Push button, selector switches, and other portions of the control circuit shall not be consid

Lockout/Tagout - The placement of a lock/tag on an energy-isolating device in accordance with an established procedure, indicating that the energy isolating device shall not be operated or removed until the lock/tag has

10、g - A warning appliance used for the purpose of personnel protection. Zero Energy State - A state in which every equipment/process energy source h

PrinciplesA. 原则All personnel (hourly and salary) should comply with the provisions of the lockout/tagout procedure.所有人员(小时工和受薪员工)应遵守上锁/挂牌程序的各项规定。The locks/ta

14、gs should be the only authorized method used for the lockout/tagout of energy sources.挂锁 / 吊牌应为对能源进行上锁/挂牌的唯一准许方法。Individual locks/tags shall be applied and removed by each person exposed to the unexpected release of energy. An“ authorized management person ” should be the only one allowed to removea

16、application or special lockout/tagout procedures should be utilized.在设备不可锁定的情况下使用专门的上锁/ 挂牌程序。When locks are used in the lockout/tagout application, they should always be accompanied by tags signed by the employee.挂锁在使用时须附有员工签署的吊牌。Locks used for personnel protection shall be accompanied by employee t

17、ags.用于人身保护的挂锁要有员工吊牌。Locks used to protect against hazards shall be accompanied by Caution Tags.用于危险防护的挂锁要有警示牌。Energy-isolating devices should be clearly labeled or identified to indicate their function unless located and arranged so the purpose is evident. Such identification is necessary to reduce

18、possible errors in applying the lockout/tagout.能源隔离装置应清楚标注或识别以说明其功能,除非放置及排列使其目的清晰可见。该标识对于减少运用上锁/挂牌时可能出现的失误是必要的。The lockout/tagout of electrical energy sources should occur at the circuit disconnect switch. (Note: Facilities shall identify any situations where the circuit cannot be positively interru

19、pted and develop procedures providing equivalent protection. Feasibility of effective circuit isolation should be considered in future engineering improvements).应在电气能源的电路断开开关处进行上锁/ 挂牌。(注:各工厂应识别电路不能正确中断的情况并制定提供同等保护的程序。有效电路隔离的可行性应在未来的工程改进中予以考虑)。The use of electrical control circuitry to accomplish loc

20、kout/tagout is prohibited since it does not offer positive personnel protection (e.g. on/off switches). Examples of circuitry failure are: 禁止使用电子控制电路完成上锁/ 挂牌,因为它不能切实提供人身防护(例如开闭开关)。电路故障举例如下:Electrical shorts (water in lines and some types of dust can supply a path to close the control circuit).电气短路(电

They shall be of such design and durability that r

22、emoval by other than normal means would require excessive force or unusual techniques. It does not indicate that the applier is currently exposed to the unexpected release or transmission of energy. The use of a Caution Tag is provided to preserve the integrity of the Employee Tag.警示

29、。Responsibilities责任Management is responsible for the development, implementation, and administration of an effective lockout/tagout system.管理层负责制定、实施和管理有效的上锁/ 挂牌系统。All employees are responsible for complying with the provisions of the plant lockout/tagout system. 所有职员负责遵守设备上锁/挂牌系统的各项规定。,Only knowled

System UtilizationA. Preparation for Lockout/TagoutA. 准备上锁/挂牌All personnel affected by t

31、he intended lockout/tagout should be notified.应通知所有受上锁/挂牌影响的人员。A method should be established to permit access to the equipment/process. This method should involve the acknowledgment and release by the individual(s) responsible for the equipment/process. 应制定允许接触设备/工序的方法。这一方法应包括负责设备/ 工序人员的确认和公布。A pre

32、-job plan should be developed to ensure appropriate lockout/tagout when the equipment/process complexity or nature and scope of work warrant (e.g. job-objectives and involved equipment/process; estimated job duration; crafts involved; type, number, and location of energy isolating devices, start-up

33、provisions, etc.).应制定一个职前计划以确保在设备/ 工序的复杂性适度或工作性质和范围正常时能够进行上锁/挂牌(如:工作目标和相关的设备/工序;预计工作持续时间;涉及的工艺;能源隔离装置类型、数量和放置地点,启动规定等)。B. Application of Lockout/TagoutB. 实施上锁/挂牌Utilize appropriate equipment/process shutdown procedure(s) to deactivate operating controls or return them to the neutral mode.使用适当的设备/ 工序

34、停机程序断开操作控制器或使其回到不带电模式。All involved energy-isolating devices should be operated/positioned in such a manner as to isolate the equipment/process from the energy source(s).所有涉及的能源隔离装置应按将设备/共组与能源隔离的方式进行操作/放置。Locks and Employee Tags should be applied to each energy-isolating device by authorized individu

36、r lockout/tagout application and prior to commencement of work, one or more of the following actions should be taken:在使用上锁/挂牌之后开始工作之前,应采取以下一项或多项措施:Operate the equipment/process controls (push buttons, switches, etc.) to verify that energy isolation has been accomplished. Controls must be deactivated

40、kout/tagout has been cleared.如工作完成且所有的上锁/挂牌已经解除,应通知设备/程序负责人。Before equipment/process energization, a visual inspection of the work area should be made to ensure that all personnel are in the clear and that all non-essential items have been removed and components are operationally intact.在启动设备/工序之前,应

Exposure of Non-Emerson PersonnelB. 非艾默生人员的接触Established lockout/tagout procedures should be utilized for the protection of non-Emerson pe
