2、of deposit of the fiftieth instrument of ratification, acceptance, approval or accession in respect of the convention. the convention became effective in china in 11 november 11, 2004. the objective of the convention: mindful of the precautionary approach as set forth in principle 15 of the rio decl

3、aration onenvironment and development, the objective of this convention is to protect human health and theenvironment from persistent organic pollutants. measures to reduce or eliminate releases from intentional production and use: (a) parties must take measures to eliminate the production, use, imp

4、ort and export of the chemicals listed under annex a.(b) restrict its production and use of the chemicals listed in annex b in accordance with theprovisions of that annex.the convention stipulated that parties must take measures to reduce the unintentional releases of chemicals listed under annex c

12、 its official journal of the european union. then, the regulation was amended by (eu) no 756/2010, eu) no 757/2010, (eu) no 519/2012, (eu) no 1342/2014, (eu) 2015/2030 and (eu) 2016/293. regulation (ec) no 850/2004 includes four annexes, as shown below: annex i list of substances subject to prohibit

31、pply to concentrations of pfos in semi-finishedproducts or articles, or parts thereof, if the concentration of pfos is lower than 0,1 % by weightcalculated with reference to the mass of structurally or micro-structurally distinct parts that containcoated material.3. use of articles already in use in

32、 the union before 25 august 2010 containing pfos as a constituent ofsuch articles shall be allowed. article 4(2), third and fourth subparagraphs shall apply in relation to sucharticles.4. fire-fighting foams that were placed on the market before 27 december 2006 may be used until 27june 2011.5. if t

33、he quantity released into the environment is minimised, production and placing on the market isallowed for the following specific uses provided that member states report to the commission everyfour years on progress made to eliminate pfos:(a) until 26 august 2015, wetting agents for use in controlle

34、d electroplating systems;(b) photoresists or anti reflective coatings for photolithography processes;(c) photographic coatings applied to films, papers, or printing plates;(d) mist suppressants for non-decorative hard chromium (vi) plating in closed loop systems;(e) hydraulic fluids for aviation.whe

35、re derogations in points (a) to (e) above concern the production or use in an installation within the scope of directive 2008/1/ec of the european parliament and of the council ( 2 ), the relevant best available techniques for the prevention and minimisation of emissions of pfos described in the inf

36、ormation published by the commission pursuant to article 17(2), second subparagraph, of directive 2016-03-10 2008/1/ec shall apply. as soon as new information on details of uses and safer alternative substances or technologies for the uses in points (b) to (e) becomes available, the commission shall

37、 review the derogations in the second subparagraph so that: (i) the uses of pfos will be phased out as soon as the use of safer alternatives is technically andeconomically feasible, (ii) a derogation can only be continued for essential uses for which safer alternatives do not exist andwhere the effo

38、rts undertaken to find safer alternatives have been reported on, (iii) releases of pfos into the environment have been minimised by applying best availabletechniques. 6. once standards are adopted by the european committee for standardisation (cen) they shall be usedas the analytical test methods fo

49、november 2019 or, if earlier, the date of expiry of the review period specified in an authorisation decision or the date of withdrawal of that authorisation pursuant to title vii of regulation (ec) no 1907/2006. the placing on the market and use in buildings of expanded polystyrene articles, that co

50、ntain hexabromocyclododecane as a constituent of such articles and are produced in accordance with the exemption in this paragraph, shall be allowed until 6 months after the date of expiry of that exemption. such articles already in use by that date may continue to be used. 3. without prejudice to t

51、he exemption in paragraph 2, the placing on the market and use in buildings ofexpanded polystyrene articles and extruded polystyrene articles that contain hexabromocyclododecaneas a constituent of such articles and are produced before or on 22 march 2016 shall be allowed until 22june 2016. paragraph

52、 6 shall apply as if such articles were produced pursuant to the exemption inparagraph 2.2016-03-10 4. articles that contain hexabromocyclododecane as a constituent of such articles and are already in usebefore or on 22 march 2016 may continue to be used and further placed on the market and paragrap

53、h 6shall not apply. article 4(2), third and fourth subparagraphs shall apply to such articles.5. the placing on the market and use in buildings of imported expanded polystyrene articles thatcontain hexabromocyclododecane as a constituent of such articles shall be allowed until the date ofexpiry of t
