7、nsightsChina was the rst country massively hit by COVID-19. Enterprises were forced to accelerate the digital business, for example, by using digital channels to reach customers. The early strict lockdowns controlled the virus from outbreak. While most of the world is still struggling with the COVID

8、-19 pandemic, China is showing a strong economic rebound. The National Bureau of Statistics of China reported GDP in China was up by 4.9% for the third quarter of 2020, and economic growth of the rst three quarters shifted from negative to positive.The Gartner 2021 CIO Survey conrms that Chinese ent

9、erprises are accelerating digital business. It also shows Chinese CIOs used the COVID-19 crisis as an opportunity to demonstrate the technologys contribution to the business, and strengthen their relationships with CEOs and other business leaders.COVID-19 Impact on Business MetricsDuring the pandemi

10、c, leading enterprises saw this as an opportunity to innovate their business and HYPERLINK /document/code/722606?ref=authbody&refval operating models to remain competitive. In Lessons From China: Business Model Resilience in the Coronavirus (COVID-19) Outbreak, Gartner introduces some examples on ho

11、w leading enterprises from China innovate their business model to deal with the pandemic.Survey result shows 45% of Chinese enterprises say their performance compared with their competitors is ahead where it otherwise would have been had COVID-19 not become a global pandemic (see Figure 1). This num

12、ber is much less compared to the global top performers (which is 100%), but it is encouraging (see Note 1). It shows COVID-19 did not destroy enterprises; on the contrary, it was a performance catalyst for many organizations.Figure 1: COVID-19 Was a Performance Catalyst for Many OrganizationsDigital

13、 Is AdvancingGartners CIO survey indicates many enterprises are actually accelerating digital business. Globally, the percentage of digital matured organizations has increased from 38% in 2019 to 48% in 2020 (see Figure 2).Figure 2: Digital Business Maturity Advancing RapidlyIn China, the percentage

14、 of digital matured organizations is the same as the global observation. However, in China, we see more organizations (29%) are progressing into the renement stage (see Figure 3). This indicates a greater proportion of Chinese enterprises are harvesting the benets from their digital business investm

There are various reasons including:Vast investment in information infrastructureWorld largest middle classLow delivery cost to support e-commerceVery high smartphone penetrationDigital dragons l

16、ike Alibaba and TencentThe digital journey plot shows Chinese enterprises are about two years ahead of the global trend in digital sales achievement (see Figure 4). In terms of success of digitizing processes on average, 55% have been optimized (made more efcient) through digital means. This is even

17、 higher than the average for the global banking industry (40%) which is the most mature industry. At the same time, on average, 32% of revenue is from digital sales in China, which is close to the global banking industry level (33%). This indicates Chinese enterprises are hitting key measures of ach

18、ievement, and are more mature in digital business than their global competitors.Figure 4: 2021 CIO Agenda: Digital Journey PlotThe CIO Position Has Been Elevated Keep the Momentum GoingCOVID-19 provided an opportunity for Chinese CIOs to contribute to strategic business changes. The survey shows 77%

19、 of Chinese CIOs strengthened their relationship with their CEOs, similar to 76% of global top performers (see Figure 5). Eighty-four percent of Chinese CIOs are fostering and changing the culture of IT, which is also higher than 79% of global top performers.Noticeably, there is a big difference bet

20、ween the percentage of Chinese CIOs and global top performers reporting an increase in the proportion of business staff working from home (57% vs. 94%). This is because Chinese enterprises tend not to have staff working from home for following reasons:Chinese culture is a high context culture requir

21、ing more face-to-face communication.Management styles in Chinese enterprise are more like command and control, instead of coaching. This requires more face-to-face management processes.The home condition is limited. For example, many employees dont have a room for a home ofce.The contained pandemic

22、in China made working from home less necessary.Figure 5: CIOs Are Contributing to Strategic ChangesEighty-seven percent of Chinese CIOs report to the CEO in their organization, compared to 56% for global top performers (see Figure 6). On the other hand, 68% of Chinese CIOs are the formal members of

23、their organizations executive teams, compared to 75% for global top performers. That means although some Chinese CIOs report to CEOs, they are not involved in executive teams. The reason is that these CIOs have not demonstrated that they can contribute to the strategic decision making in the managem

24、ent execution team. They are good executors, not strategists. They should leverage their experience dealing with the crisis and keeping business running and transforming during the pandemic to get the well- deserved seat at the executive management table (see HYPERLINK /document/code/347783?ref=auth

25、body&refval Get the Right Seat at the Table).Figure 6: CIOs Have More InfluenceCOVID-19 Effects Will Continue Into 2021Having realized the benet of digital during COVID-19, Chinese enterprises will continue digital into 2021. During the pandemic, 90% of Chinese enterprises used digital channels to r

26、each customers and digitalized their products or service. They will continue to do this in 2021 (see Figure 7). Fifty-two percent of Chinese enterprises increased engagement with their customers (in contrast to a transactional relationship with customers). More Chinese enterprises (70%) will do so i

27、n 2021.Figure 7: Meet Customers Needs DigitallyCOVID-19 changed enterprises attitude toward information and technology. Chinese enterprises increased funding of digital initiatives, treated IT investment strategically rather than tactically, increased IT headcount and invested in training the IT wor

28、kforce in 2020 (see Figure 8). Because enterprises recognized the business value of IT during the pandemic, we will see more CIOs do the above-mentioned things in 2021. 29、n ITTechnology Investments Will Support Digital TransformationThe survey asked respondents what technologies they will invest in more or less in 2021 (see Figure 9). The top three technologies that will gain more investment are all digital technologies, including:Articial intelligence (AI)/machine l

30、earningCloud service and solutionsBusiness intelligence (BI)/data analyticsNoticeably, although 40% of Chinese enterprises will increase investment in infrastructure and data centers, 35% of them will decrease it. This is consistent with the ndings from the previous three years. This indicates that

31、the shift to cloud from data centers is an inevitable trend, although the cloud adoption in China is much slower than in the U.S. and Europe.It is also noticeable that the percentage of Chinese CIOs who will increase investment in cyber/information security is much less than global (53% vs. 61%). Wh

32、ile the cyber/information security situation is becoming more and more complex, the Chinese government is requesting enterprises to pay more attention to security issues. Chinese CIOs should reevaluate their investment in cyber/information security.Figure 9: AI and Cloud Top 2021 PlansMethodologyThe

33、 2021 Gartner CIO Survey was conducted online from 14 July 2020 through 14 August 2020 among Gartner Executive Programs members and other CIOs. Qualied respondents were each the most senior IT leader (CIO) for their overall organization or a part of their organization (for example, a business unit o

34、r region). The total sample is 1,877, with representation from all geographies and industry sectors (public and private), including 31 from mainland China.The survey was developed collaboratively by a team of Gartner analysts, and was reviewed, tested and administered by Gartners Research Data and A

35、nalytics team.
