nearly200nationshaveassembledherethisweek–adeclarationthatforallthechallengesweface,thegrowingthreatofclimatechangecoulddefinethecontoursofthiscenturymoredramaticallythananyother.whatshouldgiveushopethatthisisaturningpoint,thatthisisthemomentwefinallydeterminedwewouldsaveourplanet,isthefactthatournationsshareasenseofurgencyaboutthischallengeandagrowingrealizationthatitiswithinourpowertodosomethingaboutit.

i'vecomeherepersonally,astheleaderoftheworld'slargesteconomyandthesecond-largestemitter,tosaythattheunitedstatesofamericanotonlyrecognizesourroleincreatingthisproblem,weembraceourresponsibilitytodosomethingaboutit.

overthelastsevenyears,we'vemadeambitiousinvestmentsincleanenergy,andambitiousreductionsinourcarbonemissions.we'vemultipliedwindpowerthreefold,andsolarpowermorethantwentyfold,helpingcreatepartsofamericawherethesecleanpowersourcesarefinallycheaperthandirtier,conventionalpower.we'veinvestedinenergyefficiencyineverywayimaginable.we'vesaidnotoinfrastructurethatwouldpullhigh-carbonfossilfuelsfromtheground,andwe'vesaidyestothefirst-eversetofnationalstandardslimitingtheamountofcarbonpollutionourpowerplantscanreleaseintothesky.

theadvanceswe'vemadehavehelpeddriveoureconomicoutputtoall-timehighs,anddriveourcarbonpollutiontoitslowestlevelsinnearlytwodecades.

butthegoodnewsisthisisnotanamericantrendalone.lastyear,theglobaleconomygrewwhileglobalcarbonemissionsfromburningfossilfuelsstayedflat.andwhatthismeanscan'tbeoverstated.wehavebrokentheoldargumentsforinaction.wehaveprovedthatstrongeconomicgrowthandasaferenvironmentnolongerhavetoconflictwithoneanother;theycanworkinconcertwithoneanother.

andthatshouldgiveushope.oneoftheenemiesthatwe'llbefightingatthisconferenceiscynicism,thenotionwecan'tdoanythingaboutclimatechange.ourprogressshouldgiveushopeduringthesetwoweeks–hopethatisrootedincollectiveaction.

earlierthismonthindubai,afteryearsofdelay,theworldagreedtoworktogethertocutthesuper-pollutantsknownashfcs.that'sprogress.already,priortoparis,morethan180countriesrepresentingnearly95percentofglobalemissionshaveputforwardtheirownclimatetargets.thatisprogress.forourpart,americaisontracktoreachtheemissionstargetsthatisetsixyearsagoincopenhagen–wewillreduceourcarbonemissionsintherangeof17percentbelow2022levelsby2022.andthat'swhy,lastyear,isetanewtarget:americawillreduceouremissions26to28percentbelow2022levelswithin10yearsfromnow.

soourtaskhereinparisistoturntheseachievementsintoanenduringframeworkforhumanprogress–notastopgapsolution,butalong-termstrategythatgivestheworldconfidenceinalow-carbonfuture.
