ADVANCEDUTILITYMETERINGSYSTEM

Providescheduleforeachflowmeterlistingflowmetertype,fluidtypeandcharacteristics,temperatureandpressureoffluid,flowrange(maximumandminimumflows),maximumpressureloss,minimummeteraccuracy,Englishandmetricmeasurementunits.
TheVAhasinplaceaCorporate-WideAdvancedUtilityMeteringDatabase,whichallowstheVAtoautomaticallyquerysomeofitsfacilitiesfortheirenergyandwaterusage.Thisspecificationrolls-outAdvancedUtilityMeteringSystems(AUMS)toallofitsfacilities.EachfacilityshallincludeanAUMS,periodicallytransmittinginformationinaformatcompatiblewiththeexistingVACorporate-WideAdvancedUtilityMeteringDatabase.
Thisspecificationdefinesthestructurefortheroll-outoftheAUMSs:eachVISNorVAMCshallbeprovided(bythissection,ifnotalreadyin-place)aSiteDataAggregationDevice(aPCworkstationorserver);communicationsbetweenthisSiteDataAggregationDeviceandtheVA’sCorporate-WideAdvancedUtilityMeteringDatabaseshallbeviaperiodicTCP/IPcommunications;communicationsbetweentheSiteWideAggregationDeviceandthefacility’smetersshallbeviaEthernetcabling(separatefromtheITsystem’sandtheHVACcontrolsystem’scabling),andwireless;andmetersofthefacility’senergyflowsandwaterflows.
Communications(especiallyTCP/IP)shallcomplywithNIST-recommendedsecurityprotocols.
CommunicationsbetweenmetersandtheSiteDataAggregationDeviceshallallowforreal-timeandhigh-samplingfrequencyautomaticmonitoringofenergyflowsthroughoutandwithineachfacilityaswellasless-frequentintervalor“billing”metering.TheAUMSshallincludecapacityforfutureautomaticcontrol:dispatchofloadsdependingonthresholdsbeingreached,alarmnoticesauto-sentundervariousconditions,andthelike.TheAUMSshallincludevariouslevelsofoperatorinterfaceandaccess,andshallallowforcustomizableviewportsasrequiredbytheUser.
Thisspecificationincludesmetersandcommunicationssystemswhichmaynotberelevanttotheindividualproject.Thespecifyingengineershallsurveythesiteandexaminephysicalconditionsandconstraintsrelativethefacilitybeingdesigned.ThespecifyingengineershallcoordinatethemeteringandcommunicationsscopewiththefacilityengineerandtheResidentEngineer.ThespecifyingengineershallonlytheneditthisspecificationtoincludeonlythosefeaturesrelevanttoandrequiredbytheAUMS.
Separatecablingorradiotransmission(RF)fromthemeterstotheSiteDataAggregationDeviceisrequired.Thecommunicationstransmissionshallnotberunonthefacility’sITnetwork.Ifthemetersareexistingandpartofthefacility’sdirectdigitalcontrolsystem,andifthoseexistingmetersaresufficienttothisSection’smission,theinformationmaythenbetransmittedoverthefacility’sdirectdigitalcontrolsystemnetworktothefacility’sECC,andfromtheretotheAUMS.
Showondrawingsallcommunicationscablingrouting,meterandtriminstallationdetailsandlocations,aswellasdescribingmethodsandmeanslimitationsfortheimplementationoftheAUMS.
Thespecifyingengineershallhavecompleteknowledgeofthespaceandcablepathways(i.e.equipmentrooms,TCs,conduits,wireways,etc.)oftheFacility.ThespecifyingengineershallataminimumdesignandinstalltheSystemusingthePathwayDesignHandbookH-088C3,TIA/EIATelecommunicationsBuildingWiringStandards,andVA’sFacilityChiefofInformationTechnologies(IT)instructions,asapprovedinwritingbytheVA.
Designanewsystemconformingtocurrentandaccepteddigitalindustrial/commercialcableandRFdistributionstandards.ThedistributioncableinstallationshallbefullycoordinatedwiththeVApriortothestartofinstallation.
Specifycableinthissystem(i.e.backbone,outsideplant,insideplant,andstationcabling)toconformtothisSectionandtoacceptedindustryandOEMstandardswithregardstosize,colorcode,andinsulation.Thepairtwistsofanypairshallnotbeexactlythesameasanyotherpairwithinanyunitorsub-unitofcablesthatarebundledintwenty-five(25)pairsorless.
TheSystemcablesshallbeprotectedconduit.ThespecifyingengineershallincludeSection260533inthespecificationsforthework.SomeareasofthisFacilitymaybeconsidered“plenum”.Ifanyofwireandcableusedinsupportoftheinstallationinthoseareasisnotinconduit(thisguidancedoesnotgrantrelieffromtheprotection):thenthecablingmustcomplywithnationalandrelevantcodespertainingtoplenumenvironments.ReviewtheVA’scableandwirerequirementswiththeVApriortoinstallationtoconfirmthetypeofenvironmentpresentateachlocation.
Designoutside-andinside-plantcablesthatfurnishthenumberofcablepairsrequiredinaccordancewiththeSystemrequirementsdescribedherein.FullycoordinateandobtainapprovalofthedesignwiththeoriginalequipmentmanufacturerandtheVApriortoinstallation.
Additionofadvancedmetersshallinnowayaffectanyexistingutilitymeteroritscomponents.
Thismetershallbeusedassupplementalinformation.
Knowthatmetersinstalledadjacentotherutilitymeterswillnotreadexactlythesame.
Thisdifferenceisduetothedifferentturn-downratios,calibrationstodifferentCT’s,andalsoduetodifferingaccuraciesofthemeters.
ExistingmetersalreadyinplacemayservethemissionofthisSection,providedthattheycomplywiththecommunicationsandaccuracyrequirementsofthisSection.Confirmthisre-usewiththeVA’sFacilityEngineerandREO.
Unlesstheconstructionisonagreenfield,mostoftheutilitiesmeteredbythisSectionarefundamentaltotheoperationofthefacility.Chooseinsertion-typemetersandusehot-tapsintoactivepipingsystemsandothermeanstoallowformeterinsertionintotheutilitydistributionsystemswithoutforcingoutagesofthosesystems.
MetermaintenanceisanimportantconcernfortheVA:wherefeasible,specifymeterswithnomovingparts,sominimizingmaintenanceofmechanicalcomponentsoverthelifeofthemeter.

1.1 DESCRIPTION
A. ThisSectionincludesthefollowingfortheadvancedmeteringofthesystemsofthefacility.Themeteredsystemsincludetheelectricalpower,naturalgasdistribution,fuelgasandfueloil,steam,steamcondensate,chilledwater,heatingwater,domesticwater,recoveredwaterandmakeupwatersystems.ThemeteringsystemsineachfacilityarepartofaCorporate-Wideutilitymeteringsystem,renderingtheVAaccurateandautomatedmeteringofitsfacilities’energyandwaterflows.Meteringsystemsarecomprisedof:

1.5 performance
A. Theadvancedutilitymeteringsystemshallconformtothefollowing:
1. SiteDataAggregationDeviceGraphicDisplay:Thesystemshalldisplayupto4graphicsonasinglescreenwithaminimumof(20)dynamicpointspergraphic.Allcurrentdatashallbedisplayedwithin(10)secondsoftherequest.
2. SiteDataAggregationDeviceGraphicRefresh:Thesystemshallupdatealldynamicpointswithcurrentdatawithintenseconds.Datarefreshshallbeautomatic,withoutoperatorintervention.

1.6 WARRANTY
A. LaborandmaterialsforadvancedutilitymeteringsystemsshallbewarrantedforaperiodasspecifiedunderWarrantyinFARclause52.246-21.
B. Advanceutilitymeteringsystemfailuresduringthewarrantyperiodshallbeadjusted,repaired,orreplacedatnocostorreductioninservicetotheowner.Thesystemincludesallcomputerequipment,transmissionequipment,andallsensorsandmeteringdevices.
1.7 submittals
A. b. FinalAs-Builtdrawings,includingactualLANcablingroutingshownonarchitecturalbackgrounds.

Routinemaintenancechecklist,renderedinaMicrosoftExcelformat.Theroutinemaintenancechecklistshallbearrangedinacolumnarformat.Thefirstcolumnshalllistallinstalleddevices,thesecondcolumnshalllisteachdevice’snodeidentifier/address,thethirdcolumnshalldescribeeachdevice’sphysicallocation,thefourthcolumnshallstatethemaintenanceactivityorstatenomaintenancerequired,thefifthcolumnshallstatethefrequencyofthemaintenanceactivity,frequencyofcalibrationandthesixthcolumnforadditionalcommentsorreference.

1. Provide30-daynoticetoOwnertoallowschedulingandaccesstosystemandtoallowOwnertoupgradecomputerequipmentifnecessary.
1.10 MAINTENANCEANDSERVICE
A. PreventiveMaintenanceRequirements:provideapreventativemaintenanceplanwithattachedproceduresindicatedbymeterandcomponentmanufacturers.Performmaintenanceproceduresforaperiodof1yearaftergovernmentacceptance,atfrequenciesandusingproceduresrequiredbythemeterandcomponentmanufacturers.Ataminimumandifthemanufacturerissilentonitspreventativemaintenancerequirements,frequencies,deliverablesandactivitiesshallcomplywiththefollowing:
1. PreventiveMaintenanceWorkPlan:prepareaPreventiveMaintenanceWorkPlantoscheduleallrequiredpreventivemaintenance.VAapprovaloftheWorkPlanshallbeobtained.AdheretotheapprovedworkplantofacilitateVAverificationofwork.IftheContractorfindsitnecessarytoreschedulemaintenance,awrittenrequestshallbemadetotheVAdetailingthereasonsfortheproposedchangeatleastfivedayspriortotheoriginallys
