6、erwise become waste. Sewege waste management practices have identified the reduction, recycling, and reuse of wastes as an essential for sustainable management of the environment and resource. This Hazardous Waste Management Plan provide the guidance and direction for the management of hazardous was

7、tes at the Henganofi-Nupuru road project by China Wu Yi Co.,Ltd.2.0Legislative requirementCWYC will operate under the guidelines provided for in the relevant Acts of Parliament. Sections of the Acts are administered mostly for the maintenance of environmental and health standards. The newly enacted

8、Environmental code of practice sets out guidelines for the upgrading of existing Solid Waste Management and disposal sites. Legislations which applies to Solid Waste Management are: · Environmental Contaminants Act 1978-regulates littering and breaking of glass, and the discharge from waste dum

9、ps or landfills;· Water Resource Act- Regulates the discharging of contaminants into water;· Public Health Act- Regulation and control of domestic refuse-covers health, sanitation, cleaning, scavenging, and disposal of waste;· Organic Law on Provincial and Local Level Government 1995-

10、gives law making powers to local level governments (councils) for by-laws and rules to cover Waste management in each municipality;· Environmental Act 2000;· PNG Department of Works Specification of Road and Bridge Works,2015.3.0SCOPE/APPLICABILITY This Plan directs actions to be undertake

11、n to ensure proper management of hazardous wastes, identifies where wastes will be accumulated, and defines the roles and responsibilities for CWYCs staff and volunteers. The Plan also addresses training, emergency preparedness, record keeping, and hazardous waste minimization. The Plan also identif

12、ies the individuals currently assigned to the various roles designated in this Plan. The Hazardous Waste Management Standard Operating Procedures provide specific guidance on how to conduct actions to ensure proper hazardous waste management and compliance with federal, state and local regulations.4

13、.0ROUTINELY-GENERATED HAZARDOUS WASTE Some of the hazardous wastes CWYC routinely generates are: used solvents Alkaline batteries Lithium Ion batteries Mercury acid batteries Florescent light bulbs5.0ROLES/RESPONSIBILITIES The following roles and responsibilities are assigned to the CWYC personnel i

14、n the following positions. 5.1The Project Manager: The Project Manager is primary responsibility for ensuring that operations and facilities are in compliance with the laws and regulations pertaining to the management of hazardous wastes. The manager is responsible for allocating staff and funding c

15、ompliance-related activities.5.2Occupational Health and Safety Officer: The OHSO performs hazardous waste management activities and advises other CWYCs staff members regarding implementation of this Plan She/he will also be the primary point of contact in the event of a hazardous materials incident.

16、 The officer is responsible for: 1. Updating this Plan as appropriate. 2. Training CWYCs staff on hazardous waste management 3. Implementing this Plan 4. Directing first response actions as appropriate. 8. Coordinating follow-up clean-up actions.6.0GENERAL GUIDELINES Hazardous waste cannot be dispos

17、ed of in trash cans, dumpsters, septic systems, sanitary sewers, storm drains, wash racks/oil-water separators, on land, by evaporation, neutralization, dilution, incineration and/or through any other treatment process, or in municipal landfills. Additionally, the following strict prohibitions must

18、be observed: 1. Never mix different types of wastes together (i.e., solvents and oils, or oil and antifreeze, etc). 2. Never pour hazardous substances down any type of drain. 3. Never hose down a spill of hazardous substance. 4. No smoking or eating in areas where hazardous materials or hazardous wa

19、stes are present. All items of hazardous waste must be recycled or disposed off-site by a hazardous waste contractor. Hazardous waste disposal contracts are to be developed and administered by CWYC. It is important to note the difference between hazardous wastes and hazardous materials. Hazardous ma

20、terials are useful products that exhibit hazardous characteristics such as ignitability, corrosivity, reactivity or toxicity. A hazardous material becomes a waste when it can no longer be used for its intended purpose because it is contaminated, used, spent, kept beyond it shelf-life, etc., and is t

21、o be discarded. The owner of the hazardous material is responsible for determining when that material can no longer be used, and, then, for determining if the material is a hazardous or solid waste,7.0HEALTH AND SAFETY Hazard Communication: Personnel working with and /or around hazardous materials a

22、nd hazardous wastes shall be made aware of the hazards to which they are exposed and the precaution required to protect themselves. The appropriate safety equipment shall be available in the work area and shall be utilized as required to ensure adequate protection8.0PREPARDNESS AND PREVENTION The ca

23、mp site Facility will be maintained and operated to minimize the possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous substance to air, water, soil, or surface water. To this end, all waste accumulated will be stored with secondary containment. The Primary Con

24、tainment Area is in a Flammable Liquid Safety Cabinet with a built in leak-proof spill well to act as secondary containment. Fire extinguishing equipment, appropriate to the type of waste managed, will be kept in the Primary Accumulation Area. 9.0MANAGEMENT OF HAZARDOUS WASTE CONTAINERSProper manage

25、ment of containers that contain hazardous waste is required to minimize the potential for release, and to ensure that the wastes are packaged in a manner consistent with the requirements for transportation.9.1PROCEDURES: 1. Hazardous waste shall be stored in approved containers. Paint cans are not a

26、pproved containers. Paint cans must not be used to accumulate hazardous wastes. 2. To prevent overflow due to expansion of liquids, leave the following headspace: 5 gallon cans 1.5 to 2 inches 1 gallon cans 1 inch 3. Chemical products in leaking corroded, or otherwise deteriorated containers must be

27、 over-packed in DOT approved containers and dis posed as hazardous waste. The over-pack container must be durable, non-leaking and constructed to safely contain the material being placed in it. 4. All hazardous waste containers shall be closed at all times. Containers may only be opened when waste i

28、s being added or removed, and must be closed immediately afterwards.10.LABELING, MARKING AND PACKAGING OF HAZARDOUS WASTE CONTAINERS Containers holding hazardous wastes must be labeled to identify accurately the contents as “hazardous waste”, the date since the waste was accumulated and the type of

29、hazard the material presents. The container must be compatible with the type of wastes it contains and the container must be of a type that is suitable for transporting the wastes.10.1PROCEDURES: 1. A hazardous waste label that is marked “Hazardous Waste” must be placed on the container as soon as t

30、he first amount of hazardous waste is placed in it, while at the generation point. 2. All labels shall be completed using permanent ink that is not water-soluble and will not readily fade.3. All hazardous waste containers shall have the following information/markings: Common name which accurately id

31、entifies the contents Hazard class (flammable, toxic, etc.) Accumulation start date Name, address, telephone number of the generator The composition and physical state of the waste11.0HAZARDOUS WASTE ACCUMULATION AREA INSPECTIONS 11.1PURPOSE: To ensure that all spill contingency materials are maintained in working order, to ensure that containers are not deteriorating and maintain their integrity, and to identify spills or releases in the Accumulation Area, monthly inspections will be made of the Accumulation Area. These inspections will
