12、应急处置能力，避免气象灾害造成的工程质量问题、施工人员伤亡、项目财产损失，制定本预案。本预案实行统一领导，分级负责的原则。项目经理负责总指挥、总协调。项目管理人员负责实施并配合其它部门。气象灾害预警应急工作应当坚持防灾与救灾并举、以预防为主的原则，做好灾前预警、灾中应急、灾后恢复工作。 3 适用范围： 冬季施工气象灾害应急预案主要用于本工程冬季施工期间寒流、大风、冰冻、雪灾、大雾等灾害性天气发生的应急预防和实施方案。4 准备工作4.1 气象资料收集准备 1）随时关注气象台每日的天气预报，及时了解天气情况和未来几天的天气情况。2）可通过手机短信的方式将收集到的有关灾害性天气信息及时发送到各分项施

13、工负责人。4.2 保温物资及时进场准备。1.5mm 厚塑料薄膜、彩条塑料布、苫布、 100*100mm 方木、空调、热水器等。4.3 应急措施培训计划。 通过学习冬施应急方案的各项措施明 确应急措施制定意义和应急措施实施重要性，提高应急小组人员的责任心。 5 应急组织 5.1 应急机制小组第一级直接对接现场，由项目部成员组成，这也是事件发生第一反应小组，也是事件的控制中心。第二级间接对接现场，由公司成员组成，它支持、服务于第一级应急小组工作， 为第一级应急小组提供财政支持，社会关系求助，对第一应急小组工作提供建议和决策参考。 5.2 应急小组职责与权限 1、项目经理1）贯彻落实冬施应急预案方针

14、、政策、法规和各项规章制度，结合工程实际情况， 制定冬施应急预案的指导思想和总体思路并监督实施；2）组织落实冬施方案技术措施，物资供应、人员调配并监督冬季施工中安全技术 交底制度和设备验收制度的实施。 3）领导、组织施工现场的安全检查，发现冬季施工中不安全问题，组织制定措施，及时解决。对气象灾害发生前的预警工作发动启动令进行方案实施。 4）保证安全经费投入，落实各项安全防护措施。 5）发生严重气象灾害后，要做好现场保护与抢救工作，及时上报。2、现场负责人1）协助项目经理认真贯彻执行冬施预防、检查、控制、恢复等工作的实施，落实 冬施应急实施任务及管理制度。2）组织实施冬施安全生产工作规划、目标及

15、实施计划，组织落实安全生产责任制。4）领导工程部执行冬施应急任务，直接指挥工人现场操作。 5）认真听取和采纳安全生产管理人员和现场测温人员的合理化建设，保证冬施应 急体系的正常运转。3、技术负责人1）负责组织编制冬施应急预案，分析当地冬季气象资料和气候特点，针对现场工程情况制定冬施技术措施和应急方案方法。 2）组织实施冬施安全生产工作规划、目标及实施计划，组织落实安全生产责任制。3）认真听取和采纳安全生产管理人员的合理化建设，保证冬施应急体系的正常运转。4、安全巡查组组长 1）认真执行冬施应急方案检查制度对施工现场各方面进行检查。 2）落实冬施应急预案中的各项安全措施。 3）经常进行安全检查，

16、消除安全隐患，制止违章作业。 4）对员工进行安全技术和安全纪律教育。 5、工程调度组1）直接执行上级有关冬施应急的规定，对所管辖班组的劳动力、物资、工具存放 等事项掌握。 2）认真执行冬施应急措施，针对不同情况根据上级领导指示能够确保完成任务。 3）经常检查所管辖班组作业环境及各种设施、设备的安全状况，发现问题及时纠正解决。4）定期和不定期组织所管辖班组学习安全操作规程，开展冬施应急教育活动。6、气象收集组 1）收集气象资料和天气预报报告整理成册并分析预测未来几天天气。7、后勤保障组 1）保障物资、设备的供应情况和冬施应急所用的成本投入。5.3 应急机制小组激活时间。当有大雾、寒流等气象预报报

17、告后即启动应急机制。进入应急状态。施工现场实施预防措施。各项准备工作随时进行方案实施。6 预防检查 灾害性天气发生前，工程项目部要对现场的临建设施及围挡墙、基坑设施、塔吊及垂直运输机械、脚手架工程、施工用电等重点项目进行紧急检查。 6.1 临建设施及围挡墙 检查宿舍、办公用房、厕所及砖砌围墙、宣传墙有无裂缝、倾斜、变形。不稳固或有安全隐患的，要采取加固、翻修等措施，严重的要拆除重建。 6.2 基坑设施 检查基坑边坡支护及基坑周边土质的变化，对毗邻街道、建筑物、构筑物的基坑要重点检查。达不到要求的要采取加固和隔离措施。6.3 塔吊及垂直运输机械 检查塔吊的基础设施、塔身、塔臂和钢丝绳的安全状况，

18、重点检查多塔作业以及安装在邻近基坑、高压线、建筑物、构筑物的塔吊，如达不到安全要求和安全距离的必须拆除。塔吊因恶劣天气停止使用前，要对标准节螺栓进行紧固，将吊钩升至上限位处，塔臂顺风向停靠，切断电源，提高设备的抗风能力，严禁采用绳索固定等方式控制塔臂的旋转。6.4 脚手架工程 检查落地式脚手架的基础沉降、架体拉结的安全状况。确保架体与建筑物的可靠拉结，是防止脚手架倒塌的重要措施。采取有效措施，加强脚手架操作层防护、卸料平台安装使用、大模板支撑系统管理和临边及洞口安全防护设施等防范，安全网等安全防护设施要保持完整性，不得随意拆除。6.5 施工用电 检查施工用电的总配电箱（配电室）、分配电箱、开关

19、箱的安全防护，做好防雨雪、冰冻的措施。7 方案实施灾害性天气发生后，要实施重点监控。 1）要加强对基坑壁支护的观测，确保基坑周边防护有效，并设置明显的警示标志。基坑要设置有效的排水措施，大雪天气要及时对基坑周边积雪进行清扫，防止基坑侧壁承载力过大造成塌方。 风速四级以上应停止易产生扬尘的作业， 高处作业人员应采取有效的防滑措施， 2） 风速五级风以上禁止高处作业。严禁雨雪、大风和强降温等恶劣天气强行组织室外施工作业，同时不得进行脚手架、安全网等防护设施的拆除工作。严禁在雨雪、冰冻、大风天气进行塔吊等设备的拆装。 3）大雨、大雪和冰冻天气要及时清除施工现场的积水、积雪和积冰，及时清理屋面包括临建

20、房屋积雪，防止雪荷载过大造成房屋坍塌。一旦房屋积雪过厚，超出设计承载力时，必须组织人员立即撤离。冰冻天气要停止户外和高空作业，施工现场要有防滑防冻措施，工人生活区要有相应的保暖、保温措施和消防措施。同时，对已施工完成的成品混凝土构件要加强防冻养护，并进行覆盖，以防冻坏。4）在大风、雨雪和冰冻天气，要安排专人 24 小时值班，并加强对现场的巡查，项目主要领导不得脱岗。现场要落实抢险救灾人员、车辆、机械，确保在施工现场发生险情时，能够高效、有序地做好紧急抢险救灾工作，最大限度地减轻灾害造成的人员伤亡和经济损失。 5）在工人放假返乡过年时，要做好统一部署和安排，确保工人返乡途中的安全，平安到家。 6

21、）工地因为气象灾害发生导致倒塌、冰冻、雪灾等灾情严重时，必须首先将人员紧急撤离到安全场所，同时组织有关人员对遇险人员开展紧急自救抢险。视灾情严重程度，立即向企业、建设行政主管部门、公安消防报告。 8 复查恢复 灾害性天气过后，要对临建设施及围挡樯、基坑、塔吊及垂直运输机械、脚手架工 程、施工用电等重点项目的安全状况进行全面的检查，采取相应防护措施，符合安全要求后方可重新进行施工作业。要注意加强现场排水工作，对基坑、围挡墙及临建设施等要及时进行排水，防止长时间浸泡导致坍塌。对基坑内应及时清除积雪和冻冰等灾害遗 留物，对受冻地基和受损结构构件进行统计并协同设计、建设、监理单位共同制定补救及恢复方案
