1、株洲市荷塘区义务教育发展经验探析论文 “十三五”期间,“提高教育质量”是教育发展的主题,切实推进基本均衡发展依旧是义务教育发展的中心任务。同时,已经通过基本均衡发展评估认定的区域中,其中一些还存在诸多薄弱环节,巩固义务教育均衡发展的压力仍然较大。 新时代,城市化进程加快,二胎政策放开,对义务教育均衡发展提出了新要求,围绕着“促进公平、提高质量”两大战略主题,义务教育进入全面提高质量的新阶段,从“基本均衡”过渡到“ _均衡”就是最明显的体现。 xx 年株洲市荷塘区通过国家义务教育基本均衡发展县评估认定,近些年取得了一定的成绩。不过一些非均衡的现象依然存在,巩固基本均衡发展成果,全面提高义务教育均
2、衡发展水平和教育质量,实现 _均衡发展,已经成为荷塘区义务教育新的重要任务。资源配置是义务教育办好的条件和基础,本文基于资源配置视角,从财力、人力、物力三个方面分析荷塘区义务教育均衡发展过程中的资源配置现状,对荷塘区义务教育发展非均衡现象进行了分析,发现在教育经费投入上,小学、初中之间投入差距大,而且教育经费年度增长不均衡;在师资配备上,小学教师缺编,公办初中教师超编,而且教师队伍校际分布不均衡;在办学条件上,城区学位紧张,公办初中不足。究其原因,一方面是教育经费投入总量不足,制约了义务教育的均衡发展。另一方面外来务工人员子女逐年递增,义务教育供需缺口扩大。此外,由于学校发展历史不同,校级差距
3、客观存在,也是影响荷塘区义务教育非均衡发展的重要原因。平等享受 _教育已经成为人民群众的现实需求。本文从提升教育保障水平,巩固基本均衡,以及推进教育综合 _,迈向 _均衡两个层面为荷塘区义务教育均衡发展提出了对策。一方面,合理配置,从“人”、“财”、“物”方面进一步巩固义务教育基本均衡发展的成果。另一面,推进办学模式 _,推动教育信息化融合创新,进一步促进教育公平,提升教育质量。 义务教育 均衡发展 资源配置 荷塘区 . Based on resour _ allocation, this paper _yzes the current situation ofresour _ allocation in the pro _ss of balan _d development of pulsory education
9、in Hutang district from three aspects of financial, hu _n a nd _terial resour _s.It isfound that there is a big gap between pri _ry and middle schools in the investment ofeducation funds, and the annual growth of education funds is not even. In the teachersupply, pri _ry school teachers are deficien
10、t, public ju nior middle school teachers areoverqualified, and the distribution of teachers is uneven between schools; On thecondition of running a school, the city degree is nervous, public junior high school isinsufficient.The reason is that the total investment o f education funds is insufficient
11、,which restricts the balan _d development of pulsory education. On the other hand,the children of migrant workers have increased year by year, and the gap betweensupply and de _nd for pulsory education has widened. In addition, due to the different history of school development, the school level gap
12、 exists objectively, it isalso an important reason to influen _ the unbalan _d development of pulsoryeducation in Hutang district.Equal aess to pulsory educatio n and qualityeducation has bee a real de _nd of the people. This paper puts forward somecountermeasures for the balan _d development of pul
