2、EP属于2类致癌物质和类生殖毒性物质。通过儿童的吮吸和咀嚼行为，TCEP很容易从玩具中 释放出来.摄入TCEP会引起肾脏、肝脏和大脑毒性，损害健康和诱发癌症。TCPP和TDCP是TCEP的卤代替代物，具有与TCEP类似的物理化学特性和毒理特征，因此保健和 环境科学委员会（SCHER）认为对TCEP的限制应同时应用于TCPP和TDCP。如果提案获得通过.相关要求将在其公布于欧盟官方公报上后的18个月内执行.指令2009/48/EC的附件二附录C修改如下:物质CASNo限值TCEP:磷酸三（2-氯乙基）酯115-96-85毫克/千克（含量限值）TCPP:磷酸三（2-氯丙基）酯13674-84-55
