n交/r/n通/r/n综/r/n合/r/n信/r/n息/r/n汇/r/n集/r/n的/r/n需/r/n求/r/n和/r/n功/r/n能/r/n要/r/n、/r/n市/r/n交/r/n通/r/n综/r/n合/r/n现/r/n市/r/n交/r/n通/r/n综/r/n合/r/n工/r/n程/r/n于/r/n2006/r/n/r/n年/r/n11/r/n/r/n月/r/n开/r/n始/r/n建/r/n设/r/n在/r/n2008/r/n/r/n年/r/n初/r/n完/r/n成/r/n终/r/n验。该工程完成了市交通综/r/n合/r/n建设三个步骤中的第一步,即从市政、交警和城交等行业汇聚以道路交通为主的交通信息,在综合平台形/r/n成/r/n的信息资/r/n市交通综/r/n合/r/n根据所需接入的交通信息现状,主要接入了市政/r/n、/r/n和城交三个行业局所属的部/r/n分/r/n系统信息,并通过在三个行业局部/r/n署/r/n接/r/n图/r/n2-/r/n /r/n接入界/r/n根据市交通综/r/n合/r/n定位,在工程建设中对其用户需求进行了详细的调/r/n图/r/n2-/r/n /r/n综合平台功能需求及综合平台系统运行管理需/r/n本工程将基于综/r/n合/r/n现有需求和构架,完成对综合平台系统软硬件进/r/n、/r/n系统扩容需求:/r/n描述新增信息在综合平台内通信/r/n/r/n、/r/n交换共享/r/n以/r/n、/r/n系统优化需求/r/n描述综合平台在本工程内进/r/n行/r/n结构优化和功能/r/n优/r/n、/r/n系/r/n统/r/n接/r/n入/r/n扩/r/n容/r/n需/r/n城/r/n交/r/n对/r/n通枢纽信息系统/r/n、/r/n浦/r/n东/r/n新/r/n区/r/n专/r/n业/r/n总/r/n平/r/n台/r/n接/r/n综合平台建设初期规划的一个行业接入节点,类似已有的市政/r/n、/r/n和城交接入/r/n浦/r/n西/r/n、市政和城交的交通信息相同。/r/n实时的道路交/r/n通/r/n信息/r/n交通状态信息/r/n交通事件信息等实时交通信息/r/n信/r/n注/r/n信/r/n注/r/n覆/r/n盖/r/n区/r/nScats/r/n从/r/nscats/r/n/r/n系/r/n统/r/n包括相位时长、/r/nScats/r/n5/r/n从/r/nscats/r/n系/r/n /r/n5/r/n分钟内车道流/r/n浦东地面有向路段/r/n分析/r/nscats/r/n浦东地面文字诱导/r/n浦东地面光带诱导/r/n板显示光带颜色以及设备状态/r/n浦东快速路匝道/r/n快速路/r/n匝道开放/r/n//r/n关闭信/r/n浦东外环线/r/n1/r/n据/r/n20/r/n/r/n快/r/n速/r/n检测所得的流量/r/n速度/r/n占/r/n有率/r/n浦东快速路发布/r/n快速路发布段的畅通/r/n//r/n拥挤/r/n//r/n浦东快速路匝道交通/r/n浦东快速/r/n路/r/n路/r/n浦东快速路单元/r/n快速路单元段的畅通/r/n//r/n拥挤/r/n//r/n浦东快速路文字型交/r/n浦东快速路光带型交/r/n、/r/n城/r/n交/r/n新增/r/n信/r/n息/r/n接/r/n城/r/n交/r/n信息接入节点及系统已经在综合平台工程中完成实施。随着城交局指挥中心的改造,/r/n其/r/n新增了部分交通信息,在本工程中需要完善其信息接入功能。城交/r/n/r/n需要接入综合平台的信息主要包括:/r/n形成对接入信息/r/n的/r/n管理机制/r/n、对/r/n通/r/n枢/r/n纽/r/n信/r/n息/r/n接/r/n对/r/n通枢纽信息系统包括了浦东机场交通信息系统/r/n铁路局数据中心/r/n,/r/n虹桥枢纽交/r/n通/r/n,长/r/n途/r/n信息/r/n,/r/n港口的信息系统等。/r/n政/r/n务/r/n方式:接入系统与综合平台间通过政/r/n务/r/n实现网络沟通/r/n公网方式:接入系统通过公网与本工程建设的服务应用平台进行网络连/r/n对/r/n通枢纽信息系统接入的交通信息内容,主要集中在以下几个方面/r/n对/r/n通场站及设施的静态分布信息/r/n对/r/n通的客流分布信息和统计信息/r/n大型枢/r/n纽/r/n的道路、停车库(场)等的静态信息和动态信息/r/n信/r/n注/r/n覆/r/n盖/r/n区/r/n息/r/n机场周/r/n边/r/n浦东机场周边地面/r/n当天轮船班次标识,售票状态,计划/r/n、/r/n世/r/n博/r/n会/r/n交/r/n通/r/n信/r/n息/r/n子系统/r/n接/r/n本工程需要为世博会交通信息子系统与市交通综/r/n合/r/n间进行/r/n世/r/n内/r/n园/r/n通信息的交换,在设计中预留接入接口。根据世博会交通信息子系统的/r/n建/r/n、/r/n交/r/n通/r/n信/r/n息/r/n服/r/n务/r/n应/r/n用平台/r/n接/r/n本工程需要按照交通信/r/n息/r/n获取交通信息的要求,确定与交通信息服/r/n、/r/n信/r/n息/r/n扩/r/n容/r/n、/r/n基/r/n础/r/n信息/r/n汇/r/n聚/r/n扩/r/n容/r/n需/r/n(道路、路段、交叉口、立交、桥梁、隧道、匝道/r/n。/r/n图/r/n2-/r/n /r/n基础地理信/r/n数/r/n据/r/n类/r/n要/r/n素/r/n数/r/n据/r/n范/r/n主/r/n要/r/n静/r/n态/r/n属/r/n全市地面道路及/r/n高速及快速/r/n全市(不含规划/r/n关联快速路(高速/r/n关联高速(快速路/r/n交通应用图层/r/n主要用于生/r/n成/r/n发布对象图层的标准编码及形成交通/r/n发/r/n布/r/n交/r/n通/r/n应/r/n用/r/n图/r/n发/r/n布/r/n图/r/n2-/r/n
