9、tandard of railway transportation communication engineering, and to meet the requirements of advanced technology, economy and usability, safety and reliability, high-efficiency and operation of railway communication.1.0.1 为统一铁路运输通信工程的设计标准,满足铁路通信技术先进、经济 适用、安全可靠、高效畅通的要求,制定本规范。1. 0. 2 This Code is appl

10、icable to the design of railway transportation communication for Class I and II railway network with standard gauge for mixed operation of passenger and freight trains, of which, the designed speed of passenger train is less than or equal to 160 km/h while that of freight train is less than or equal

11、 to 120 km/h.1.0.2 本规范适用于铁路网中客货列车共线运行、旅客列车设计行车速度等于或小于160 km/h、货物列车设计行车速度等于或小于 120 km/h的I、U级标准 轨距铁路运输通信的设计。1. 0. 3 The railway transportation communication network shall meet the requirements of the railway transportation, providing the communication services including any kinds of information, such

12、as voice, data and image. The developing direction of railway transportation shall be digitization, broad band, intellectualized and integration.1.0.3 铁路运输通信网应满足铁路运输的需要,提供包括话音、数据、图像 等各种信息的通信业务。 铁路运输通信的发展方向应为数字化、 宽带化、智能化、 综合化。1. 0. 4 The design of railway transportation communication shall follow the

13、 principles of unified planning and standard (organ), reasonable layout, interconnection and intercommunication, and resource sharing. The constructed and renovated projects shall be well connected with the existing facilities of railway transportation communication, use the existing resources reaso

14、nably,and make the system complete and assorted according to the requirements of the full communication network.1.0.4 铁路运输通信设计应遵循统一规划、统一标准(制式) 、合理布局、互 连互通、资源共享的原则。 新建和改建的工程应做好与既有铁路运输通信设施的 衔接,合理利用既有资源,并根据通信网全程全网需要,做到系统完整配套。1. 0. 5 The design of the railway transportation communication network shall c

15、onsider the requirement of reserving for development. Some infrastructure, such as the communication line and communication mechanical building should be designed for the long term (20 years). The exterior power and the equipment which are not easily reconstructed and extended should be designed for

16、 the short term (10 years). The communication equipment which are easily renovated and extended may be designed for 5 years.1.0.5 铁路运输通信网设计应考虑预留发展的需要。通信线路、通信机械房 屋等基础设施宜按远期( 20 年)设计;外供电源和不易改、扩建的设备宜按近 期(10 年)设计;对于容易改、扩建的通信设备可按 5 年设计1. 0. 6 Emergency communication and readiness communication shall be c

17、omprehensively taken into consideration in the design of railway transportation communication network.1.0.6铁路运输通信网设计时应综合考虑应急通信、战备通信的需要。1. 0. 7 The railway transportation communication network shall be designed according to the principle of remote monitoring and central maintenance and management.1.0

18、.7铁路运输通信网应按照远程监控、集中维护管理的原则进行设计。1.0.8 Besides complying with this Code, the design of the railway transportation communication engineering shall also comply with the existing national regulations about the mandatory standards.1.0.8 铗路运输通信工程设计,除应符合本规范外,尚应符合国家现行的有 关强制性标准的规定。2 Transmission System2 传输系统2

19、.1 Transmission and Access2.1 传输及接入2.1.1 Transmission network consists of toll transmission (local relay) network and access network. Transmission network shall meet the railway transportation communication services and the transmission of various information, as well as provide toll transmission (l

20、ocal relay) of railway transportation communication and the access of various subscribers.2.1.1 传输网由长途(本地中继)传输网和接入网组成。传输网应满足铁路 运输通信业务及各种信息的传输, 提供铁路运输通信的长途 (本地中继) 传输和 各种用户的接入等。2. 1. 2 The transmission channel of the toll transmission network shall mainly consist of optical fiber digital communication

21、 system, as well as digital microwave and satellite communication system and so on.2.1.2 长途传输网的传输通道应以光纤数字通信为主,综合利用数字微波和 卫星通信等传输手段共同构成。2.1.3 The optical access technology such as synchronous digital hierarchy (SDH) or multi-service transport platform (MSTP) which is based on SDH shall be adopted in a

22、ccess network. District subscribers may adopt optical fiber, copper cable or radio access manner and so on.2.1.3接入网应采用同步数字传输(SDH)或基于SDH的多业务平台(MSTP)等 光纤接入技术。区间用户可采用光纤、电缆或无线等接人方式。2. 1. 4 The amount of channels among communication centers and railway sections shall be determined according to the demand

23、s and development of total communication services, and comply with the planning of railway transportation communication network. These transmission channels shall satisfy the demands for dispatching communication, telephone switching network, section communication, data communication, telegraph, eme

24、rgency communication, video (telephone) conference, mobile communication, various kinds of management information systems and new services.2.1.4 各通信枢纽间和铁路区段的通道数量应根据通信总业务的需要及发展 确定,应符合铁路运输通信网规划;并满足调度通信、电话交换网、区段通信、 数据通信、电报、应急通信、会议电视(电话) 、移动通信、各种管理信息系统 及新业务等对传输通道的要求。2. 1. 5 SDH transmission technology s

25、hould be adopted in optical fibre cable transmission system, other new technology such as wavelength division multiplexing (WDM) also may be adopted. The design of SDH transmission system shall comply with the relative requirements of ITU-T and national industrial competent government department.2.1

26、.5光缆传输系统宜采用 SDH 传输技术,也可采用波分复用 (WDM) 等其他 新技术。 SDH 传输系统设计应执行 ITU-T 和国家行业主管部门的有关规定。2. 1. 6 Looped network which consists of different fiber cable route for protection shall be given priority in the design of railway transportation communication network. If the condition does not allow, the subnet conne

27、ction waymay be adopted.2.1.6 铁路运输通信网设计应优先采用不同路径保护构成环状网。条件不具 备时,也可采用子网连接保护。2. 1. 7 The equipment configuration and channel organization of toll system shall meet the following requirements:2.1.7传输系统的设备配置和通道组织应符合下列规定:1 Terminal station and transfer station of the toll transmission system shall be set

28、 up at railway administration location or the cross-nodes of other toll networks. Channel distributed station shall be set up at the nodes which have many channel transfers.l 长途传输系统的终端站、转接站设置在铁路周所在地或其他长途网络的交 叉节点;分路站设置在有较多通道转接的节点。2 Terminal station and channel distributed station of the local relay t

29、ransmission system shall be set at railway administration location and places where subscribers are comparatively concentrated.2 本地中继传输的终端站、分路站设置在铁路局、用户较为集中的地点。3 Attended communication stations with reliable power supply shall be set up in the relay station of the toll and local relay transmission.

30、If necessary, it also may be set up in the communication equipment room of intermediate station with reliable power supply.3 长途及本地中继传输的中继站,设置在有人值守、供电可靠的通信站。必 要时,也可设置在供电可靠的中间站通信机械室。4 Channel organizations shall benefit the safety of sub network. Give priority to important channels in arranging of alt

31、ernative protection routing.4 通道组织应有利于网络安全。重要通道优先安排迂回保护路由。2. 1. 8 The service scope and interface supported by access network shall meet the needs of dispatching communication, telephone switching, section communication, data communication (including broadband access), emergency communication, video

32、 (telephone) conference , image transmission, mobile communication and so on.2.1.8接入网支持的业务范围及接口应满足调度通信、电话交换、区段通信、 数据通信(含宽带接人) 、应急通信、会议电视(电话) 、图像传输、移动通信等 的需要。2.1.9 Transmission system shall be provided with reference clock signal by digital synchronization network, adopting master-slave synchronous m

33、anner. Timing reference clock signal shall be transferred hierarchically by digital transmission link. Forming the loop of timing signal must be avoided when the design is done. Low grade clock can receive the timing of high grade only or the same grade clock.2.1.9 传输系统应由数字同步网提供基准时钟信号,采用主从同步方式。定 时基准

34、时钟信号应采用数字传输链路逐级传送。 设计时必须避免形成定时信号的 环路,低等级的时钟只能接收高等级或同一等级时钟的定时。2. 2 Communication Cable2.2通信线路2. 2. 1 The specification of toll communication fiber cable and copper cable shall meet the relevant requirements of Ministry of Railways. The outer sheath structure shall be determined according to the facto

35、rs such as laying method and soil texture, terrain of laying areas as well as external influence (corrosion) and so on.2. 2.1 长途通信光、电缆的规格应符合铁道部有关标准的规定。其外护层结 构,应根据敷设方式及敷设地段的土质、地形和外界影响(腐蚀)等因素确定。2. 2. 2 The core number of toll fiber cable shall be configured sectionally according to the needs of servic

36、es and development, the requirements of network redundancy, the amount of transmission system, and some reservation shall be made. The pair number of toll cable shall be configured according to the need of transportation communication, district subscriber access and signal block line and so on.2.2.2

37、 长途光缆光纤芯数应根据业务及发展需求、网络冗余要求、系统配置 数量等分段配置,并适当预留余量。长途电缆金属回线的对数应根据运输通信、 区间用户接入和信号闭塞线等需要配置。2. 2. 3 The direct burial laying should be adopted for the fiber cable and copper cable of toll communication, and pipe laying may be adopted for urban area cables.2.2.3 长途通信光、电缆宜采用地下直埋敷设,进入市区等地可采用管道敷 设。2. 2. 4 The

38、 route of fiber cable and copper cable should be within right-of-way. It should be laid inside the protection fence, if the protection fence is provided. Fiber cable and copper cable shall be laid inside the cable groove if passing through intermediate station platform. Fiber cable and copper cable

39、shall be laid in the reserved cable groove when passing through tunnels. It shall be laid in the steel groove when passing through bridges and shake reduction proof shall be taken into consideration. In the rock roadbed section, it shall be set in the cable groove. Fiber cable and copper cable shoul

40、d be laid outside the embankment, they shall not be laid in the soil subgrade and slope. If condition does not allow, ditch, trough or pipe shall be adopted as protective measures for fiber cable and copper cable when they need to be laid in subgrade and shoulder, and make sure the integrity and sta

41、bility of subgrade by tamping.2.2.4 光、电缆径路的选择宜在铁路用地范围内;设有防护栅栏时,宜在防 护栅栏内侧敷设;光、电缆经过中间站站台时,应敷设在电缆槽沟内;光、电缆 线路通过隧道时应敷设在预留的电缆槽内; 通过桥梁时, 应敷设在钢槽内, 并考 虑减震的防护; 在石质路基区段应设置在电缆槽沟内; 土质路基和边坡不应设置 光、电缆,光、电缆宜敷设在坡脚外;困难情况下光、电缆需敷设在路基或路肩 上时,应采取沟、槽、管等防护措施,并填平夯实,确保路基完整稳定。2. 2. 5 When local trunk and subscriber access cable

42、s are in the same route with toll communication cable, the same type of wires or fibers should be set in the same cable. Subscriber access line in the terminal district may adopt optical cable, copper cable or radio accessmanner. Optical cable and copper cable routes shall be brief, secure and conve

43、nient for maintenance.2.2.5 当本地中继及用户接入线路与长途通信线路同径路时,同种线缆宜采 用合缆方式。在枢纽地区的用户接入线路,可采用光缆、电缆或无线接入方式。 光、电缆径路应短捷、安全、方便维护。2. 2. 6 Pipes should be adopted when local fiber cable and copper cable passing through urban, district station and the railway areas and above. The main optical cable, copper cable and l

44、eading-in area of terminal should set pipes for future development. Concreted ditch (groove) may be adopted in partial areas.2.2.6 地区光、电缆线路穿越市区、区段站及以上的铁路地区时,宜采用管 道;枢纽所在地的主干光、电缆及引入地段,结合发展规划宜设置管道。局部地 区可采用混凝土沟(槽) 。2.2.7 According to the requirements of railway transportation safety protection regulatio

45、n, warning and protection signs which can be easily identified shall be set up at the places where communication optical fiber cable and copper cable are laid.2.2.7按照铁路运输安全保护条例的规定,在通信光、电缆埋设、铺设地点, 应设置易于识别的警示、保护标志。2. 2. 8 The wire diameter of subscriber pair shall meet the requirements of both transmi

46、ssion attenuation distribution and subscriber loop resistance of telephone switching equipment. The transmission loss of subscriber line should not be larger than 7. 0 dB, and for the long-distance subscriber line it shall not be larger than 10. 0 dB.2.2.8 用户电缆的线径应同时满足传输衰耗分配和电话交换设备的用户坏路 电阻要求。用户线传输衰耗

47、不宜大于7.0 dB,远距离用户线的衰耗不得大于10.0 dB。3 Phone Switching3 电话交换3. 1 Network Structure3.1 网路结构3. 1. 1 Telephone switching network consists of toll telephone switching network and local telephone switching network.3.1.1 电话交换网由长途电话交换网和本地电话交换网组成。3. 1. 2 The toll telephone switching network shall be composed of

48、first-grade switching center C1 (Railway Administration centre) and second-gradeswitching center C2 (terminal office). Telephone switching network shall be gradually developed to dynamic gradeless network.3.1.2长途电话交换网应由一级交换中心C1 (局枢纽)和二级交换中心 C2(端站)组成。电话交换网应逐步向动态无级网路发展。3. 1.3 One toll switching center

49、 should be set up in a local telephone switching network, and two or more toll switching centers may be set up according to the needs of network security.3.1.3 在一个本地电话交换网中,宜设一个长途交换中心。根据网路安全需 要,也可设两个或以上长途交换中心。3. 1. 4 Local telephone switching network is composed of tandem office Tm and brunch office

L 4本地电话交换网由汇接电话所 Tm和分电话所Cs组成。3. 1. 5 Local telephone switching network shall be set up according to the large local telephone network configurations, adopting advanced access manner, extending the coverage of switching node, and reducing the amount of switching nodes in the network. The subscr

51、ibers of the intermediate station along the railway are brought into local telephone switching network through access network.3.1.5 本地电话交换网应按大本地电话交换网组网,采用先进的接入方式, 扩大交换节点覆盖范围, 减少网中交换节点数量。 铁路沿线中间站的用户通过接 入网纳入本地电话交换网。3. 1.6 The special services should be unified to accept in local telephone switching ne

52、twork, such as manual toll telephone record, directory inquiry and "112" fault treatment. Toll manual switchboard, directory inquiry and record board should be set up at C1 and C2 offices.3.1.6本地电话交换网宜统一受理人工长途电话记录、电话查询及“ 112”故 障处理等特种业务。长途人工接续台、记录查询台等宜设于 C2 及以上的各级电 话所。3. 1. 7 Local telephon

53、e switching network shall be connected to local public telephone network, automatic calling in and automatic calling out manners should be adopted, the amount of the trunk channels shall be calculated according to the traffic and be decided by consulting with public telephone network company.3.1.7 本

54、地电话交换网电话所与公用网市话局间应互连互通, 宜采用自动出、 自动人呼叫方式,电路数量应根据其话务量计算,并与公用网部门商定。3. 2 Specifies of Numbering Scheme3.2 编号规定3. 2. 1 The numbering scheme of toll automatic telephone in telephone switching network shall be unified according to the current standards of Ministry of Railways.3.2.1电话交换网应根据铁道部现行标准进行长途自动电话的统

55、一编号。3. 2. 2 Local telephone numbering scheme shall meet the following requirements:3.2.2本地电话的编号应符合下列规定:1 Numbering scheme and the connecting code to other networks shall meet the current standards and requirements of Ministry of Railways.1 编号及与其他网连接的号码应符合铁道部现行的有关标准及规定。2 Numbering scheme shall consid

56、er needs of long term and short term, ensuring that the subscriber number shall not be changed frequently.2 编号计划应远近期结合,用户号不应经常改号。3 For one local switching zone with more offices, the same digit of subscriber number shall be required. One subscriber shall have only one definite number.3 同一本地网的多所制电话交换

57、网应为等位编号。 每一自动电话用户应只有 一个电话用户号码。4 When telephone offices are expanded and subscriber numbers need to be upgraded, numbering scheme shall be adjusted according to the development of network and the principles of the minimum change for existing equipment.4 当电话所扩容、用户号码需要升位时,应根据网路发展和使原有设备变动 最小的原则调整编号。5 Th

58、e development of subscriber and the compression of the number resources occupied of public network shall be comprehensively considered for the subscriber numbering scheme.5 用户号码应综合考虑用户的发展需要和压缩占用公用网的号码资源3. 3 Trunking Scheme3.3 中继方式3. 3. 1 According to trunking scheme and the demands of networking, automatic telephone switching equipment shall be able to connect with the following equipments:3.3.1根据中继方式和组网要求,自动电话交换设备应能连接下列设备:1 The subscriber (including RSM and ISDN terminal)
