1a的

Purpose

本规则的目的在于保持与监控船舶防火安全措施的有效性。为此，应符合下列功

能要求：

Thepurposeofthisregulationistomaintainandmonitortheeffectivenessof

thefiresafetymeasurestheshipisprovidedwith.Forthispurpose,the

followingfunctionalrequirementsshallbemet:

.1防火系统及灭火系统及其装置应进行维护保养，保持完好并随时可用；

Fireprotectionsystemsandfire-fightingsystemsandappliancesshallbe

maintainedreadyforuse;

.2防火系统及灭火系统和装置应予适当测试、检查。

Fireprotectionsystemsandfire-fightingsystemsandappliancesshallbe

properlytestedandinspected.

2一般要求

Generalrequirements

船舶在营运期间的任何时候，应符合第1.1款的要求。船舶非营运期间系指：

Atalltimeswhiletheshipisinservice,therequirementsofparagraph1.1shall

becompliedwith.Ashipisnotinservicewhen:

.1船舶正在修理期间或停航(锚泊或在港)或在干船坞；

Itisinforrepairsorlay-up(eitheratanchororinport)orindry-dock;

.2船东或其代表声明船舶停止营运；

Itisdeclarednotinservicebytheownerortheowner*srepresentative;

2.1操作准备

Operationalreadiness

2.1.1下列防火系统应保持在完好状态，以确保在发生火灾时发挥其性能作用：

Thefollowingfireprotectionsystemsshallbekeptingoodordersoasto

ensuretheirrequiredperformanceifafireoccurs:

.1结构防火，包括防火分隔及其开口和贯穿件的防护；

Structuralfireprotectionincludingfireresistingdivisions,andprotection

ofopeningsandpenetrationsinthesedivisions;

.2火灾探测与火灾报警系统；

Firedetectionandfirealarmsystems;

.3逃生系统与装置的措施。

Meansofescapesystemsandappliances.

2.1.2灭火系统和装置应保持良好的工作状态，随时可供使用。已用完的手提式

灭火器应立即填充或以等效装置替代。

2.2维护保养、测试和检查

Maintenance,testingandinspections

2.2.1维护保养、测试和检查的实施应根据本组织制定的指南，并考虑和确保灭

火系统和装置的可靠性

Maintenance,testingandinspectionsshallbecarriedoutbasedonthe

guidelinesdevelopedbytheOrganizationandinamannerhavingdue

regardtoensuringthereliabilityoffire-fightingsystemsandappliances.

2.2.2维护保养计划应保存在船上，并应在主管机关要求时出示，供其检查。

Themaintenanceplanshallbekeptonboardtheshipandshallbe

availableforinspectionwheneverrequiredbytheAdministration.

2.2.3维护保养计划至少应包括下列防火系统和灭火系统和装置：

.1消防总管、消防泵和消防栓，包括皮龙、水枪和国际通岸接头；

Firemains,firepumpsandhydrants,includinghoses,nozzlesand

.2固定式探火和火灾报警系统；

Fixedfiredetectionandfirealarmsystems;

.3固定式灭火系统和其他灭火装置；

Fixedfire-extinguishingsystemsandotherfireextinguishingappliances;

.4自动喷淋、探火和火灾报警系统；

Automaticsprinkler,firedetectionandfirealarmsystems;

.5通风系统，包括防火和防烟挡板、风机及其控制装置；

Ventilationsystems,includingfireandsmokedampers,fansandtheir

controls;

.6燃油供应的紧急切断；

Emergencyshutdownoffuelsupply;

.7防火门，包括其控制装置；

Firedoor,includingtheircontrols;

.8通用应急报警系统；

Generalemergencyalarmsystems;

.9紧急逃生呼吸器；

2.2.4维护保养程序可由计算机编制。

Operationalreadiness,maintenanceandinspections

1本规则适用于所有船舶。1986年7月1日苛制造的船舶，应尽实际可能符

合本规则3和6.2的要求

Thisregulationappliestoallships.Therequirementsofparagraphs3

and6.2shallbecompliedwith,astarasispracticable,onships

constructedbefore1July1986.

2操作准备

Operationalreadiness

在船舶离港前及整个航程中的任何时候，所有救生设备应处于良好工作状态并立

即可用。

Beforetheshipleavesportandatalltimesduringthevoyage,alllife-saving

appliancesshallbeinworkingorderandreadyforimmediateuse.

3维护保养

Maintenance

应备有符合规则36规定的船上救生设备维护保养须知，并相应地进行维

护保养。

Instructionsforon-boardmaintenanceoflife-savingappliances

complyingwiththerequirementsofregulation36shallbeprovidedand

maintenanceshallbecarriedoutaccordingly.

主管机关

TheAdministrationmayaccept,inlieuoftheinstructionsrequiredby

paragraph3.1,ashipboardplannedmaintenancesprogrammewhich

includestherequirementsofregulation36.

4吊艇索的保养

Maintenanceoffalls

4.1降落所用的吊艇索由于变质而需要换新或不超过5年的时间间隔（取较早

者），均予以换新。

Fallsusedinlaunchingshallberenewedwhennecessarydueto

deteriorationofthefallsoratintervalsofnotmorethanfiveyears,

whicheveristheearlier.

4.2主管机关可接受上述4.1要求的“两端调头”的替代方式，定期检查吊艇

索，任何时候由于变质需要换新或不超过4年的时间间隔（取较早者），予

以换新。

TheAdministrationmayacceptinlieuofthe“endforendingHrequiredin

paragraph4.1,periodicinspectionofthefaIsandtheirrenewalwhenever

necessaryduetodeteriorationoratintervalsofnotmorethan4years,

whicheveroneisearlier.

5备件与修理设备

Sparesandrepairequipment

救生设备及其易损坏或易消耗而需要定期更换的部件，应配有备件及修理设备。

Sparesandrepairequipmentshallbeprovidedforlife-savingappliancesand

theircomponentswhicharesubjecttoexcessivewearorconsumptionand

needtobereplacedregularly.

6每周检查

Weeklyinspection

每周应进行下列试验和检查：

Thefollowingtestsandinspectionsshallcarriedoutweekly:

.1所有救生艇筏、救助艇及降落设备应进行目视检查，以确保其立即可用；

Allsurvivalcraft,rescueboatsandlaunchingappliancesshallbevisually

inspectedtoensurethattheyarereadyforuse;

.2只要周围环境温度高于启动和运转发动机什要求的最低温度，所有救生艇

和救助艇的发动机均应进行不少于3分钟的运转试脸。运转期间，应证实齿

轮箱和齿轮箱传动系统运行正常。如安装在救助庭上的舷外发动机由于其特

殊性在螺旋桨没有浸没的情况下不允许运转3分钟，则其运转应按照制造商

的手册规定的时间运转。特殊情况下，对于1986年7月1日以前建造的船

舶，主管机关可免除此要求；

Allenginesinlifeboatsandrescueboatsshallberunforatotalperiodof

notlessthan3minprovidedtheambienttemperatureisabovethe

minimumtemperaturerequiredforstartingandrunningtheengine.During

thisperiodoftime,itshouldbedemonstratedthatthegearboxandgear

boxtrainareengagingsatisfactorily.Ifthespecialcharacteristicsofan

outboardmotorfittedtoarescueboatwouldnotallowittoberunother

thanwithitspropellersubmergedforaperiodof3min,itshouldberunfor

suchperiodasprescribedinthemanufacturer'shandbook,Inspecial

casestheAdministrationmaywaivethisrequirementforshipsconstructed

before1July1986;

.3作为每周检查的一部分，所有救生艇(自由降落救生艇除外)应该从它的堆

放位置尽可能的向舷外移动来证明释放装置的能否满意工作。这种做法是在救生

艇上不载人，气象和海况允许的情况下进行，每周救生艇这种释放工作还应该记

录航海日志上。

Aspartoftheweeklyinspection,alllifeboats(exceptfree-falllifeboats)shall

bemovedfromtheirstowedpositiontotheextentnecessarytodemonstrate

satisfactoryoperationofthelaunchingappliances.Thisistobedownwithout

anypersononboardthelifeboatandonlyifweatherandseaconditionsalow.

Theweeklymovingofthelifeboatsisalsotoberecordedinthelogbook.

.4在安全设备年度检脸期间，救生筏和救助艇的释放装置应该进行彻底的检

查，并在彻底检查后，在救生筏和救助艇不乘载人的情况下，要进行动态绞车刹

车实脸，并且脸船师在现场。

Thelaunchingappliancesforsurvivalcraftandrescueboatsaretobesubject

toathoroughexamination,annuallyduringthesafetyequipmentsurvey.After

thethoroughexamination,adynamicwinchbraketest,withthesurvivalcraftor

rescueboatempty(v/ithoutpersononboard)istobeperformed,aclass

surveyoristowitnesstheexaminationandbraketest.

.5救生艇负荷释放装置在安全设备年度检脸期间，要进行彻底检查，险船师在

现场要进行操作试脸。

Lifeboaton-loadreleasegearistobesubjecttoathoroughexamination,

annuallyduringthesafetyequipmentsurvey.Aftertheexamination,thelifeboat

on-loadreleasegearistobeoperationallytestedwithclasssurveyorin

witness.

.6通用应急报警系统应进行试脸。

Thegeneralemergencyalarmsystemshallbetested.

7月度检查

Monthlyinspections

月度检查应使用规则36.1规定的检查表，检查救生设备包括救生艇装备，以确

保其完整无缺并处于良好状态。检查报告应记入航海日志

Inspectionofthelife-savingappliances,includinglifeboatequipment,shallbe

carriedoutmonthlyusingthechecklistrequiredbyregulation36.1toensure

thattheyarecompleteandingoodorder.Areportoftheinspectionshallbe

enteredinthelog-book.

8气胀式救生筏、气胀式救生衣、海上撤离系统与充气式救助艇的检修

Servicingofinflatableliferafts,inflatablelifejackets,marineevacuation

systems,andinflatedrescueboats.

8.1每一气胀式救生筏、气胀式救生衣、海上撤离系统应予以检修：

Everyinflatableliferaft,inflatablelifejacket,andmarineevacuation

systemshallbeserviced:

.1间隔不超过12个月，任何情况下如不切实际，主观机关可展期到17个月；

Atintervalsnotexceeding12months,providedwhereinanycasethisis

impracticable,theAdministrationmayextendthisperiodto17months;

.2在经认可的检修站进行检修，该检修站应胜任检修工作，备有适当的检修

设施，并仅雇佣接受过适当培训的人员。

Atanapprovedservicingstationwhichiscompetenttoservicethem,

maintainsproperservicingfacilitiesandusedonlyproperlytrained

personnel.

8.2海上撇离系统的轮换展开

Rotationaldeploymentofmarineevacuationsystems

除了或连同上述8.1所要求的海上撤离系统检修间隔外，每一海上撤离系统还应

以主管机关同意的间隔从船上展开，但每一系统每6年至少展开一次。

Inadditiontoorinconjunctionwiththeservicingintervalsofmarineevacuation

systems

requiredbyparagraph8.1,eachmarineevacuationsystemshouldbe

deployedfromthe

shiponarotationalbasisatintervalstobeagreedbytheAdministration

providedthateach

systemistobedeployedatleastonceeverysixyears.

8.3主管机关依照规则4认可的新型气胀式救生筏布置，在下列条件下允许检

修期展期：

AnAdministrationwhichapprovesnewandnovelinflatableliferaft

arrangementspursuanttoregulation4mayallowforextendedservice

intervalsonthefollowingconditions:

在检修期间隔展期内，按试验程序的要求，已证实新型气胀式救生筏布置保

持相同标准。

Thenewandnovelliferaftarrangementhasprovedtomaintainthesane

standard,asrequiredbytestingprocedure,duringextendedservice

intervals.

救生筏系统依据8.1.1的要求应由有资格的人员在船上检查。

Theliferaftsystemshallbecheckedonboardbycertifiedpersonnel

accordingtoparagraph8.1.1.

8.3.3不超过5年间隔的检修应按本组织的建议案实施。

Serviceatintervalsnotexceeding5yearsshallbecarriedoutin

accordingwiththerecommendationsoftheOrganization.

8.4充气式救助艇的所有修理和维护保养应按照制造商的说明书进行。应急

修理可在船上进行，但永久性修理应在经认可的检修站进行。

Allrepairsandmaintenanceofinflatedrescueboatsshallbecarriedout

inaccordancewiththemanufacturer^inspections.Emergencyrepairs

maybecarriedoutonboardtheship;however,permanentrepairsshall

beeffectedatanapprovedservicingstation.

8.5主管机关按8.3的要求准予救生筏检修期展期，则应依据第I章规则5(6)

将行动通知本组织。

AnAdministrationwhichpermitsextensionofliferaftserviceintervals

inaccordancewithparagraph8.3shallnotifytheOrganizationofsuch

actioninaccordancewithregulationl/5(6).

9静水力释放器的定期检修

Periodicservicingofhydrostaticreleaseunits

除可自行调换的静水力释放器外，繇水力释放器应予以检修：

Hydrostaticreleaseunits,otherthandisposablehydrostaticreleaseunits,shall

beserviced:

.1间隔不超过12个月，任何情况下如不切实际，主管机关可展期到17个月；

Atintervalsnotexceeding12months,providedwhereinanycasethisis

impracticable,theAdministrationmayextendthisperiodto17months;

.2在检修站进行检修，该检修站应胜任检修该装置，备有适当的检修设施，

并仅展佣接受过适当培训的人员。

Ataservicingstationwhichiscompetenttoservicethem,maintains

properservicingfacilitiesandusedonlyproperlytrainedpersonnel.

10看及位置的标记

Markingofstowagelocations

存放救生设备的容器、支架、搁架及其它类似装置的存放位置，应按本组织建议

的符号加以标记，表明该装置存放该处的用途。如该位置存放一个以上的设备，

则应标明箕数量。

Containers,brackets,racks,andothersimilarstowagelocationsforlife-saving

equipmentshallbemarkedwithsymbolsinaccordancewiththe,

recommendationsoftheorganization,includingthedevicesstowedinthat

locationforthatpurpose.Ifmorethanonedeviceisstowedinthatlocation,the

numberofdevicesshallalsobeindicated.

1.用锤子敲碎遥控释放箱子上的玻璃，取出钥匙打开阀门，臼动移放二氧化碳警报并关闭

机舱风机、燃油泵、锅炉供油泵、鼓风机等。

Crackwithahammerontheremotecontroltoreleasetheglassbox,tookoutakey

2.确认机舱所有工作人员已经撤离机舱。

3.关闭机舱所有开口和外界一切通风。

4.然后扳下选择阀启动气瓶手柄，打开选择阀。\

tochoose.

5.在扳下二氧化碳启动气瓶手柄，自动延时20-40秒后，发出蜂鸣信号并释放灭火剂。

B.机舱手动释放说明：(只能在二氧化碳间释放)

警告：C02超重气体，进入C02间前需要彻底通风。火灾扑灭后任何人重新进入这个区域必

须穿戴呼吸设备，直到确认氧气含量是正常的。

3.维护保养：

(1)每月检查:系统各阀在正确开关位置;各C02钢瓶无漏泄;称重日期.

(2)每季度检查：C02钢瓶与操作钢索的紧固是否牢固；

(3)每年检查:装置目视检查正常;控制阀检查;管路用空气吹通；

(4)每五年:控制阀解体,内部检查.
