9、是指国家行政机关和法律、法规授权组织以及行政机关委托的组织运用行政职权对国家事务与社会公共事务依法进行的有组织的管理活动。行政法上所涉及的“行政”的特征:(一)行政主体具有特定性(二)行政活动具有执行性、法律性(三)行政权力的行使具有主动性、强制性、自由裁量性(四) 行政的目的是实现国家和社会公共利益以及保障公民权利二、行政法的概念与调整对象行政法是调整行政关系以及在此基础上产生的监督行政关系的法律规范和原则三、行政法的特点*(一)行政法没有统一的、完整的实体法法典(二)行政法数量多,内容广泛,表现形式多样(三)行政法律规范的内容具有专业性、技术性、易变性(四)行政法的实体法规范与程序法规范相
