ResearchSummary
IntheU.S.,buildingcodesandstandardshavebeendevelopedtoreducethelikelihoodofbuildingcollapsebutdonotaddressthelossofbuildingfunctionsorrecoverytimesduetoearthquakes.Whenscaledtothecommunitylevel,negativeconsequences,suchaslackofaccesstojobsandschoolsand,ultimately,populationdisplacement,may
occur.Buildingsandinfrastructuresystemscanbeimprovedtobettermeettheneedsofusersandoccupantsafternaturalhazardevents.Theseneedsincludetheabilityto
reoccupyandresumefunctionsandservicesacrosstheassetsthatmostbenefitsociety.
Researchinearthquakeengineeringandsocialsciencehasadvancedanew
performanceobjectivecalledfunctionalrecoverythatsupportsthedesignofassetstomeetneedsbeyondwhatiscurrentlyrequiredbycodesandstandards.Implementationoffunctionalrecoverydesignwillenablebuildingsandinfrastructuresystemstosustainlessdamageinearthquakeeventsandreturntoabasiclevelofservicemorequickly,
reducingdowntimeforkeysocietalactivitiesaswellasdirectandindirectcostsofdamages,repairs,ordemolition.
ResearchAdvancementDetails
FunctionalrecoverywasformallydefinedintheNIST-FEMAReporttoCongress(NISTSP1254)tofurtheradvanceongoingworkintheearthquakeandcommunityresilience
fields.Subjectmatterexperts(NISTSP1269)areprovidinginputondeveloping
maximumacceptablerecoverytimetargets.Functionalrecoverytargetsthecapacitytosupporttherecoveryofbasicintendedfunctionsorservices,whicharetypicallyless
thanfullpre-eventfunctionality.
Committeesarecurrentlydraftingprovisionsforcodesandstandardstoenableassetstoavoidmoderatetoseveredamageandlongrecoverytimeswhich,inturn,would
improvecommunityresilience.Althoughfunctionalrecoveryconceptsanddesign
recommendationsarecurrentlybeingdevelopedforearthquakehazards,thefindingscanbeleveragedforapplicationtoothernaturalhazardsinthefuture.
