项目背景及必要性2.1项目提出的背景光荣院是为入住的丧失生活自理能力的失能老年人提供生活照料、健康护理、休闲娱乐和社会工作等服务，满足失能老年人生活照料、保健康复、精神慰藉、临终关怀等基本需求的专业照料机构。加强老年养护院的建设是贯彻落实科学发展观、推进社会建设，积极应对人口老龄化、强化政府公共服务责任的重要举措，也是建立基本养老服务体系的重要组成部分。中国正在经历快速的人口老龄化。2020年我国老年人口将达到2.48亿，老龄化水平达到17.17。与此相伴，老年人口中失能老人的数量越来越多，长期照料需求迅速扩张。中低收入失能老年人，特别是其中的重点优抚对象、“三无”老人及低保空巢老人，属于社会弱势群体，对他们的照料是一项具有长期性、综合性和专业性的工作，单纯依靠家庭和社区服务已不能使他们得到切实有效的养老服务。因此，加强老年养护院的建设已是一项刻不容缓的任务。党中央和国务院高度重视失能老年人的老年养护机构建设。2005年以来，国务院领导同志多次就失能老年人的养护工作作出重要批示，并将爱心护理工程列入国民经济和社会发展第十一个五年规划纲要。2007年，中共中央国务院关于全面加强人口和计划生育工作统筹解决人口问题的决定中再次强调，要“积极探索和实施爱心护理工程”。2008年初，在全国老龄工作委员会第十次全体会议上，国务院领导同志又再次强调：“要加大工作力度，抓紧立项，争取有实质性进展”。2.2项目建设的必要性1、项目建设是减轻现实社会养老矛盾的客观要求*市的养老方式大致与全国相同，多是以居家养老为基础，社会养老为依托，机构养老为补充的家庭养老方式。但是，人口老龄化所产生的“四、二、一”家庭模式和抚养系数比上升，将使现行的家庭养老模式发生困难。一方面，人口老龄化普遍产生了四位老人、一对年轻夫妇、以及一个未成年小孩，这样一种家庭结构模式，另一方面，也导致养老抚养比从1964年的6.3%逐渐上升到2000年的10.1%，以及未来2050年的33%。在人口流动频繁的今天，这两种情况必然导致家庭物质供养、生活照料及精神安慰等方面严重缺乏。依靠现有的居家养老方式难以实现养老目标。因此，探索建立集中供养的敬老养老机构，对缓解乃至解决这一社会现实矛盾，非常必要。2、项目建设是践行科学发展观、建设和谐社会的必然要求科学发展观强调以人为本，实现人的全面发展。老年人不仅不是社会的包袱，而应该是社会财富，是实现可持续发展的资源。随着社会不断发展，在近40-50年间，全市老龄人口群体也不断增大，因此，践行科学发展观，建设和谐社会，必须认真切实解决好养老问题。建立集中的敬老养老中心，其目的就是从老年人的根本利益出发，重点解决好老年人的养老医疗和精神文化生活等方面的问题，确保老年人和其他社会成员一起共享经济社会发展成果，切实维护老年人的根本利益，让老年人和全体人民一道共奔小康，从而实现全市社会经济的健康、协调发展。3、项目建设是加快当地社会服务、养老事业发展的需要本项目实施后，将在很大程度上改善当地的养老现状、扩大养老设施规模、完善服务功能、美化生活环境、切实解决老年人的生活和健康问题，充分发挥社会保障作用，更好地履行“上为党和政府分忧，下为人民群众解愁”。因此，可以认为项目建设十分必要。第四章 场址与建设条件4.1场地4.1.1项目选址原则项目选址应符合城市规划要求，并满足一下条件：1、地形平坦、工程地质和水文地质条件较好，避开自然灾害易发区；2、交通便利，供电、给排水、通讯等市政条件较好；3、便于利用周边的生活、医疗等社会公共服务设施；4、避开商业繁华区、公共娱乐场所，与高噪声、污染源的防护距离符合有关安全卫生规定。4.1.2项目选址项目建设地址选择在*市*区*南岸（原*区林科所用地，详见项目选址意见书）。占地面积约43亩，项目区交通便利，周围环境良好，没有污染源。4.2建设条件4.2.1地形项目区属于大别山区，地势略显西高东低。地面海拔高度平均约为48.9米。4.2.2气象条件该区属北亚热带向暖温带过度的大陆性季风气候，四季分明，冷暖适中，雨水充沛，冷热同季。年平均日照时数为2053.5小时，年平均气温15.2，无霜期长，常年无极端恶劣天气，适合项目建设的需要。4.2.3地质条件该区域地形平坦，地貌为第四纪冲堆积平原；地层结构简单，第1层为耕植土层，平均厚度0.65米，压缩性高；第二层为粉质粘土，土质比较厚，压缩性低，承载力高。工程地质条件较好，地基属稳定地基，适合工程建设。根据国家标准建筑抗震设计规范（gbj1189）的规定，从场地土的性质和测试数据判定，属于中软场地土，场地类别为三类，地震烈度为vii度，建筑物按vii度设防。4.2.4城镇规范及社会条件本项目建设符合该*市城市总体规划，项目建设大大改善*市社会福利基础设施功能，是一个利国利民的项目，得到了地方政府和人民群众的大力支持，有良好的社会基础和条件。4.2.5公用设施条件供电：该区域城网改造已全面完成，电网布局更趋合理，完全可以满足城乡用电需要，可充分保证新增项目供电。供水：城市自来水管网已接通，可以满足项目用水需要。电信：该区域电信设施可充分满足项目通讯需要。4.2.6施工条件本项目所需的主要建筑材料，砂石、钢筋、水泥、石灰等均在本区内采购，通过汽车运输到施工场地。水、电等可就近引入，条件可满足施工需求。第五章 工程技术方案6.1项目组成根据现有条件的发展需要，项目主要由公寓楼及相关配套设施组成。6.2建设方案的确定6.2.1主要原则与依据合理确定方案和正确掌握建设标准可以大大推进社会福利事业的快速发展。建设方案与建设规模确定的原则主要有如下几条：1、项目必须贯彻艰苦奋斗、勤俭建国的方针，树立科学的发展观，充分利用现有资源，满足“三无”人员的救助保护需求，正确处理需要与可能、现状与发展的关系。2、项目选址应符合当地城市的总体规划和网点布局的要求。3、主要要求下述几点：选址地理位置要适中，交通要方便；要节约用地，合理科学布局；便于利用城市基础设施；场地地形力求规整，场地干燥、并有必要的防洪排设施；场址要远离易燃、易爆物品的生产和贮存区，并远离污染源和高压线路；6.2.2项目主要建设方案按照项目建设标准要求，建设规模必须与承担的任务、功能相适应，考虑到*市社会福利事业发展的要求，在*市*区原林科所所在区域建设*市光荣福利院。6.3主要建筑物设计方案6.3.1设计原则1、项目根据安全、卫生、适用的原则和使用功能要求，一般情况下采用混合结构。2、业务用房的室内净高度不低于3米。3、给排水应符合生活饮用水标准和污水排放的有关规定。4、主要业务用房地面应采用便于清洗的建筑材料，室内装修应符合表面光滑洁净、色调舒适明快的要求。5、在满足国家有关规程、规范的前提下，强调功能的合理性以及主要标准层的合理性功能分区明确合理、简捷便
