1、12 IATF于2016年11月1日发布了新版（第五版）IATF 16949认证方案及认可规则。 关于IATF16949的实施，把相关要求称为“规则”，包括认证机构认可准则、认证机构审核过程、认证机构审核员资质 以及IATF16949证书等。这些要求与附件对IATF认可的进行IATF16949认证方案的认证机构具有约束力。 因此，任何需要进行IATF16949认证的客户应理 解此类要求和附件。 区别于第四版认可规则，主要17个变化点.IATF 16949认可规则3 1、OEM主机厂客户指定的附件供应商现在有资格获得IATF16949认证（规则1.0）根据OEM规格制造，和由OEM采购或放 行；

2、机械连接或电子连接到车辆； 安装在车辆或动力传动系统之前或之后， 交付给最终客户。 理由：IATF成员认为重要的是要改变认证资格要求以允许附件供应商拥有他们的质量管理体系第三方认证。IATF 16949认可规则4 2、需要进行IATF16949（或ISO / TS16949）第三方认证的生产地点，审核范围必须包括所有汽车客户（规则1.0） 例如，如果某个公司的客户是通用汽车（需要第三方认证）和本田（不要求），那么为GM和本田生产的汽车产品都将被包括在审核中。 理由：需要根据从各组织和认证机构收到的问题进行澄清，这一直是规则的意图，但没有明确说明。IATF 16949认可规则5 3、认证机构与客

10、认可规则第四版认可规则19ISO/TS16949第四版(4.0版)认可规则于2014年4月1日全面生效,第四版相对于第三版最大的变化在于：1.支持场所职能的定义;2. 取消延伸场所的概念，所有场所都必须单独取证;3. 允许在一个企业如果汽车产品线具有完全独立的场所、人员和设备，可以申请独立认证，但应经提前三个月向IATF下属办公室申请，并由审核员现场进行一阶段判定符合要求后实施。国际汽车推动组IATF为了加强TS16949的价值和可信度，提升认证标准，特发布了TS16949认可规则第四版，相对第三版认证规则此次变更内容更多，要求更严，主要变化点及说明如下：1) 第四版认可规则的使命a) 增强T

11、S16949认证的价值和可信性,提高门槛;b) 强化监督认证机构签约办公室的TS16949认证活动,增强高层领导介入;c) 强调认证机构否决权和认证决定活动的重要性;d) 关注认证机构、客户和顾客的业绩;e) 吸取第三版认可规则的经验教训，增强IATF成员和监督办公室间的理解和一致性，从而减少变差 。2) 发布第四版认可规则的起因a) 第三版任何规则在执行上存在明显的变差。第三版认可规则在2008年10月1日发布。不同认证机构、审核员、甚至监督办公室间有着明显的解释和执行变差。经常需要进行澄清/补救。共发布了22条认可解释、16条常见问题问答。大量的偏差申请更增加了各认证机构和监督办公室间的变

13、更加规范, 增值于认证机构、 客户及IATF;客户在审核前必须提供所要求的资料;审核员在现场审核前完成客户资料的评审和审核计划策划;现场审核首次会议前，审核员验证当前顾客和内部绩效数据，以及当前在线顾客报告和/或顾客记分卡;审核计划应识别每个待审核制造过程的特定名称和班次，以及顾客特殊要求;c) 第四版认可规则始终强调对顾客的业绩;d) 提升对制造过程审核的重要性,审核更加规范;e) 取消制造现场延伸场所;f) 恢复“汽车专属区域”，但调整了条件;g) 不符合管理更加规范, 增加新的重点和要求;h) 证书暂停决定和要求更加规范。第四版认可规则将于2014年4月1日全面生效。全面生效意味着所有第
