1、议案1:关于调整总公司部门组织架构的议案Bill 1:The Proposal of Changing theHO Organizational Structure本次总部组织结构设计重大职能调整摘要本次组织结构调整最大的改变,一是将农险条线多头管理,整合为统一的农险部,二是将原先商险的“产品全流程承包制”向基于流程的“责任中心制”改变,这对各部门的责任意识和客户导向有更严格的要求,除此以外,主要的重大调整及建议如下:部门/机构调整建议督导组在总公司设立非常设督导组,根据公司战略发展方向及业务发展需要,由公司委任相关领导、经验丰富的专家通过业务督导和业务协调,落实公司的重点项目。农险部由种、养

2、、林三个部门合并而成,内部覆盖全流程,从客户到理赔,但从风险考虑客服建议公司统一管理(客户投诉和承保理赔回访),另外为加强农险的地位和作用,建议将其放入营销中心。营销渠道部设置该部门最主要就是统一管理公司的各类渠道,实施归口管理,并建设销售队伍。公司业务部负责域外业务开拓和分公司业务支持。从事股东业务、经代渠道和重点客户业务,并支持分公司落实重点客户和业务。战略企划部企划职能放入战略企划部,强化战略及其经营计划的指导。VIP客户服务及CRM系统(含政府关系),放在战略部统一管理推动,未来条件成熟后放入相应的归口管理部门产品及两核委员会为强化产品的创新和研发职能,通过统一的委员会协调产品、两核和

3、风险管理。明确5个战略方向的承接部门农险部承担“以政策性农险为主”,公司业务部承担“股东业务”,营销渠道部协同农险部及相关商险部门承担“县域经济”,车险部门承担“车险”,公司业务部协同营销渠道部牵头各部门,做好“总对总”业务Abstraction of the Department Functions Adjustment DesignThe most variety of the organization adjustment : First of all, make the multiple management integrated into a API department; seco
