17、机构规范化管理工作情况汇报阜宁县白蚁防治所成立于1995年，隶属于阜宁县房产管理局，为自收自支事业单位，现有在编职工7人，大专以上学历4人，中级职称以上2人，施工人员均参加白蚁防治岗位培训学习，具备上岗资格。近年来，我单位在省白蚁防治协会和市局的指导下，以“三个代表”重要思想和科学发展观为指导，认真贯彻落实建设部130号令和省房屋白蚁防治预防工程技术规程，坚持“预防为主、防治结合、综合治理”的工作方针，以省厅关于加强和规范白蚁防治机构管理工作的通知为抓手，不断加强制度建设、规范服务行为、提升服务质量、注重防治宣传，白蚁防治事业得到又好又快发展，行业形象大力提升。一、以注重宣传为先导，促进白蚁防

18、治机构规范化管理白蚁防治工作政策性和技术性强，很多单位及市民不了解或了解甚少，对白蚁防治管理存在误解或不理解，为了扩大对白蚁防治知识的宣传，一是编印了白蚁危害知识、物业害虫防治、白蚁防治施工安全告知书等材料，向服务对象和群众进行宣传讲解，并在“世界住房日”、“3.15”消费日、“科普宣传日”设立咨询台向市民宣传白蚁危害的严重性和白蚁防治的重要性。二是开展“白蚁防治宣传月”活动。在做好经常性的宣传同时，从去年开始我们将每年的四月份定为白蚁防治宣传月，通过报纸、电台、电视台、网络等新闻媒体进行全方位、多角度宣传，在益林、东沟、沟墩等人口集中的乡镇设立了宣传站点，集中宣传白蚁防治政策和知识，悬挂宣传

19、标语，展览白蚁危害图片及防治成果，展示白蚁标本，播放白蚁VCD碟片，散发宣传资料和手册，咨询和接受群众蚁害举报，活动期间散发宣传资料4000多份，接待群众咨询1000多人次，播发宣传信息100多条，取得了良好的宣传效果。二、以追求质量为目标，强化白蚁防治机构规范化管理一是规范合同文本管理。凡新建房屋白蚁预防，必须签订统一印制的房屋白蚁预防工程合同书，工程完工后，出具统一印制的房屋白蚁预防工程实施证明。二是规范药物管理。药物实行进出库登记制度，严把药物的进出关、登记关、清点审核关，做好职工的安全防护工作。三是强化施工管理。严格执行施工技术规程，凡新建设项目实施白蚁预防，应编制施工方案，计算工程用

20、药量，施工现场管理人员、施工技术人员必须经过系统专业培训，由专人负责管理，确保施药到位，用药充足，保证防治工程质量。四是强化安全生产。始终把安全生产放在工作首位，建立和完善了安全生产责任制，与各科室和施工班组签订了安全生产目标责任书，对职工及施药人员定期进行安全教育培训，制定了药剂中毒和伤亡事故应急处理方案，经常开展施工现场和药物库房安全检查，增强职工安全意识，确保安全生产无事故。五是规范档案管理。配备兼职档案员负责档案管理，所有白蚁防治工程合同，包括施工方案、施工记录、竣工记录、施工质检单和复查回访表等所有文字资料，必须装订成册，立卷归档，存入局档案室。三、以制度建设为抓手，推进白蚁防治机构

21、规范化管理阜宁县白蚁防治所建立健全各项规章制度，发挥制度管事、管人的作用，为各项长效机制建立提供坚实有力的保障。一是制度建设到位。结合实际出台了考勤制度、文书处理制度、通气、请示、报告制度、档案管理制度、信访工作制度、工作人员廉洁自律规定等内部制度；规范施工管理，出台了库房、药物及施工用具管理规定、施工现场管理规定、白蚁防治安全生产管理制度等管理规定；增强效能建设，出台了首问负责制、一次性告知制等服务制度。二是落实工作责任制。全面推行岗位责任制，实行定岗、定人、定责的岗位责任，确定每个岗位的工作目标、工作任务、工作标准，做到任务明确，责任到人。实行月汇报制度，把每月的签订合同情况、施工情况、财

22、务收支和宣传信息等上报主管局，做到月月有计划、有小结，随时掌握目标任务完成情况，及时查漏补缺。三是内部考评到位。要求所每个干部职工都要从自身做起，从点滴做起，严格要求自己，主动接受社会各界对工作的监督，不能随便搞“特殊”，不搞下不为例，还制定了具体的行之有效的考核细则，奖惩分明，每季度在内部组织评议，根据评议结果和个人实绩，与经济收入挂钩，取得了良好的效果。阜宁的白蚁防治工作呈现良好的发展势头，2011年共签订白蚁防治合同40份，防治面积124.32万平方米，新建房屋的白蚁预防覆盖率达到开工总量的80%以上，签订合同的工程防治率达到100%。四、以规范服务为依托，提升白蚁防治机构规范化管理阜宁

23、县白蚁防治所始终坚持“受理提速，服务提质”的工作目标，全力营造优质高效、公正规范、务实诚信、热情文明的服务环境，牢固树立“人人都是窗口、服务就是形象”的新观念。一是强化服务管理。努力打造诚信白蚁防治所，对外公布社会服务承诺内容，将诚信服务理念延伸到白蚁防治工作的接待、登记、合同签订、施工、回访等各个环节。工作做到急事急办，特事特办，难事巧办，事事快办，多次被主管局评为“先进集体”。二是坚持优质服务。结合白蚁分飞繁殖季节和白蚁预防工程施工工序的特点，常年实行咨询值班制，接待咨询，细心解答，做到及时帮助、有求必应，竭诚为群众和企业服务，在服务中杜绝“吃、拿、卡、要”和“门难进、脸难看、事难办”的现

24、象发生，受到了群众好评。三是注重前期介入。主动获取工程建设信息，增强工作的主动性。通过建设、规划部门了解工程建设信息，认真做好辖区内的新建房屋开工建设的信息调查，上门到建设单位宣传政策，与建设方在政策上交流、沟通，达成共识，确保新建房屋白蚁预防工作落到实处。规范化创建工作为我们搭建了良好的工作平台，同时，我们也清醒地认识到发展中存在技术力量薄弱、施工机械落后等问题，这些问题我们将在今后的工作中认真加以研究解决，不断改进。我们坚信，我县的白蚁防治工作在主管局的正确领导下，在省、市白蚁防治部门的指导和帮助下，按照白蚁防治机构规范化要求，进一步提高防治质量和服务水平，不断拓展白蚁防治的服务范围，为我
