1、ISPS演习

1,ISPSdrill

1）用A4纸画出定时器、导线、雷管、TNT炸药，贴在一个盒子上，隐藏油漆间、物料间、舵机间、油仓

有气孔附近。

paintroom,stores,steeringcabinandairneartheoiltank.

2）由水手长带领一名水手或驾驶员与水手长，对该未知爆炸物进行搜索，搜索中应注意，使用搜索用品，

如棍子等，但不要直接搅拌，以免碰坏爆炸物导线等引起爆炸，轻轻地拨动，发现爆炸物位置后：

4）立即向船长报告，并讲明该物体外观、尺寸、颜色、装置和发现的位置；

5）船长立即用公共广播发出保安演习报警，并启动保安报警按钮，同时，二副向公司CSO和代理、船厂

等报告。

6）二副准备接收CSO和船旗国的指令；

7）全体船员尾甲板就位，携带太平斧、钩槁、阻挡物等，大副点名，并检查用品携带情况；

9）船长命令，大副传达：该物质为可疑爆炸物，不要向其上面泼水、以免内部电路短路，不要再其附近行

走或运行其附近设备，不要在其3米内使用VHF,不要手拿，接触，摇动，打开或移动可疑爆炸物，不要

刀割，拖拉可疑爆炸物导线、开关、保险、绑扎物等，不要调整保险、不要将金属靠近可疑物，不要移动

开关，打开钩子或解绑扎，不要在附近吸烟

10)船长命令按照保安计划要求行动；

14)水手长、机工长等关闭附近生活区门，听从岸上相关指令和指挥。

2、爆炸物爆炸并引起机舱着火。

二、操作步骤：

A水手长带领一名船员（任意选定）到模拟失火地点，如生活区船员房间（厨房、会议室、工人休息室、

机舱、货舱、艄油漆间或物料间），要求该船员完成失火报警。

Abosunleadacrew（arbitrarilyselected）gotothepositionofsimulatefire,suchastheaccommodation

crewcabin（kitchen,lounge,meetingroom,workers,cargo,orbowcabinpaintmaterials）,demandthe

crewcompletingthefirealarm.

XX：XX：船舶发生火警。

要求：随同船员应使用火警按钮一手提式对讲器一电话一大声呼喊，发出火警报警信号并向船长报

告发现火警的具体位置。

B报警后，该船员应立即就近寻找灭火器材进行灭火，同时关闭失火舱室内的通风筒及防火板（如有时），

机舱失火时，轮机长命令立即关闭机舱的所有通风，特别是烟筒的，机舱天窗，通风窗口等。

C水手长告知报警船员灭火器施救无效果。报警船员应迅速撤离失火现场。

fromthefirescene.

（要求：撤离时应关闭失火舱室门；机舱内应使用EEBD撤离。未关闭门；未使用EEBD作为失败。）

XX：XX：船长发出消防演习警报信号。

全体船员按“应变部署表”上的分工要求，携带有关消防器材到集合站。负责穿戴消防员装备的船员应在他人

的帮助下，将全套装备搬至火场附近安全位置。

要穿。室外工作的船员应立即参加灭火行动，有可能火势控制不住而没有机会回去取救生衣？）

3判断火情及必要的灭火准备

A指定的两名船员在船员的协助下，迅速穿妥消防员装备（戴面罩前应进行气压报警测试及面罩漏气测试,

漏气视为失败）。穿妥后随即报告现场指挥。

XX：XX：命令探火人员进入现场探火。

•探火（灭火）人员2人相互协同保护，携带灭火设备，低姿势前往，进入火场后应将身后舱门关闭。（进

入舱室，开门前，需要皮龙冲水，降温，再试探门的温度），（进入舱室后，应检查舱室门能否自动关闭，

自动关闭的门应去除自动关闭的功能。）（绳子信号）

•探明火情（位置.、种类——电气、油类、家具、火势大小）后应就近寻找合适种类的灭火器进行灭火尝

试。

•探火（灭火）人员火火器施救无效果报告现场指挥。探火人员应迅速撤离火场，同样应将身后舱门关闭。

shouldevacuatefromthefire,makesurethedooriscloseaswell.

（要求：进入火场姿势正确，灭火器使用方法正确。舱门没有关闭视作失败。）

E与此同时，皮龙组准备消防反龙。持水枪的船员应背戴EEBD。水皮龙两端应连接好消防栓和水枪头，

水皮龙全部摊开，长度能够到达失火现场。

C隔离组、支援组负责切断必要的风、油、电系统，关闭相关的通风开口；隔离火场周围（包括.上部）的

易燃物品。

D支持组：启动消防泵或应急消防泵；模拟机舱或货舱失火时应进行CO2释放前的准备。

以上各组人员向现场指挥报告。

探火组2人(应穿戴消防员装备和背戴空气呼吸器)拿水枪前往火场灭火，皮龙组人员作为助手配合。

(要求：消防船员应以低姿势快速进入火灾现场。打开失火舱室门前，用水降温后再开舱室门，消防水应

以变化柱形式直射火场。进入姿势不正确、动作缓慢或其它没有背戴空气呼吸器的人员进入，水枪水柱没

有变化视作失败。)

5大副告知消防人员火势已灭

三、注意事项：

3各职船员，特别是消防人员应熟练、正确穿戴消防员装备和空气呼吸器，熟知任务并正确规范执行。

4模拟机舱、货舱失火时，可以在灭火行动后增加释放CO2灭火的操作：清点人数、营救被困人员、机舱

/货舱的封闭和释放C02的行动。

1、船长不要站在驾驶台，和PSC在一起

4、美国基本是安排厨房或洗衣间着火，人进去后，探完火就出来报告滞留，应该两个人穿消防员装备，

一个拿着探火工具，一个拿着灭火器，进去后，先关闭通风、电源、照明等，探火完，用灭火器灭火。如

果有船员躺着（受伤），先救（抬出）船员，然后再进行灭火。门不可以打开，应都关闭，除了探火（消

防员）人员，其他都应在外走廊，不得进入，用信息绳子联络。

实施步骤

1.1.弃船演习的警报信号由船长发出，使用通用应急报警系统或号笛声，七短声一长声连放一分钟。船员

在听到弃船信号后，应正确穿着救生服/救生衣，携带规定的物品，迅速到达指定的集合地点。（试验广播

系统、照明系统、应急照明系统、携带东西、保温服）

1.2.各艇长清点人员，(点名、集合、集合站标识、救生艇筏释放张贴)，指挥降艇准备工作，(救生艇

测试：艇机启动四轨、三副、2-3个水手、活舵、试验照明，有时全体人员进艇，按照要求做好，安全带等)，

准备工作完毕后，向船长报告，由船长发出降艇命令。

1.3.每次弃船演习应包括：

1.3.5.运转降落救生筏所用的吊架(如有)。

1.4.不同的救生艇在逐次的演习中尽可能实际地降落；应保证每艘救生艇每3个月至少一次乘载指派的操

艇船员降落下水，并在水上进行操纵。

1.5.救助艇应在合理和可行的范围内，每个月乘载指定的船员降落下水并在水上进行操纵。无论如何，应

至少每3个月按此要求进行一次。

1.6.如果救生艇作自由降落下水，在弃船演习中每3个月至少有一次船员应登上救生艇

,在其座位中正确系固并开始降落卜.水程序直至但不包括实际释放救生艇(即释放勾不应松开)。之后，

救生艇应乘载要求的操艇船员自由降落下水，或以其它的降落下水方法乘载或不乘载操艇船员降至水面。

在两种情况下，救生艇应由操艇船员在水中操纵。在不超过六个月的间隔中，救生艇应乘载操艇船员自由

降落下水，或进行模拟降落下水。

intervalsofnotmorethansixTionthsinthelifeboatcontairedcrewfreefallintothewater,orconduct

mocklandingsinthewater.

1.7.在每次弃船演习时，应试验集合与弃船所用的应急照明系统。

1.8.依据船长命令，自演习信号开始后5分钟内救生艇应落水，并在水上进行操纵；并由船长下令收回。
