2、allthenewmaterialexploitationinthecompany.3 .职责Responsibilities3.1. 研发部：负责向采购提供所需物料的详细技术参数要求；同时，在选用新物料时，尽量满足环保要求及可持续利用；在了解市场情况下，提供联系方式、地址、参考价格等信息；当采购遇到困难时，研发人员协助采购选择代用品；所采购物料回来后确认物料功能、性能并协助CE完成测试认证工作。TheR&Ddepartment:shallprovidethedetailedtechnologyspecificationofrequiredmaterialtothepurchasing

3、department.Thenewmaterialshouldbeare-cyclematerialandenvironmentalmaterial;shallprovidetheinformationsuchasthecontXXpersonandaddress,referenceprice,etc;theR&Dengineersshouldassistthepurchasingdepartmenttochoosethesubstitutedmaterialwhenthematerialpurchasingisdifficult;confirmthepurchasedmaterial

4、functionandperformance,andhelpCEtocompletethetestcertificate.3.2. 采购部：负责完成研发所需新物料的采购工作；及时向研发提供物料的市场情况，包括货期、参考价格、技术支持、服务等；负责向供应商索取和督促提供新物料的承认书，跟踪物料的承认过程，并将我司已经承认的新物料承认书转交给供应商。Thepurchasingdepartment:shallresponsibleforthepurchasingworkofthenewmaterialsthatrequiredbytheR&Drequirement,andshouldprov

7、pproval>ofthenewmaterialthatnecessarycontents.3.4. 品质部：负责确认新物料承认书的格式及标准（环保标准）的符合性；实施新物料（非PCB板类）可靠性实验（高、低温实验）并提供实验数据；负责所有新物料ROHS检测。Thequalitydepartment:shallresponsiblefortheconfirmationoftheformatandconformedstandard(Environmentalprotectionstandard)ofthe<Productspecificationforapprovalthatisth

PCB板类材料：用于安装电子元器件的基板PCBmaterials:theboardusedtoinstalltheelectroniccomponents.5 .程序内容ProcedureContents5.1. 新物料编码的增加Addthenewmaterialcode5.1.1. 工程部根据产品初始材料清单结合K3系统整理由该产品的新物料清单，填写内部联络单并由工程师确认，工程部主管批准即可在K3系统中增加新物料的编码，同时注明相关新物料为未承认状态（研发确认栏为“N）,未承认物料在

13、下次生产时须承认才能生产TheengineeringdepartmentshallcompletethenewmateriallistaccordingtotheinitialmateriallistandK3system.inordertoaddthematerialcodeintheK3system,the<internalcommunicationnotice>shallbecompletedandconfirmedbytheengineer,andthenapprovedbytheengineeringdepartmentdirector.Alsoshalland thei

14、dentifythenewmaterialstatuswithno-acceptanceintheK3system(identifythe"N"intheR&Dconfirmingcolumn),no-acceptancematerialcannotbeusedintheproduction.5.1.2. 所有PCB的物料编码在PCB资料发生后，工程部即可增加该物料的编码。ThePCBmaterialcodeshallbeaddedbytheengineeringdepartmentafterthePCBdocumentsareapprovedandsentout.

15、5.2. 新物料需求Thenewmaterialrequirement5.2.1. 电子料、包装材料的需求由产品研发人员根据项目开发和产品改进的需求，填写新物料需求表，并经部门主管签字确认，主管副总经理批准后提交给计划部签收并交采购部采购。TheelectronicandpackagematerialrequirementshallbeproposedbytheR&Dengineersaccordingtotherequirementsofexploitationprojectandproductimprovement.Theengineersshouldfillinthe<ne

16、wmaterialdemandlist>,andthelistshallbeconfirmedbythedepartmentdirector,approvedbythevicegeneralmanager.AlsothelistshouldbesenttothePMCdepartmentforsignatureandtothepurchasingdepartmentforpurchasing.5.2.2. 研发工程师在提交包装材料的新物料需求表时，需提交产品内外包装材料的规格书，规格书包含但不限于：技术图纸、加工工艺文件，承认书封面，供应商依据新物料规格书的要求进行资料的处理和样品的制作

17、，并完善新物料规格书，增加物料检验报告、详细的材质说明和环保认证资料等内容。TheR&Dengineersshallprovidethespecificationoftheinsideoutsidepackagematerialstogetherwiththe<newmaterialdemandlist>ofthepackagematerials.Thespecificationincludethefollowbutnotlimitto:technologydrawing、processingtechnicsfiles、acknowledgementcoveretc.The

18、vendorsshouldhandletherelatedfilesandmanufXXurethesampleaccordingtothespecificationrequirementofthenewmaterials,andupdatethespecificationofthenewmaterials,providetheinspectionreport、detailinformationspecificationandenvironmentalprotectionspecificationofthenewmaterials.5.2.3. 塑胶、五金类材料分为自主设计外形，自主开模的物料

19、和购买市场上现成的物料（标准物料）。Plasticandmetalmaterialsinclude:self-designedappearance、self-moldedpartandexitingmaterialpurchasingfromthemarket（StandardMaterial）.5.2.3.1 自主设计外形，自主开模的塑胶、五金类物料的需求，研发工程师根据产品的外形及结构要求，完成产品塑胶件、五金件的结构图设计，经过内部评审及外部（物料的供应商）评审后，即可进行模具的制作。Regardingtotheself-designofthestructure、theself-mold

21、认通过后，受控最新版2D图和3D图，并通知采购安排承认。TheR&Dengineersshallvalidatethestructuredimensionandcompletedassemblyofthemoldedsampleprovidedbythevendor.Ifthevalidationhaspassed,thenewversion2Dand3Ddrawingshouldbecontrolledbythedocumentdepartmentandthepurchasingdepartmentshouldarrangetheacknowledgement.5.2.3.3 购买市

22、场上现成的物料（标准物料）的承认，研发工程师根据项目开发和产品改进的需求，填写新物料需求表经部门主管签字确认，主管副总经理批准后提交给计划部签收并交采购部采购。Fortheacknowledgementofthestandardmaterial,theR&Dengineersshallfillinthe<newmaterialdemandlist>accordingtotherequirementsofprojectexploitationandproductimprovement,andthelistshouldbeconfirmedbythedepartmentdire

23、ctorwithsignature,thenapprovedbythevicegeneralmanagerandbesenttothePMCdepartmentwithsignatureandtothepurchasingdepartmentforpurchasing.5.2.4. PCB板的需求，研发工程师根据项目开发和产品改进的需求，结合产品的功能、性能要求，完成产品的PCB图设计，经过内部评审后，即可受控下发工程部，工程部根据项目进度的要求将PCB图外发供应商制作PCB样品。TheR&DengineershallcompletethePCBdesignaccordingtothe

24、requirementsofprojectexploitationandproductimprovementandproductfunctionandperformance,andthedesignshouldbereviewinternally.Ifthereviewhasbeenpassed,therelatedfilesshouldbecontrolledbythedocumentdepartmentandthensentouttotheengineeringdepartment.TheengineeringdepartmentshouldsendoutthePCBdrawingtoth

25、evendorsformanufXXureaccordingtotheschedulerequirement.5.2.5. 采购部根据新物料需求的情况，组织进行新物料供应商开发和新供应商的初期考察工作；当采购过程中发生困难时，及时向申请人提供实时情况，并主动与其进行沟通协商解决。Thepurchasingdepartmentshallorganizetheinitialreviewofthenewmaterialexploitationandthenewvendorsaccordingtothenewmaterialrequirements.Andshouldcommunicationwith

26、theapplicantandprovidetheinformationintimeifsomedifficultyhappenedduringthepurchasingprocess.5.3. 新物料的承认Acknowledgementofthenewmaterial5.3.1. 根据物料的类型不同，分为电子料、辅助材料、塑胶、五金类材料、包装材料、PCB板类材料。Thematerialisdividedintoelectronicmaterial,assistantmaterial,plasticandmetalmaterial,packagematerialandPCBmateriala

27、ccordingtothedifferenttypeofthematerial.5.3.2. 电子料、塑胶、五金类材料及包装材料的承认由研发工程师和工程部CE共同完成，PCB板类材料的承认由研发工程师完成。Theacknowledgementofelectronicmaterial,plasticandmetalmaterial,packagematerialshallbefinishedbytheR&DengineersandCEengineerstogether.AndtheacknowledgementofPCBmaterialshallbefinishedbytheRDengi

28、neer.5.3.3. 采购员收到新物料样品时，首先要对供应商提供的样品、承认书、环保认证资料等进行初步确认，确认无误后，方可填写样品承认表并将承认书和环保认证资料及新物料交由品质部进行环保认证资料的再次审核和RoHS测试。Thebuyershallmakeainitialconfirmtothesample、acknowledgementandenvironmentalprotectionspecificationprovidedbythesupplierafterthenewmaterialshavebeerreceived.Onlytheconfirmationhasbeenpassed

29、,thebuyercanfillintheSampleacknowledgement.Andshallprovidetheacknowledgement、environmentalprotectionspecificationancnewmaterialstothequalitydepartmentforthere-reviewandRoHStestoftheenvironmentalprotectioncertification5.3.4. 品质部根据RoHS测试结果，及环保认证资料的审核结果在样品承认表签署确认的结论。Thequalitydepartmentshallsignthe<

30、Sampleacknowledgement>withtheconclusionaccordingtotheRoHStestresults.5.3.5. 采购部将RoHS测试OK且环保认证资料有效的物料及承认书和样品承认表交由新物料需求人进一步确认物料的主要规格参数、物料的封装等，若物料的主要规格参数及封装满足产品的设计要求即可在需求人栏内签名确认；若需求的物料为安规物料，则应交由安规工程师确认其物料的安规资料是否合格，并在安规资料确认栏中签名确认。ThepurchasingdepartmentshallprovidetheRoHStestresultthatisok、materialsw

31、hichhavetheenvironmentalprotectioncertification、acknowledgement、and<Sampleacknowledgement>totheapplicantsforthefurtherconfirmation,includingthemainspecificationparameterandmaterialencapsulationetc.Ifthefurtherconfirmationhasbeenpassed,theapplicantshouldsignintheconfirmationcolumn.Iftherequired

32、materialsarecertificationmaterials,thoseshouldbeprovidetothecertificateengineerforconfirmationandsignatureintheconfirmationcolumn.5.3.6. 采购部将需求人确认OK的新物料及承认书和样品承认表一起交到工程部进行更进一步的物料承认。Thepurchasingdepartmentshallprovidethenewmaterial,acknowledgementand<Sampleacknowledgementconfirmedbytheapplicantsto

33、theengineeringdepartmentforfurtherconfirmation.5.3.7. 塑胶、五金及包材类需要签样的物料，在承认过程中，各相关部门在承认书（承认表）签名时同时对样品进行签名。Therelateddepartmentsshallconfirmthesampleandsigntheacknowledgementfileduringtheacknowledgeprocessregardingtotheplasticandmetalmaterialswhichneedtobeconfirmedandaccepted,5.4. 电子料的承认Acknowledgemen

34、toftheelectronicmaterial5.4.1. 采购部负责按新物料需求表需求，要求供应商提供样品、一式三份的样品承认书（在供应商无承认书封面时，由我司提供格式）和一份样品承认书电子档，承认书必须包含的内容参照供应商样品评估管理规范的要求执行，并要求供应商相关责任人签字Thepurchasingdepartmentshallrequestthesuppliertoprovidethesample,tripletsampleacknowledgement(Providetheformalcovertothesupplierbyourselvesifnot)andaelectronic

35、fileaccordingtothe<newmaterialdemandlist>.Thecontentsintheacknowledgementshallbeexecutedaccordingtothe<Evaluationandmanagementregulationsforthesuppliersample>requirement,andshouldbesignedandchoppedbythesupplier.5.4.2. 采购部收到样品及承认书后，根据新物料需求表中的承认要求，填写样品承认表经部门主管核准，并确认该样品是否收费，若为免费样品则将样品和承认书一并

36、送交品质部进行环保资料的确认及样品RoHS的测试，若品质判定合格再送交工程部；若为收费样品则办理入研发仓库手续并将承认书及样品一并送交品质部进行环保资料的确认及样品RoHS的测试，若品质判定合格再送交工程部。Thepurchasingdepartmentshallfillinthe<Sampleacknowledgementaccordingtotherequirementofthe<newmaterialdemandlist>afterthesampleandacknowledgehave'beenreceived.Thelistshouldbeapprovedby

37、thedepartmentdirector,andshallconfirmthesamplecharge.Ifthesampleisfree,thepurchasingdepartmentshouldprovidethesampleandacknowledgementtothequalitydepartmentfortheconfirmationoftheenvironmentalprotectioncertificationandthesampleRoHStest.5.4.3. 工程部文员收到承认书和样品(收费样品需办理领料手续)后对其规格、数量及相关资料要求进行确认无误后在样品承认表“签收

38、人”栏中签字并转交CE测试。r theTheengineeringdepartmentshallconfirmthespecification、quantitiesandrelatedfilesifhavereceivedtheacknowledgementandsample(Thechargedsampleshouldbeapprovedbythewarehouse),andshouldsignthe<sampleacknowledgementinthe“Receiver"column,thenforwardtotheCEdepartmentfctest.5.4.4. CE在

39、测试过程中遇到困难或无法对某些项目进行测试，及时反馈相关研发人员、供应商进行沟通协商，在征求研发人员或其他相关人员同意的情况下可不进行测试，待条件成熟后再对此进行测试。WhenthetestfacethedifficultyorcannotbeimplementedbytheCEdepartmentinthetestprocess,TheCEdepartmentshallsendthefeedbackinformationtotheR&Ddepartmentandcommunicationwiththesupplier.Thetestcouldnotbedoneuntiltherela

40、tedtestconditionsarepermittediftheR&Dpersonnelorotherrelatedpersonnelagreewith.5.4.5. CE依照样品承认书对样品规格、性能参数、可靠性相关试验等项目进行全面性测试OK后，应及时由具样品<零件测试记录表>或在<样品承认表>上工程部栏填写相关测试内容及结果和相关测试专项报告，转给部门主管级以上人员审核及批准后，再将其一同送交相关部门评估、确认。Iftheoveralltestforthesamplespecification、performanceparametersandrelia

41、bilityhavebeenfinishedbytheCEdepartmentaccordingtothe<SampleacknowledgementA，TheCEdepartmentshallprovidethesample<Parttestrecordtable>orfillinthe“Engineeringdepartment"columnofthe<Sampleacknowledgementwiththerelatedtestcontentsandresultsorprovidetestspecialreport.Therelatedfilesshou

42、ldbecheckedandapprovedbythedirectororabovepersonnel,andthenforwardtotherelateddepartmentforevaluationandvalidation.5.4.6. 研发工程师或新物料需求人根据工程部提供的相关实验报告、承认书对样品进行结论性评估，并由项目工程师确认，若有疑问或需供应商改善事项可在样品承认表中签署改善意见，由采购责成供应商进行改善（改善后承认流程同上），若无疑问则在样品承认表中签署确认意见，报总工程师批准后交工程部，工程部维护K3资料（包括将研发确认栏“N”（表示未承认状态）改为“O”（表示未试产状态

43、）和在承认书封面上填写相关内容OK后再转交文控受控下发。TheR&Dengineerortheapplicantofthenewmaterialshallmaketheconclusionevaluationtothesampleaccordingtotherelatedtestreportsandacknowledgementprovidedbytheengineeringdepartment,andtheconclusionevaluationshouldbeconfirmedbytheprojectengineer.Iftherearesomequestionsortheitem

44、needthesuppliertoimprove,theimprovementopinionsshouldbef川edinthe<Sampleacknowledgement.Andthepurchasingdepartmentshallrequestthevendorstoimprove(Theimprovedacknowledgementprocess,pleaseseetheaboveprocess).Iftherearenotanyquestions,theconfirmationopinionshouldbefilledinthe<sampleacknowledgement

45、A，andtherelatedfilesshouldbeapprovedbythegeneralengineerandthenforwardtotheengineeringdepartment.TheengineeringdepartmentshallmaintaintheK3system(includingchangetheconfirmationcolumnfrom"N'"(Meaningun-acknowledgementstatus)to"O'(Meaningun-trialproduction),andshouldfillintheack

46、nowledgementcoverandthenforwardtothedocumentdepartmentfordelivering.5.5. 辅助材料的承认Assistantmaterialacknowledgement辅助材料的承认分两大类处理：针对同一品牌(生产厂商)的物料采用系列承认方式。Theassistantmaterialacknowledgementdivideintothefollowingtwopart:Theacknowledgementmeasuretothesamebrand(ManufXXurer)materials.5.5.1. 第一类：EMI辅助材料(如：导电

47、泡棉、导电布、铜箔纸、铝箔纸等)、EVA垫、麦拉片、双面胶类、胶带类；Parti:EMIassistantmaterial(suchasconductivesponge、conductivecloth、coatedpaperandaluminumfoilXX.)、EVAmat、Mylarfilm、double-sidedtapes、adhesivetape.5.5.2. 此类物料在第一次导入使用时，依照5.4的要求进行承认。在第二次使用此类物料时，由采购部以内部联络单的形式通知工程部修改K3系统资料(去掉研发确认栏内的“N”)。Thiskindofthematerialsshallbeexec

49、、焊锡(锡线、锡条)、各类化学用品(洗板水、天那水、助焊剂、黄胶、红胶、白胶、)。Partii:Bushing、jumperwire、solderingtin(SolderWire、Solderbar)、allkindsofthechemistrymaterials(board-washwater、thinner、assistantsolder、yellowgum-water、redgumwater>whitegum-water).5.5.4. 针对同一规格的此类物料在第一次导入使用时，依照5.4的要求进行承认。在第二次使用时，工程部根据BOM初始资料的要求直接增加物料编码，且不需要在研

51、塑胶、五金类物料的承认Plasticandmetalpartacknowledgement5.6.1. 塑胶类结构件的承认分为中性结构件的承认和客制化结构件(带客户LOGO和表面处理的客制化外壳)的承认。Theplasticacknowledgementincludes:Neutralstructureacknowledgementandclientstructureacknowledgement(Logowiththedesignatedcustomerand).5.6.2. 中性结构件的承认由CE和研发工程师一起完成，客制化结构件由研发、品质、销售一起完成。Theneutralstruct

52、ureacknowledgementshallbefinishedbytheCEdepartmentandRDengineerstogether,andtheclientstructureacknowledgementbytheRD、qualityandsalesdepartmenttogether.5.6.3. 中性结构件的承认主要包含以下内容：材质特性；物料的可靠性实验；物料关键尺寸的测量；整套物料的整体组装效果；结构件的外观（缩水、批风等）。Theneutralstructureacknowledgementincludesthefollowing:materialcharXXerist

55、ntitiesandotherrelateddataifhavereceivedtheacknowledgementandthesample.Andshouldsignthe<Sampleacknowledgement>inaSignaturecolumn,andthenforwardtotheCEdepartmenttotest.5.6.3.3 CE收到物料样品及物料承认书后，同研发工程师一起参考物料的承认书、塑胶件检验标准书和产品零件部的结构图对塑胶件样品尺寸规格、性能参数、可靠性试验等项目进行全面测试，测试OK后，应及时由具样品零件测试记录表（零件测试记录表经部门主管级以上人
