2、系统必须能够满足政务活动的扩展性和多变 性。因此如何使用电子政务系统能够具有最大程度的可扩展性和重用性 就成为电子政务系统开发中必须重视和解决的问题。MVC设计模式的核心思想确实是分层设计，将显示逻辑、业务逻辑 以及流程操纵相互分离，分离不同的层次，分为模型层（Model）、视图层（View）、操纵器（Controller ）。各层次之间相互独立，接口清晰， 耦合度低，模块间具有较大的的独立性，从而增强了系统的可维护性和 可扩展性。通过分层设计，各个层次的模块可由不同的开发人员开发， 独立层次的模块扩展也将对其他层次模块的阻碍降为最低。这种特性恰 恰满足了电子政务系统开发的需要。特不是J2EE

3、平台出现之后，提供了各种成熟且功能强打的组件和容器技术。程序开发人员能够利用这些成 熟的组件和容器技术，使之担任MVC各层次中的各个角色，降低了系统开发的难度，提高了系统开发的效率。 Struts 架构作为一种基于 J2EE 平台的架构，具体实现了 MVC设计模式。Struts提供不同的组件工作于 不同的层次，担任不同的角色，并提供了丰富的标签库，大大增强了对 视图层的支持，方便了业务层数据在视图层的展示，从而使电子政务系 统的开发更加迅速和便捷。关键字： 电子政务，设计模式， MVC,Struts,J2EEAbstractAlong with the computer and the rap
