17、orlate delivery or non-delivery of the goods but shall notify the buyer by telex or fax inreasonable time. the seller shall deliver to the buyer by registered mail, if so requestedby the buyer, a certificate issued by the china council for the promotion of internationaltrade or any competent authori

18、ties. 由于火灾，水灾，地震，干旱，战争，国家政策，工厂事故或者买方无法预见，控制，避免客户的其他事件导致不能或暂时不能全部或部分履行本合同，卖方不负责任。但是卖方应该尽快以传真或者其他的方式通知买方，如果需要，由中国国际贸易促进委员会寄交给买方。2) both buyer and seller have right to cancel this contract if the tax rebate is changed bychinese government. if the seller have paid the the mill when the chinese governmen
