nearly200nationshaveassembledherethisweek–adeclarationthatforallthechallengesweface,thegrowingthreatofclimatechangecoulddefinethecontoursofthiscenturymoredramaticallythananyother.whatshouldgiveushopethatthisisaturningpoint,thatthisisthemomentwefinallydeterminedwewouldsaveourplanet,isthefactthatournationsshareasenseofurgencyaboutthischallengeandagrowingrealizationthatitiswithinourpowertodosomethingaboutit.
ourunderstandingofthewayshumanbeingsdisrupttheclimateadvancesbytheday.fourteenofthefifteenwarmestyearsonrecordhaveoccurredsincetheyear2022–and2022isonpacetobethewarmestyearofall.nonation–largeorsmall,wealthyorpoor–isimmunetowhatthismeans.
thissummer,isawtheeffectsofclimatechangefirsthandinournorthernmoststate,alaska,wheretheseaisalreadyswallowingvillagesanderodingshorelines;wherepermafrostthawsandthetundraburns;whereglaciersaremeltingatapaceunprecedentedinmoderntimes.anditwasapreviewofonepossiblefuture–aglimpseofourchildren'sfateiftheclimatekeepschangingfasterthanoureffortstoaddressit.submergedcountries.abandonedcities.fieldsthatnolongergrow.politicaldisruptionsthattriggernewconflict,andevenmorefloodsofdesperatepeoplesseekingthesanctuaryofnationsnottheirown.
thatfutureisnotoneofstrongeconomies,norisitonewherefragilestatescanfindtheirfooting.thatfutureisonethatwehavethepowertochange.righthere.rightnow.butonlyifwerisetothismoment.asoneofamerica'sgovernorshassaid,“wearethefirstgenerationtofeeltheimpactofclimatechange,andthelastgenerationthatcandosomethingaboutit.”
i'vecomeherepersonally,astheleaderoftheworld'slargesteconomyandthesecond-largestemitter,tosaythattheunitedstatesofamericanotonlyrecognizesourroleincreatingthisproblem,weembraceourresponsibilitytodosomethingaboutit.
overthelastsevenyears,we'vemadeambitiousinvestmentsincleanenergy,andambitiousreductionsinourcarbonemissions.we'vemultipliedwindpowerthreefold,andsolarpowermorethantwentyfold,helpingcreatepartsofamericawherethesecleanpowersourcesarefinallycheaperthandirtier,conventionalpower.we'veinvestedinenergyefficiencyineverywayimaginable.we'vesaidnotoinfrastructurethatwouldpullhigh-carbonfossilfuelsfromtheground,andwe'vesaidyestothefirst-eversetofnationalstandardslimitingtheamountofcarbonpollutionourpowerplantscanreleaseintothesky.
theadvanceswe'vemadehavehelpeddriveoureconomicoutputtoall-timehighs,anddriveourcarbonpollutiontoitslowestlevelsinnearlytwodecades.
butthegoodnewsisthisisnotanamericantrendalone.lastyear,theglobaleconomygrewwhileglobalcarbonemissionsfromburningfossilfuelsstayedflat.andwhatthismeanscan'tbeoverstated.wehavebrokentheoldargumentsforinaction.wehaveprovedthatstrongeconomicgrowthandasaferenvironmentnolongerhavetoconflictwithoneanother;theycanworkinconcertwithoneanother.
andthatshouldgiveushope.oneoftheenemiesthatwe'llbefightingatthisconferenceiscynicism,thenotionwecan'tdoanythingaboutclimatechange.ourprogressshouldgiveushopeduringthesetwoweeks–hopethatisrootedincollectiveaction.
earlierthismonthindubai,afteryearsofdelay,theworldagreedtoworktogethertocutthesuper-pollutantsknownashfcs.that'sprogress.already,priortoparis,morethan180countriesrepresentingnearly95percentofglobalemissionshaveputforwardtheirownclimatetargets.thatisprogress.forourpart,americaisontracktoreachtheemissionstargetsthatisetsixyearsagoincopenhagen–wewillreduceourcarbonemissionsintherangeof17percentbelow2022levelsby2022.andthat'swhy,lastyear,isetanewtarget:americawillreduceouremissions26to28percentbelow2022levelswithin10yearsfromnow.
soourtaskhereinparisistoturntheseachievementsintoanenduringframeworkforhumanprogress–notastopgapsolution,butalong-termstrategythatgivestheworldconfidenceinalow-carbonfuture.
here,inparis,let'ssecureanagreementthatbuildsinambition,whereprogresspavesthewayforregularlyupdatedtargets–targetsthatarenotsetforeachofusbutbyeachofus,takingintoaccountthedifferencesthateachnationisfacing.
hereinparis,let'sagreetoastrongsystemoftransparencythatgiveseachofustheconfidencethatallofusaremeetingourcommitments.andlet'smakesurethatthecountrieswhodon'tyethavethefullcapacitytoreportontheirtargetsreceivethesupportthattheyneed.
hereinparis,let'sreaffirmourcommitmentthatresourceswillbethereforcountrieswillingtodotheirparttoskipthedirtyphaseofdevelopment.andirecognizethiswillnotbeeasy.itwilltakeacommitmenttoinnovationandthecapitaltocontinuedrivingdownthecostofcleanenergy.andthat'swhy,thisafternoon,i'lljoinmanyofyoutoannounceanhistoricjointefforttoacceleratepublicandprivatecleanenergyinnovationonaglobalscale.
hereinparis,let'salsomakesurethattheseresourcesflowtothecountriesthatneedhelppreparingfortheimpactsofclimatechangethatwecannolongeravoid.weknowthetruththatmanynationshavecontributedlittletoclimatechangebutwillbethefirsttofeelitsmostdestructiveeffects.forsome,particularlyislandnations–whoseleadersi'llmeetwithtomorrow–climatechangeisathreattotheirveryexistence.andthat'swhytoday,inconcertwithothernations,americaconfirmsourstrongandongoingcommitmenttotheleastdevelopedcountriesfund.andtomorrow,we'llpledgenewcontributionstoriskinsuranceinitiativesthathelpvulnerablepopulationsrebuildstrongerafterclimate-relateddisasters.
andfinally,hereinparis,let'sshowbusinessesandinvestorsthattheglobaleconomyisonafirmpathtowardsalow-carbonfuture.ifweputtherightrulesandincentivesinplace,we'llunleashthecreativepowerofourbestscientistsandengineersandentrepreneurstodeploycleanenergytechnologiesandthenewjobsandnewopportunitiesthattheycreateallaroundtheworld.therearehundredsofbillionsofdollarsreadytodeploytocountriesaroundtheworldiftheygetthesignalthatwemeanbusinessthistime.let'ssendthatsignal.
that'swhatweseekinthesenexttwoweeks.notsimplyanagreementtorollbackthepollutionweputintoourskies,butanagreementthathelpsusliftpeoplefrompovertywithoutcondemningthenextgenerationtoaplanetthat'sbeyonditscapacitytorepair.here,inparis,wecanshowtheworldwhatispossiblewhenwecometogether,unitedincommoneffortandbyacommonpurpose.
andlettherebenodoubt,thenextgenerationiswatchingwhatwedo.justoveraweekago,iwasinmalaysia,whereiheldatownhallwithyoungpeople,andthefirstquestionireceivedwasfromayoungindonesianwoman.anditwasn'taboutterrorism,itwasn'tabouttheeconomy,itwasn'tabouthumanrights.itwasaboutclimatechange.andsheaskedwhetheriwasoptimisticaboutwhatwecanachievehereinparis,andwhatyoungpeoplelikehercoulddotohelp.
iwantouractionstoshowherthatwe'relistening.iwantouractionstobebigenoughtodrawonthetalentsofallourpeople–menandwomen,richandpoor–iwanttoshowherpassionate,idealisticyounggenerationthatwecareabouttheirfuture.
