13、很大的影响,在此情形下,企业更愿意利用电子商务来开拓销售渠道,个人也倾向于通过网络购买性价比更高的产品,因此,金融危机给电子商务提供了发展机遇。另外,从2009年下半年开始,经济环境逐渐回暖,企业、个人信心都在增强,电子商务的发展势头更加良好。第二,多项政策的出台为电子商务的发展提供指导。艾瑞发现,从2009年至今,上至中央政府、下至各省区政府纷纷出台政策,扶持电子商务行业的发展。艾瑞分析认为,与08年相比,09年电子商务监管一方面条例更加务实,更具可操作性,另一方面也更加明确,监管部门的主体身份在地方得以明确。这些新的变化有利于政府未来对电子商务的规范化引导和推进,更有利于电子商务市场的长远
14、发展。第三,互联网网民规模稳定增长,电子商务应用群体规模增加。根据CNNIC发布的数据显示,截止2010年6月底中国互联网网民达到4.2亿人,突破了4亿关口,互联网普及率攀升至31.8%,较2009年底提高2.9个百分点,为中国电子商务的发展提供了基础。中国电子商务应用的群体规模同样稳定增长,应用电子商务的个人用户和企业用户都在显著增加。第四,技术发展环境良好。中国的信息基础设施发展快速,并逐步向数字化、智能化、宽带化方向发展,网络规模、技术层次和服务手段都达到了较高水平。另外,移动互联网、视频技术应用到电子商务,提升电子商务服务水平。二、2009年中国电子商务发展呈区域化特征艾瑞研究发现:中
15、国电子商务发展呈现区域化特征,其中较为发达的地带是以江浙沪为主的长三角地区;以广州、深圳为主的珠三角地区和以北京为主的京津地区,且电子商务逐渐由沿海地区向内陆地区渗透,中西部二三线城市电子商务发展迅速。中国电子商务发展地区分布未来相当时期内,中国电子商务市场的格局将呈现以长三角地区为“第一梯队”、珠三角地区为“第二梯队”、渤海湾地区为“第三梯队”,与中西部地区部分城市为代表的“后备梯队”协同、差异化发展的格局,它们将撑起中国电子商务发展的未来。中国电子商务发展梯队示意图三、未来3-5年全球网购市场将呈现“三足鼎立”局面电子商务按照交易对象的不同,可划分为B2B、B2C和C2C三种模型,其中后两
16、者统称为网络购物,属电子商务的典型应用。此部分,艾瑞咨询将主要以网络购物为切入点,对国内外的电子商务发展情况进行对比分析。所谓网络购物,主要指借助网络实现商品或服务从商家(卖家)转移到个人用户(消费者)的过程,因此互联网的普及应用是网络购物发展的必要条件。经艾瑞研究发现,互联网的普及应用与该地区网络购物市场发展成熟度存在高度的正相关性。(一)互联网的普及应用方面根据互联网数据统计机构Internet World Stats发布的最新数据显示,2009年全球网民数量达18.02亿人,全球互联网平均渗透率(网民数量占人口总数的比例)为26.6%,各地区互联网发展情况差异较大。欧美地区(欧洲、北美和
17、拉丁美洲)和大洋洲(主要指澳大利亚)的互联网发展已处于领先阶段,其中北美、大洋洲和欧洲的互联网渗透率分别为76.2%、60.8%和53.0%,位居全球互联网前三甲的位置;而亚洲由于人口基数庞大,互联网渗透率为20.1%,仍低于全球26.6%的平均水平,但未来发展潜力不容小觑。(二)网络购物市场发展成熟度方面艾瑞根据J.P.Morgan发布的最新数据来考察全球各地区的网络购物市场发展情况,研究发现:欧美地区(欧洲、美国)已处于全球领先地位,2009年欧洲和美国合计占据全球将近七成的市场份额;其次是亚洲和其他地区,但其市场份额近年来持续递增,2009年亚洲网购市场规模占全球23.5%的市场份额。另
18、外,结合J.P.Morgan数据中自2004-2012年的连年情况来看,亚洲及其它地区的网购市场交易规模在全球占比呈持续增长态势,反之欧洲和美国网购市场占比呈轻微递减态势,据此艾瑞预测未来3-5年全球网购的发展将呈现"三足鼎立"的局面,即欧洲、美国、亚洲三大地区。其中,欧洲和美国主要得益于其自身经济具有持续良好的发展态势,美国是电子商务的起源地,而欧洲基于欧盟联合其经济一直位于各洲之首,这些均为电子商务的市场体系提供了良好的发展条件,因此未来二者将持续保持全球领先的地位;亚洲地区,人口众多,网民规模快速增长,互联网发展空间大,经济增长快速,用户消费需求提高,这些原因都促进了
