3、d to identify the responsibilities and legal requirements at worksites where Project has the prevailing influence. 本程序的目的是通过执行应急反应措施为工作提供一个安全体系,明确在项目工地的责任和法律要求。SCOPE 范围This procedure describes the actions to be taken by key personnel in the event of an emergency situation arising on Project Site and
4、 offsite construction activities associated with this project.本程序说明在项目现场及与项目有关的场外施工活动中出现紧急状况时,关键人员可以采取的措施(行动)。The procedure also caters for emergencies arising out of office hours.It is anticipated that notification of emergencies occurring during office hours will be via normalchannels. The respons
5、e arrangements will however, be as per the procedure. 本程序还考虑办公时间以外出现的紧急事件。在办公时间出现的紧急事件将由正常的渠道通知,响应安排将按本程序执行。LEVELS OF RESPONSE反应等级As emergency situations differ in severity, for the purpose of establishing the appropriate level of response required, incidents are ranked as Levels 1, 2 and 3.由于紧急事件发生
6、的严重等级各不相同,为了满足适当的响应级别的要求,将事故等级分为1, 2 和 3 级。Level 1 - This would be, but may not be limited to, a medical rescue, which is the result of illness or minor injury or minor incident.Some examples would be:级 - 包含疾病、轻微的伤害或事故导致的医疗救护在内的轻微事件。例如:An environmental spill of 1 barrel or less.1 只桶或不到 1 只桶(的化学品)溢溅至

10、el 3 -This is an emergency situation, which has resulted in the mobilization of the site emergency response organization.In such instances the full ProjectEmergency Response Team will be mobilized. 23、下班时用的紧急电话号码。The identified conference room at Project will also serve as the Emergency Co-ordination Room, to provide a base from which the Emergency Response Team can co-ordinate efforts to help resolve any arising crisis. 项目的指定会议室也将用作紧急事故协调室,成为紧急响应小组的指挥中心,进行协调作业,协助解决出现的危机。Response to Emergencies 对
24、紧急事故的响应Level 1 1级The immediate supervisor has the responsibility to contact the Contractors HSE Manager /Engineer to provide full particulars of the emergency. The ContrHSE Manager / Engineer shall then take appropriate actions.直接的主管有责任与承包商HSE经理/工程师联系,向 (其)提供紧急事件的全部详情。然后承包商的HSE经理 /工程师必须采取适当行动。If for
25、 any reason the Contractors HSE Manager / Engineer cannot be contacted the call should be directed to the Areac tCioonn Mstarunager or designate, who caneither deal with the matter directly or contact other suitable personnel.如果由于种种原因,联系不上承包商的HSE经理 / 工程师,应直接打电话给区域施工经理或其指定人员,他可以处理这种事情或者能联系上其它合适人员。Lev
26、el 22级Above actions will also apply to Level 2 emergencies but in the event of a more serious accident or incident, Project/Construction HSE Manager, or his deputy, and the Area Construction Manager must be informed.Project/Construction HSE Manager shall commence incident investigation activities.对这
27、一级的紧急事件也要采取上述行动,但若事故较为严重,还应通知项目HSE经理或其副手、区域施工经理。项目HSE经理必须开始事故调查活动。Level 33级All calls concerning a level 3 emergency should be made to the Project Manager.On receipt of a call indicating that a Level 3 Emergency has arisen the followingactions shall be taken. Project Manager shall immediately contact
28、 all Emergency Response Team Members advising them of the situation and instructing them to proceed to the site of the emergency and if necessary to mobilize the Emergency Co-ordination Room. Once contact has been made the Project Manager should immediately proceed to the scene of the emergency.凡涉及
29、3 级的紧急事件均应打电话给项目经理。一旦收到出现 3 级的紧急事件的电话,应采取下列行动。项目经理应立即与全体紧急响应小组成员联系,告诉他 们发生的情况,并指示他们去事故现场,必要时将紧急事故协调室搬过去。一旦联系完毕,项目经理应立即去事故现场。HSE Manager that -tohred Einmateiorgne Rnocoy mC oIf the Emergency Co-ordination Room has been mobilized the Project Manager shall advise the Contractorshas been mobilized and
30、that all communications should be between the two centers. 一旦紧急协调室已经搬迁,项目经理应通知承包商HSE经理紧急协调室已完全搬好,所有的通信可在两个中心之间进行。Once the nature of the emergency has been established, the Project Manager must determine the extent of back-up and support required.He must also liaisewith the Contractors HSE Manager an
31、d establish whePthroejre ac t Representative is required at the Contractors premises, Police Headquarters, Hospital, etc.一旦紧急事件的性质已经确定,项目经理必须决定后援和支持的程度(范围) 。他还必须与承包商 HSE经理保持联系,以明确项目高级代表是在承包商办公室、 警察总部还是在医院等(为好) 。The Project Manager may require the Contractor to provide a print out of the up-to-date P
32、ersons on site list, for the affected location. 项目经理可要求承包商提供一份受害地点更新的“现场人员”名单。Anyone involved in an emergency response shall maintain a log of all information, (issued and received) and of all actions taken. For this purpose clear and legible notes on plain paper are acceptable.At the conclusion of
33、the emergency, the notes must be collated and stored for possible future scrutiny by management or authorities.A full de-brief meeting will be carried out as soon as practicable after the incident. 涉及到紧急事件的任何人应保留所有(发出的和收到的)信息的日记以及采取的行动记录。为此,可以接受在普通纸张上作明确而易读的笔记。事件结束后,笔 记必须加以分类保管,以备将来管理层或有关机关查阅。事故后应尽快
34、进行汇报会议。Should it be necessary for a Project Representative Team to attend the contractors prem ises, the nominated person must be equipped with all Project Persons-on-Site family names and contact telephone numbers plus mobile telephone numbers. 如果必须要有项目代表到承包商办公室,该指定人员必须配备以项目所有“在现场人员”集体名字、联系电话和手机号。M
35、edia - Media calls must be referred to Project Manager and Construction Manager If this proves to be impractical due to the contractor delaying release of information, the Project Manager may release a statement acknowledging awareness of the emergency, the location of the emergency and stating the
36、fact that Project Emergency Response Team has been mobilized and is working with the contractor to co-ordinate the response.媒体 -媒体的来电必须提交项目经理和施工经理。假如由于承包商推迟发布信息而使之不能进行时,项目经理可发布一项声名,告知对突发事件的注意、突发事 件的位置并指出事实上项目应急小组已调动,正与承包商一起工作以协调应对。Once the initial statement and further statements have been released,
37、 the Project Manager or his designate may be subjected to receiving numerous calls from the media. Only approved information given to them by Senior Project Management shall be issued. 一旦最初的声明和进一步的声明公布后,项目经理或其委派人可能会收到大量来自于媒体的电话。只有经高级项目管理部门同意提供给他们的信息方可发布。On no account should anyone dealing with the e
38、mergency, assume or surmise anything. 媒体应对小组决不能推测,假定或臆想任何事情。Emergency Evacuation - In the event that the emergency results i n the evacuation of personnel from the site, the contractors HSE Manager shall ensure thead count is conducted and that all employees have been accounted for and to arrange fo
39、r the evacuees to be cared for as appropriate.应急疏散 -在突发事件造成人员从现场疏散的情况下,承包商的HSE经理应确保进行“人头清点” ,所有雇员均有下落,对被疏散者安排相应的照料。Should personnel, (staff, agency, seconded), become hospitalized, the appropriate personnel department shall ensure arrangements are made for the injured parties family to be informed.一
40、旦有人员(职员、代理、临时调任的)住院,有关人员的部门应确保通知受伤方家属,并做好安排。EMERGENCIES紧急事件This section will outline procedures for addressing various emergency situations 这一部分将概述解决各种不同紧急情况的程序The Security Team is responsible for maintaining clear emergency routes and to assist in directing emergency equipment and personnel to an a
41、ffected area of the site.They willalso keep unauthorized personnel away from an emergency scene. 保安小组负责维持畅通的应急通道,并协助指挥应急设备和人员至现场的事发区域。他们还应使未授权的人员离开应急现场。FIRE 火灾Equipment: The Site HSE Team will inspect and maintain the site fire fighting equipment.设备: 现场 HSE小组将检查并保管消防器材。An appropriate number of site
42、personnel will be trained in the proper use of fire fighting equipment. The training will include hands on use of fire hoses and fire extinguishers. Site personnel must be informed to always use their individual judgment as to whether it is safe to attempt to fight a fire with available fire fightin
43、g equipment and they should never hesitate to leave the fire scene if they feel they are in imminent danger. 对适当数量的现场人员进行正确使用灭火设备的训练。训练将包括消防水管和灭火器的传递使用。现场人员须被告知在试图用现有的灭火设备进行灭火时,应始终判断 他们自己是否安全,并且他们在感到自身将陷于危险时千万不应犹豫,要立即离开火灾现场。When a fire is detected, personnel must be able to alert the Project HSE per
44、sonnel . By using an air horn and signally the international distress (SOS) three short blasts, a pause, followed by three long blasts). The person detecting the fire must alert personnel in the immediate area of the fire and those personnel can either attempt to use the portable fire extinguishers
45、and hoses to fight the fire or immediately evacuate the area. Once the Project HSE personnel arrive on the scene they will determine whether the local fire department or mutual agreement partners need to be summoned.Site personnel are not allowed to attempt to fight any fire using equipment brought

47、has been extinguished the affected Project Manager will ensure that a thorough incident investigation is conducted and that an incident report is prepared and duly communicated. The written report shall be sent to Project HSE department as soon as reasonably possible. 一旦火灾被扑灭,则事发的项目经理应确保进行彻底的事故调查,并准
48、备一份事故报告及时传达。报告应立即送达 HSE部门。VEHICLE ACCIDENTS车辆事故The individuals involved in or witness to a vehicle accident must immediately alert the Construction Manager and Project HSE Department. They must indicate whether there are actual or suspected injuries that require the attention of the Injury response
49、Team or local medical services. The Construction Manager may call for the dispatch of Security personnel and/or the Injury Response Team to the accident scene as required.涉及或目睹车辆事故的个人必须立即向施工经理和 HSE 部门报警。他们必需指出是否有实际或可疑的伤员需要引起伤害响应小组或当地医疗服务部门的注意。施工经理 可以在需要时要求派遣保安人员或伤害响应小组到事故现场。If summoned Security will
50、 secure the accident scene and determine whether the Construction Manager and the Manager of the Contractor affected by the accident should be notified. Once the scene is secured, Security will gather information and issue a written report. The Security Chief will initiate an investigation and with
51、the assistance of Project HSE Department will determine the causes and develop appropriate preventative measures. 保安部门在得到召唤后应保护事故现场并决定是否应通知事故相关的施工经理和承包商经理。现场一旦得到保护,保安部门应汇总信息并发表书面报告。保安部门主管在项目HSE部门的协助下认定原因,提出相应的预防措施。5.3WEATHER EMERGENCIES 气候方面的紧急事件Project HSE Department is responsible for drawing up c
52、ontingency plans for Typhoons and other inclement weather.Weather monitoring software is recommended to providehourly update reports to the Project Managers and Construction Managers; however, a formalized agreement with a local weather station may also be made to serve the purpose of attaining time
53、ly and accurate weather information.项目 HSE 部门将负责制订对于台风和其它恶劣天气的应急计划。建议预先安装天气监控软件,便于向项目经理和施工经理提供每小时的最新报告。然而,也可以和当地 气象站签订一个正式的协议,通过定期的服务获取正确的气象信息。Typhoons : The site will be made secure starting 48 hours prior to the potential arrival of a system that has winds greater than 75 kilometers per hour makes
54、 landfall.Within 12hours of the anticipated arrival of the system the site must be completely secure.台风 :现场将在风速每小时 75 公里的这一类大风可能抵达陆地之前48 小时开始进行保护。在预期抵达的十二小时之内,现场必须做好全部的安全防范措施。Securing the project site entails the following: Construction work will stop and focus on tying down loose material and equip
55、ment, disposal of rubbish / trash and garbage, securing objects and equipment that could become airborne, disconnecting electrical power to non-essential areas, lowering of crane booms and evacuation of non-essential personnel from the project site to a secure area. On an occurrence basis, the Proje
56、ct Manager will deal with other arising weather emergencies. 项目现场的安全要求如下:施工工作停止并捆住松散的材料和设备,处理垃圾/残屑和废料,固定那些可能被风刮走的物体和设备,切断不重要区域的电源,降下起重机的起重臂,并将无关紧要的人员从项目现场疏散到安全的区域。以此为基础,项目经理将处理其它的气象紧急事件。5.4 ENVIRONMENTAL RELEASE/RESPONSE ACTIONS 环境性泄漏 / 响应行动In the event of an Environmental Release the Project / Cons
57、truction HSE Manager must be notified immediately, who will in turn notify Emergency Response personnel. The type and magnitude of release and current weather conditions must be considered and the hazards thoroughly assessed before mobilizing emergency personnel. All Emergency Response personnel ent
58、ering the release area must wear the proper personnel protective clothing and respiratory protection.在环境性泄漏的情况下,必须立即通知项目HSE 经理,并由其通知应急小组成员。泄漏的类型和量度以及当时的天气状况必须予以考虑,并在调动应急人员之前对危险作出完全的评价。所有进入泄漏区域的应急小组成员必须穿戴合适的人身防护衣服和防毒面具。Non-Hazardous materials should be stopped at the source of release.Containment and
59、 clean up should begin as soon as reasonably possible.非危险性材料 应停放在释放原地。装封和清扫应尽快开始。Hazardous materials This site practice does not cover any significant Hazardous release. In case of significant release all personnel are to be evacuated from the immediate area and that area is to be cordoned / barrica
60、ded off.Containment must not proceed until the associated hazards are assessed and worker safety is assured.Clean up must not proceeduntil a Job Hazard Analysis and Safe Work Plan is developed that will assure the well-being of clean up personnel.危险性材料 这一现场操作不包括重大的危险性泄漏。在发生重大的泄漏时,所有人员均应从直接区域疏散且该区域应予
