9、产品冷链物流发展“十二五”规划发布时间：2012-04-09来源：农产品冷链物流是指使肉、禽、水产、蔬菜、水果、蛋等生鲜农产品从产地采收（或屠宰、捕捞）后，在产品加工、贮藏、运输、分销、零售等环节始终处于适宜的低温控制环境 下，最大程度地保证产品品质和质量安全、减少损耗、防止污染的特殊供应链系统。近年来， 随着农业结构调整和居民消费水平的提高，生鲜农产品的产量和流通量逐年增加，全社会对生鲜农产品的安全和品质提出了更高的要求。加快发展农产品冷链物流，对于促进农民持续增收和保障消费安全具有十分重要的意义。为贯彻落实国家发展改革委制定发布的农产品冷链物流发展规划及湖北省现代 物流业发展“十二五”规划

10、，促进湖北省农产品冷链物流快速健康发展，特制订本规划。规 划期为20112015年。一、现状与形势（一）发展现状我省农产品冷链物流的发展，除了少数传统冷库之外，绝大多数都是近年来伴随着农 产品流通及出口要求逐步发展，目前初步形成以优质、特色农产品为基础，以农产品批发市场、 区域性冷链物流集散地为依托， 以农产品生产企业、流通企业、加工及出口企业为载体的多元 发展格局。1、农产品冷链物流比例增加较快。我省是农业生产和农产品消费大省， 2010年蔬菜 产量3131万吨，占全国总产量6.5亿吨的4.8%,水果产量437万吨，占全国总产量1.31亿 吨的3.3%,肉类产量379万吨，占全国总产量792

20、r otection ande conomicre struct uring plan for62、18.87、19.03、24.16，总体上高于全国平均水平，冷链物流规模增长迅速。2、冷链物流发展基础较好。据调查，全省经营农产品冷链物流的重点企业129 家，冷库 395 座，公称容积244 万立方米，储藏量83 万吨，其中25 家企业拥有万吨以上冷库；重点企业拥有冷藏车350 辆，载重能力4175 吨。以生鲜农产品为加工对象的食品生产、流通与消费冷链逐步完善。全省拥有冷链业务的食品加工与流通企业324家， 链接产地、加工地与终端零售， 为我省实现农产品冷链物流网络化布局奠定了基础。目前， 全

21、省农产品冷链物流以山绿冷链、白沙洲市场、武汉肉联、三峡物流园、荆州圳韬、黄石联海等企业为龙头，初步形成了一批区域性冷链物流集散地，集聚了一批包括冷链生产加工、批发市场配套、第三方冷链物流、超市内部配套、冷链管理咨询以及设施设备供应的冷链业务企业群。3、冷链物流技术水平不断提高。先进冷链技术在我省开始大量应用，冷库建设由传统冷库变为现代化的钢结构单体拼装库，以满足综合冷链物流需要。制冷工艺从高温、低温发展为现在的预冷、气调、超低温、速冻、恒温、制冰等。运输车辆从单一制冷发展为现在的高温、低温、常温“三温层”冷藏车。物流技术设施与先进的管理技术手段包括高层货架、出货升降台、软门封、超声波定位技术、

22、无线射频识别技术、全球定位系统、仓储管理系统、危害分析和临界控制点认证、质量保证体系认证等。一批生鲜农产品出口企业，率先引进国际先进的管理技术，实现了全程低温控制。肉类屠宰企业从屠宰、分割、冷却等环节低温处理起步，逐渐向储藏、运输、批发和零售环节延伸，向着全程低温控制的方向快速发展。 专业冷链公司综合应用多项技术，实现了搬运机械化和精确的冷链配送。蔬菜基地企业采用真空预冷技术，探索保鲜营销新模式，发展反季节蔬菜，推动高附加值农产品冷链快速发展。4、城市冷链扩张势头强劲。武汉、宜昌、襄阳、荆州、黄石等地一大批项目建设实施， 推动农产品冷链物流迅速扩张。武汉市目前较大的冷藏库有15 座， 冷库总容

34、彩国际物流园。香港夏普公司、荆州春祥集团在宜城投资兴建万景实业，集优质蔬菜基地、冷藏、 物流、 蔬菜深加工等为一体。双汇、中粮、雨润等国内大型食品生产企业，在黄石建有完善的冷链网络。中商、武商、中百仓储等大型连锁商业企业生鲜食品冷链配送也在各地有较快发展。5、冷链高端企业发展前景看好。我省专业冷链物流的经营业务包括服务生产自营、面向社会外包、专业冷储、干线冷运、综合服务等多种形式，一是批发市场用于农产品预冷保鲜和调峰冷储；二是食品加工企业、农产品出口企业以及国内远销企业的自用冷链；三是企业自用后的富余冷链对外服务；四是高端市场第三方冷链物流企业的专业服务。一批专业冷链物流企业正日益成长起来，成

35、为国内外知名企业进入湖北冷链市场的战略合作伙伴，推动我省第三方冷链物流企业的外包市场迅速发展。山绿冷链以良好的冷链物流设施与管理技术规范，综合服务于肯德基、麦当劳、 雀巢、 双汇、 和路雪等一批高端零售终端，获得了良好的经济效益。随着人们对优质、安全农产品的需求不断增长，社会对农产品冷链物流发展重要性已形成共识，专业冷链物流企业的市场发展空间越来越大。但是，我省农产品冷链物流发展尚未形成完备的体系， “有冷无链”现象突出，难以满足发展现代农业、居民消费和扩大农产品出口的需求。主要表现在：一是农产品产地冷链物流发展滞后。我省农业产区冷库严重短缺，多数市场只有简单的厅棚， 无法满足生鲜农产品快速检

47、式冷库建设，轻视产地加工冷库建设；重视大型储藏冷库建设，轻视批发零售冷库建设。原国有企业冷库有的已经使用30 年以上，设施陈旧老化。企业冷链物流的改造升级工作任务严峻。大部分生鲜农产品仍在常温下流通，鲜活农产品通过冷链流通的比例不到发达国家的一半。冷链物流各环节缺乏系统化、规范化、连贯性的运作，部分屠宰或储藏环节采用了低温处理的产品，在运输、销售等环节又出现“断链”现象，组织全程冷链的比率过低。三是专业冷链物流发育不够。我省大部分冷链物流企业主要提供冷藏、冷冻等比较单一的服务，能够提供冷藏加工、运输、配送等全程服务的专业冷链企业比较少。与我省日益增长的专业冷链物流需求相比，专业冷链物流的发育程

48、度明显滞后。现有冷链物流企业以中小企业为主，规模小，实力弱，服务标准不统一；大型冷链物流企业较少，且整合行业资源和带动行业发展的能力也有限。第三方冷链物流的服务网络和信息系统不健全，大大影响了冷链物流的在途质量、准确性和及时性，造成冷链物流的成本和商品损耗率很高。四是冷链物流规范与人才培养跟不上。生鲜农产品产后预冷技术在我省只有少数企业使用， 低温环境下的分等分级、包装加工等商品化处理手段远未普及，运输环节的温度控制常采用冰块加棉被等原始手段，先进的全程温度自动控制没有得到广泛应用。冷链物流各环节的设施、 设备、 温度控制和操作规范等方面缺少统一标准，冷链物流各环节的信息资源难以实现有效衔接，
