4、多,既有内在因素(总体经济实力、产业结构、城市化 水平、对外开放水平、可持续发教育水平和科技创新能力等) 展能力、 外在因素中有硬件因素 也有外在因素, ,基础设施) (自然条件、 政策环 体制环境、 (人文与社会环境、 也有软件因素 ,境、法制环境) 。?河北省经济发展环境的优势主要在于外在因素 中的硬环境上,资源条件比较好,区位有优势,市场容量大,基础设施条 件好。但是河北省总体经济水平并不高,经济发展环境优势不大,有以下原因:?一、河北经济发展环境落后内在因素方面原因:?河北省 总体经济实力弱。 1.gdp 和人均 gdp 市中的 水平在全国各省区、排名属于中等。同时,河北省经济的地区不

5、平 衡现象也非常严重,是东部地区中贫困县最多的省份。地区经济不平衡现象在 全国每个省份都有,但是差距太大就不利于区域经济的协调发展。?2.产业结构优化度低。从统计数据上看 ,三次产业结构向着合理方向演进,但变动速度较慢,且有波动。从各个产业 来看,普遍存在产业内在质量不高、产业结构层次低等问题,它不仅对河北接 受更高层次的技术转移增加了难度,还影响到与其他地区的产业结构衔接,进 而影响到河北经济发展环境的改善。?并 明显落后于工业化, 河北省城市化水平居全国后列, 城市化水平低。 3.缺少具有重大拉动力和辐射力的特大城市。这 主要因为产业聚集度低,缺乏产业和人口聚集载体。?河北是以资源 但外向

6、度低, 河北省虽属于沿海省份, 对外开放水平低。 4.型产业为核心的经济循环模式,而资源型产业 增长所带来的收入又被不断投入到自身的发展中,形成经济的内循环,抑制了 各地对培育经济新增长点和实现经济外向化的强烈需求。?难以为河北科技发展提供后备人才和 高等教育水平低下, 科技实力弱。 5.技术支持。科技与生产缺乏有机结合,科技成 果转化率低。科技投入滞后于经1 良好的经济发展环境是一个国家和地区综合竞争能力的集中体现, 也是一 济发展的科技环境,结构失衡和人才流失浪费 造成人才总量不足,这些都不利于河北省科技竞争力的提高。?结构性矛盾日 人口低增长率和高增长量长期并存, 可持续发展能力差。 6

7、.益凸显,老龄化进程加快;生态环境压力大, 污染严重,这给经济可持续发展带来负面影响。?二、河北经济发展环境落后外在因素方面原因(主要是软环境)?1. 体制改革进展慢。 政府职能尚未得到根本转变, 审批与办事效率还不高;融资难、生产集中度和产业聚集度低、管理模 式落后制约民营经济发展;保险基金来源不足,收缴困难、最低生活保障标准 较低还影响着社会保障工作的稳定进行。?二是制定的政策 灵活性不够。 一是政策创新能力不强, 政策环境方面: 2.可操作性不佳,在政策制定和执行中,由于缺 乏和相关部门的协调,形不成政策的合力,总体效应较差。?制度 与市场经济和国际惯例接轨的法律体系还未建立, 法制环境

8、方面, 3.建设还不健全,执法管理水平还不高。?思想解放程度和 社会观念落后, 传统意识浓厚, 人文与社会环境方面, 4.开拓进取精神不如先进省市。?影响河北省经济发展环境因素是多方面的,其 中,内在因素即经济综合水平是主要因素。这使得河北经济自身缺乏发展 动力,不足以形成良好的环境氛围;而在外在因素中软环境的不足是河北省经 济发展的硬伤。因此,振兴河北经济,优化发展环境也要针对这些问题进行。?三、优化河北经济发展环境?积极发展三产” 改造提高二产、 “稳定加强一产、 要按照 优化产业结构。 1.的总体要求,促进河北省产业结构的整体优化 。措施主要有:第一,深化企业改革,使企业成为结构调整的主

9、体;第二,建 立技术创新体系,加快企业技术进步;第三,集中重点投入,为结构调整提供 资金支持;第四,实施优惠的税费政策,努力推进结构升级。?二是开 提高利用外资质量; 一是扩大利用外资规模, 发展外向型经济。?2.拓国际市场,提高全省外贸依存度;三是鼓励 和支持企业向海外投资,促进生产和资本国际化。?23 . 加快城市化进程。城市化战略的制定应遵 循非均衡理论和增长极理论原则。重大基础设施项目和重点建设工程向重 点发展地区倾斜,提高产业的聚集效应。同时还要建立起与京津共同发展的伙伴关系。?稳定和用 建立激励竞争机制, 通过加大科技投入、 发展科学教育事业。 4.好现有高层次人才、建立京津冀高层

10、合作机制 ,充分利用京津科技资源等措施增强河北科技创新能力和竞争力。?另一方面通过加强水环境 一方面加强人口控制, 促进经济可持续发展。 5.保护、退耕还林、城市环境保护等工作,改善生态环境,减少污染。?6.加快体制改革。通过树立新的政府责任概念、加快行政审批制度改革、提高公务员队伍素质、加强政务公开化等措施 加快政府职能转变;采取扶持骨干优势民营企业、加快聚集载体建设、拓宽融 资渠道,加大信贷支持力度等措施加快民营经济发展;提高社会保障面、拓宽 社会保障资金来源、合理制定社会统筹养老保险和最低生活保障标准来改善社会保障工作。?增强政策的创新 制定有利于长期稳定增长的经济政策, 优化政策环境。

44、场竞争更加剧烈。国 际竞争的焦点将主要从传统的资源和价格竞争逐转向知识和人才的竞争,科技 实力、创新能力和国民素质将成为竞争的基础。从国内来看,随着我国社会主 义市场经济体制的建立和完善,市场化程度不断提高,市场在资源配置中的基 础作用明显增强,国有企业改革、政府机构改革、社会保障体制改革及其他配 套改革将进入深化、完善阶段。在这国内各省区为寻求经济发展的新机遇也展开了新一轮的经济竞争, 样的背景下,而且竞争日趋激烈。这场竞争的实质是一 种争夺人才、资金等优势发展资源的竞争,说到底是各地区经济发展环境的竞 争。因为谁的环境好,谁就能争取到经济发展的优势资源,进而争取到新的发 展机遇。因此,经济

45、发展环境竞争将是这场竞争的焦点。若要在新一轮的国际 、国内争夺新经济发展资源的竞争中占据主动,寻求到新的发展机遇,必须切实优化自身的发展环境。?对于河北省来说,优化经济发展环境还有着一层积极的意义。那就是要融入与京、津的经济合作中。尽管有着环绕 京、津的地理优势,但河北省在京津冀合作中却没有发挥出应有的作用,甚至 成为了一体化进程中的“短板”。这固然与京、津作为中心城市,经济向周围 城市扩散的职能不足有关,但主要还是河北与京、津经济水平相差太远所致。2003 年,北京、天津两市人均生产总值分别超过或接近 3 万元,城镇居民可支配收入均高于全国平均水平,而河北人均生产总值刚刚突破一万元大关,城镇

46、居民可支配收入 7239 元 ,比全国平数据来源: 2003 年中国国民经济和社会发展统计公报 。?均水平 8472 元低 14.6%,比北京市低近一半;从三次产业结构看,北京的产业结构已经实现了“三二一”的结构调整, 天津与河北都还没有摆脱“二三一”1开放区、开发区等优惠政策较早,在引进 资金、扩大出口等方面占据了绝对优势。相比之下,河北省的对外开放步伐虽 然也在不断加快,但在利用外资、外贸出口等方面的能力差距较大。津的高层次的产业转移、 经济水平的太大差距使得河北很难接受到来自京、也很难吸引到人才和资金 技术扩散, 如何优化河北的经济发展环境成 因此, 。为河北省当前应着重解决的问题。2

47、有关课题研究回顾可追溯到上个世纪 对经济发展环境的研究, 70 环 年代兴起的环境经济学。境经济学是经济学和环境科学的交叉,是 研究经济发展和环境保护之间相互关系的科学,即如何通过调节人与自然之间 物质变换,使社会经济活动符合自然是从 对环境经济学的研究工作, 在中国, 生态平衡和物质循环规律。 1978 年制定环境经济学和环境保护技术经济 8 年发展规划 (1978?1985)开始的。1980 年,中国环境管理、经济与法学学会的成立,推动了我国环境经济学的研究。?随着社会发展,经济发展环境这个词出现的频率越来越多,当然它所包含的内容也早已不止自然环境这一个方面了 。实践证明,一国或一个地区经

48、济水平的高下,不仅仅取决于其自然条件,还 取决于体制、政策、法制等方面的因素,自然条件不是很优越的地区同样可凭 借先进体制、开放的政策在经济发展上取得骄人的成绩。以上这些都属于外在 因素。那么经济运行本身对发展环境有没有影响呢?我认为答案是肯定的。社 会经济综合发展水平总体经济实 力、是一个地区参与经济 城市化水平等作为经济发展环境的内在因素, 产业结构、竞争、实现经济发展的基础,没有良好的 经济基础作后盾,谈不上竞争,更谈不上超越。徐瑛、?陈秀山: 河北省产业结构特征及其与周边区域的产业联系 , 领导之友2004 年第 9 期。2003 年 12 月 23 日,河北省委省政府制定下发了关于进

49、一步优化发展环境的若干规定 ,提出了 43 条措施,各厅局也对照自己的职责提出了相应的优化措施,但只针对体制、政策、政务等软 环境方面的因素,我认为这是比较片面的,而且属于行政条文,不具有研究性质。?2 的产业结构模式; 从市场开放度看, 京、 津两市由于享受开放城市、 沿海城市、 对河北省经济发展环境的全面系统研究,目前还不是很多。有关河北省产业结构调整、实施城市化、发展外向型经 济等涉及内在因素的研究不少,比如李林杰、金剑的河北省产业结构 调整的重点目标和对策 ( 经 济管理 2001年11期) 河北省主导产业及特色经济发展的统计评价与分析 顾六宝的 , ( 河北统计信息 2004 , 年

50、第 9河北省经济增长质量与效益评价 金浩的 期) ( 河北统计信息2004 年第 9 期)等,都从各自的研究方向入手,对河北经济发展环境进行了分析,但是都偏重于内在因素方面。?张波、刘西田在河北省经济 发展战略的几个问题 ( 新世纪、新思路、新发展第 51、52 页,河北人民出版社 2003 年版)一文中,从国内外政治经济形势、河北省自然资源和社会资源的供 求形势、生态环境状况几大方面对河北省的经济发展环境进行了分析,他们认 为世界经济一体化进程加速,经济发展的不确定性在增加,这既为河北融入世 界经济、增强国际贸易加大了难度,又对河北省传统产业的发展和资源密集型 经济增长形成巨大压力,但同时新技术革命的发展又为河北产业结构调整升级 提供了机遇,可谓机遇和挑战并存;国内的经济体制改革、工业化与城市化进 程加速、知识经济的兴起、北京奥运商机、 城市建设规划等对为河北经济发展提供难得机遇和优越的发展 “大北京”环境。从自然资源看,部分资源已由调出 省变为调入省,而旅游资源还未得到充分开发;社会资源上,河北是人口大省 ,劳动力资源供大于求。在人力资源素质上河北不具备优势,高层次人才严重 不足。在自然环境方面,河北省的基础比较脆弱,城市空气污染严重,生态压 力指数仅小于西北六省。他们的分析着重于外在因素方面,尤其是国内国际经 济形势对河北经济发展的影响的分析很客观
