1、船舶航行、停泊值班制度Rules for Duty in Navigation & in Port一、航行值班制度Rules for Duty in Navigation1. 总则General Rules1.1. 船舶航行中,所有值班人员,必须严格遵守各项规章制度;以高度的责任感,认真、谨慎、果断地操作,确保安全航行。During navigation all the crew on duty should comply with all the rules to ensure the safe navigation by earnest prudential and decisiv

2、e operation.1.2. 值班人员不得闲谈、看阅书报和擅离岗位。The crew on duty is prohibited to chatting, reading and missing duty.1.3. 下达的舵令和车钟口令及各项操作时要准确、清晰,受令者应清楚回令,立即执行,并汇报执行完成情况。The orders for rudder and engine telegraph must be announced accurately and clearly. The executors must repeat the orders clearly and execute t

3、he operation promptly and report the operation result.1.4. 如船长、轮机长分别在驾驶台或机舱,但未声明亲自接替指挥时,值班驾驶员、轮机员不应放弃其值班责任;在船长,轮机长接替指挥操纵后,值班驾驶员、轮机员仍应履行值班职责。The duty officer or engineer shall be responsible for operations, despite the presence of the captain on the bridge or the chief engineer in the engine room, un

4、til specifically informed that the captain or chief engineer has assumed that responsibility and this is mutually understood.1.5. 航行中未经船长同意:Without the captains approval during navigation1.5.1. 值班驾驶员、轮机员除了因紧急应变必须短暂转向或变速外不得改变规定航向和车速。The duty officer and the duty engineer should not alter the course a

5、nd speed except brief change for course and/or speed in emergency.1.5.2. 不得改变船长发布的有关安全航行措施;如发现与实际情况不符或执行上有困难时,立即报告船长,由其决定。The duty crew should not change any safe navigation measurement ordered by captain. If the duty crew finds that it is difficult to comply with or it is not consistent with the ac

6、tual condition, they should report the fact to captain and wait for captains decision. 1.5.3. 不得灌入、排出、移注淡水及压舱水。The duty crew should not ballast or deballast or transfer fresh water and/or ballast water1.6. 值班驾驶员、轮机员在遇到认为自己不能解决的困难时,应即报告船长或轮机长;船长或轮机长接到报告后立即奔赴现场。The duty officer or the duty engineer en

7、counters the difficulty that can not be solved by themselves, they should report the situation to the captain or the chief engineer immediately and the captain or the chief engineer should attend the scene right now.1.7. 值班水手、机工等人员的轮值班时间,分别由大副、大管轮编制值班时间表轮值。大副及大管轮用晚餐时,分别由三副、三管轮暂代其值班职责;用餐时间一般不超过半小时。Th

8、e shifts in turn for duty sailers or oilers to be carried out according to the deck duty schedule or the engine room schedule made by C/O or 2nd engineer. The chief officer is substituted by third officer and the second engineer is substituted by fourth engineer for dinner. Normally the time for din

9、ner can not be over half an hour. 1.8. 值班驾驶员、轮机员、GMDSS操作员等应按要求认真、完整、详细记录航海日志、轮机日志、电台日志等。The duty officer, engineer and GMDSS operator should earnestly entirely and detailedly record the log book, engine log book and radio book based on relevant rules. 2. 交接班制度Rules for Duty Handing/Taking Over2.1. 交

10、接班人员应在正点前三十分钟叫班,接班人应提前十五分钟到达岗位;接班逾时未到,当值人员不得擅离岗位,并报告船长、轮机长。The handing crew should inform the taking-over crew half an hour earlier than finishing hour and the taking-over crew should arrive at the working site 15 minutes earlier. If the taking-over crew does not arrive at the working site on schedu

11、le, the handing crew should not leave the working site and report the situation to the captain or the chief engineer.2.2. 交班人必须按交接项目,详细交接,待接班人员了解清楚后方可离开值班岗位。The handing crew should hand over all the items detailedly and he only can leave the working site after the taking-over crew know well all the

12、items. 2.3. 交接班人员在交接班时发生意见分歧应报告船长、轮机长,按船长、轮机长的意见交接,并将情况记入有关日志。If any dispute between the handing crew and the taking-over crew, the matter should be reported to the captain or the chief engineer. The captains or the chief engineers suggestion should be followed and all situation should be recorded i

13、n relevant log book. 2.4. 凡遇下列情况者暂缓交接:Duty handing/taking over should be suspended when the following condition arises 2.4.1. 将要指挥船舶避让时;Command giving way to another vessel2.4.2. 在险要地段指挥航行时;Command sailing during the dangerous water area2.4.3. 接拖或解拖时;Tug on or Tug off2.4.4. 已动车准备靠离码头时,值班水手可暂缓交接;The

14、duty sailor should suspend the handing/taking over when maneuvering for berthing or unberthing.2.4.5. 机电设备发生故障,集中力量进行处理时;Engine or electric equipment found in trouble and being repaired.2.4.6. 船舶发生事故及进行各项应变时;An accident occurred and in emergency arrangements2.4.7. 经船长和轮机长指示暂缓交接者。The captain and the

15、chief engineer order to suspend the handing/taking over3. 航行值班驾驶员的职责Responsibilities of the duty officer in navigation3.1. 严格遵守有关避碰规则及当地港口的特殊规定。Strictly comply with International regulations for preventing collision at sea and special stipulation of local ports.3.2. 不得中断了望,尤其在夜间、航区复杂视线不良时;如果驾驶员需要进入海

16、图室查阅海图,要督促水手加强了望,同时要尽量缩短时间。Should not interrupt a proper look-out by sight and hearing especially at night, in complex water area and with restricted visibility. Should urge the sailor to keep on watch and do his best to minimize the room time when he goes into the chart room.3.3. 确认陆标、灯标、浮标的外型及颜色等,

17、核对出现方位无误方能应用;如发现异常,应记入航海日志,并通知二副及时改正和报告主管部门。Should check up the shape and color etc. of the landmark, light beacon and buoy and utilize them only after the correct bearings having been confirmed. Any abnormal condition to be recorded in log book, inform the second officer to rectify it and report th

18、e same to authority in charge.3.4. 对船长所采取的航线、风流压差及罗经差均应及时核对,遇疑问即报告船长。Should check up the route, angle of drift and compass deviation decided by the captain and any doubt if found should be report to the captain in time.3.5. 认真进行海图作业,按规定测定船位,能见度不良时应充分发挥助航仪器的作用,勤测船位。Chart operation should be done earn

19、estly. Measure the ships position based on rules and measure it time after time by aid of the aid navigation installation when restricted visibility.3.6. 按规定测算助航仪器误差,并认真记录;注意罗经的稳定性,防止故障。Calculate the error of aid navigation installation and record accordingly. Pay attention to the stability of compa

20、ss to prevent failure.3.7. 通过渔船密集区域,应认真观察渔船动态,判断是否锚泊或联合作业;并按章施放声号,谨慎避让。When crossing the dense fishing boat water area, duty officer should observe and judge fishing boat mooring or joint operation. Meantime sound signal should be given and keep clear prudently.3.8. 注意气象变化,如遇雾或雨等造成能见度不良时,应严格执行雾航有关规定

21、,迅速测定船位并报告船长。Regarding weather, when navigating or nearing an area of restricted visibility due to raining or fogging etc., the duty officer should comply with the rules for navigation in fog and rapidly measure the ships position and report it to the captain.3.9. 注意船舶航行状态,如发现有不正常的倾斜等异常情况,应马上派人检查,并报

22、告船长。Paying attention to ships sailing situation, if any abnormal things such as abnormal heeling etc. duty officer should arrange crew to check it and report it to the captain.3.10. 如发现船舶遇难信号应即报告船长。After a signal of distress is received, duty officer should report it to the captain immediately.3.11.

23、 航行中值班驾驶员按规定记录航海日志。The duty officer should record the log book based on the stipulation.4. 航行值班驾驶员交接班事项Items for duty officer handing/taking over in navigation4.1. 接班前首先单独在海图室了解上一班的航行情况,了解本班航区的特点、有关航行通知、各种气象要素及船长的命令等。Before taking over, the taking-over duty officer should find out the navigation con

24、ditions of former shift in chart room and study the character of navigation area, relevant navigation notice, weather factors and captains order. 4.2. 应在驾驶台适宜了望的位置进行交接,如需要在海图室共同核对项目时,应根据当时环境并督促水手加强了望,尽快完成。In bridge, the handing/taking over should be carried through in the position where it is good f

25、or look out. If duty officers need to assure some items in chart room , they should order the sailors to keep on looking out and finish handing/taking over as soon as possible. 4.3. 航行中驾驶员的交接项目:Items for duty officer handing/taking over in navigation4.3.1. 船位、航向(包括标准罗经)、罗经改正量和风流压差;内河航行时的地名、水流及航标等情况;

26、Ships position, course(including standard compass), compass error and angle of drift. When navigating in internal river, the placename, current and navigation mark etc.4.3.2. 已过往船舶和前方在望船舶的动态;已发现或在望的陆标、灯标、浮标、漂浮物其他可疑情况。The state of passed vessel and looking out forward vessel. Discovered and looking o

27、ut suspicious conditions of landmark, light, buoy and floating objects.4.3.3. 气象预报及实测数据,当气象恶劣时对水密装置和可移动物体的绑扎所采取的安全措;Weather forecast and actual data, Precaution taken for water tight installation and lashing for movable objects in heavy weather4.3.4. 船舶航速,舵效及操舵装置的技术状况,和各种助航仪器的使用情况。Speed, efficiency

28、of rudder and condition of steering rudder installation, Condition of all the aid navigation installation4.3.5. 航行灯及信号灯;声号装置及其他已显示的旗号、号型、是否处于正常状态;Navigation lights and signal light. Sounding signal installation and other showed flag signal and shapes. In normal condition or not.4.3.6. 车钟或主机及其遥控装置的技术

29、状况和主机的转速;Technical condition of telegraph, main engine, remote control device and RPM4.3.7. 航行中船长指示的灌注、调驳或排出压舱水的执行情况;Process of ballasting, transferring, deballasting appointed by captain in navigation4.3.8. 正在了头人员的姓名及轮值名单;The crew name of forward looking out and crew list in turns.4.3.9. 本班所出现的事项及处

30、理经过。Any matters during the shift and how to process.4.4. 交接过程中,当交班驾驶员到海图室记录或测定船位时,接班驾驶员应暂代了望及指挥避让。During the handing/taking over, when the handing duty officer goes into chart room or fixes ships position, the taking over duty officer should temporarily substitutes to look out and command.5. 航行值班水手的

31、职责Responsibility of duty sailor in navigation5.1. 注意舵效,要听清并回答操舵口令,准确把握操舵航向Pay attention to rudder effect, listen clearly and answer the steering order, control the right steering course.5.2. 应协助值班驾驶员观察对方显示的信号。Assist the duty officer to observe the signal showed by other vessel.5.3. 按时开关航行灯升降国旗;按规定升降

32、船名旗、其它信号旗和号型,经常检查其正常情况;并负责按规定回旗。Turn on/off the navigation light, raise and lower national flag. Lift and fall vessel flag, other signal flag and shapes based on the regulations which should be checked up often and be in charge of taking back the flags as regulations.5.4. 注意气象变化,及时提醒值班驾驶员。Pay attent

33、ion to any change of weather and advise the duty officer accordingly.5.5. 注意船舶航行状态,如发现不正常的倾斜等异常现象,应及时报告当班驾驶员。Pay attention to sailing condition. Should report to duty officer if any abnormal heeling or any other abnormal condition being found.5.6. 传达或执行船长的命令及值班驾驶员的指示;并负责按时叫班。Deliver or execute capta

34、ins order and instruction of duty officer and wake up the taking over crew on time.6. 航行值班水手的交接班事项Items of duty sailor handing/taking over in navigation6.1. 交班水手为甲板部叫接班人。The handing over sailor should call the relay crew in deck.6.2. 应在驾驶台工作岗位上交接,并将交下的航向告诉值班驾驶员。Should hand/take over on bridge and te

35、ll the duty officer the course.6.3. 航行值班水手的交接项目:Items of duty sailor handing/taking over in navigation6.3.1. 操舵电、磁罗经的航向;The course of Gyro-compass and Magnetic compass for steering6.3.2. 舵效及操舵装置的技术状况;Rudder effect and condition of steering gear6.3.3. 航行灯的开关及已显示的旗号、型号、灯号等的正常状况;On-off of navigation li

36、ght and the working condition of flag signal, type signal, light signal etc. showed.6.3.4. 了望周围海面情况;Look out the surrounding sea condition6.3.5. 根据值班驾驶员的布置,检查甲板的情况;Check the deck condition as the instruction of duty officer.6.3.6. 值班了头人员姓名、岗位和联系方法等;The name in charge of forward looking out, station

37、and contacting details of look out in duty6.3.7. 船长驾驶员的指示及执行情况,或其它有关安全事项。Instruction of captain/duty officer, execution result or other items for safety7. 航行值班轮机员的职责Responsibility of duty engineer in navigation7.1. 值班轮机员是轮机部本航行班的负责人,执行轮机管理任务和轮机长的指示,督促值班机工遵守轮机有关规则及各项规程,做到安全航行。Duty engineers are in ch

38、arge of managing their crew and execute the management of engine and chief engineers instruction and supervise duty oiler to comply with relevant rules, regulations and operation scheme of the engine room to ensure safe sailing.7.2. 应服从值班驾驶员的指挥,注意车钟,及时准确执行驾驶台命令,如有困难,应立即回报驾驶台并通知轮机长。紧急用车时应尽最大可能安全开车。Ma

39、neuvering the engine according to commands from the bridge, pay attention to telegraph and execute the commands accurately and in time. If any difficulties, should right now feed back to bridge and report to chief engineer. In emergency, should do his best to maneuvering the engine safely.7.3. 当接到驾驶

40、台因航行需要特别注意操纵主机的通知时,应立即通知轮机长。在驾驶台未通知恢复正常航行时,值班轮机员不应远离主机操纵台,如需要离开时,应由轮机长或其它轮机员接替。When receive the notice from bridge that need special steering main engine due to navigation want, should inform chief engineer right now. If the bridge does not inform to resume normal navigation, duty engineer should no

41、t keep far away the steering panel. Should inform chief engineer or other engineer to take over if need to leave.7.4. 加强巡回检查,做到勤听、勤看、勤摸、勤嗅。经常检查并正常调整使用中的机电设备,保证其转速、压力、温度、电压、电流、油量、水量及水位等工作参数维持正常。Patrol inspection accordingly, often listen, look, touch, smell. Often check and adjust the operation of en

42、gine-electrical to ensure working parameter such as revolution, pressure, temperature, voltage, current, oil quantity, water quantity and water level etc. normal.7.5. 指挥值班机工使用管理好机电设备;及时加油、加水、保证润滑和冷却;正确驳运燃油、压载水;按驾驶台要求供给电、水、气;保持机仓和设备的整洁;按规定排除污水等。Command duty oilers to manage the engine-electrical, and

43、 refill oil and water, ensure the enough lubricating and cooling, and transfer the fuel oil, ballast accurately, supply power, water, steam as the demand from bridge, and keep the engine room and equipment clean, and pump bilge water overboard as regulations etc.7.6. 督促轮机值班人员坚守工作岗位。如需短时间离开机舱去检查舵机等情况

44、时,应向其它值班人员交代清楚。Supervise duty crew to hold their guard. If need to leave engine room to check rudder for a little time, should make clear to other duty crew.7.7. 如发现危及安全运行的故障无法排除时,值班轮机员应立即报请轮机长下机舱指导解决,并同时报告值班驾驶员。If find any dangerous failure which can not be eliminated, duty engineer should report t

45、o the chief engineer as soon as possible and ask for the chief engineer to attend the engine room and instruct duty engineer to solve the problem. Meantime, report to duty officer. 7.8. 如发现机、电、设备有重大故障,危及人身安全可发生严重工伤时,值班轮机员有权立即停车,并迅速报告值班驾驶员和轮机长。If serious failure found with engines/electric equipment

46、and endangering equipment and human beings, stopping engine may be taken and inform the duty officer and chief engineer. 7.9. 准确记载车钟记录和详细填写轮机日志。Fill in telegraph record book and engine log book accurately and detailedly.8. 航行值班轮机员的交接班事项Items of duty engineer handing/taking over in navigation8.1. 交班轮

47、机员督促所属值班人员及时做好交班的准备工作。Handing over duty engineer should supervise duty crew of his shift to be ready for handing over timely.8.2. 接班轮机员应提前到达工作岗位,依次检查机电设备和工作情况及各仪表显示情况是否正常。发现问题应向交班人问清,并查阅轮机日志记载情况。Taking over duty engineer should arrive at work site in advance. He should check the engine-electrical, w

48、orking condition, instrument normal or not. If any question, should check with the handing over duty engineer and check the engine log book.8.3. 航行值班轮机员的交接项目:Items of duty engineer handing/taking over in navigation8.3.1. 主副机、轴系运转及各部门润滑的情况,有无杂音异响;Main engine/auxiliary engine, running condition of sha

49、ft system, condition of lubricant, cacophony/abnormal sounding8.3.2. 温度、压力等仪表显示数字是否正常;If the data displayed on thermometers / pressure gauges in normal condition8.3.3. 舵机的运行情况;Running condition of steering gear8.3.4. 配电板上的电压、电流、功率等仪表显示,开关位置及供电情况;Indication of voltage, current, power on switch and st

50、atus of on/off and power supply8.3.5. 日用油柜存量及油柜内有无残水;Day tank level and drain8.3.6. 各种备用的辅机、电机或泵浦的使用及其技术状况;Condition of standby auxiliary engines, motors or pumps8.3.7. 本班曾发生过的故障、其原因,排除经过及应该注意的事项;Failure and cause happened during the shift, process eliminated and to be attention.8.3.8. 轮机长布置和任务及驾驶台通

51、知的执行情况。Disposal and mission instructed by chief engineer. The execution for bridge notice.8.4. 双方交接清楚,接方认可接班后,交方才能离开工作岗位。Hand/take over clearly. The handing over duty engineer can only can leave the work site after the taking over duty engineer confirms the transfer.9. 航行值班机工职责Responsibility of oile

52、r in navigation9.1. 严格遵守值班制度及技术操作规程;经常巡视检查各机电设备的工作情况。Comply strictly with duty regulations and technical operation procedure and patrol inspection with the status of engine and electric equipment.9.2. 按时对主机、轴系、 发电机及各辅机等进行合理的润滑和冷却,要注意节约油料。Periodically lubricate and cool the main engine, shaft system,

53、 motor and auxiliary engine, meantime need to save the bunker.9.3. 根据值班轮机员的安排,及时启动、调换或关闭有关辅机;正确操作管理各种水、气系统的阀门及各电器开关。Based on the duty engineers arrangement, start, change over or stop relevant auxiliary engine timely and operate accurately to manage the valve of water system and steam system and ele

54、ctric switches.9.4. 根据值班轮机员的具体安排进行驳运油料,保持空气瓶规定的压力。Based on the duty engineers arrangement, transfer fuel oil and keep the Air pressure in the air bottles as requirements.9.5. 经常查看机舱舱底水的情况,发现异常报告值班轮机员。Often check up the bilge water and report the abnormal condition to duty engineer.9.6. 经常保持机舱、机电设备和航

55、行常用工具整洁;按分工做好机舱清洁工作。Keep the engine room, engine & electric equipment and tools tidy. 9.7. 如机电设备发生故障,应积极协助值班轮机员及时排除。Engine-electrical failure if any, should assist duty engineer to eliminate the failure timely.9.8. 听从值班轮机员指挥并执行其指示。Follow the duty engineers command and execute his instruction.10.

56、 航行值班机工的交接班事项Items of handing over for duty oilers in navigation10.1. 值班机工应按时叫班。Duty oilers should call taking over crew timely10.2. 值班机工应在值班轮机员的具体布置下,做好交班准备工作,对主副机、电设备各部门加足燃润料和及时补给水;清洁机舱与机电设备。Based on the duty engineers arrangement, should be ready for handing/taking over and supply enough bunker a

57、nd water to main/auxiliary engine, electric equipment and clean the engine room and engine-electrical.10.3. 接班机工应提前十五分钟到工作岗位,巡视主副机、轴系、电器设备。尚有疑难应向交班人问清:Taking over oilers should arrive at work site 15 minutes in advance, patrol main/auxiliary engine, shaft system, electric equipment. Question if any,

58、 should check clearly with the handing over crew.10.4. 交接班机工应将下列项目交接清楚:Following items should be clearly handed/taken over10.4.1. 辅机、发电机、电器设备等工作及润滑、冷却情况,膨胀水箱的水位是否正常,压缩空气是否保持规定的压力等;Working, lubricating and cooling condition of auxiliary engine, generators, electric equipment. Water level in head tank is normal or not. Compressed air is kept the pressure within the setting values or not.10.4.2. 各管系阀门,电器开关的使用及开闭情况;Status of pipe system va
