the strike is due to begin on tuesday. no one knows how long it will last. the busmen have stated that the strike will continue until general agreement is reached about pay and working conditions. most people believe that the strike will last for at least a week. many owners of private cars are going to offer free rides to people on their way to work. this will relieve pressure on the trains to some extent. meanwhile, a number of university students have volunteered to drive buses while the strike lasts. all the young men are expert drivers, but before they drive any of the buses, they will have to pass a special test. the students are going to take the test in two days time. even so, people are going to find it difficult to get to work. but so far, the public has expressed its gratitude before his retirement, mr page will have been teaching for a total of forty years. after he has retired, he will devote himself to gardening. for him, this will be an entirely new hobby. but this does not matter, for, as he has often remarked, one is never too old to learn. lesson86 out of control 失控as the man tried to swing the speed-boat round, the steering-wheel came away in his hands. he waved desperately to his companion, who had been water-skiing for the last fifteen minutes. both men had hardly had time to realize what was happening when they were thrown violent1y into the sea. the speed-boat had struck a buoy, but it continued to move very quickly across the water. both men had just begun to swim towards the shore. when they noticed with dismay that the speed-boat was moving in a circle. it now came straight towards them at tremendous speed. in less than a minute, it roared past them only a few feet away. after it had passed, they swam on as quickly as they could because they knew that the boat would soon return. they had just had enough time to swim out of danger when the boat again completed a circle. on this occasion, however, it had slowed down considerably. the petrol had nearly all been used up. before long, the noise dropped completely and the boat began to drift gently across the water.lesson87 a perfect alibi 极好的不在犯罪现场的证据at the time the murder was progressing smoothly. if they knew how difficult it was to drill through the hard rock, they would lose heart. lesson89 a slip of the tongue 口误people will do anything to see a free show-even if it is a bad one. when the news got round that a variety show would be presented at our local cinema by the p. and u. bird seed company, we all rushed to see it. we had to queue for hours to get in and there must have been several hundred people present just be- fore the show began. unfortunately, the show was one of the dullest we have ever seen. those who failed to get in need not have felt disappointed as many of the artistes who should have appeared did not come. the only funny things we heard that evening came from the advertiser at the beginning of the programme. he was obviously very nervous and for some minutes stood awkwardly before the microphone. as soon as he opened his mouth, everyone burst out laughing. we all know what the poor man should have said, but what he actually said was: this noticed a balloon which seemed to be making for a royal air force station nearby. he informed the station at once, but no one there was able to explain the mystery. the officer in the control tower was very angry when he heard the news, because balloons can be a great danger to aircraft. he said that someone might by spying on the station and the pilot was ordered to keep track of the strange object. the pilot managed to circle the balloon for some time. he could make out three men in a basket under it and one of them was holding field-glasses. when the balloon was over the station, the pilot saw one of the men taking photographs. soon afterwards, the balloon began to descend and it landed near an airfield. the police were called in, but they could not arrest anyone, for the basket contained two members of parliament and the commanding officer of the station! as the commanding officer explained later, one half of the station did not know what the other half was doing ! lesson92 asking for trouble 自找麻烦it must have been about two in the morning when i returned home. i tried to wake up my wife by ringing the door-bell, but she was fast asleep, so i got a ladder from the shed in 项目建设地点位于河北省保定市徐水县漕河镇南留中学院内。四、建设规模及结构河北省徐水县漕河镇南留中学改造扩建工程项目主要建设内容有:新建三层综合教学楼一栋,长65米,宽17米,框架结构,占地面积935平方米,总建筑面积3200平方米;三层学生宿舍楼一栋,长34米,宽16米,砖混结构,占地面积665平方米,总建筑面积1600平方米。该项目总占地约1600平方米,建筑面积共计4800平方米。五、投资规模:项目总投资550万元人民币六、资金筹措:拟申请上级校舍安全工程专项资金550万元人民币。七、建设期限:本项目实施进度计划自2009年10月至2010年8月份,建设工期11个月。八、项目建设背景1、项目提出理由徐水县漕河镇南留中学是一所公办乡镇初中,始建于1976年,位于漕河镇南留村东,占地面积23746平方米,建筑面积3258平方米,现有9个教学班,在校生430人左右。现用教室已是年久修,存在许多不安全因素,隐患问题令人堪忧。房檐灰皮不断脱落,教室内电路腐朽老化,修了坏,坏了修,只能勉强维持正常教学。并有部分墙体出现细微裂缝,影响着广大师生的生命安全。在这样的情况下,教学质量不但上不去而且还很有可能引起教学质量下降,这对国家、对人民、对学校来说都是急需解决的严重问题。按照徐水县教育局规划,漕河镇另一所中学(漕河中学)将并入南留中学,南留中学将变为漕河镇唯一一所高标准、规范化的寄宿制初级中学。届时该校将成为6轨制初中,在校学生将达到1000人,教职工55人,设置18个教学班,并提供相应数量的学生宿舍。但目前该学校的教室数量、办学条件根本无法满足将来的需要,且不符合河北省规范化初中建设标准的要求。因此,河北省徐水县漕河镇南留中学改造扩建工程的建设,在解决现实问题的同时,也体现了以人为本和科学发展观的要求,直接关系到党和政府在人民群众中的形象,具有重要的现实意义和深远的政治意义。2、相关政策介绍县委、县政府把教育工作与经济工作同规划、同研究、同部署、同落实、同考核、同奖惩。全面贯彻落实“以县为主”的农村义务教育管理体制,明确并落实了政府有关职能部门在教育改革与发展中的职责。根据教育管理部门下发的“十一五”教育发展规划、关于加强教育工作的实施意见、关于迎接省政府教育督导评估实施方案、河北省规范化学校建设标准及年下发的河北省中小学校舍鉴定实施细则、保定市中小学校舍安全工程实施方案(草案)等一系列纲领性文件,指出在未来几十年里,将确立“基础教育”在徐水县教育现代化建设中“重中之重”的战略地位,并把优先发展高标准、高素质的“基础教育”作为徐水县教育事业发展的基本方向。3、学校简介南留中学位于保定市和徐水县中间的漕河镇南留中学是一所公办乡镇初级中学,始建于1976年,位于漕河镇南留村东,占地面积23746平方米,建筑面积3258平方米,现有9个教学班,在校生430人左右。按照徐水县教育局规划,漕河镇另一所中学(漕河中学)将并入南留中学,届时南留中学将将成6轨制初中,18给教学班,在校师生将达到1000人,生源遍及漕河镇27个村的适龄儿童,将成为漕河镇唯一一所高标准、规范化的寄宿制初级中学。自办校以来,学校始终以全面贯彻党的教育方针为宗旨,以培养创新型人才为目标,坚持“以人为本,以徳促智,面向全体,全面发展”的办学思想,努力实施素质教育,大力推进和深化课程改革。建立学校教育、家庭教育、社会教育、自主教育,“四位一体,全面渗透”的德育体制,制定“激趣、精讲、互动、创新、高效”的课堂教学标准,遵循“以反思为前提,以教学问题为对象,以平等互动为特征,以解决实际问题为目的,以全面参与为基础”的教研思路,重过程,强管理,积极创建宽松、民主,和谐的教育氛围,让学生学会做人,学会学习,学会创造,使学生在德、智、体、美、劳各方面得到充分的、和谐的、整体发展。徐水县漕河镇南留中学综合教学楼、宿舍楼建成后可以满足周边村庄学生入学要求,而且可给全县整个教育注入更大的生机和活力;不仅给漕河镇高中教育提供充足的生源,而且可拉动义务教育阶段各类教育的发展,促进全镇教学质量的提高,进一步为经济快速发展奠定坚实的人才基础。九、项目编制依据1) 建设单位提供的编制报告的委托合同2) 河北省教育厅关于推进农村中小学标准化建设的实施意见3) 河北省规范化学校建设标准4) 保定市中小学校舍安全工程实施方案(草案)5) 国家有关政策、规定;6) 项目单位提供的基础资料、数据。7) 本报告编制的技术资料依据是国家及地区现行有关的设计及施工验收规范及技术标准、河北省建设工程概算编制办法、河北省建筑工程预算定额、河北省安装工程预算定额及有关取费文件。该项目工程可行性研究报告通过对项目区的实地考察,了解项目区的经济发展状况,自然条件自然资源分布等因素后,拟定出项目建设方案,工程标准,建设规范、核算出工程量,做出工程投资估算,为项目建设提供重要依据。十、研究范围及内容1、研究范围“河北省徐水县漕河镇南留中学改造扩建工程项目”建设项目为本可研项目所研究论证的范围。附表1-1 本项目的研究内容主要有以下几方面:1) 项目建设的必要性和可行性;2) 项目需求分析和功能定位;3) 合理确定本项目的建设规模;4) 项目建设的基本条件;5) 项目建设方案 ;6) 建设水平及投资估算;7) 建设资金筹措;8) 社会效益分析等。十一、结论鉴于徐水县漕河镇南留中学的现状及存在的上述问题,已经不能适应现代教育对学校的基本要求,严重阻碍了教育教学的发展,且存在学校师生的安全隐患问题。根据省政府的要求,必须按照规范化学校的标准进行学校建设。因此,关于徐水县漕河镇南留中学综合教学楼、宿舍楼建设项目是势在必行,是广大师生家长的渴求,也是教育发展的必然。徐水县漕河镇南留中学改造扩建工程项目正是一项落实科学发展观的德政工程,一项民心工程,一项关系教育乃至社会事业发展的基础工程,是合理配置教学资源,完善扩大教学规模的重要举措,不仅有利于该校完善办学规模和教育设施,更有利于促进当地经济建设和社会发展。项目建设是完全必要可行的。本项目主要指标见附表1-2。表1-2
